The article presents the results of the sociological research (expert survey of the heads of municipalities of the Far North and the Arctic) on the impact of the COVID-19 pandemic on the processes of self-development of territorial communities of the North and the Arctic. The most acute problems of socio-economic development were identified (lack of financial resources and investment budget revenues, housing and utilities operations, logistical problems, poor transport accessibility, etc.) Against the background of al-ready existing problems, the negative impact of COVID-19 was assessed, which manifested primarily in the lack of financial resources, shortage of medical personnel, weak material and technical base of healthcare system. The experts' assessments indicating significant losses in the sphere of small and medium business were revealed, the measures suggested by the experts for overcoming social and economic consequences of the pandemic COVID-19 were grouped.

Abstract The development of mineral resources in the Arctic zone of Yakutia is followed by a progressively increasing impact on the environment. Under these conditions, it is necessary to develop such directions for reducing the negative consequences of industrial development that could support the entire ecosystem of the North in a balanced state in strict accordance with the laws of structure, processes and changes in the landscape structure. This can provide a complex geoecological approach that involves a systematic study of the relationships between both natural and man-made objects. In general, this approach is based on the study of the impact processes of athropogenic activities on the environment, changes in the environment and consequences that affect natural and social conditions. Under conditions of extremely low resistance of natural landscapes to any impacts, it is necessary to assess and search for directions reducing the consequences of industrial development. In this regard, a schematic model of indicators systematization of environmental and socio-economic consequences of the functioning of energy supply facilities is developed on the example of the Yana, Indigirka and Kolyma river basins in accordance with the laws of structure, processes and changes in the landscape structure.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

Abstract The impact on seasonal polar predictability from improved tropical and midlatitude forecasts is explored using a perfect-model experiment and applying a nudging approach in a GCM. We run three sets of 7-month long forecasts: a standard free-running forecast and two nudged forecasts in which atmospheric winds, temperature, and specific humidity (U, V, T, Q) are nudged toward one of the forecast runs from the free ensemble. The two nudged forecasts apply the nudging over different domains: the tropics (30°S–30°N) and the tropics and midlatitudes (55°S–55°N). We find that the tropics have modest impact on forecast skill in the Arctic or Antarctica both for sea ice and the atmosphere that is mainly confined to the North Pacific and Bellingshausen–Amundsen–Ross Seas, whereas the midlatitudes greatly improve Arctic winter and Antarctic year-round forecast skill. Arctic summer forecast skill from May initialization is not strongly improved in the nudged forecasts relative to the free forecast and is thus mostly a “local” problem. In the atmosphere, forecast skill improvement from midlatitude nudging tends to be largest in the polar stratospheres and decreases toward the surface.

Abstract. The Coastal Observing System for Northern and Arctic Seas (COSYNA) was established in order to better understand the complex interdisciplinary processes of northern seas and the Arctic coasts in a changing environment. Particular focus is given to the German Bight in the North Sea as a prime example of a heavily used coastal area, and Svalbard as an example of an Arctic coast that is under strong pressure due to global change.The COSYNA automated observing and modelling system is designed to monitor real-time conditions and provide short-term forecasts, data, and data products to help assess the impact of anthropogenically induced change. Observations are carried out by combining satellite and radar remote sensing with various in situ platforms. Novel sensors, instruments, and algorithms are developed to further improve the understanding of the interdisciplinary interactions between physics, biogeochemistry, and the ecology of coastal seas. New modelling and data assimilation techniques are used to integrate observations and models in a quasi-operational system providing descriptions and forecasts of key hydrographic variables. Data and data products are publicly available free of charge and in real time. They are used by multiple interest groups in science, agencies, politics, industry, and the public.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

Purpose The purpose of this paper is to estimate the impact of racial and low-income quotas on academic performance of students from public and private universities in Brazil. Design/methodology/approach Using propensity score matching applied to student-level data from the National Examination of Student Performance conducted in 2012; this paper identifies the impact of the quota policy on academic performance considering all Brazilian universities. Findings The results indicate that there is no statistically significant difference in academic performance between students admitted under the racial quota and those who had the regular admission (non-quota students). The impact is positive, however, for students from the North region of Brazil and among those with very low family income, whereas a negative impact is observed for those from the Central-West region. In regard to the low-income quota, quota students perform worse than eligible non-quota students as their scores are, on average, 14 percent lower. Similar findings are observed when different subsamples are considered. Originality/value This paper’s main contribution is to provide a broader and more rigorous empirical approach than that presented by the existing literature in order to evaluate the impact of quota policies on academic achievement. Moreover, this study considers all Brazilian institutions whereas previous studies are limited to only one or a few universities.

Purpose This study investigates the existence of Marshall, Jacob and Porter’s type of externalities in Mexico. We measure the impact of industrial specialization, competition and diversity on employment growth for the period 2004 to 2008. Design/methodology/approach The analysis is based on data from 41 highly dynamic industrial clusters originally obtained by applying Porter’s (1998) methodology. We use a cross-section specification estimated via instrumental variables and two-stage least square estimation (2SLS) to control for endogeneity. Findings On average, we find that industrial specialization exerts a negative impact on employment growth within states and within clusters, indicating that traded industries in Mexico carry very little innovation, operate in early stages of the life cycle, face high costs of employment reassignation or exhibit low adaptability. A negative impact of specialization on employment conforms with Jacobs (1969) type of externalities and confirms what other studies have found in France (Combes, 2000), Korea (Lee et al., 2005) and the USA (Delgado et al., 2014). The authors also find that competition generates more employment. Research limitations/implications Industrial data at the sub-branch level were obtained from the Economic Census (EC) of the National Institute of Geography and Statistics (INEGI). The EC information for 2004 was still not fully compatible with the North America Industry Classification System (NAICS), with 262 of the 309 data at the fourth-digit level aligned to the USA. In addition, industrial information from the EC is recorded every four years, which prevents this study to use panel data techniques and it makes it impossible to use time series methods. Practical implications Policymakers can clearly identify competition forces having a significant impact on employment growth. This can orient policymakers to implement measures to encourage the development of some of these clusters, as well as to identify some of the sources that drive specialization, competition and diversity. Originality/value This paper contributes to the debate on the existence of Marshallian (MAR), Jacobian and Porter externalities. This is the first study using the definition of traded clusters in Mexico, which allows the authors to identify how specialization, competition and diversity forces drive the dynamics of regional employment growth.

This article discusses safety and economic issues of sea transport during transit voyages of a vessel across the North Sea Route (NSR) in the Arctic Ocean. The main obstacles to shipping and threat to vessels are the regions of ice occurrence and, in particular, clusters of ice with high and very high concentration, thickness and hummocking occurring each year in the same places, which are called ice massifs. Speed of vessels has the greatest impact on the economy of transit voyage. The safe speed of vessels, as a means of transport that ensures trouble-free navigation of the vessels depends on ice conditions. Until now, the concept of safe speed has not been precisely defined. Also, the impact of speed of the vessel in certain ice conditions on overcoming the ice and the risk of damage to vessel has not been precisely defined. Issues of direct and potential costs of vessel’s safety, damages and consequences of damages in ice were also not fully considered. The author analyzed the above relationships on the example of the first commercial vessel transit voyage through the NSR and obtained generalized results that can be applied to the initial, general and tactical route planning till 10 days - 6 months ahead and transit schedule of a vessel between Europe and the Far East ports via the Northern Sea Route. The presented method should increase safety and economy of sea transportation in areas covered with ice.

The author questions the indisputability of the Arctic’s existing climate change assessments and insists on the need to adjust the Arctic strategies of states to different scenarios of such changes. While not denying the impact of human society on the Earth’s climate, the author believes to be important not to limit research on its changes by exclusively natural-scientific aspects, but to include considerations concerning the influence of peculiarities of human society’s development on the climate. He thinks it is important to take into account the combine impact of the changing nature of contemporary industrial activity, of sources for energy supply, the on-going processes of building of “smart” economy and its innovative development, demographic changes, improvement of human capital as well as the impact of increased environmental consciousness of human beings on the global and Arctic climate. Despite the observed climatic changes in the Arctic, it remains ice-covered the major part of the year. Any commercially justified human activities in the Arctic must be based on the need to maintain a year-round exploitation of its resources and possibilities and to create the appropriate infrastructure, machinery and equipment. The author comes to the conclusion that the need to resolve these problems requires considerable financial resources and time.
