The article analyzes the main indicators of the socio-economic development of the Republic of North Ossetia-Alania in 2020 to the level of the corresponding period of 2019. Particular emphasis is placed on identifying urgent, unsolved problems in the social and economic spheres in the context of coronavirus infection and finding ways to determine their solution. The issue of changing the mechanism of interaction of legal entities and individuals with financial and socio-economic structures in the conditions of remote work is also considered.

The uneven socio-economic development of the regions dictates the need to introduce modern ways of functioning of economic entities. The author of the article comes to the conclusion that it is necessary to ensure the implementation of the business on the basis of the existing infrastructure, which allows reducing the investment burden on a regional scale.

Introduction. The regions of Russia are not only heterogeneous in terms of the current state but also differ in the prevailing trends in the key parameters of their future development. Some of them, possessing significant economic potential, risk losing stability due to ongoing social processes and vice versa. The purpose of the study is to assess the sustainable development of the Russian Federation regions, to identify typical regions, including implementation of the main priority of the Spatial Development Strategy of Russia until 2025 — to uncover the socio-economic potential of the territories and their sustainable development through economic specialisation regions.Methods. In the framework of solving the problem of choosing typical regions of Russia according to the level of sustainability of socio-economic development, we formed a database of indicators for the period from 2010 to 2016. The 8th indicators describe the financial and economic component of development, the social component — by the 14th indicators, the environmental one — by the 3rd indicators. The ranking of regions was carried out in three stages — the consideration of particular indicators, their unification into groups and the study of generalised values. For the identification of typical regions, we applied the clustering method.Results. Approbation of the approach showed that the high position of the region in one of the considered areas of analysis does not always correlate with the level in other indicators. The magnitude of the dispersion in general increases with the transition from the leading regions to the outside regions. Cluster analysis revealed four groups of regions. The first cluster is characterised by the predominance of the economic component. The second cluster is characterised by the absence of a significant imbalance between the directions. The third cluster is characterised by better dynamics of financial and economic indicators against the background of relatively good positions in the social and environmental spheres. The fourth cluster is represented by subjects of the Russian Federation, in which there are significant results in the field of improving the environmental component. Based on the cluster analysis, typical regions were selected — the Republic of Ingushetia, the Samara Region, the Republic of Tatarstan and the Vladimir Region, respectively.Discussion. The obtained results can be applied when making a forecast of the socio-economic development of the regions of the Russian Federation and indicators of their sustainability in the medium term.

The article is devoted to the analysis of economic-geographical and socio-economic differences of the regions of the Republic of Belarus in order to improve the administrative and territorial division (ATD). The decisive role of the Belarusian scientific school of economic geography in developing of the principles of the ATD of Belarus at various periods of development is shown. The historical stages of formation, advantages and disadvantages of the current system of the ATD of the Republic of Belarus are revealed. The positive and negative international experience of conducting of administrative and territorial transformations is systematized. The significant disproportions in the resource, demographic and economic potential of the regions of Belarus and their various contributions to the social and economic development of the state are determined. Based on the centro-peripheral principle, a scheme of the regions of Belarus by the level of socio-economic development has been developed, which indicates significant changes in the development of regional economic complexes that have occurred over the past decades. About 20 % administrative districts are characterized by the properties of the center or semi-center, which have the ability to perform the functions of regional centers in the new ATD. More than 30 % administrative areas are peripheral in terms of socio-economic development. The obtained results are the basis to the need to improve the ATD of the Republic of Belarus.

The article reveals conceptual provisions of socio-economic development, explores the current stage problems of implementation of the socio-economic development concept of municipalities. The patterns toward financial improvement of regions led by the Ministry of Economy of the Republic of Tatarstan are contemplates. The markers of districts' financial advancement are thought of. The errands of financial advancement are distinguished and advocated. Various undertakings important for the usage of the regions' financial improvement are figured. In accordance with the guidelines of the fundamental documents adopted in the aspect of the socio-economic development conceptual provisions formation and implementation, criteria and indicators to assess the economic, social and environmental situation at various levels of the social system have been identified. In light of the investigation of methodological advancements of the Ministry of Economy of the Republic of Tatarstan, measures and markers are viewed as that permit us to survey the degree of financial improvement of the framework. According to the data of Tatarstan, the volume of shipped innovative goods, work, services (million rubles) of municipal districts and urban districts of the Republic of Tatarstan for 2015-2018 is summarized and analyzed. Suggestions for improving methodological approaches to the analysis and assessment of the level of socio-economic development of the system in its various aspects are formulated.

В статье исследуется актуальные научно-практические проблемы бюджетной региональной политики, формирования и использования консолидированного бюджета, распределения бюджета по муниципальным территориям региона, влияния инструментов и методов на социально-экономическое развитие с применением комплексных процессов, характерных для воспроизводственной деятельности. Процессы воспроизводства формируют комплексное направление исследования с учетом существующей социально-экономической политики и ситуации, включая количественные и качественные параметры для необходимых расчетов и построения соответствующих моделей. The article examines the actual, scientific and practical problem of budgetary regional policy, the formation and use of a consolidated budget, the distribution of the budget across the municipal territories of the region, the influence of tools and methods on socio-economic development using complex processes typical for reproduction. Reproduction processes form a complex internal environment under the influence of methods of influence, acquiring new qualitative and quantitative characteristics, determining the trajectory of influence, affect the provision of socio-economic development, contribute to the achievement of the set goal and the implementation of tasks. The essential characteristics of the use of methods of direct and indirect incentives are in a set of measures for the interconnection of the external and internal environment serving the market situation in the region, capable of competing in the market, satisfying consumer demand, affecting the development of the market, ensuring the social and economic development of the region. The dominant use of budgetary methods of direct and indirect incentives comprehensively ensures the socio-economic development of the region. The analysis of the formation of the consolidated budget, the use of the budget, using the tools of influence, allow making adjustments to maintain macroeconomic equilibrium based on their own laws that arise within the system. The research was carried out on the basis of the indicators of the Republic of Crimea, available in the public domain.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.
