Sustainable Development in Russia: Specific Features of Transition Procedure

Current issues on economic security, preventing new challenges and threats to its strength and stability along with sustainable development of the regions require scientific background and scientific justification. New conceptual approaches to the mechanisms and methods are being searched for the purpose of the Russian Federation, as well as its constituent entities’, enterprises’ and organizations’, public and entrepreneurship activity spheres’ economic interests protection, which is reflected in the strategy of socio-economic development of the Russian regions. The article considers conceptual frameworks of sustainable ecological and economic development at a global level. It defines the concept of sustainable development in terms of economic science and the range of its problems. It also discusses debating points of experts and volunteer environmentalists concerning the transition procedure to sustainable development models in Russia.

Stable economic development, timely neutralization of challenges and threats are the most important prerequisites for economic security of Russia and its regions. Uneven spatial development of the Russian Federation and the increasing differentiation in the regional development are listed as the main challenges and threats to economic security in the Economic Security Strategy of the Russian Federation for the period up to 2030. The socio-economic development of the Caspian regions is characterized by significant disparities, which determined the purpose of the research. Particular attention is paid to the study of inter-regional differentiation as a threat to economic security. An analytical review of the indicators of socio-economic development in these constituent territories of the Russian Federation allowed for identification of various risks and threats to economic security. The analysis allowed the author to conclude that when assessing threats to the economic security of the regions, it is necessary to take into account territorial, sectoral features, multi-ethnicity, etc. Hence, it is necessary to enhance the quantitative assessment indicators, complementing them with qualitative level indicators. In order to achieve the necessary objectivity, depth and comprehensiveness in understanding, taking into account the realities of modernity, the author recommends assessing state's economic security in the regions and the policy of ensuring it from an interdisciplinary perspective, relying on economic science as well as on other areas of scientific knowledge.

In today’s rapidly changing conditions of economic development, which entail the emergence of new growth drivers, as well as the rapid pace of technological changes, new megatrends, new threats to the economic security and stability of territories and regional markets are emerging. In such a situation, only new approaches to the formation of strategies and justification of management decisions will make it possible to turn new threats into new opportunities and competitive advantages. The paper studies the concept and essence of the potential of digitalization of industry as a factor of sustainable development of the territory. The analysis of the dynamics of digitalization of the Russian Federation and the regions of the Volga Federal District is presented, the structure of the digital potential of the territories and their economic entities is presented. A method for calculating the potential of digitalization of the industry in the regions is proposed, and the main problems of its implementation are identified.

This article, based on the analysis of the provisions of economic science, characterizes the peculiarities of different economic models – socially oriented, “green”, innovation, and digital, which allowed formulating the advantages and disadvantages for economic agents in the context of transition to each model. Emphasis is usually placed on the positive aspects of replacement of general vector of economic development; however, reluctance of an individual, society, state, and its structural units to reforms can become a threat to the economic security of the territory, instigating the emergence of borderline states – conditionally safe, pseudo-safe, and those evolving into dangerous if neglected. Therefore, the goal of this article lies in clarification of the attributes of the aforementioned schemes that substantiates the need for transition of the Russian Federation towards the model of general-purpose geographically oriented economy. The author argues the opinion according to which shift of the vector of economic development in public legal entities of different level should be implemented with consideration of their internal capacity, and neglect of its state can lead to the emergence of borderline states of economy of the territory on the grounds of protection from negative activities – conditionally safe, pseudo-safe. Due to high degree of differentiation of the Russian regions, the model of general-purpose geographically oriented economy that focuses on the local specificities is proposed for avoiding the growing imbalances. The obtained results are aimed at broadening of the provisions of economic science. The authorial approach towards restructuring of the economic model applicable to the constituent entities of the Russian Federation would allow minimizing the unsuccessful attempts of changing the socioeconomic vector of their development.

Trends in the development of the main components of financial and economic security of the country indicate their significant variability and dependence on a combination of internal and external factors. An important place among the drivers of influence on the level of financial and economic security is occupied by tax revenues. Given the prolonged national and transnational market turbulence, which is observed in most sectors of the economy, one of the biggest threats to the financial and economic security of most countries is the presence of a significant volume of shadow operations. The consequences of their implementation are the lack of tax revenues in the budget and the reduction of the country's financial viability in financing economic development programs. The purpose of the article is to study the impact of tax gaps on the level of financial and economic security of the country. In the paper, the essence of the financial and economic security of the country, which is proposed to be understood as a complex concept, integrates the features of economic and financial development of the economic system. Based on the systematization of scientific literatures, the main tasks and functions of financial and economic security of the country including realization of goals and objectives of financial policy and formation of favorable conditions for economically sustainable development and growth, highlights the characteristics of this concept are substantiated. The paper identifies three characteristic features of the financial and economic security of the country: as an indicator of its ability to protect the interests of society in a volatile external and internal environment; economically sustainable development and growth; leveling threats to the internal and external environment. The role of tax gaps in reducing the level of financial and economic security of the country is substantiated, the probability of formation of tax gaps in the economy is predicted, measures to minimize tax evasion as components of increasing its financial and economic security are proposed. The established interdependencies should serve as a basis for the transformation of state economic and financial policy in Ukraine in terms of minimizing the negative impact of the shadow sector of the economy on the indicators of economic development of the state.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.


Geodiversity presents overall diversity of relief shapes, processes and the diversity of landscape. It basically consists of geological, geomorphological and pedological diversity. The most interesting for tourism valorisation are karstic areas that cover over 50% of the territory of Bosnia and Herzegovina. When it comes to geoparks, it is necessary to emphasize that such forms of protection have not yet been established in Bosnia and Herzegovina. The European Geopark Network exsist since 2000 and currently there are 140 geoparks in the 38 countries in Europe. Three geoparks stand out in our region; in Slovenia, Idrija and Karavanke (together with part in Austria) and Papuk in Croatia. Their main goals are promotion of geoheritage, protection of geodiversity and support of economic development through geotourism, with the inevitable participation of local communities. In the meantime, this initiative has been raised to a global level by including these areas in the newly adopted UNESCO program - International Geodetic and Geopark Program, which now has over 130 parks in 33 countries of the world. In our country, Blidinje Nature Park and the Protected landscape of Bijambare, have potential for becoming geopark. These parks would be based on promotion of the geological heritage, the geodiversity of the karst zone of Bosnia and Herzegovina, preservation of biodiversity and the protection of specific karst hydrography of this area. The plan for protecting these areas and potential admission to the European geopark network should primarily be based on a new legal framework and a plan that would include sustainable development of geotourism in Bosnia and Herzegovina.

The article discusses aspects that determine the economic interests of the Arctic countries and affect the provision of economic growth and economic security of the Russian Federation. The author examines the current trends of economic activity in the Arctic, analyzes state strategies and other documents that determine the policy of states in the Arctic region. The purpose of this work was to study international economic aspects affecting the economic security of the Arctic territories of the Russian Federation. To achieve this goal, the following tasks were formulated: to study the Arctic strategies of the Arctic states; to structure the most important economic aspects affecting the economic security of the Russian Federation; to determine the basis for the development of cooperation and interaction between the Arctic states. The article concludes that despite the emerging problems and distrust between the Arctic states, there is an interest in building relationships based on respect for mutual interests and equal dialogue.

Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state.
