Tourism has become a dynamic economic resource for Eurasian countries in recent decades, providing well-being for the people living in the destinations. The pandemic has forced societies to adapt to the constraints it imposes due to significant socioeconomic effects. Because of the fact that the tourist behavior and social life in the destinations are significantly affected by pandemic conditions, the countries are developing strategies to overcome the safety concerns with reconstructed travel and tourism norms. Due to the nature of the process, the main source of the competitive environment of the tourism sector is tourist behavior, and one of the primary criteria of potential tourists in their destination selection is security risk assessments. With the constraints shaped under pandemic conditions, a dramatic decrease has been observed in the intensity of tourism activities on a global basis. Yet, tourism is recognized as one of the most dynamic and fast-growing sectors worldwide with a positive welfare effect on the people living in the destinations. Therefore, there is a strong intention to develop favorable conditions, including innovative solutions, to meet tourist motivations. The aim of this paper is to develop theoretical approaches to evaluate the potential tourist behavior regarding Eurasian Countries under the constraints of the pandemic.

Human beings have always left signs of their activities behind them. These signs take both tangible and intangible forms, including buildings, sites, sculptural works, antiquities, rock art paintings, belief systems, and traditions. The people of this millennium have recognized the remains of our fore-bears namely archaeological, architectural monuments, sites, and cultural works as an integral part of the cultural heritage of all humanity. They also recognized the fact that heritage is an invaluable source of information about the lives and activities of human beings and their artistic and technical capabilities over the centuries. The Nigerian Ancient Art Tradition which spans eight thousand years is a product of diverse artists from Dufuna, Nok, Igbo-Ukwu, Ife, Owo, Benin, Tada, etc. Also remarkable are the sculptural works created by late Susanne Wenger (an Austrian) and her New Sacred Art Movement in Osun-Osogbo Sacred Grove, which gave meaning to open spaces within the grove. This paper examines the role played by these artworks to project Nigeria to the global art world. The benefits to Nigeria and the global art traditions and recommendations on how to revive this dwindling economic resource will also be examined. The approach used was to study the artworks produced by some of these artists. Some of the findings were that the works were carefully done with suitable materials that have withstood climate change.

The article defines the content of welfare as a measure of socially oriented efficiency of economic growth, which reflects the appropriate level of providing the population with material and spiritual goods with the formation of favourable conditions for human development and capitalization of human potential in a competitive mobile space. The modern theory of welfare testifies to the deepening of scientific discussions on the transformation of economic welfare into mobile and inclusive, as well as the opposition of competitive and social protection welfare policy. Another milestone in the evolution of welfare theory is the individualization of its provision. Conditions of competition and mobility increase the importance of households in providing their well-being with further reflection on the processes of economic growth of the community, region, and state. This gives grounds to actualize the issues of household welfare research and strengthening economic growth based on behavioural economics. The needs, interests, motives, and incentives determine the economic behaviour of households. At higher levels, it defines an economic culture that is closely linked to the national mentality. In this regard, the main models of economic and social behaviour of households – socialization, adaptation, integration, values, regulation, and the definition of financial development strategies are outlined. Theoretical approaches to the explanation of economic behaviour are generalized, namely religious-ethical, psychological, substantive theories, theories of motivations and acquired needs, process theories, theories of justice, and others. Based on the ideas of foreign scientists, the main determinants of the economic policy of households are proposed. Political, stabilizing, and economic determinants are distinguished in the group of general determinants. In the group of determinants directly related to households, the financial, demographic, cultural, social, empirical, and psychological are suggested. The author’s emphasis is placed on the importance of the impact of financial determinants of the households’ economic behaviour, the central place among which is occupied by savings.

The modem American ethos is a brand of Lockean individualism gone wrong that now embraces rapacious self-interest as its prime meridian. A new ethicalmodel is necessary to combat this radical, soulless, and excessively particularistic form of individualism. The author proposes a journeyman philosophy of organization and governance for citizen and administrative practitioner alike based upon concepts from quantum theory. This normative model of administration, called authentic individualism, has certain ramifications for a more reflexive, creative and unorthodox approach to public administration. All institutions and organizations are systems guided by general organizing principles that should discard the humans as a resource model, make employee well-being an organizational purpose, encourage humans toward a sense of moral meaning in life and work, recognize legitimate leadership as emerging from the people who make up the organization, and fulfill obligations to the community that supports them and makes them successful.
