During various periods of their development, many countries pursued import substitution policies (Russia-since 2014). The theoretical construction «industrialization of import substitution» is based on theories of national economy, national wealth, and dependence and the conflicting theory of comparative advantage of national economy. Russian scientists’ publication activity on the topic «import substitution» [1], %: «import substitution in the region» - 11,8 of the total number of 21427 publications for 2014-2019, «import substitution industry» - 10, «import substitution of agro-industrial complex» - 6,6. On the topic «Software on railway transport» in 2014-2019 there was the only one (!) publication [2]. By target indicators it is planned that JSC «Russian Railways» will have finished transition to the domestic software (S) by 2024. The analysis of the features of modern use of the software on JSC «Russian Railways» allowed formulating and disclosing external and internal risks at achievement of еру target indicators.

The world experience of implementation of import substitution strategy is being studied; reveals the essence of the main models; Identify those aspects that will prove useful in modern Russian conditions. The development of import-substituting industries according to the intra-oriented strategy is carried out in order to develop exclusively the domestic market of the country. From the point of view of the national economy, this strategy leads to the preservation of the backlog, primarily in the field of technological and scientific-technical cooperation and prevents the emergence of industries in the economy-locomotives that can ensure the world level of progress. The use of this model of import substitution has become a determining trend in the development of the so-called new industrial countries (NIS).The intra-oriented strategy of import substitution plays a stimulating role in creating a diversified national economy, expanding the production of important goods on its own. The conceptual basis for the implementation of this strategy was the theory of the peripheral economy, developed by a group of Latin American scientists headed by the Executive Secretary of the UN Economic Commission. According to this concept, the demand for products. The use of the designated model of import substitution has become a trend of development of the so-called new industrial countries of Latin America. Another option for the implementation of import substitution policy can be a strategy of foreign-oriented import substitution, which is characterized by the achievement of structural changes in the economy through the replacement of imported components and parts in export products. Implementation of import-substituting policy, according to this model, involves the development of production of national goods on a sufficiently large domestic market, followed by their promotion on the world market.

The article discusses the essence of assortment diversification of agri-food exports. It is noted that export diversification is inextricably linked with the diversification of the national economy. Attention is drawn to the fact that the import substitution policy largely contributes to the diversification of exports. It is concluded that due to the fact that Russia mainly exports low-value-added products, it is necessary to develop a strategy for managing assortment diversification of exports in order to increase its profitability.

The article seeks to explore the drastic changes in the modern economic realia in Ukraine which are characterized by intensification of globalization, elimination of barriers that hinder the development of economic relationships with other actors in the world economy. This opens up new opportunities for domestic enterprises to use external factors of development, attract international financial and technological resources, implement production and management best practices, and expand the existing markets. The purpose of this article is to provide insights on the trends of international trade in goods in Ukraine, identify the key vectors to address the international trade challenges in Ukraine and to specify the prospects for further development of international trade in goods. To attain the research objectives, the general research methods have been employed, in particular, the logical approach and generalization, and the methods of statistical and financial analysis – to assess the indicators of export and import of goods in Ukraine. Special emphasis is put on the significant effect from the drop in Ukraine's external turnover with the CIS countries (from 15.2% in 2015 up to 10.8% in 2019). Among the major reasons for the decline in foreign markets trading are geopolitical issues, complete or partial exclusion of Ukrainian enterprises from their direct participation in foreign economic activities, currency instability and volatility of the national economy, etc. According to the results of the study, it is argued that the lag in creating favorable environment to enhance production and international trading along with expanding the state budget revenues (behind imbalanced structure of exchange trade and its low efficiency) will reinforce the structural and investment crisis and extend the period of economic stagnation. All this reduces the opportunities to boost the national economy competitiveness and expand international trading. Thus, there is a need to reconsider the current approaches and actions to gain a competitive edge, in particular this refers to tackling the crisis challenges and facilitate post-crisis economic recovery. The study pinpoints a significant role of exports in shaping Ukraine's economy. Thus exports must become a driver in structural transformation of Ukraine’s economy, both in the short-run and in the medium term perspective. In this context, it is proposed that to continue to foster economic partnerships with the EU and other countries globally, Ukraine needs to accomplish the reforms within the country, in particular, improve the business climate, eliminate corruption and strengthen self-government. The Ukraine's international trade efforts should be aimed at increasing and accelerating exports of Ukrainian goods, implementing import substitution policies to improve Ukraine's trade balance; promoting the optimization of import structure; generating government to support Ukrainian exports, etc. Hence, further development of Ukraine's international trade and its implications for the national economy should rely on a balanced government policy to enhance domestic manufacturing, mitigate crisis effects, overcome unemployment, and strengthen the national currency.

The research dealt with the role of internal tourism in supporting the Jordanian economy, considering that Aqaba is a special case that represents an important part of the Jordanian domestic tourism. The problem of the research was to answer the following questions: Is Aqaba area characterized as an attractive tourist destination? Is Aqaba special economic zone authority (ASEZA) contributes to increase the Jordanian national income? Is the lack of infrastructure considers an obstacle to the development of domestic tourism in Aqaba? The data collected through the questionnaire were consisted of 30 paragraphs using the forth Likert scale.The importance of the research lies in its benefits to the decision makers of (ASEZA) in avoiding some of the obstacles and pitfalls that face employers and tourists. Data were collected from employers in Aqaba by using simple random sampling. Analytical descriptive methods, standard deviations, percentages, and T-tests were used. The results of the research showed that there are special characteristics that promote the internal tourism in Aqaba. It concluded that (ASEZA) plays a large role in promoting the internal tourism to Aqaba through tourism awareness and through providing the infrastructure and metadata. In contrast, the research found obstacles that hinder the internal tourism to Aqaba, and the high cost of tourism was one of them. The research recommended the need to intensify the planned advertisements and promotions according to the tourist seasons, establish extra parking spaces and hotel rooms, and conduct other researches that represent the tourist's opinion themselves.

It is shown that the industrial policy should be underpinned by the project management in order to ensure sustainable development of the key sector of the national economy. The article discusses the current problem related to the innovative development of our country’s economy under the influence of globalization. The transition to a higher level of economic development will increase the competitiveness of the Ukrainian economy as a factor of economic growth in the context of globalization. Sustainable economic growth of any state requires favorable conditions for business development and active intervention of innovative factors in economic life, which involves an increase in competitive advantages over other countries of the world. Therefore, the problem of competitiveness of Ukraine's economy is extremely relevant in the context of globalization. Key approaches to assessing the competitiveness of the national economy in the current environment are also being considered. A system of indicators of competitiveness of the national economy is being formed, as well as the factors influencing it. The article defines the essence of the concept of competitiveness of the national economy as a factor of economic growth in the context of the integration of the world economic space and the formation of a global market. Among the main methods that were used in the process of analytical research, the following should be highlighted: analysis and comparison – to determine the concept of competitiveness and the factors affecting it. Methods – for processing statistical data when assessing the analysis of factors affecting competitiveness; strategic analysis – identifying Ukraine's place in the world ranking. To strengthen and increase the competitiveness of the national economy in the context of globalization, further modernization and diversification of industry is required by transferring it to a qualitatively new level, aimed at the advanced development of high-tech processing industries, primarily in the production of finished products (production of dietary supplements and organic food) with high added value based on deep processing of raw materials; continuation of the policy of stimulating the localization of production and import substitution, primarily of consumer goods and components, expansion of inter-industry industrial cooperation; liberalization and simplification of export activities, diversification of the structure and geography of exports, expansion and mobilization of the export potential of economic sectors.

As world experience shows, most countries at certain stages of development have implemented a policy of import substitution in order to protect certain sectors of their economy until they reach a sufficient level of competitiveness in the world market. The need for import substitution for Ukraine is due to the fact that this process is a catalyst for structural changes in the economy, a prerequisite for its innovation development, an incentive to increase business activity, as well as a basis for increasing the export potential of national commodity producers. The purpose of the article is to determine the level of import dependence of the Ukrainian economy on segments of consumption of processing industry products and substantiation of directions and mechanisms of realization of the state policy of import substitution. In this context, a comparative estimation of the dependence of the economy of Ukraine and the EU countries on imports of industrial products is made in the context of 16 manufacturing industries of the processing industry, classified according to the standards of the Eurostat. On the basis of the use of data of the "cost-issue" matrix, the share of imports in the total consumption of products of the processing industry in Ukraine, which reached 52.4% in 2016, while the average value of this indicator in the member states of the EU was 37.4%, has been determined. The highest dependence of the national economy on the import of products of mechanical engineering and chemical industry, that is, the key system-forming hightech industries, has been established. Based on the results of calculations and analytical assessments, the system of import substitution priorities in the national market of industrial goods in Ukraine has been developed and the basic directions of development of import substitution production have been outlined. The scientific novelty of the results obtained is to determine the structural and dynamic transformations in the intermediate and final consumption of industrial products (Ukrainian and imported), as well as gross accumulation of fixed capital in Ukraine. The proposed set of instruments of Науковий вісник Мукачівського державного університету, 2020 32 regulatory influence of the state (fiscal, organizational and trade policy instruments), aimed at reducing the degree of import dependence of the national economy, is of practical value. At the same time, the implementation of the state policy of import substitution requires exhaustive analytical assessments, first of all, the efficiency of investments in the organization of new or reconstruction of existing production, the products of which are capable of replacing imports in the national market. In the recent period, of significant importance is the topic of ensuring national security, which is based, in particular, on the possibilities of existence of economic systems under the conditions of isolation, the maximum use of one’s own internal resources to ensure import substitution. One of the types of such resources is recreational resources, which can be of interest both for the country’s citizens and foreign citizens. However, a significant impact of geopolitical problems on the development of the tourism industry makes it possible to effectively calculate and most objectively forecast revenues only from its internal component. In this regard, the problem of development of the domestic tourism industry is becoming increasingly relevant with a view to making a positive impact of the sector’s development on the welfare of the state as a whole and the creation of a favorable social climate for citizens. This article, on the basis of the methods of theoretical and empirical research, studies the peculiarities of development of the domestic tourism industry in Russia and examines the need in tax incentives for its effective development. Based on the analysis of the current state of the domestic tourism industry in Russia, the authors propose a division of the subjects of the tourism market, which are targeted by tax incentives, a new system for classifying domestic enterprises indicating the basic requirements and conditions for obtaining support, as well as specific measures of organizational and fiscal provisions for the growth of the domestic tourism market.
