The article examines the current components of strategic conflict management at the local government level. The importance of constructive conflicts that can prevent stagnation and stimulate further development of systems is emphasized. It is established that conflict management is aimed at choosing a method that will minimize the impact of negative emotions, give an objective description of the situation, determine further constructive actions of the parties to the conflict. It is emphasized that management without conflicts is impossible and the main strategies of conflict management in the system of local government are presented. It is noted that constructive conflict resolution provides certain options. Methods of conflict resolution, as well as their positive and negative sides, are described. The author's vision of an effective conflict management algorithm in the system of local government is presented and the need for proper assessment of the risk of conflicts to increase the effectiveness of this process is emphasized. Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. The expected growth of air traffic in the following decades demands the implementation of new operational concepts to avoid current limitations of the air traffic management system. This paper focuses on the strategic conflict management for four-dimensional trajectories (4DT) in free-route airspace. 4DT has been proposed as the future operational concept to manage air traffic. Thus, aircraft must fulfil temporary restrictions at specific waypoints in the airspace based on time windows. Based on the temporary restrictions, a strategic conflict management method is proposed to calculate the conflict probability of an aircraft pair (that intersects in the air) and to calculate temporary-blocking windows that quantify the time span at which an aircraft cannot depart because one conflict could occur. This methodology was applied in a case-study for an aircraft pair, including the uncertainty associated with 4DT. Moreover, a sensitivity analysis was performed to characterise the impact of wind conditions and speed control on the temporary-blocking windows. The results concluded that it is feasible to propose 4DT strategic de-confliction based on temporary-blocking windows. Although, uncertainty variables such as wind and speed control impact on the conflict probability and the size of the temporary-blocking windows.

Essentialism, a fundamental belief of the fixedness of social group essences, is often associated with negative intergroup outcomes. However, research is yet to explore the role of essentialism in intergroup conflicts, despite their prevalence. To address this gap, we conducted the first direct examination on how essentialism influences conflict management toward out-group members. Moreover, we examined perspective-taking as a positive factor in improving conflict management among essentialist individuals relative to their non-essentialist counterparts in intergroup contexts. Results across three experiments provided little support to the negative effect of essentialism on intergroup (vs. intragroup) conflict management. Yet, we found that perspective-taking promoted the use of problem solving and improved one’s own gain and the dyad’s joint gain among essentialist individuals, but not non-essentialist individuals, in intergroup (vs. intragroup) conflict situations. This research suggests that when coupled with perspective-taking, essentialism can promote constructive conflict resolution in intergroup contexts.

E-governance is a powerful tool for bringing about change to government processes in the developing world. It operates at the crossroads between Information and Communication Technology and government processes and can be divided into three overlapping domains: e-administration, e-services and e-society. To succeed, e-governance must be firmly embedded in existing government processes; supported, both politically and technically, by the governments; and provide users with reasons to use these on-line domains. To maximize the impact, process change must be part and parcel of e-governance. This chapter presents and evaluates the ongoing DistrictNet e-governance programme in Uganda which was set up in 2002 to provide transparency at the local government level and improve the provision of public information using ICT. DistrictNet’s achievements are presented and evaluated according to the criteria of the three domains of e-governance and their impact on government processes. On the basis of this evaluation, we elicit lessons that can be used to guide smaller programmes at the local government level in the developing world.

Many state governments have not been allowing their State Independent Electoral Commissions (SIECs) to conduct elections as at when due but rather settle for ‘caretaker committees’. Where elections have been conducted, the party in control of a state apparatus has been known to have cleared the polls. The general objective of this study is to assess the impact of electoral contest at the local government level on the political development of Nigeria. Specific objectives include (1) assessing the role of the political executives of a state in the determination of representation at the local government level in Nigeria; and (2) assessing the activities of SIECs in the management of local government polls. This study adopts comparative cum case study approach to analysing local government polls in Nigeria. This is discussed on a geopolitical basis. Some of the findings of the study include: (1) local government election in Nigeria is not given premium position by many state governments in the political landscape of their state because of the fear of playing into the hands of their political rivals; and (2) SIECs are only independent in name and not in practice. The study recommends, among others, that (1) the country should adopt the arrangement in the aborted Third Republic where the country’s EMB was empowered to conduct all elections at all levels of government and (2) local government elections in Nigeria should key into the electoral process of the country in all ramifications.

Conflicts are an integral part of doing business and companies cannot avoid them. In a globalized and dynamic environment, there is a need to manage conflicts that occur within the company, in a productive and effective way. Conflict management styles are influenced by a number of factors, including the national culture of employees, who will have certain preferences in resolving conflicts in accordance with their culture. When it comes to multicultural environment, the knowledge of the national culture of the country in which the business is being done, as well as the company's home country, national culture is extremely important for conflict management and creation of positive atmosphere in the company. Doing business in a foreign market additionally complicates the process of the creation of interpersonal conflicts. Thus, top management coming from the home country has a big task of understanding the values and customs which are the part of personality of each employee from another country, and at the same time, the understanding of the national culture of the country in which the business was internationalized. The aim of the research is to, based on theoretical and empirical research, examine the impact of Bosnian and Herzegovinian national culture on conflict resolution styles used in foreign companies doing business in Bosnia and Herzegovina. Research results show that the national culture is a significant factor in conflict management in a company, but also in conflicts in general. The level of harmonization of chosen styles and ways of managing them with the national culture of the employees will affect their business performance, positive atmosphere and communication, and more efficiency for achieving the company's business goals.

Relationships are seldom equal. In fact, social interactions involve most of the times power asymmetric relationships. Especially in organizations people are daily faced with situations where they are either in a powerful or in a powerless position compared to others. Power stems from various sources and takes several forms. For instance, people are powerful when they can administer punishments or rewards, when they are in a hierarchically higher position than others, when they have knowledge and expertise, when they are admired and respected, and when they have alternative options which enable them to make choices. Importantly, power determines the way people interact with each other and subsequently, the way they engage in conflicts and conflict resolution. Power-holders are best able to asymmetrically enforce their will and therefore, they have the capability to determine the process and the outcome of a conflict. In this chapter, I present the major sources of power and the main differences between them. Consequently, I elaborate on the impact of power on conflict management based on the negotiation literature. I conclude by touching on the necessity to distinguish between two contradictory faces of power: power as opportunity and power as responsibility.

The purpose of the study is to examine the new public management (NPM) reforms in Ghana’s Ministries, Departments and Agencies, and at the local government level in terms of key changes implemented and its successes. The study also examines the challenges that have been encountered in the implementation process and recommendations to address the weaknesses in the system. The methodology used is based on the qualitative approach and the descriptive method. The findings in the study show that regardless of the in-roads made since the introduction of the NPM reforms, a number of challenges such as lack of expertise, lack of political will, inadequate resources among others, continue to affect the performance of Ghana’s civil service, which in turn, impact the delivery of public services. The study recommends that NPM reforms must seek to increase levels of accountability because monitoring the performance of key institutions will go a long way to promote efficiency and effectiveness in the public service. The significance of the study is that it provides key insights into important issues in Ghana’s NPM reforms, which can serve as useful tools for decision makers in moving the reforms towards accomplishing its goals more successfully. The outlined challenges and recommendations will inform the government, key policy makers and local government officials to enable them address the challenges affecting the effective implementation of NPM reforms. This study further contributes toward academic discussions relating to the impact of NPM reforms in Ghana and Africa in general.

The effective resolution of inevitable organizational conflicts has an important role in both individual and organizational output. In influencing and decision making, the impact of leaders is much more important than other employees, so leaders in the conflict resolution process play a critical role in organization. Naturally, the decision-making process is influenced by the personality of the leader. However, ineffective conflict resolution styles damage the fundamental values of the organization such as beliefs, trust, and a sense of belonging, all of which will occur in the organization as well as the numeric outputs of the organization. Although the concepts of conflict, personality, and leadership are often dealt with in the literature, there are few studies examining the relationship between a leader's personality traits and conflict resolution. At such an important point, the possible effects of the personality of the leader should be discussed both theoretically and empirically.

The leader’s role is decisive when developing a strategic vision and strengthening democracy at local aswell as at highest level. Local government leaders should develop new approaches to further development, be able to adapt to the time of frequent change and thus enhance the effectiveness of organizations and leadership at local level.The aim of the paper is to examine the development of leaders’ skills and competences. Most often leadership skills are being developed at school, within NGOs and society. It is important to be organized and have good communication skills, be able to generate and disseminate ideas.Leaders’ characteristics, leadership skills and their development, future challenges are discussed in the first part of this paper.In the second part, the impact of local government leaders on democracy strengthening at local level areanalysed.This research shows that the activity of local government leaders has a huge impact on democratization processes in Latvia therefore motivation for further development, lifelong learning and competence development play a very important role.
