The article examines the current components of land relations in Ukraine. Land legal relations are public land relations that arise in the field of interaction of society with the environment and are governed by the rules of land and agricultural law. The importance of using the potential of sustainable development is emphasized. It is established that land management (a set of socio-economic and environmental measures) is an important tool for regulating land relations. The main factors of reducing soil fertility and their depletion are identified. The relationship between the agricultural sector, society and the environment is presented. The connection between different levels of public management on the way to sustainable development of the agricultural sector is outlined. The main directions of formation of effective land relations are characterized. It is stated that an effective system of land management is a real mechanism for resolving pressing issues and bringing agricultural land tenure and land use to an orderly state. The purpose of the article is to assess the impact of existing legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the implementation of land management based on an inclusive model of sustainable rural development. Research methods. The following methods were used: dialectical methods of cognition of processes and phenomena; empirical method (based on a comprehensive assessment of the current state of regulation of land relations in agriculture); comparative analysis method; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. Established in the process of analysis of laws and bills on land reform and regulation of market circulation of agricultural land, adopted and registered in the Verkhovna Rada of Ukraine during 2020 - the first half of 2021, their impact on the level of viability and competitiveness of individuals, farmers, family farms, small and medium-sized agricultural enterprises in the new legal and economic conditions. Scientific novelty. The influence of individual legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the introduction of land management based on an inclusive model of sustainable rural development has been determined. Practical significance. The calculation of the amount of the minimum tax liability (MTL) for each region of Ukraine, taking into account the normative monetary value of the arable land, was carried out and its impact on the economic situation of small and medium-sized agricultural producers was assessed. This article examines the composition and condition of the lands in the Lipetsk region and determines the main causes hindering the creation of an effective mechanism for the rational use and protection of lands. In line with modern land reforms in the region, the authors substantiated the need for a systematic and comprehensive implementation of a land policy. Having assessed the land reforms in the Lipetsk region, the authors revealed some current problems in public administration and land management. Insufficient and fragmented information on land use was considered one of the main challenges. At present, there is no comprehensive reliable information about many land plots, their boundaries, and the lands of special purpose. Cadastral works require further regulation, and there are many contradictions in the current state registers. All this confirms the need for further comprehensive reform in land legislation aimed at creating an effective system for the rational use and protection of land with special emphasis on agricultural land. To solve the problems in land management relations at the regional level, the authors proposed developing the Law “Fundamentals of the Legal Regulation of Land Relations in the Lipetsk Region”, which should reflect the objectives and principles of sustainable socioeconomic development of the region in the long term.

AbstractThe Zambian government has introduced the farm block development programme (FBDP) to facilitate agricultural land and rural development and encourage private sector investment. This study assessed whether the FBDP achieves these goals. Key obstacles and possible opportunities were also identified and, where appropriate, specific corrective actions were recommended. Qualitative data were collected through semi-structured interviews conducted in Lusaka with various stakeholders of the FBDP. The FBDP is designed to facilitate agricultural land development and encourage private sector investment. However, the programme falls far short in terms of implementation, amidst policy uncertainty and lack of support. This is evident by the insecurity of land tenure which negatively affects small- and medium-scale producers’ access to financing, lack of infrastructure development of these farm blocks, and constraints in the agricultural sector such as low labour productivity and poor access to service expertise. It is recommended that innovative policy interventions should be created to support agricultural development. This can be achieved by following a multistakeholder approach through involving private, public and non-profit sectors such as non-governmental organisations (NGOs) and donors.

Fundamental reforms are being carried out in many spheres of the national economy in our republic. In particular, the development of the agricultural sector in the liberated territories is one of the main goals today. It is very important to reorganize the agrarian sector on the basis of the adopted laws, to use lands efficiently, and to organize agricultural land management in a modern form. The article studied the agrochemical properties of meadow-gray soils in the territory of Aghdam region and determined that the 0-100 cm layer of soils is poorly supplied with common and active forms of nitrogen, phosphorus and potassium elements. Abstract: The objective of this study is to describe the pattern of land tenure and forms of livelihood diversification in rural area. By using qualitative approach, data was collected and presented descriptively. The results are as follows, first, land is an important production factors as capital and labor. Land in Kedungprimpen village is still closely linked to the livelihoods of its inhabitants. High level of dependence of the population on agricultural land is also closely related to the local community's view that underlies the social differentiation of the rich, ample and poor. Second, this fact further encourages households todeal with the crisis, undertake series of livelihood activities to meet their basic needs. The selection of diversified forms of livelihood is mainly based on rational reasons related to the types of resources that can be optimized. Generally, livelihood diversification in Kedungprimpen Village is on agricultural andnon-agricultural sectors. Agricultural sector includes land cultivation, sharecrop, rent, mortgage, and labor system. Non-agricultural sector includes trade, handicrafts production, stockbreeding, and carpentry.Keywords: pattern of land tenure, land tenure, land diversification, peasant

The current model for society’s development, based on the unconscious use of natural resources, points to signs of exhaustion, requiring a reflection in order to formulate strategies that overcome the challenge of coexistence between the relationship between man and nature. The use of tools such as sustainable indicators has been shown to be effective in the identification and understanding of socio-environmental phenomena and in the subsequent decision making by public management, assisting in the resolution of problems, and consequently, acting as a resource for sustainable development. This study aims to propose the development of an urban sustainability indicator for the municipality of Umuarama, in the state of Paraná, Brazil. In order to build the indicator, data from different aspects linked to Sach’s sustainability model are to be collected, and later put into statistical treatment to standardize it and make its comparison possible, resulting in its index, which is expected to analyze the current state of the local sustainability and sustainable development.

Обґрунтовані переваги еколого-ландшафтного землеустрою в системі територіального планування сільськогосподарського землекористування в порівнянні з традиційними методамиорганізації території. Розглянуто необхідність створення інформаційної бази створення екологічних чинників використання земельних ресурсів. Проаналізовано проблеми використання земель сільськогосподарського призначення в умовах тотального зниження продуктивності та ступінь негативного впливу деградаційних процесів, а також їх вплив на сільськогосподарське виробництво. The analysis of increase of use of natural resources by man and its influence on self-reproduction of biosets is carried out. Advantages of ekologo-landscape land management in system of territorial planning of agricultural land tenure in comparison with traditional methods of the organization of territory are proved. The necessity of creation of information base of formation of ecological factors of use of land resources is considered. The adverse action of degradation processes and their impact on agriculture is analyzed.

The article outlines the main trends in the spatial development of agricultural land use and land tenure in the Non-Chernozem Economic Zone of the European part of Russia, which are summarized in several groups; worldwide trends, the most significant changes in countries, production and market phenomena, changes in the forms and types of ownership and land management. An assessment of the main problems that prevent the spatial development of agricultural land use is considered in the article paying the special attention to the areas unfavorable for agricultural production. The authors describe the existing problems in the field of land relations and administration of agricultural lands.

The article deals with current trends in the global agro-food market, which determine the prospects for increasing domestic export expansion and significant competitive advantages in diversifying the product range in the direction of the creation of food products of final consumption, maximizing the resulting value added. The duality of the perspectives of augmentation of domestic export agricultural productivity at the expense of large agro companies and small forms of management is singled out. The emphasis is on the necessity of implementation of the concept of sustainable development in the domestic agricultural policy. In the projection of the requirements of this Concept, the need for a meaningful analysis of the advantages and disadvantages of large-scale land use, which in the theorized by the predicate "landlordization" is outlined. The author substantiates the theoretical and content content of this definition and expands the subject composition of land relations by the term "landlord". The historical genesis of these concepts and the global causal experience of the existence of the phenomenon of landlordization are analyzed. The legal composition of the landlords spectrum is identified with the domestic practice of forming large agroholding companies. The article describes the activities of domestic landlords and their export potential. The comparative structure of the production of key commodity positions of landlords and households is systematized, where it is determined that the latter provide the production of key food products, which provides a weight for ensuring food security. The dynamics of landlordization in Ukraine, and their subject structure and structure, are analyzed. The insufficient implementation of agrarian potential in relation to the leaders of the world agro-food market, represented by the highest agricultural land plots and the lowest level of GDP per capita and negative trade balance, was established.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities.
