The article notes that humanity has realized the need for changes in the social paradigm, in particular in the context of the transition to sustainable development. In this regard, the theoretical and methodological aspects of social safety in the context of sustainable development are investigated; reveals the essence of the category "social safety" and its components. It is emphasized that social safety, which covers all spheres of human life – social, economic, environmental and guarantees the safety of society from various types of threats. The most important factors affecting the provision of social safety are also considered, the leading place among which is occupied by those that are of a socio-economic nature. These factors ensure the avoidance of social deformations and imbalances in human life, the infringement of his vital interests. An assessment is made of the situation in Ukraine regarding social safety, and in this regard, possible threats are identified. Among these threats, it is especially noted that Ukraine stands out for its low birth rates and a high mortality rate, that is, it has a significant excess of mortality over fertility. An important statement is that the formation of social safety is not only the overcoming of existing problems and threats, but, above all, the formation of tools to prevent and protect society from their onset. Considerable attention is paid to the substantiation of approaches to the formation in our country of conditions for ensuring social safety, taking into account the principles of sustainable development of human civilization and its scientifically sound balance. Among these principles are noted – the acquisition of new knowledge by employees; priority development of the social sphere; implementation of an active regulatory policy of the state to ensure social guarantees, which should take into account the concentration of state resources on the satisfaction of priority social interests; creating an effective mechanism for achieving social safety. All this should contribute to sustainable socio-economic development.

The aim of the article is to analyze risks in the social sphere and their impact on the development of society in Ukraine. Increasing the impact of risks in the sphere of demography, employment, remuneration, etc. in the context of sustainable development has been determined. The conducted research shows that the risks related to the labor sphere and the health of the population are the most aggressive and dangerous for the safety (as shown by the coronavirus pandemic) because protracted problems in the political, social and economic spheres are accompanied by job losses, economic decline, low wages for more than half of the working population. In view of the ambiguity and uneven economic development of the administrative territorial units of Ukraine it has been determined that education and knowledge can become a factor that can lead to the activation of innovative changes and reduce the negative impact of social threats. For this reason, the most important requirement for the sustainable development of Ukraine is the formulation of a social policy, based on an effective system of methods aimed at preventing risks and reducing probability of their occurrence.

This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

The genesis and evolution of the formation of agglomeration and their impact on ensuring sustainable development in Ukraine were investigated. Criteria and the main features of agglomeration in the structure and components of sustainable development were disclosed. It is noticed that the main task of the forming agglomeration is to help to improve the living standards of residents of settlement remote from the city-core of agglomeration and equalization of differences in social and cultural services to the population. A number of measures were offered to accelerate the process of providing sustainable development. Among the latest, the development of mechanisms for attracting investments in the development of the social sphere and increasing the efficiency of their usage may provide positive effect.

The article deals with the general approach to understanding the social entrepreneurship essence, the concept of which, unlike entrepreneurship as a whole, its different types in terms of income and employees, is not defined by law; analysis of various information sources to compare approaches to defining the concept of social entrepreneurship; presents socially active entrepreneurs and public figures who have contributed to the social entrepreneurship development in Ukraine. In order to determine the main features of social entrepreneurship, the articlepoints out its differences from a charitable organization and traditional business by such factors as structure, dependence on external and internal financial sources, types of income and directions of profit distribution, and also analyzes the motives of social entrepreneurs. Special attention s paid to the analysis of economic indicators that characterize the social enterprise development effectiveness in the world. In particular, data from the United Kingdom, Israel and Italy were analyzed, which show significant financial prospects for the countries. The authors found that in Ukraine there are already numerous examples of organizations that support social entrepreneurship. The article describes for the selected organizations their activities and the nature of the social entrepreneurship concept. At the same time, five paradoxes that arose in Ukraine in the field of social entrepreneurship were mentioned as following: the main source of income for working in the social sphere entrepreneurs are grants that are not fundamentally in contact with international practice; the carelessness of entrepreneurs who are not concerned about the future of a company created with borrowed funds; absolute lack of support from the state; lack of interest in state supporting; an excess of laws in the country that contradict each other.According to the results of the research, the authors present obstacles to the concept of social entrepreneurship implementation in Ukraine and the steps needed to stimulate development. Taking into account current trends in the world development, the authors outline the global goals of UN sustainable development, which covers social entrepreneurship as a type of economic activity.

Abstract The purpose of this study is to explore the way higher education institutions adapt to environmental pressures. These pressures can be represented either by various demands or by specific policies. Dropout policy is examined on a Czech case study in order to demonstrate that at the end of the day, higher education institutions respond mainly to the most pressing challenges of an economic nature in the most rational way. As a result, their traditional mission (teaching, research, the third mission), and mainly the social function of the higher education system, may be at stake. At the same time, this study illustrates how difficult it is to introduce any higher education policy without thorough evaluation of other policies in place and of various factors affecting institutional behaviour.

Introduction. The features of social innovations classification are investigated. It allows them to be identified among the whole set of innovations in the social sphere of public systems. The approach is based on the differentiation between the main features that are characteristic for the given type of innovation. Purpose. The article aims to define the peculiarities of social innovations classification from a viewpoint of sustainable development for social and economic systems of different levels. Results. The main features of social innovations classification in terms of sustainable development have been described. The differentiation of social innovations into "deterministic" and "veritable" considering the basic peculiarities of social and economic systems development has been suggested. It has been specified that deterministic social innovations relating to innovation-oriented social and economic systems arise as the positive externals in the result of introducing technical, technological, economic, environmental and other innovations, thus, “veritable” social innovations are generated exceptionally for public development. The generation of such types of social innovation is characterized by the prospect of economic potential of the social and economic system.

The functions of the state in historical development are investigated. It is proved that the main functions fall into the changes that take place in the state; the derivative functions fall under the more powerful influence of the established ethnocultural strata of societ’ys life, national, territorial peculiarities, traditions, etc, and therefore the state of the modern type, which appears in the results of the development of a specific state-organized society, can, in explicit or hidden forms, be preserved andsometimes to develop some traditional functions of the state. In the context of the theory of state and law, the functions of the state are analyzed and shown that they are not a stable and unalterable phenomenon, fundamental and frozen in its development, and depending on the specific historical conditions, the elements of these general functions may acquire independent significance and signs of independence. The state-legal phenomena and processes in conceptual positions of the theory of state and law with the use of methods of classification of state functions for their further ordering and comparison are investigated. It is shown that their classification is important for understanding the functions of the state, which allows not only to reveal common features but also to formulate a scientifically grounded opinion about the variety of functions of the state. It is proved that due to the classification of state functions, it is possible to work out practical recommendations regarding the main directions of state activity not generalized and declaratively, but differentiated with respect to each separate function. It is highlighted that the classification criteria of state functions allow enumeration of different functions of the state to a particular class and group. The most common groups of state functions are classified: 1) their division into external functions and internal functions; 2) according to the criterion of importance for the state, the main and derivative (additional, or non-principal) functions of the state are distinguished; 3) in the time duration of the existence of the functions of the state distinguish between mandatory (permanent, continuous) and temporary (non-permanent, transitory); 4) depending on the social interests of which the functions of the state are performed, they are divided into general social groups and groups (for the protection of the interests of a certain stratum of society); 5) sectoral division of functions of the state, that is, the division of the social sphere (economic, social, law enforcement, environmental, etc.).

This work's relevance is due to the need to improve the use of tools to stimulate the development of enterprises and the development of effective measures of government influence on the market economy. The article discusses the institutional environment's main characteristics in which enterprises of the real sector of the economy operate.Arguments showing the need for state support and development of small business, from the point of view of a key factor in the development of both the national economy and the factor of stabilization of the social sphere, are presented. The characteristic is given, and the main nuances of the impact and transformation of the institutional environment with the help of available tools are considered to achieve the effect of stable and long-term development of small and medium-sized enterprises.The article attempts to highlight the existing problems and the complex nature of the impact of instruments on enterprises' institutional environment.
