The article considers methodological approaches to assessing the innovative development of the agricultural sector, which allowed to divide them into two groups: universal, which can be used to assess the innovative development of any type of enterprise, and specific, which are specific to certain types of enterprises depending on their activities , in particular agricultural. It is established that the most common methods of assessing the innovativeness of enterprise development are: determining the sensitivity of the enterprise to innovation, assessment of its innovation potential or innovation activity; comprehensive assessment of innovation activity; calculation of efficiency of innovative activity, etc. It is proved that the rate of innovative development of individual industries can characterize the average annual increase in yields of individual crops or animal productivity, as well as the yield of marketable products and profits per 1 ha of sown area or head of animals. Within the limits of this article only tendencies of change of productivity of agricultural crops in farms of all categories of Ukraine and the Kharkiv region as a criterion of innovative development of separate branches of agrarian sector are investigated. As a result, periods of acceleration and deceleration of the pace of innovative development of modern agricultural producers were established: in 1995-1999 the innovative development of the studied industries was absent; from 2000 to 2014 there was an acceleration of the pace of innovative development; in 2015-2019 innovation development slowed down significantly. The level of state support for the studied period as an external source of financial support for innovative development of the agricultural sector of the economy is analyzed. It is proved that as a result of changes in the tax legislation for 2015-2019 (abolition of the special regime of taxation of agricultural producers with value added tax and transformation of the fixed agricultural tax into a single tax of group 4 with a significant increase in tax rates), the financial support of agricultural producers, as a result of which their pace of innovative development has slowed down significantly.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

Abstract Subject and purpose of work: Analysis of the innovative development trends of the agricultural sector in the Visegrad Group countries in 1995–2019. Investigation of the impact of innovation on value added to GDP by the sector and the patent activity. Materials and methods: Secondary data used in the current research were taken from Eurostat, World Bank and European Patent Office databases. They were analyzed by applying OLS models and Granger causality tests. Results: First, composition of R&D expenses in each Visegrad country was examined. Then its relationship to agricultural GDP and the number of the patents granted was tested by means of OLS models. Forecasting the relationship between variables examined was carried out by running Granger causality tests. Conclusions: There was a constant growth in agricultural innovation activity investment from 1995 to 2019. Nevertheless, the countries examined have not yet reached the EU’s objective concerning the R&D intensities. Innovation activity had a positive impact on the value added to GDP by agriculture and on the number of the patents granted.

At present, intensification of innovation activity is recognized as the priority direction in the operation of agrarian enterprises. It is determined that this, first of all, requires the formation of a qualitatively new system of marketing provision for innovative development of agricultural producers, introduction of modern information and communication technologies, and the use of digital marketing instruments. Therefore, the research is aimed at substantiating and developing proposals to improve the effectiveness of innovative development of agrarian enterprises with the use of marketing instrumentarium. To achieve the aim, research methods such as analysis and synthesis, comparison, generalization, statistical analysis, structural and logical method, systematization are applied. The indicators of innovative development of food production enterprises are analyzed in accordance with KVED-2010. The key factors that determine the feasibility of using marketing instrumentarium in the innovative development of agrarian enterprises are identified. The main advantages of using information and communication technologies as an important marketing instrument in the innovative activities of agrarian enterprises are defined. Global trends in the development of the digitalization process in agriculture are examined. The peculiarities of digital channels for the promotion of agrarian products are considered, which include content marketing (SEO, SERM, SMM, PR content, e-mail marketing, ORM); digital advertising (contextual, targeted, media advertising); multichannel promotion; web-analythics. The directions of intensification of innovation activities of agrarian enterprises with the use of marketing instruments are defined, which are conventionally systematized by eight groups: operational response; budget optimization; remote mode and taking care of the team; assistance to agrarian business through the growth of corporate social responsibility and implementation of social initiatives; marketing strategy adjustments; transformation of communication mix and portfolio of innovative products; e-com enhancement, focus on trade marketing.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

Research background: Agriculture plays a vital role in producing food to ensure food security, but it is one of the biggest contributors to environmental pollution. One of the main goals of the new CAP is to set higher ambitions for environmental actions, which brings into the front the concept of agricultural eco-efficiency. The notion of eco-efficiency includes the economic and also ecological dimensions of sustainable agriculture. Purpose of the article: The main goal of this paper is to evaluate the eco-efficiency of agricultural production and its dynamics during the years 2013, 2015, and 2017 of NUTS 2 regions within the Visegrad 4  (V4), i. e. The Czech Republic, Slovakia, Hungary, and Poland. The part of the main goal is to verify the research hypothesis that all the biggest agriculture producers are eco-efficient. Methods: V4 regional eco-efficiency of the agricultural sector is expressed by the Malmquist productivity index and is estimated using the output-oriented Data envelopment analysis (DEA) model, under the assumption of constant return to scale (CRS). The Malmquist index is decomposed to technical eco-efficiency change (EC) and technological change (TC). Based on the eco-efficiency, technological and pure technical eco-efficiency change, V4 regions are classified into three groups: the most progressive regions, the progressive regions, and the regressive regions. Findings & value added: CZ02: Central Bohemia, CZ04: Northwest, HU33: Dél-Alföld, HU31: Észak-Magyarország, HU32: Észak-Alföld, PL21: Malopolskie, PL41: Wielkopolskie, SK01: Bratislava region, and SK02: Western Slovakia have an eco-effective agricultural sector, the remaining V4 regions have eco-ineffective agricultural sector. The research hypothesis that all the biggest agricultural producers are eco-effective is not confirmed. During the analyzed years, 19 V4 regions improve their agricultural eco-efficiency. The main contributor to eco-efficiency improvement is technological progress, which indicates that producers implement innovations that lead to more eco-efficiency agricultural production.

The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the formation of active development actors, the expansion of sources of tax revenue, the stimulation of innovation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax incentives for innovation in the legislation and practice of tax instruments significantly hinders the development of innovation potential of the economy and reduces its competitiveness. The basis for improving tax policy in the context of innovative development is the institutional component. The purpose of the study is to identify promising institutional aspects of the formation of tax potential in industry. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and principles of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Presenting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional innovation projects and smart specialization. An assessment of the prospects for the use of various tax instruments in accordance with the current situation and the need for the transition to adaptive management of tax potential of industry. The originality and practical significance is confirmed by the proposed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institutional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.


The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.

Research background: The current state and main directions of state policy of financial security of agriculture production based on the evaluation of financial results of entities that are defined by a set of financial and economic indicators. The problems and prospects of the state policy on directions and volumes of budget support to the agricultural sector by analyzing the content and scope of government support. Despite some positive trends in the development of agriculture of Ukraine, one of its main problems is the lack of funding from the state. Purpose of the article: The purpose of the study is to identify the according financial policy action for financial providing agricultural production for basic analysis of indicators of its financial and economic development, and identifying key targets for economic growth of the industry. Methods: The methods of monitoring stаtе rеgulаtion of finаnciаl support for thе dеvеlopmеnt of аgriculturаl sеctor are: information-analytical, information-statistical, sociological, geo-information. Findings & Value added: State financial policy should direct participants in financial relations to implement political, social and economic targets, defining goals and ways to achieve it. The state should play a key role in the innovation process and address its effects on the financial support of research and development and act big, and sometimes the main investor in the new knowledge and technology.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

The article considers problems of innovative development in agricultural entrepreneurship. The presented comparative analysis of agriculture in the USA, European countries and Ukraine allows making conclusions on its anticipated innovativeness. The findings are based on the analysis of the following criteria: contribution of the agrarian sector to the GDP; focus on efficiency of agribusiness; value of export of agricultural products; types and rates of lending; tools for creating current assets; ways for supporting the agricultural sector. Special aspects of creating innovative models for agribusiness in Ukraine over the transition period are determined. It is stressed that American and European models cannot be implemented in their pure form in Ukraine. The point that Ukraine’s model of innovative development for agribusiness is oligarchic and corrupt is proven. The model is based on the mini- mum aid from the state. An innovative role of administering VAT is examined, which enables agricultural producers to accumulate 20 per cent of sold output on special accounts with the aim of buying new machinery, mechanization and technology. The special regime of taxation for agricultural producers, its advantages and disadvantages are considered. Further ways for improvement of administering VAT, aimed at maintaining its innovative essence are suggested.
