The State of Terengganu has a Law of Appointment of leaders that has been set. DYMM Sultan or menteri besar to be appointed must meet the conditions set out in the Law for the Government of Terengganu dated 2 November 1911 which is also known as ‘Itqan Al Muluk Bita’dil As-Suluk. Therefore, this paper aims to re-document the history of the fifth Terengganu Menteri Besar  Dato’Perdana Menteri Di Raja Dato Seri Setia Di Raja Haji Kamaruddin bin Haji Idris. This study was conducted qualitatively using Snowball Sampling Techniques to fifth Menteri Besar youngest son, Dato’ Haji Suhaimi bin Kamaruddin. The results of this study can contribute to the knowledge of the history of the Terengganu state administration and be a source of lessons for the leadership of the menteri besar today and in the future. DYMM Sultan atau Menteri Besar yang hendak dilantik perlulah memenuhi syarat yang ditetapkan dalam Undang Undang Bagi Diri Kerajaan Terengganu bertarikh 2 November 1911 yang turut dikenali sebagai ‘Itqan Al Muluk Bita’dil As-Suluk. Makalah ini bertujuan untuk mendokumentasikan semula sejarah mengenai Menteri Besar Terengganu kelima, Dato’Perdana Menteri Di Raja Dato Seri Setia Di Raja Haji Kamaruddin bin Haji Idris. Kajian ini dijalankan secara kualitatif menggunakan Teknik Persampelan Bola Salji Secara Bertujuan terhadap anak bongsu tokoh iaitu Dato’ Haji Suhaimi bin Kamaruddin. Hasil kajian ini dapat memberi sumbangan kepada pengetahuan sejarah pentadbiran negeri Terengganu dan menjadi sumber iktibar bagi kepimpinan menteri besar pada hari ini dan pada masa akan datang.  Kata kunci: Pentadbiran Terengganu, Menteri Besar lantikan DYMM Sultan Terengganu, sejarah Menteri Besar, pentadbiran, perjuangan Menteri Besar Terengganu

This chapter discusses the history of American frontier law. The new nation faced the problem of how to deal with the western lands. Some of the states had huge, vague, and vast claims to chunks of western land, stretching out far beyond the pale of settlement; other states did not. The Ordinance of 1787 dealt with the issue of governance and the future of the western lands. It set basic law for a huge area of forest and plain that became the states of Ohio, Indiana, Illinois, Michigan, and Wisconsin. The Ordinance of 1790 extended the influence of the Northwest Ordinance into what became the state of Tennessee.

The Administrative Court and Law No. 5 of 1986 on State Administrative Justice have been provided facilities for the public to sue the government and ask to cancel the decision made by the government. Law No. 30 of 2014 on Government Administration has been stipulated that Government Administration Act more or less supersedes the provisions contained in the Law of the State administrative justice. Especially in this Law which attracts attention is the expansion of object disputes state Administration. The object of the state Administration dispute in this Act is different from its elements to the Law of the State administrative justice. One of these is a written stipulation that includes factual action. There is no explanation for the meaning of factual acts in this Administrative Administration Act. Therefore, further research is needed in this regard. This study aims to find out and understand the meaning of factual actions in Article 87 letter (a) of Law Number 30 of 2014. This study uses a qualitative approach to the type of research Normative Juridical. Data collection techniques are Library study is to collect data conducted by reading, quoting, recording and understanding various literature that have to do with research material. The object of the state Administration disputed in Law Number 5 of 1986 and its amendment has expanded on Law Number 30 Year 2014 on Government Administration. When the object of the dispute expands, it will affect the decision taken by the legal practitioner in this case is the state Administration judge.

Abstract: The condition of the country is currently experiencing a crisis of national leadership both in the hands of state administrators, government organizations and so on. Such conditions when viewed from the history of state administration in the era of the old order and the new order is no better than reform in terms of leaders who have noble ethical morals. This greatly influences the development of the country to advance in competition with other nations. So that the government continues to be preoccupied with revamping activities and regulating the implementation of the state so that it is clean from corruption and extortion which causes high costs. Then immediately take firm action after the Presidential Regulation number 87 of 2016 concerning the Establishment of the Clearing Task Force for Illegal Charges. Keywords: ethical morality, strategies to face obstacles. Abstrak: Kondisi Negeri kini sedang mengalami krisis kepemimpinan nasional baik melanda penyelenggara negara, organisasi pemerintahan dan lain sebagainya. Kondisi demikian jika dilihat dari sejarah penyelenggaraan negara di era orde lama dan orde baru tidak lebih baik ketimbang reformasi dari segi pemimpin yang memiliki moral etik yang luhur. Hal ini sangat mempengaruhi berkembangnya negara untuk maju menyaingi negara bangsa lainnya. Sehingga pemerintah terus disibukan oleh kegiatan pembenahan dan pengaturan strategi penyelenggaraan negara agar bersih dari korup dan pungli yang sebabkan biaya tinggi. Kemudian segera melakukan tindakan tegas pasca ditetapkan Perpres nomor 87 tahun 2016 tentang Pembentukan Satuan Tugas Sapu Bersih Pungli. Kata kunci: moral etik, strategi hadapi hambatan. Abstract In the early 1870s, when the Meiji Japanese government introduced the universal army conscription system, the age at which the conscription exam was administered, set at twenty, became a critical moment in people’s lives. Although the Japanese army itself has gained much scholarly attention, the arbitrariness of its age stipulation directs us to an underexplored yet critical intersection between society and the state. Age twenty reprogrammed the rhythms of rural farming life and redefined the meanings of masculinity and adulthood for people far beyond those actually drafted into the army. Politicians and youth themselves linked this calendar age to the future of Japan’s liberal democracy and the autonomous space free of bureaucratic intervention. The history of age twenty, which was all about translating fuzzy life stages into acutely clear calendar ages, reveals a moment in which people attempted to turn a cultural and discursive power into a form of authoritative power that lay beyond negotiation, even vis-à-vis the government itself.

The idea of a legal state demands the state administration and the government must be based on law and provide assurance of the basic rights of the people as stipulated in the law. Notary as a general official is appointed by the state, he/she does not receive honorarium from the State, but receives honorarium for legal services provided in accordance with his authority in accordance with Article 36 paragraph (2) of the UUJN. The purpose of this study was to analyze the meaning of article 37 paragraph (1) and (2) UUJN to notaries who provide legal services for free, to find and to analyze constraints in the application of article 37 paragraph (1) and (2) UUJN in providing services the law in the notary field to a poor person by a notary in Brebes Regency. The method used was empirical juridical and took location in Brebes Regency. The samples in this study were notary in Brebes Regency.Keywords: legal services; free; notary.

One of the characteristics of State Administrative Law, among others, states that the field of state administrative law is difficult to codify because its arrangements are scattered in various institutions / institutions / government agencies. However, difficult does not mean it can not be done. The promulgation of Law 30 of 2014 concerning Government Administration proves that there has been a codification of the law governing the practice of government administration, therefore it is expected to be able to reinforce the existence of the State Administrative Court in administrative law enforcement. Through this paper, the author tries to explain the authority of the State Administrative Court after the Government Administration Act. This research uses the Normative Juridical Approach method, by tracing, examining the object of research through its legal principles, through its laws and legal history, which is used to find out the rationale, background of the legislation that is the object of research, namely the Law 30 of 2014 concerning Government Administration. So at the end of this study it can be concluded that the enactment of Law Number 30 of 2004 concerning Government Administration has increasingly complemented and strengthened the role of the State Administrative Court in the order of administrative law in Indonesia, and as a legal political basis for law enforcement in state administration

Universities that apply the concept of Public Service Agency (BLU - PK PTN ) in performing functions as an organ which is engaged in the service infrastructure support through goods or services . As an institution under the auspices of the government and the state budget receives PTN PK - BLU implement mechanisms to acquire goods or services in accordance with the law. However, the procurement process in obtaining goods or services sometimes poses problems that arise as a consequence of the passage of the procurement of goods or services involving the organs in it as PA / KPA , KDP , ULP , and Committee / Receiver Procurement Officer. Rector of the KPA in PK - BLU PTN has the authority to control the organs that carry out the process of procurement of goods / services in the environment . Errors in the procurement process of goods / services performed by the CO and the ULP / Procurement Officer causing state losses due to these errors, either due to negligence or unlawful acts. As the KPA in the process of procurement of goods / services Rector can control the organs in accordance with the authority given. The consequences are acceptable if the authorities ultimately the procurement of goods / services did not heed the warning Rector officials related procurement process of goods / services will receive sanctions. LABURPENA: Lan honek Bidasoan eta Higerreko badian arrantzatzeari buruzko 1959ko uztailaren 14ko Espainiaren eta Frantziaren arteko hitzarmenaren konstituzio-kontrakotasuna aztertzen du, Espainiari dagokionez. Hitzarmen horrek, hain zuzen ere, espazio horietako ibai-arrantza, itsaski-bilketa eta akuikultura arautzen ditu, bai eta horietan egindako arau-hausteen ikuskapena eta zehapena ere, eta konstituzioa onartu eta ia berrogei urtera, ez du zuzenketarik izan araudi berrira egokitzeko. Hau da, alor horietan eta ur horietan Euskal Autonomia Erkidegoak duen eskumen esklusibora egokitu gabe dago oraindik. Arazo hori konpontzeko, bi aukera proposatzen dira: Euskal Autonomia Erkidegoaren organo eskudunek konstituzio-kontrakotasuneko errekurtsoa jartzea, edo Estatuko Gobernuari Hitzarmena eguneratzeko eskatzea, hitzarmenei eta nazioarteko beste akordio batzuei buruzko azaroaren 27ko 25/2014 Legearen 49., 50. eta 51. artikuluetan xedatutako prozedurak erabiliz. Izan ere, prozedura horietan autonomien parte-hartzea aurreikusten da. RESUMEN: El trabajo aborda la inconstitucionalidad, en lo que a España se refiere, del Convenio hispano-francés de 14 de julio de 1959, relativo a la pesca en el Bidasoa y Bahía de Higuer; tratado que regula la pesca fluvial, el marisqueo y la acuicultura en esos espacios, así como la inspección y sanción de las infracciones al mismo, pero que casi cuarenta años después del vigente bloque de constitucionalidad no ha sido enmendado para adaptarlo al mismo. Esto es, a la competencia exclusiva de la Comunidad Autónoma Vasca en esas materias y en esas aguas. Para corregir esta anomalía se propone que los órganos competentes de la Comunidad Autónoma Vasca soliciten al Gobierno del Estado la enmienda del Convenio en el marco de los procedimientos instaurados por los arts. 49, 50 y 51 de la Ley 25/2014, de 27 de noviembre, de Tratados y otros acuerdos internacionales; procedimientos que contemplan la participación autonómica. ABSTRACT: The article deals with the unconstitutionality, as far as Spain is concerned, of the Spanish-French Convention of July 14, 1959, concerning fishing in the Bidasoa and Higuer Bay; treaty ruling river fishing, shellfish and aquaculture in these waters as well as inspection and punishment of violations of it. Nevertheless, nearly forty years after the current block of constitutionality it has not been adapted to it; this is the exclusive competence of the Basque Autonomous Community in these areas and in those waters. To correct this anomaly the request by the competent bodies of the Basque Autonomous Community for the amendment of the Convention to the Government of the State in the framework of the procedures set up buy articles 49, 50 and 51 of the Law 27/2014, of 27 November, of treaties and other international agreements; procedures including regional participation, is proposed.

The postponement of a State Administrative Decision which becomes the object of the dispute may be granted, since there is still a continuous factual action to be taken, namely the appointment of a definitive Regional Secretary, the inauguration or handover of the position of the dismissed Regional Secretary to the appointed Secretary of the Region whose contents as statements (declarations) of submission of all duties, powers and duties. Decree of the Governor of Maluku Number: 125.a Year 2014 dated May 20, 2014 concerning the Transfer of Civil Servants, on behalf of Kapressy Charles, SH. MSi, NIP: 19560911 198603 1 009 from Southwest Maluku District in Tiakur to the Government of Povinsi Maluku in Ambon, so Kapressy Charles, SH. Msi, felt his interest was damaged by the decision issued by the Governor of Maluku as the State Administration Officer. Therefore the concerned filed a lawsuit to the State Administrative Court of Ambon with Case No. 23/G/2014/PTUN.ABN, concerned requested to carry out the postponement of the transfer from the Government of the Southwest Maluku District to the Government of Maluku Province in due to the contradiction of the principles general good governance or prevailing laws and regulations.
