The Village Consultative Body is a manifestation of democracy at the villagegovernment. Therefore, this study aims to explore and describe how the implementation of fuction of the village consultative body in preparation and determination of village regulation in Muara Laung II village and to know the  factors that influence of the implementation of the village consultative body in preparation and determination of village regulation in Muara Laung II village.             The method used in this studywas descriptive research with the data analyzed in qualitative. Meanwhile, to collect the data was used observation, interview and documentation. The data resources from this study was chair of BPD, member of BPD, secretary of BPD, society and figure of society.             The results of this study was indicated that the role of BPD in the village of Muara laung II is still weak, caused the minimal number of village regulations generated, as evidenced by only one village regulation that has been established like  APBDes is determined by BPD and there were still village regulations Not yet formed, besides BPD still can not be said to accommodate and contribute the aspirations of the society, because there was not of good socialization with the society that resulted in decisions taken not in accordance with the wishes of the society. The main factor was lack of optimization of the implementation of the functions of BPD in Muara Laung II village that was less of involvement and support of community because unable of BPD to motivation and open opportunity of society participation of society. According to the writer was factors that influence the implementation of BPD function was that BPD still not yet understand assignment and its function that must work by BPD. The writer hope BPD in order can deep knowledge about duty and function of village consultative body in order can correct to implementation its function to be good to the future appropriate with instruction of legislation.             Suggestion, the writer suggested necessarily special existence from the local government to the ways of arranging and make village regulation for the village government and BPD in order to be a legal product.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

AbstractFrom many disasters that occurred in Indonesia, natural disasters are the most frequent disasters in the 2014-2018 time span. Natural damage is suspected as one of the factors that caused various natural disasters in Indonesia. Starting from climate change to the conversion of land from forests to commercial land. This research was conducted to see the role of the Yewena Village Consultative Body in protecting the environment in its region towards the needs of village development. Role is a conception used to understand the dynamics of the integration of individuals with a social system that refers to a set of rights and obligations that are normative, which is built by the prevailing social system. This research found that BPK members of Yewena Village, combined their role as BPK (exploring community aspirations for village development planning) with their role as adat leaders from the Tepra Tribe (protecting customary land and managing the natural wealth that exists in their territory according to applicable customary law). When the proposed development threatens one of the customary functions of the land, the BPK and the Village Government seek a middle ground so that development and protection of customary lands do not hurt each other. The study used a qualitative approach in the form of case studies using in-depth interviews, observation and literature studies in data collection techniques.   Dari banyaknya kejadian bencana yang terjadi di Indonesia, bencana alam merupakan kejadian bencana yang paling banyak terjadi dalam rentang waktu 2014-2018. Kerusakan alam ditengarai sebagai salah satu faktor yang menyebabkan terjadinya berbagai kejadian bencana alam di Indonesia. Mulai dari perubahan iklim hingga alih fungsi lahan dari hutan menjadi lahan komersil. Penelitian ini dilakukan untuk melihat peran Badan Permusyawaratan Kampung Yewena dalam menjaga kelestarian lingkungan di wilayahnya terhadap kebutuhan pembangunan kampung. Peran merupakan suatu konsepsi yang digunakan untuk memahami dinamika terpadunya individu dengan suatu sistem sosial yang mengacu pada serangkaian hak dan kewajiban yang bersifat normatif, yang dibangun oleh sistem kemasyarakatan yang berlaku. Penelitian ini menemukan bahwa anggota BPK Kampung Yewena, memadukan perannya sebagai BPK (menggali aspirasi masyarakat untuk perencanaan pembangunan kampung) dengan perannya sebagai tokoh adat dari Suku Tepra (melindungi tanah adat dan mengelola kekayaan alam yang ada dalam wilayahnya menurut hukum adat yang berlaku). Ketika usulan pembangunan mengancam salah satu fungsi tanah secara adat, maka BPK bersama Pemerintah Desa mencari jalan tengahnya agar pembangunan dan perlindungan terhadap tanah adat tidak saling merugikan. Penelitian menggunakan pendekatan kualitatif berupa studi kasus dengan menggunakan wawancara mendalam, observasi dan studi literatur dalam teknik pengumpulan data.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

Rule of Law village Badran Sari and Nuts Rejo in the system of hierarchy legislation of village regulations is no longer mentioned explicitly as a type of legislation. That is, the position of village rule is considered only as a further description of the higher legislation, but there is no local government to give village empowerment. The process of establishing a village regulation covering the implementation of the village regulation Program Badran Sari and Nuts Rejo in central Lampung District, Badran Sari Village is already in accordance with the Village Regulation reference Number 6 year 2014 about the village and the role of village head and the village consultative agency while Natan Rejo village has not applied the village regulation and regulations in accordance with Law No. 6 of 2014 but it is appropriate as the absolute rule of the village head without any discussion and consultation with the community in advance. Constraints faced in the establishment of regulations village Badran Sari and Nuts Rejo in central Lampung regency. In the village of Badran Sari that they are experiencing obstacles that relate to the reason of the retribution in the village government, while the village of Nuts Rejo Kecamtan Elephant City is the quality of the performance of villages and BPD is less maximal, lack of socialization of village government to the community, and the performance capabilities of village governance.

This study aims to analyze and find out the procedures for preparing accountability reports in Kebondalem Prambanan Village associated with Minister of Home Affairs Regulation No. 113 of 2014. This study discusses accounting policies, the budgeting process, and budget execution. This paper is based on descriptive research that explains the accounting behavior of village public sector in Central Java. The scope of village entity financial transactions is relatively smaller than the local government, but includes all accounts contained in the local government. The results of this study conclude that the accounting policy adopted by the village government of Kebondalem Kidul has been in accordance with the existing government order. In addition, the existence of a village-based accounting information system, such as Siskeudes, shows that the village government of Kebondalem Kidul has taken seriously the presentation and preparation of its accountability reports so far. The posts in the APBDes Realization Report are also in accordance with Permendagri No. 113 of 2014 and the allocation of Village expenditure is in accordance with Government Regulation No. 43 of 2014.

AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role

Tourism has contributed significantly to economic growth, and the government is the leading actor in the tourism development process. This article aims to discuss the role of village government in rural tourism development. The research was conducted qualitatively with a case study in Pujonkidul, a tourist village that is growing and developing into a rural tourism destination rapidly in Indonesia. The research data were collected through a series of in-depth interviews with village governments and main actors in the rural tourism development process. Observation and study of document also carried on during the process of collecting data at the village. The result of study show that the local government is able to carry out all government functions in tourism development (coordination, planning, regulation and legislation, entrepreneurship, stimulus and promotion, social tourism role and boarder role of interest protection). This study also found a new function of government in tourism development which is the main finding of this study, namely institutional development. Therefore, the authors argue that the village government can conduct rural tourism development locally and effectively with its functions and authorities. This finding of study can be adopted and developed in the other villages in the process of rural tourism development. The limitation of this study has ignored the discussion of villagers' participation in the rural tourism development process that is the essential form of rural development issues. This limitation is an important topic for future research.
