THE ROLE OF SOCIAL NETWORKS IN THE FORMATION OF UNIVERSAL COMPETENCIES OF STUDENTS IN EXTRACURRICULAR ACTIVITIES

The process of formation of universal competences of students in extracurricular activities of the university is considered. The leading role of the curator of the student group in the process of organizing extracurricular activities is emphasized. The competencies that modern university graduates should possess are analyzed in detail, and the Federal State Standard of the Russian Federation (3++) is considered in this regard. It is concluded that all the competencies that a modern bachelor should master correspond to the universal competencies enshrined in the Federal State Educational Standard 3++. It is noted that universal competencies are most effectively formed in extracurricular activities, since its methods and forms of work present wide opportunities for both teachers and students. Special attention is paid to the role of social networks in the formation of universal competencies of university students. The article presents the results of a survey of first-year students of the Faculty of Chemistry and Technology of Samara State Technical University, which allows us to assess the relevance of social networks among young people, as well as to identify the main features of social networks that attract young people. The relevance of the use of social networks and other information and communication technologies in the educational space of the university is noted. The most effective online technologies and forms of extracurricular work that contribute to the formation of universal competencies of university students are considered in detail. The importance of using Internet resources in extracurricular work, including social networks, when interacting with students with disabilities is emphasized. The article analyzes the experience of various universities of the Russian Federation in the application of modern forms of extracurricular activities, which were conducted online. The study of the experience of modern universities has shown that most universities in the Russian Federation transfer a fairly large amount of extracurricular activities to the Internet space, most noticeably this trend began to manifest itself in the coronavirus pandemic.

В статье обсуждаются вопросы, связанные с особенностями профессионального выбора выпускников общеобразовательных организаций. Представлены результаты исследования, позволяющие определить роль осознанной саморегуляции активности молодых людей, оказавшихся в ситуации профессионального выбора (на примере студентов педагогического вуза). В исследовании приняли участие 302 студента первого курса, обучающихся по направлению подготовки 44.03.01 «Педагогическое образование». В качестве инструментария были использованы методика «Мотивация учения студентов педагогического вуза» С. А. Пакулиной и М. В. Овчинникова и опросник «Стиль саморегуляции поведения» В. И. Моросановой. Данные, полученные в процессе исследования, были структурированы, обработаны и проинтерпретированы с применением математических методов. Было установлено, что студенты первого курса, совершившие при поступлении в вуз профессиональный выбор с учетом своих интересов и склонностей, обладают сформировавшейся потребностью продумывать способы своих действий и поведения для достижения намеченных целей, а план их действий отличается детализированностью и развернутостью. Также им свойственны самостоятельность при проектировании способов достижения индивидуальных целей, гибкость в случае возникновения непредвиденных обстоятельств, развитая адекватная оценка себя и полученных результатов. По итогам исследования был сделан вывод о том, что наличие сформированной системы осознанной саморегуляции произвольной активности у индивида, находящегося на этапе выбора профессии, позволяет совершить более правильный профессиональный выбор, что, в свою очередь, является одним из условий актуализации профессионально-личностного потенциала. The article discusses issues related to the peculiarities of the professional choice of graduates of public education organizations. There are results of the study presented, which allow us to determine the role of conscious self-regulation of the activity of young people who find themselves in a situation of having to make a professional choice (on the example of students of a pedagogical university). The research involved 302 first-year students studying in the field of training 44.03.01 «Pedagogical Education». As research tools, the «Motivation of teaching pedagogical university students» methodology by S.А. Pakulina and M.V. Ovchinnikov and the questionnaire «Style of self-regulation of behaviour» by V.I. Morosanova were used. The data obtained during the research were organized, processed and interpreted using mathematical methods. It was found that first-year students who, upon entering the university, made a professional choice more consciously, taking into account their interests and inclinations have a well-developed need to think through their actions and behaviour to achieve their goals and their action plan is detailed. They are also characterized by independence in designing an action plan to achieve individual goals, flexibility in the situation of unforeseen circumstances, an advanced adequate assessment of themselves and the results they achieved. As the main conclusion, the following is formulated: the possession of a developed system of conscious self-regulation of arbitrary activity in an individual who is at the stage of choosing a profession allows him to make an adequate professional choice, which, in turn, is one of the conditions for the actualization of professional and personal potential.

According to the Concept of the Foreign Policy of the Russian Federation, the establishment of the Eurasian Economic Union is a priority for Russia. It is necessary to take into account the experience of other federal states through the integration model’s creation. Austria is a federal state like the Russian Federation. The analysis of the Austrian experience in tax regulation including the implementation of supranational regulation rules in the national legislation may help to plan successful strategies. The article is focused on the legal basis for taxation in Austria. The subject of the research is the legal principles of taxation regulation, its dynamics, system and sources of tax legislation. The author concludes that 2015/2016 tax reform will change the implementation mechanisms of principles of federalism and justice. The research identifies tendencies for strengthening the role of federal regulation in taxation, harmonization of taxation procedures, revision of the economic model of taxation of physical persons’ incomes.

In the modem society, the state acts as the guarantor ofsocial security of citizens with disabilities. In this direction as an important stage the ratification by the Russian Federation of the Convention on the Rights of Persons with Disabilities in 2012 has turned. Convention was directed to the assurance of the full participation of persons with disabilities in civil, political, economic, social and cultural life of the society. Ratification of the Convention required to insert amendments in the acting legislations of the Russian Federation, including those concerning Medical and Social Expertise (MSE). In particular, there was changed quantitative and qualitative body of specialists, members of the Bureau of the MSE, there was changed the classification and the criteria used for the implementation of medical and social examination of citizens by Federal State MSE institutions. There was the replacement of a paradigm in relation to persons with restrictions in the life activity. The role of health care organizations in terms of examinations and clinical diagnosis in citizens, sent to the medical and social expertise has increased significantly. In the article there is presented an analysis of the current regulatory - legal frameworkfor the implementation of medical and social examination of citizens by Federal State MSE institutions. There was emphasized the importance of quantitative evaluation system of the severity of persistent disorders of the human body functions, caused by diseases, consequences of injuries and defects.

Traditionally, the annual report opens the World Professional Crimea Forum. Primarily, the speaker focuses on the concept of digital economy interpreted as the economic relations system based on the digital information and communication technologies. The Program “Digital economy of the Russian Federation” is reviewed. Several concepts, e. g. bitcoin and blockchain, Industry 4.0, New Internet, etc., are defined. The current problems of the Internet are examined, in particular, the lack of the single management and development center. The statistical data on the profile and involvement of the internet users is reported. Special attention is given to using Internet in Russia and the related problem of copyright in Russia and worldwide. The role of open access in building the knowledge environment and the role of the main contributors to the process, namely, publishers, libraries, educational institutions, are emphasized. Online education and accessible seamless education environment are specified as the main trends in education, The key vectors of developing knowledge content and its application in the digital environment are defined, these are: inclusiveness, artificial intelligence and green (sustainable) libraries, etc. The current situation in the global book market is evaluated on the basis of the results of the London Book Fair 2018. The project “The modern digital educational environment in the Russian Federation” is examined along with the projected results. The role of the National Electronic Library as the major innovative library project and the national information system is emphasized. The author concludes that the libraries of the future become an essential part of the national and global information infrastructure.

Introduction. One of the components of the national security of the Russian Federation is information security. In the context of the information society in the Russian Federation, the role of the information component of national security has increased significantly. There are new challenges and threats to the information security of the Russian Federation, which require the reaction of the legislator. However, the conditions of globalization require States to take joint measures to address such a complex problem as information security. Consequently, international information security cannot be achieved by a single state. It is necessary to consolidate efforts and develop a uniform approach to this issue. Theoretical Basis. Methods. The Information society is characterized by a high level of development of information and communication technologies and their use in almost all spheres of life. The emergence of the global information society, the increased role of information and information and communication technologies have stimulated the adoption of a number of international legal instruments in this area. In addition, a number of other guidance documents have been developed and adopted that define the ways and directions of law-making and cooperation at the level of regional organizations. Their distinctive feature was the realization of the lack of unified and clear conceptual and categorical apparatus. This also applies to the concept of “information security”, a unified approach to the understanding of which is not available at the international level. General scientific methods (materialistic dialectics) and private scientific methods: formallogical, comparative-legal, historical-legal. Results. Currently, at the international level, there is not only no legal act regulating issues in the field of criminal law protection of information security, but also there is no common understanding of information security, its main threats of possible joint measures to prevent and eliminate them. Discussion and Conclusion. As the interstate information confrontation will continue and gain new momentum, there is an urgent need for the adoption of an international legal act aimed at the criminal law protection of information security, containing the classification of crimes against information security and recommendations to States on the criminalization of acts against information security in national legislation.

This chapter aims at studying the effect of the implicit factors on the intention of establishing an institution for the students of an Algerian university. The structural model of the study was proposed based on the Shapiro and Sokol model and the Ajzen model. The authors tested it on a sample of 163 university students at the University of Algeria 3. The model consists of a set of variables (the intention of establishing an institution as a dependent variable, structural and social educational support as independent variables). The results of the study showed that educational and social support factors affect the entrepreneurial spirit of students more than structural support. Value/authenticity of research enrich knowledge management literature that contributes to the search for how to support investment and support the intention to establish a special institution for young people through various mechanisms and means of support.

The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

The article highlights some problems of multicultural education in Russia. The intercultural approach is considered in the context of teaching Russian as a foreign language. The work offers various forms of intercultural education. The structure of a training textbook with a multimedia application for foreign students "Welcome to Astrakhan!" is presented. In addition, the authors offer their own experience in organizing and conducting extracurricular activities, in particular an international forum of students "Be with us! Speak Russian!» on the basis of the Astrakhan State Medical University in which more than 6000 students from 32 regions of the Russian Federation and about 2000 students from 56 countries of the near and far abroad are annually studied. The University provides training in three languages (Russian, English, and French) aimed at improving communication skills and developing intercultural competence. The study revealed that extracurricular activities increase students' interest in Russian and contribute to the harmonization of relations between students in a group. Social significance of the presented projects is to create a positive image of the Astrakhan region and the Russian Federation as a whole abroad, as well as, to strengthen a position of Astrakhan universities in the international market.

Purpose of the study. OECD «Going Digital Toolkit» is one of the tools for monitoring of the digital transformation. Platform can helps to quantify various areas of digitalization and provides a comprehensive description of the changes in the socio-economic sphere.  Despite the Going Digital Toolkit platform has the objective advantages, this tool is practically not used by Russian researchers.  The purpose of this study is to analyze the possibility of using «Going Digital Toolkit» platform as a tool for monitoring the development of the digital economy in the Russian Federation.  Materials and methods. To achieve the goal of the study, a comparative analysis of the indicators of the Going Digital Toolkit platform was carried out on the OECD countries, European Union countries and the Russian Federation. Research was carried out to:  1) identify the presence of certain indicators in the platform system in case of the analysis the Russian Federation;  2) investigate the relevance of data on indicators presented in the platform system for the Russian Federation;  3) analyze the position of the Russian Federation regarding the OECD and the EU;  4) determine reserves to achieve monitoring integrity based on Russian state statistics and other sources;  5) develop the recommendations for improving the statistics of digital transformation in the Russian Federation.  Along with the information published on the Going Digital Toolkit platform, the data of the Federal State Statistics Service (Rosstat) and the data of the Ministry of Digital Development, Telecommunications and Mass Communications of the Russian Federation were used.  Results. The position of Russia can be assessed as «lagging» in comparison with the countries of the European Union and the OECD. For most indicators that characterize access and use of the Internet, e-commerce and skills, Russia does not exceed these countries. In some cases, the twofold superiority of the EU and OECD countries over the Russian Federation makes it impossible to make an optimistic forecast to correct the current situation in the near future. However, the position of Russia identified on the basis of the platform’s data does not reflect the situation in real time, which suggests positive dynamics in some of the indicators presented.  The issue of using the platform as a tool for monitoring digital transformation in the Russian Federation is debatable. The incompleteness of the information presented in Russia makes the tool impractical, however, the available information, together with the functional advantages of the analytical platform, opens up new opportunities for users.  Conclusion. The Going Digital Toolkit platform acts not only as an interactive tool for analyzing numerical values for a number of indicators, but also as a standard of a system of statistical indicators necessary for measuring processes and phenomena of digital transformation. The platform can serve as a guide for national statistical agencies in the development of relevant surveys and improve the methodological foundations of statistics in the field of information and communication technologies.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.
