The article deals with the peculiarities of the regional context of socialization of the youth of the subjects of the AZRF in the field of implementation of vocational and educational attitudes. The paper presents a summary analysis of statistical indicators of migration gain (loss) in the AZRF, including the structure by age groups, as well as data on the dynamics of the number of students studying at different types of ed-ucational institutions from 2005 to 2020. Statistical indicators of migration gain (loss) have revealed a trend of a sharp decrease in the outflow of population in the Russian Arctic. The obvious reasons for this situation were the consequences of the COVID-19 pandemic, which significantly increased the changes in the logic of the reproduction of the social structures, in particular, there was a migration turn towards provincial subjects, as the most favorable for life, in contrast to megacities and large cities. It actualizes and problematizes the possibilities of the environment of remote regions for the optimal socialization of young people. The authors of the article focus on environmental factors that contribute to the formation and implementation of professional and educational attitudes of young people in the region. The purpose of the article is to study the professional and educational attitudes of young people in the conditions of the migration outflow of the population. The object of the research is young people studying in the Murmansk Oblast. The choice of a specific subject of the Russian Arctic (Murmansk Oblast) is due to a number of reasons: intensive migration loss of population; significant reduction in the number of educational institutions; reduction in the number of students in comparison with other subjects of the Russian Arctic. The empirical basis of the article was formed by the results of a sociological study conducted in April–May 2021 in the Murmansk Oblast using the online survey method among graduates of educational institutions of secondary general (523 people), secondary vocational (519 people) and higher education (bachelor level) (283 people).

The article is concerned with the phenomenon of extremism among youth. Analyzing the features of modern youth extremism the authors substantiated their conditioning by social, age, historical, and cultural factors. Young people tend to protest and reject the existing system, all-or-nothing thinking. While the phenomena identified as extremism today, repeatedly arose in the process of historical social development. A distinctive feature of the majority of extremist organizations at the present time is their focus on the issues of national identity or the political structure of the Russian society and state, using the principles of a totalitarian sect. In their activities destructive religious organizations themselves are also, as a rule, based on radical ideas, which is why they are recognized as extremist. The article presents the findings of the sociological study conducted in Saratov’s higher educational institutions. Based on the analysis of the study results the authors came to the conclusion that extremist sentiments among student youth are growing towards representatives of various nationalities and religions. The authors assumed that in order to successfully counter youth extremism, first and foremost it is necessary to clearly distinguish its causes, rooted in the society itself and shortcomings of state youth policy, from the forms of its manifestation that have social and group specific features.

The Russian Arctic is at the epicentre of economic, environmental, and social changes. At the same time, the peripheral character of the territory, its strong orientation on primary sector makes the region extremely volatile to suchlike shifts. The study concerns primary sector transformation in the Post-Soviet period when after 1991 significant changes in the economy were observed. The main aim of the paper is to identify the specifics, features and development prospects of the recent primary sector transfor-mation in the Russian Arctic. The statistical methods do not reflect the full picture of the transformation. Firstly, Russia has switched to UN national accounts system only in 1994. Secondly, the Arctic statistics after 2009 for regional level is unavailable. That is why the main method of the research is the expert survey method. The results of the study demonstrate the dominant role of the primary sector and the strong dependence of Russian Arctic regions on these activities. The study identifies the key factors and drivers of the transformation, a specific position of the oil and gas sector and the role of natural resources to be traditionally used in the primary sector. Despite the positive role of economic diversification in the long-term economic development, the corresponding effect for the Arctic regions is not fully expressed. The methodological novelty of the research is an unconventional research method of investigating primary sector transformation on the regional level in the Post-Soviet Russian Arctic, i.e. the expert survey. The method can be applied to other countries and industries.

ABSTRACTThis article analyses the phenomenon of the post-Soviet Russian summer cottage, dacha, in the Arctic. We take an ethnographic comparative perspective for contributing to the refinement of our understanding of human-environment relations and urban anthropology of incomer-northerners, those with roots somewhere outside the north. Evidence from fieldwork in Murmansk Oblast, West Siberia and Sakha-Yakutia shows how for a socialist and post-socialist northern urban livelihood, the dacha has become an indispensable counterpart of life in the urban concrete housing blocks for most Russian northern inhabitants. We explore in this article the importance of dacha for northern identity of urban dwellers, by analysing spheres of individual and collective agency, freedom, attachment to place and land. We conclude that the dacha movement has filled a gap that had been left open by Soviet Arctic urbanisation: a dacha has come to stand for a human-environment relationship that gradually re-introduces rurality to urban life in the Russian Arctic so permanently that dacha places start losing their seasonal character.

The paper deals with the analysis of one of the most important and always relevant social phenomena called social inequality, which is viewed through the prism of youth ideas about the forms of its manifestation and features. The authors present the results of a sociological study aimed at identifying the attitude of modern Russian youth to the problem of social inequality in general, as well as the diversification of its forms in the modern world and in Russia. The study was conducted in 2020 by professors of the Sociological Faculty of Lomonosov Moscow State University under the direction of Doctor of Sociological Sciences Professor N.G. Osipova and Doctor of Sociological Sciences, Professor S.O. Elishev with the Financial support of the RFBR, within the framework of the project No. 18-011-01106 “New forms of social inequality and the peculiarities of their manifestation in modern Russia”.In the course of the study in the summer of 2020, 628 young people (aged 16 to 30) from different regions of Russia were interviewed using the online questionnaire survey method. The distribution of respondents by gender and occupation corresponds to the parameters of graduates of humanitarian universities. 28% of young people surveyed were males, and 72% were females. 9% of the respondents (that is, more than half of them) were young people aged 20 to 24 years, 24,84% — from 16 to 19 years old, 12,26% — from 25 to 30 years old.The research methodology (which is based on the questionnaire) was in many ways similar to the methodology used by the authors in 2019 to analyze the value orientations and perceptions of student youth in Moscow universities. This  methodology was supplemented with new blocks of questions related to the peculiarities and specifics of the manifestation in Russia of such relatively new forms of social inequality as digital divide and inequality in health. The questions to which the answers were received were of both general and specific nature and, in general, reflected the key trends in the attitude of young people to the problem of social inequality in the conditions of the complex social situation that developed in 2020 in all respects. A detailed analysis of the answers to the questions presented in the questionnaire showed that, although social inequality is recognized by modern Russian youth as an urgent social problem, it does not occupy a key place among the topical problems for Russian youth.

The monograph is devoted to assessing the financial solvency of the regions of the Russian Arctic by means of correlation analysis aimed at studying the forms of communication between indicators that allow us to identify general and specific features of the financial development of regions. The work selected and analyzed statistical indicators that characterize directly or indirectly the financial solvency of the regions, calculated the correlations of these indicators, taking into account their dynamics over the past fifteen years. A matrix of correlation pairs was created, the most significant of them for assessing the financial solvency of the region were identified. Comparative analysis of paired correlation coefficients for the Arctic regions made it possible to assess the relationship between certain areas of their regional development. A comprehensive analysis of the financial solvency of the Arctic territories is presented, and based on the results obtained, trajectories of regional financial development are developed, considering background conditions. The results of the monograph are intended for a wide range of specialists in the field of regional finance and may be of interest to everyone who is interested in the problems of financial development, as well as to regional and federal authorities for forecasting and strategic planning of the development of the Arctic regions in conditions of limited financial resources.

This paper deals with an analysis of the results of a sociological research aimed at studying the students’ perceptions of the nature and various forms of social inequality that occur in Russia as well as the modern world. The study was conducted in 2019 at the sociology faculty of Lomonosov Moscow State University, in the framework of regular monitoring (since 2013) of Moscow student youth’ perception of socio-political processes, institutions of socialization and subjects of youth policy. A sociological study was conducted. During the study, 811 students of 50 “humanitarian” and 50 “natural” faculties of higher educational institutions in Moscow were interviewed. 45,6% of young people interviewed were males, and 54,4% were females. 60,4% of the respondents were young people aged 18 to 22 years, 18,9% — from 23 to 26 years old, 13,3% — from 14 to 18 years old, 7,4% — from 27 to 30 years old. The article analyzes the students’ answers to the following questions: Do you think that acute social inequality occurs in the modern world? What reasons underlie social inequality? What, in your opinion, is the cause of social inequality? What types of social inequality are most common in the modern world? What forms and types of social inequality are most common in modern Russian society? How often do you encounter the following manifestations of social inequality? How do you feel about the problem of global social inequality? and a number of others. A detailed analysis of the answers to these and other questions presented in the article showed that social inequality is recognized by students as an urgent social problem, which, unfortunately, the authorities do not pay enough attention to.

Water consumption has been evaluated for the basins of the rivers flowing into the Arctic seas of the Russian Federation and, separately, for the Arctic zone of Russia (AZR). Long-term dynamics of the major characteristics of water consumption are given for the period from the 1980s to 2017 along with data on its structure. The possible effect of the total water withdrawal and consumptive water use on river water inflow into the Arctic seas has been evaluated for the 1980s (a period of maximal anthropogenic load), for 2006–2017 and up to 2030. The volumes of water consumption in limits of AZR are relatively low. Moreover, the water withdrawal has dropped considerably compared with the situation in the 1980s, in particular, by about 30% in the Pechora, Lena river basins, and from the rivers of Murmansk oblast, and by 50% in the Northern Dvina, Yenisei, and Kolyma river basins. It has increased in the Nenets and Yamalo-Nenets AO because of the intense development of the local oil-and-gas complex. Nowadays, according to the authors’ estimates, 21.28 km3/year is being withdrawn in the drainage basins of RF Arctic seas and 2.58 km3/year, within the AZR, or 28.8 and 3.5% of the total volume in Russia. The largest contribution to this value is due to the water-management complexes in the basins of the Ob (14.7 km3/year), Yenisei (2.77), Northern Dvina (0.64), and Murmansk oblast (1.72 km3/year). The volumes of water discharges back into water bodies at the drainage basins of Russian Arctic seas are comparable with the volumes of freshwater withdrawal -71% of water intake. Even lesser is the difference within AZR. The major water users are the industry (with a high proportion of mining plants), thermal power engineering, and municipal economy. But considerable and diverse hydrological restrictions exist at the municipal level and for some water users in AZR. These local hydrological restrictions have been formulated and analyzed in detail, for the first time. They form three large groups. Original maps are given to illustrate the specific features and regularities in the present-day distribution of water-management characteristics over AZR.

Introduction. Contemporary challenges to the development of education imply the search and understanding of highly effective approaches and management methods. Experts who have conducted PISA studies in Western educational systems have identified a direct correlation between the autonomy of an educational institution and the results of its activities. The extrapolation of PISA results in the Russian education system is possible only with unified theoretical approaches to understanding the conceptual unit of "autonomy", the category "autonomy of an educational institution" and the principle of autonomy, as well as a sociological study, the respondents of which are the heads of educational institutions in Russia. The purpose hereof is a conceptual analysis of existing approaches to understanding the phenomena of "autonomy" and "autonomy of an educational institution" in the legal framework of the Russian education system, in domestic and foreign sources. A certain set of indicators of the phenomenon of autonomy in the Russian educational environment was used in this research as the main toolkit for achieving this goal. Materials and methods. The ideas of the systemic and activity approaches, the general scientific method of comparative analysis serve as the methodological basis of the research. The content-invariant foreign and domestic sources served as the platform for quantitative and qualitative content analysis. In addition to general scientific methods, within the framework of this research, a private scientific survey method was used in the form of a questionnaire survey of the heads of general educational institutions. More than 10 thousand school principals from 84 constituent entities of the Russian Federation took part in the experiment in the course of the sociological research "Autonomy of educational institutions: results and prospects". Research results. The study reveals the theoretical and practical aspects of the implementation of the autonomy principle in the educational system of the Russian Federation. The analysis of domestic and foreign thesaurus on the problem of the autonomy of an educational institution was carried out. The authors dwell in detail on the mechanisms for introducing the principle of autonomy in the educational process in Russia, identify existing obstacles to the implementation of the provisions declared in the legal field. Clustering of elements (indicators) that determine the degree of autonomy is significant for further research of the phenomenon of "autonomy of educational institutions".
