Analysis of the regulatory and legal acts that regulate the training of the staff of the State Border Service of Ukraine shows the importance of the development and further improvement of the organizational and legal bases of its implementation. In the process of forming a modern border guard training system it is important to consider of historical experience which will help to determine ways for effective development. Prerequisites for the establishment of the national border guard training system have been analysed; the stages of the training system development have been investigated and the connection between the improvement of the border protection organization and the need to develop the border guards’ professional competences has been identified. The main criterion of the conducted periodization is the presence of special requirements for the level of border guards’ preparedness and the form of training. In particular, we propose to distinguish the following historical stages: the first — performing of border protection by people for whom military affairs were an integral part of life and the necessary skills in weapon handling and tactical techniques were acquired throughout the service; the second stage — border protection was entrusted to professional military personnel who had received training in military training institutions and acquired professional competence during additional special training at the place of service; and third — training is provided by specialized departmental educational institutions. As a regulatory and systematic process, the border guards’ training started with the establishment and development of specialized military educational institutions. The search for optimal models of forming the border guards’ professionalism led to the establishment of specialized institutions of narrow professional orientation, which have become the ground for the development of border guard education and formed the basis of the modern training system organization. Although each stage of the training organization is closely linked to the historical conditions of its implementation, performance evaluation will provide an opportunity to highlight trends and predict future performance.

The article discusses the use of the system approach of future officers training in higher military educational institutions, analyzes the basic principles of the pedagogical system, which are defined by the system as a holistic organized set of military training, which ensures stable behavior and effective results of military education. The basic systems of professional training in higher military educational institutions, which have the conditional level of involvement in the educational process, are revealed. However, the basis is the inalienability of all systems in the training of future officers of the Armed Forces, and the interchangeability or absence of any training system leads to irreparable consequences, the result of which is not fully formed professional readiness of an officer of the Armed Forces. Theoretically, professional readiness is formed as knowledge, skills and competencies fully acquired, but the important point remains whether psychological professional readiness is formed during the extreme situation of military service. In view of the material presented in the scientific article, the conclusion is that the training of officers of the Armed Forces in higher military educational institutions is a system one. The result of the training process of future officers in higher military educational institutions is a high level of cadets readiness for practical activities, which can be achieved only by streamlining the system on the basis of certain principles to which we include: the principle of objectivity, completeness, specific historical (genetic) approach, systematics, contradictions of pedagogical experience. This makes it possible to organize the specific functioning of all subsystems of future officers training and their effective interaction in accordance with the aspect and general goals and objectives. When modeling the system approach of professional training in higher military educational institutions the main pedagogical systems (types of training) involved in the training of officers of the Armed Forces are used. Each of them has its purpose and objectives, specific content, means and methods. Because the professional training of future officers of the Armed Forces is an integration process of formation of the same five basic systems (theoretical, psychological, physical, training and practical (officer training in combat units)).

The article describes and characterizes the development of acmeology as a science. The peculiarities of acmeology development starting from the 20-th years of the 20-th century and to the beginning of the 21-st century. There are following stages of acmeology formation defined: fundamental, synergetic-technological, professional-applied, academic-scientific and creative-integrative. The peculiarities of the acmeology formation are characterized as well as the stages of development as a science that studies the patterns and phenomena of human development in the process of self-improvement, the purposeful movement to the professional and personal acme are defined. The article outlines the stages of acmeology development on the territory of Ukraine. The fundamental stage (1928 - 1950) is characterized by the definition of «acmeology» concept and its place in the system of human sciences. Synergetic-technological (1951 - 1966) stage is characterized by the definition of laws and methods of human perfection achieving. Professional-applied stage (1967 - 1984) is characterized by the professional environment studying methods development, the advanced training system development as well as specialists’ achievement of professional skills. Academic-scientific stage (1985 - July 1991) is characterized by registration in the USSR State Committee of Science and Technology acmeology as a branch of science, forming of acmeology departments in higher educational institutions and foundation of the scientific and practical journal «Acmeology». The creative-integrative stage (from August 1991 to the present) is characterized by acmeology development in independent Ukraine, the study of macro- and micro-akme formation peculiarities as well as investigation of social, professional and personal acme ways of achievement. The peculiarity of this stage is the first Ukrainian organization «Ukrainian Academy of Acmeology» foundation (01.07.2006).

Introduction. Article analyzes the higher education current state discusses problems and imbalances in its development and labor market demand. The purpose of the study is to determine the relevance of the areas of training offered by the higher education institutions to the economy structure and the needs for specialists in the labor market, to assess the degree of employment of graduates of higher educational institutions. Methods: methods of comparative, statistical, graphical analysis of the data. The study determined that the structure of specialists graduation in higher education systems, due to the influence of many factors, is often determined not by the needs of economiс, but by the demand of the population in the field of education as well as the preferences and ideas of the applicants. Results. This leads to an imbalance on the labor markets and inefficiency in spending public and private funds on higher education. In the course of the study, methodological approaches to assessing the balance between the number of graduates of higher educational institutions and the needs of the labor and economic markets are presented. The article substantiates the need to develop of coordinated management decisions in the personnel training system aimed at its balanced development and achieving a balance of economic interests of all actors should be focused on creating effective foresight tools for forecasting the promising directions for the education system development and taking into account the needs labor market and economy.

Abstract. The article presents a practical training’s analysis on the discipline “Pathomorphology” at the Department of Pathological Anatomy as a tool of forming the future doctor’s professional competence. The main purpose of practical training on “Pathomorphology” is the formation of skills and abilities of pathological processes and diseases morphological diagnostics by studying morphological pictures with the analysis of pathogenetic mechanisms and clinical symptoms of diseases. Practical training on “Pathomorphology” covers the analysis of incomprehensible and complex issues of the topic during the lecturer and students’ interview, recognition of pathological processes and diseases main manifestations, students’ independent in-class work with macro -, micro -preparations and electron diffraction patterns, solving typical situational clinical tasks with the analysis of mistakes made. The students have the opportunity to observe online autopsies in dissecting room. We created and constantly update archive videos, thematic autopsies. A multimedia presentation has been developed for each practical training topic of the discipline, which contains a practical training scenario according to the guidance papers for teachers. This presentation contains illustrated questions in the form of flowcharts, macro- and micro-preparations, which are proposed to recognise a pathological process or disease. The modern education main provision is to provide students with knowledge, skills and abilities that they should master, mainly in independent in-class work, managed and guided by a lecturer. For this stage of practical training developed an album with consideration to the peculiarities of teaching the discipline at various faculties. In the album, students draw micro-preparations, according to the chart, describe macro-preparations, micro-preparations and electron diffraction patterns. This comprehensive approach to the study of “Pathomorphology” allows to discuss divisive interpretations of complex mechanisms of pathological processes development, demonstrate modern research methods in pathological anatomy, as well as better prepare the student for the final controls, the unified state qualification exam and the exam on International fundamentals of medicine. The students’ educational process in the study of the basic medical discipline “Pathomorphology” is focused on the introduction of new techniques and innovative teaching technologies. In pathological anatomy, a significant place in the assessment of the phenomena studied is given to visual macro-, microscopic, and electron-microscopic analysis of pathology. At the same time, particular importance is attributed to the visibility of the educational process, including with the use of modern multimedia technologies, which is embodied by the faculty of the Department. Active forms of training used in a practical training on “Pathomorphology” allow students to form basic doctor’s professional competencies. The practical training system used on the Department of Pathological Anatomy makes it possible to, first of all, motivate the student to study such a complex discipline as “Pathomorphology”, to ensure the theoretical knowledge acquisition, development and harness skills in the pathological processes and diseases morphological diagnosis as well as to form personality, which is well-versed in the professional field and has competencies for further growth in professional and personal terms.

The defining role of analytical research of personnel training processes for the transport industry is indicated. In particular, the possibility of using the vicious Knall’s circles to identify problems in the development of transport education is investigated. The traditional functionality of the Knall’s circles has been expanded to the study of the mechanisms of positive development of the research object. Two types of models for describing these processes are proposed and analyzed, taking into account both additive and multiplicative effects of development. Using concrete examples, the methodology for constructing various types of process models, selecting the optimal type of model and predicting development is shown. A systematic approach to the study of transport education is also proposed to be implemented using the tools of cenological analysis, which takes into account all participants in the personnel training system in the industry. The scientific and educational values of transport education allow us to determine the completeness and stability of the educational system, the direction of development (degradation, positive development of the system), the role and place of an individual educational institution in the personnel training system. The cytological study is illustrated by the example of the analysis of the results of the activities of branch railway universities. Scientific and educational self-regulating organizations for training specialists for the regional transport system are considered as one of the mechanisms for managing transport education. It is proposed to create self-regulating organizations of personnel training that regulate the activities of educational institutions, both among themselves and with consumers of educational services.

The article is devoted to the consideration of the relevance and analysis of the formation of the professional competence of a foreign language teacher. This is due to the modern socio-cultural conditions, new educational standards, and the ever-increasing requirements for the process of teaching foreign languages. The term "professional competence" is considered using an integrated methodology, which includes theoretical and empirical research methods. The authors have concluded that the professional competence of a foreign language teacher is a complex of various skills and abilities facilitating effective cooperation between the teacher and students in certain professional situations. Furthermore, the authors see the solutions to these problems, the creation of a flexible and mobile system of advanced training and the search for more effective forms of interaction between educational institutions, methodological services, and professional associations of teachers for purposeful continuous pedagogical education of teachers of a foreign language.

The article is devoted to the substantiation of the relevance of the use of modern sports in general and general physical training in particular in the training system of students. The paper considers the actual problems of improving the physical fitness of students who study at higher military educational institutions during the period of primary sports training. The possibilities of increasing the effectiveness of the training process have been investigated. The analysis of modern scientific and literary sources gives grounds to assert that the system of sports training has a significant positive effect on the general level of well-being, facilitating the learning process and maintaining a healthy lifestyle. The purpose of the article is to form and implement innovative forms of sports education for students and further experimental verification of the developed program.

Abstract Compulsory military service took on the most organized, long-term form it has ever had in Canada during the Second World War. But few historians look beyond the politics of conscription to study the creation, administration or impact of a training system that affected more than 150,000 people. Faced with the Mackenzie King government's policy of conscripting manpower only for home defence, and their own need for overseas volunteers, Army leaders used conscripts raised under the National Resources Mobilization Act to meet both purposes. This paper explores the Army's role in creating and administering the compulsory military training system during the war, the pressures put on conscripts to volunteer for overseas service, and the increased resistance to volunteering that resulted by 1944. The consequences of the Army's management of conscription came very much to shape the political events that took place in 1944, and cannot be fully understood outside that context.

In legal documents of the Ministry of Education and Science of Ukraine, there is emphasized the need to find ways to improve the level of professional knowledge, skills, abilities and new forms of training in educational establishments, which, in its turn, necessitates the transformation of training strategy. The need to respond to dangerous natural, human-made, anthropogenic, epidemiological and social factors requires highly qualified professionals ready to work in extreme conditions. Therefore, the importance of filling existing gaps in the theory and practice of vocational education determines the need for conceptual justification, development and testing of an improved pedagogical system of civil security professionals’ advanced training. The paper considers the theoretical foundations of the organization of advanced training of specialists in civil security, summarizes the main problems of professional development within the institutions and educational establishments. The content and features of their professional training in order to ensure the safety of people in emergencies is analyzed as well. It is found out that the readiness of civil security specialists to carry out their professional activities is an individual feature that includes professional motives, a set of special knowledge, skills and abilities of civil security professionals, which in integration ensure their ability to perform professional tasks and provide their further professional development. The author outlines the conceptual provisions for improving the advanced training of civil security professionals in institutions and educational establishments for the formation of positive motives for educational activities, the appropriate level of professional competence and approaching the ultimate goals of education. The content of the concept of specialists in civil security advanced training is determined (relevant methodological approaches, didactic principles, goals, objectives, pedagogical conditions are outlined as well). The purpose of forming the concept of advanced training of civil security specialists in postgraduate education should be directed towards the individual needs for personal and professional growth, as well as to meet the needs of the state in highly qualified and professional specialists capable of responsible performing of the job functions related to solving problems in order to ensure the safety of life and activities of people. The proposed conceptual framework helps identify the main components of the advanced training system for civil security professionals, resolving a number of contradictions, the main of which is the contradiction between the public demand for highly qualified professionals prepared for the challenges of modern society and the current training system which at present does not fully meet these requirements.

The article considers legal-regulatory frameworks for military libraries different types. Their creation was carried out by the War Office formed in 1802; this fact gave grounds to attribute its book collections to the departmental libraries category. The military administration activity to establish and improve legal frameworks for these libraries is presented. Fundamental documents contributed to military librarianship history are represented and analyzed. The analysis of legal documents for military libraries arrangement permits to conclude: in the first half of the XIX century a reason of their misery was the lack of legislative frameworks, in the second half of the XX century the military department developed legal frameworks that covered all aspects of the various type libraries life and activities. The introduction of the military district management system led to creation of libraries in headquarters and offices of military districts, garrison officers' meetings with libraries; improved the organizational-financial position of military units and institutions libraries. Reorganizing the Military Ministry control organs took place along with the reform of the local military offices. Main documents regulated their activities were the following: Regulation «On the officers’ libraries establishment in the Corps of Engineers» 1838, «Regulations on officers’ libraries in the Corps of Military Engineers» 1863 and 1889, «The Charter of military meetings» 1874, «Regulations on officers' meetings in certain regiments» 1884, «The instruction on the libraries content of military-educational institutions subordinated to their Chief Governance» 1882, «The charter of internal service», orders of the military authorities, circulars of the General Staff, positions on the military training schools, orders and circulars of the War Department Chief Governances, military district commanders, orders and directions of military units and commanders, private rules, statutes, regulations, instructions of military libraries. Adopted legal instruments united military libraries of various types into a united system of military librarianship.
