The article presents the results of the research to substantiate the directions and mechanisms of development of the rural economy of the Komi Republic. The theoretical and methodological basis of the study was the works of the scientists in the field of development of rural economy sectors. The methods used were analytical, statistical, logical, comparative, SWOT analysis, and expert assessments. When studying this topic, we used normative legal acts on rural development, datafrom territorial statistics. The paper considers the views of the scientists and economists on the content of the concept of rural economy, identifies the features and problems of its development. The predominance of small forms of management in the branches of the rural economy has been established, and the low profitability of the products produced has been revealed. The article shows a decrease in the role of the rural economy in the overall economic activity of the region. In order to expand the areas of activity in the rural areas, the diversification of production is proposed. Mechanisms and priority areas for improving state support for the development of the rural economy have been developed. To eliminate the currently prevailing tactical approach to solving the current problems of the rural economy, its strategic management is justified. As an effective mechanism for the development of rural economy sectors, it is proposed to use strategic planning and forecasting. The methodological foundations of the strategy development are substantiated. The formulated scientific and methodological provisions of strategic planning are the basis for the development of strategies for the development of agriculture in the Komi Republic and reindeer herding in the European North-East of Russia. The results of the study are used in the development of the Strategy of Socio-economic Development of the Republic of Komi for the period up to 2035, and can also become the basis for improving state support for rural economy sectors, for the preparation of strategies and programs for the sustainable development of its industries and spheres at regional and municipal levels. The use of the research results is possible in the further research work of the author, as well as in theeducational process.

The arcile descuites the features of the development of the agro-industrial complex of the Komi Republic, including based on the SWOT analysis of its agro-food sector. The study identifies the strengths and weaknesses of integration in the conditions of the Northern region, identifies opportunities and threats, formed the principles for the formation and functioning of a product cluster. The algorithm determining the priority directions of development of clusters in the Northern region, allows to deepen the system displays the development of agricultural production in rural areas and includes the following areas: analysis of the status and dynamics of development of agricultural production in the region; the allocation of typological groups; assessment of the influence of the main values of the factors on agricultural production; analysis of the development of processing industries; matrix analysis definition of priority directions of development of the cluster; the formation of potential product clusters.

The forestry complex plays an important role in the rural economy of the municipalities of the Komi Republic. However, due to the nature of the distribution of forest resources and types of forestry activities, its effectiveness and impact on the socio-economic development of territories is different. This provision actualizes the development of a methodology for evaluating the effectiveness of the forest complex in rural areas of the Komi Republic and proposals for directions and mechanisms for its improvement. The purpose of the research is to develop ways to improve the efficiency of the forest complex of rural areas of the Komi Republic. The object of the research is the methodology for assessing the efficiency of the forest complex in rural areas of the Komi Republic, as well as the directions for its improvement. The hypothesis of the research is to measure the effectiveness of the functioning of the forest complex of the region based on the structural-territorial differentiation of territories. The methods used of the research. The methodological features of the study are: structuring the efficiency of the forest complex on the production, socio-economic, spatial and bioeconomic; use of a set of indicators characterizing these aspects of efficiency; aggregation of indicators into group and final efficiency ratings by districts; analysis of the factors that determined the spatial differentiation of the efficiency of the forest complex. The statement of basic materials. As a result of a study on a structured set of indicators, a picture of the structural and territorial differentiation of the efficiency of timber industry activity was obtained, formed by the distribution of relevant indicators characterizing the influence of various factors using a rating score. The modern limitations of the development of the forest complex of municipalities of the republic with a rural economy are highlighted. The оriginality and practical significance of the research lies in the possibility of conducting a typology of rural areas according to the level of efficiency of the forest complex, as well as proposing directions and mechanisms for its improvement, applicable to each group of districts. Conclusions of the research. An integrated assessment of the efficiency of the forest complex of rural areas has allowed to identify areas with high, medium and low levels of efficiency, as well as a separate group of areas with “non-forest” specialization or with a weak forest industry. Prospects for the further use of the results obtained can be adjusted by the strategy of socio-economic development of territories, as well as new approaches to the location of productive forces in the North.

The purpose of the study is to justify the use of the universal scenario method of strategic planning and forecasting the development of the agroindustrial complex of the regional rural economy. The scientific novelty of the study lies in the application of a set of theoretical and methodological provisions for scenario planning and forecasting the development of agriculture in the regions, taking into account the assessment of their existing potential and constructing a territorial planning scheme for the priority of participation in the implementation of strategic directions of rural development in agricultural production. The paper presents a territorial model of the priority of participation of the municipal regions of the Republic of Bashkortostan in the implementation of strategic areas in the areas of development of production of grain crops, sugar beet, and oilseeds. The developed scenario method, reflecting the qualitatively heterogeneous directions of the development of enterprises, is formed taking into account the achievement of the strategic goal and potential opportunities of rural areas. This allows determining strategic decisions for the further development of rural areas and integrating them into a uniform industry development strategy. The developed approach is recommended to be used as a guideline in the development of long-term programs for the development of the crop production industry, as well as for adjusting the activities of ongoing programs.

The development of rural tourism is a global trend. In order to support this trend, the United Nations World Tourism Organization (UNWTO) has declared 2020 the year of rural and eco-tourism, which has attracted the attention of travelers to the countryside and will entail the development of rural areas. For Russia, the development of this area is becoming particularly relevant, which is due to the need to diversify the rural economy, the desire to increase employment and sources of income of the rural population, overcome rural poverty, and attract investment to improve infrastructure in rural areas. It is determined that a significant constraint on the development of the sub-sector is the imperfection of the regulatory framework and the vagueness of direct state support, legislation in the field of rural tourism is only being formed, the existing assistance measures do not meet the request of society. The prospects of rural tourism are connected with the process of active formation of the institutional environment and the development of tools for targeted state support. The paper notes that the main directions of development of the sub-sector will be determined by the national project “Tourism and Hospitality”. As new tools for the development of the direction are grants “Agrotourism”, concessional lending at the rate of 3-5% per annum, cashback for tours in Russia. The new impetus to realize the potential of agrotourism is associated with the coronavirus pandemic and the demand for domestic travel. As conclusions, the need to improve the system of state regulation and support for the development of rural tourism is established and the main measures that will contribute to the realization of the potential of this type of non-agricultural activity as a promising direction for sustainable development of rural areas are identified

In Iran, due to the multiplicity, diversity and cultural-natural potential of rural areas, developing ecotourism is accepted as a key solution to sustainable rural development. The government putting strong emphasis on analysing the capacities and obstacles of promoting rural tourism in order to making effective strategies. Kiskan Rural District (KRD) in Kerman Province has great potential for ecotourism development to diversify rural economy, employment and income generation. So the purpose of this study is to investigate the rural ecotourism situation of KRD through SWOT analysis. It is an applied research that uses documentary and field methods including observation, unstructured interview and a questionnaire to data gathering. A group of local managers, counting Village Council Members and Rural Mayors, were selected by snowball sampling method. To this end, the status of rural ecotourism in KRD is determined and the weight of each of the four SWOT factors is measured. Results show that KRD ecotourism development strategy is «SO» (aggressive), which should exploit the strengths to take advantage of the available opportunities.

in Toisapu Sub Vilage, micro business is dominated by women engaged in the informal sector who are members of a women's business group that has a local commodity processing business (Nutmeg Juice). The development and empowerment of Women's Microfinance Institutions (LKMP) is the right step in supporting the rural economy, because it is able to provide flexible services, especially in financing businesses that are not feasible to be funded by non-bankable financial institutions. This study aims to analyze the role of Hunilai LKMP and analyze internal and external factors to create a strategy to maintain the existence of microfinance institutions. Using the SWOT analysis method. The results of the study showed that the role of the Hunilai LKMP was able to change the wheels of the economy on a micro scale, provide easy access to capital in the form of funds, tools, training and be able to foster the confidence of LKMP Hunilai members in increasing their role in families and communities. The development strategy needed is to create a legal umbrella for LKMPs and other supporting policies in optimizing the role of LKMPs to alleviate poverty in rural areas, increase human resource capacity and strengthen cooperation with other stakeholders.

The article presents the results of the systematization of the scientific foundations for developing rural development strategies. The theory, methodology and methods of solving this problem have been merged into a single whole. Grouping of the scientific aspects of strategies in the context of key issues of their development is given. The choice of the paradigm of rural development is justified. In relation to the development of rural territories, the essence of the concept of “strategy” is formulated. The definition of the essence of the strategy reflects multifunctionality, goals and objectives, resource potential and the socio-economic environment for the development of rural areas. The approaches to assessing the conditions and factors of endogenous rural development are established. To evaluate internal and external factors, it is recommended to use SWOT analysis, for external ones - PEST analysis. The methods of goal-setting and assessment of priorities in solving the problems of rural development are proposed. Targeting is recommended based on the decomposition of the general goal of the strategy. The general goal is defined as the transition of rural territories from an exogenous to an endogenous path of development while increasing the competitiveness of the rural economy and increasing the quality of life of the rural population. The set of strategic goals and objectives in the strategy is proposed to be directed to the restructuring of the development of rural areas with a focus solely on the dominance of external support to the maximum possible use of internal potential. It is recommended that prioritization of the solution of tasks to achieve the general goal of the strategy be carried out by the method of expert evaluations using the constructed “goal tree”. It is proposed to build the mechanism for the implementation of strategies within the framework of the paradigm of endogenous development of rural territories on the widespread use of “rural networks”. Networks in this case are considered as a hybrid form of coordination of the development of rural areas lying between the hierarchy and the market.

Background: The present study was undertaken to investigate the trend of JE and the different parameters associated with it.Methods: It was a hospital-based retrospective study conducted from January 2014 to December 2017. A total of 3531 consecutive non-repetitive patients, satisfying the clinical case definition of AES as per the WHO guidelines, were included in the study. Cerebrospinal fluid (CSF) and serum samples were tested for JEV-specific IgM antibodies by the NIV JE IgM Capture ELISA Kit.Results: Of the 3531 patients admitted, 838(23.7%) cases were positive for JE IgM antibodies. There was a significant reduction in the JE positivity rate from 32.9% in 2014 to 13.3% in 2017. The male-to-female ratio was 1.6:1. JE positivity rate was significantly higher in adults as compared to children. The majority of cases occurred during the monsoon and post-monsoon season. Fever (100%), change in mental status (87.8%), headache (70.5%), neck rigidity (32.4%), unconsciousness (35.4%), seizure (43.9%) and paralysis (5%) were the major clinical symptoms. JE positivity was seen to be higher in the rural areas of Assam.Conclusions: A declining trend of JE was seen in this study, however further research work needs to be done to look for non-JE causes of AES.

The purpose of the study is to assess the institutional environment and determine the need for financing small agricultural businesses in Ukraine in order to facilitate access to financial resources in accordance with the need. The information base of the study is the regulatory and legal framework of state support for the agricultural industry, analytical studies of information agencies, data from the State Statistics Service of Ukraine and Ministry for Development of Economy, Trade and Agriculture of Ukraine. The data on the planned and actual indicators of budget expenditures for agricultural development were obtained on the basis of an analysis of the reports posted on the official website of the State Budget of Ukraine. The study determined the market capacity by financing the activities of small agricultural enterprises by sources and state support. An attempt has been made to outline the technology for a comprehensive assessment of the need for financing peasant and small farms in Ukraine through determining the capacity of financing the industry. As a result, it was established that the annual demand for resources for this type of entrepreneurship is at least UAH 370 billion, and in the near future it will grow at least UAH 26.5 billion annually. Particular attention is paid to the areas of micro crediting and state support for the development of small businesses in rural areas. The practical significance of the study lies in the fact that the implementation of the results of research work allows the implementation of technological support for the formation of a financing system for small agricultural entrepreneurship. This is necessary for the technical justification of state programs for the development of small business, strategies for the development of rural areas, state regulation of the development of the agricultural sector.

Formulation of the problem. The most modern and effective innovation in solving the socio-economic problems of the agricultural sector is strategic planning and forecasting. Now, both in Russia and in its regions, no strategies are being developed for the development of agriculture and other areas of the agri-food sector. The purpose of the article is to develop methodological and practical recommendations for the strategic management of sustainable socio-economic development of agriculture in the Komi Republic. The subject of research is the process of strategic planning and forecasting. Analysis and synthesis, deduction and induction, abstract-logical, historical, statistical, SWOT analysis, expert assessments were used as research methods. Research hypothesis. The current tactical approach should be replaced by the strategic management of the development of the agrarian sector. Presentation of the main material. The content is disclosed and methodological approaches to the strategic management of agricultural development are proposed. The trends in the development of the agricultural industry, its problems and risks are investigated. A strategic analysis is given, strengths and weaknesses, opportunities and threats to the development of the agricultural sector are assessed. The goals of the Strategy have been determined, a scenario forecast of the results has been made. The priority directions of the Agriculture Development Strategy have been substantiated. The mechanism of the Strategy has been developed. The originality and practical significance of the study lies in the possibility of using the results in the preparation of strategies and programs for the development of the agricultural sector in the regions of the North. Conclusions of the study. The conducted research will ensure a steady growth in agricultural production, an increase in the living standards of peasants.
