Abstract Disaster management (DM) gets a new dimension with the ratification of Law No. 24 (2007) on disaster management followed some related rules. DM as an thorough effort is started by disaster risk reduction, emergency, rehabilitation, and reconstruction. Based on the authority, DM needs to be in a comprehensive policy level ranging from national, regional, up to the village scope as a front guard of the government, though DM is not only the responsibility of government, where the people have to also actively participate. Pujiharjo Village, Tirtoyudo District, Malang, is one of villages potentially affected by natural disasters, ranging from erosion and flooding. This village as the smallest government unit interacting with the community, has policies that are poured into village regulations (Perdes) about the disaster management with local knowledge to reduce disaster risk. Thus, the community is expected to be tougher because they can anticipate and minimize the disaster risk by breakthrough adaptation, ability to handle and keep the structure, and function certain basic in times of disasters. Even if affected by any disaster, they would quickly rebuild into normal or at least can independently recover. Desa Tangguh (Tough Village) as a national program of BNPB, can also act as the responsibility of a government against people in the disaster management.  Keyword : Disaster Management, Regulations, Village       Abstrak   Penanggulangan bencana (PB) mendapat dimensi baru dengan diterbitkannya UU No. 24 (2007) tentang penanggulangan bencana yang diikuti beberapa aturan terkait. PB sebagai upaya menyeluruh dan proaktif dimulai dari pengurangan risiko bencana, tanggap darurat, rehabilitasi, dan rekonstruksi. Berdasarkan kewenangannya, PB perlu memiliki kebijakan komprehensif mulai dari tingkat nasional, regional, hingga ruang lingkup desa sebagai ujung tombak pemerintahan, meski PB bukan hanya tanggung jawab pemerintah, di mana rakyat juga harus ikut aktif. Desa Pujiharjo, Kecamatan Tirtoyudo, Malang, adalah salah satu desa yang berpotensi terkena bencana alam, mulai dari erosi hingga banjir. Desa ini sebagai unit pemerintah terkecil yang berinteraksi dengan masyarakat, memiliki kebijakan yang dituangkan ke dalam peraturan desa (Perdes) tentang manajemen bencana dengan pengetahuan lokal untuk mengurangi risiko bencana. Dengan demikian, masyarakat diharapkan lebih tangguh karena mereka dapat mengantisipasi dan meminimalkan risiko bencana dengan melakukan terobosan adaptasi, kemampuan menangani dan menjaga struktur, dan fungsi dasar tertentu pada saat bencana. Bahkan jika terdampak bencana, mereka akan dengan cepat membangun kembali hingga normal atau setidaknya dapat pulih secara mandiri. Desa Tangguh sebagai program nasional BNPB, juga dapat berperan sebagai tanggung jawab pemerintah terhadap masyarakat dalam manajemen bencana.  Kata kunci: Penanggulangan Bencana, Paraturan, Desa

This study  aimed to determine the structure and social function of folklore legend naming Batunabontar Batang Natal district Mandailing Natal district. The method used in this research was descriptive method. The data source of this research was the people who inhabit Batunabontar village, Batang Natal District, Mandailing Natal District. The instrument used in this study was the researcher himself and the informant based on the understanding of the structure and social function of the naming legend of a place. Data collection techniques used in this study were observation by observation and to strengthen the data obtained, direct interviews were carried out to the authorities in research on the Social Structure and Function of the Legend of the Naming of Batunabontar Village, Batang Natal District, Mandailing Natal District. The results of this study indicate that the Social Structure and Function of Naming Legend of Batunabontar Village, Batang Natal District, Mandailing Natal District has a unique history and structure and function in the village. The uniqueness of this Batunabontar makes the writer want to know the importance of the structure and function of the Batunabontar in Batang Natal District, Mandailing Natal Regency.

Disaster Risk Reduction Forum is an organization set up to assist the government in terms of disaster risk reduction at stage one emergency preparedness. During this Forum PRB only until the district / city level, in Garut regency are Forum PRB to the village level in the village Pasawahan. PRB Forum Pasawahan Village is a forum that embodies elements of society that focuses on disaster risk reduction. Therefore in this paper will discuss the role of the forum on disaster risk reduction (DRR) Pasawahan Desa Garut district in an effort to improve disaster preparedness. Qualitative approach is used with a descriptive design and data collection methods are in depth interview, documentation study, and field observation. PRB Forum in Pasawahan Village is an organization formed independently by the community with the purpose of reducing high disaster risk in Pasawahan Village. The presence of PRB forum on a village level became an interesting attention to conduct disaster preparedness in Pasawahan Village, which has a high disaster potential. The result of this research shows is PRB Forum in Pasawahan Village conducted a series of preparedness to create a disaster preparedness

Objective - This research was aimed at firstly, uncovering how people in Mount Merapi meet their daily needs without government aids and secondly, finding the solutions to narrow the gap between regulations and the implementation of the people's ECOSOC rights. Methodology/Technique - The research conducted in 2012 showed that based on local wisdom values, hundreds of households rejected the government's policy related to the relocation. The policy was issued by the government for disaster risk reduction. Their villages were categorized as disaster-prone areas and banned to be inhabited. Because of their refusal, as a consequence, they did not receive any government aids. Findings - On one hand, the government is constitutionally required to protect and fulfil its citizens' ECOSOC rights; but, on the other hand, the government may not provide aid due to the existence of regulation prohibiting people living in disaster-prone areas. As a result, people rely on social capital and local wisdom to fulfil their daily needs, and to narrow the gap, the government should implement the concept of living in harmony with disaster. Based on the discussion in the previous sections, it can be concluded as follows: First, regulation and its implementation, which were based on positivism doctrine, had led the government to not fulfilling the ECOSOC rights of the people who rejected to be relocated. The government has a function to protect its people, including managing the disaster. The function of government in natural disaster management is a function that is expected to be carried out with full commitment. Disaster management is an activity carried out comprehensively and there is a need for active stakeholder involvement. Pangandaran Regency is a disaster-prone area. This article aims to describe the mitigation launched by the Pangandaran Regency government to reduce disaster risk using a Qualitative approach and observation, interview and literature study. Pangandaran Regency has been stretched to get out of the tsunami disaster that had occurred. Even mitigation efforts have been carried out with the involvement of various stakeholders in Pangandaran Regency. With mitigation, disaster risk reduction can be done. Therefore the government should make efforts to overcome disaster risk through the Mitigation Program by the Regional Disaster Management Agency (BPBD). The disaster mitigation program consists of two types namely Mitigation with a Structural approach and namely mitigation by focusing on physical development, such as the construction of temporary evacuation sites or the construction of an early warning system (EAS). Then the other form is Non-Structural mitigation which is mitigation carried out in the form of non-physical development, such as disaster education to school children and also to the community through activities carried out by mothers. From the results of the author's research entitled Performance of the Regional Disaster Management Agency in Flood Disaster Management in Tebo Regency (Case Study of BPBD in Tebo Regency) as follows: Government Efforts of the Regional Disaster Management Agency in tackling Floods. Socialization Preparing for flooding This socialization was carried out for the people of the Tebo Regency Government to better know how to deal with flooding in the village. So that when the flood disaster comes the people are not surprised. Post Flood Action One of the impacts of the disaster on the declining quality of life of the population can be seen from various public health problems that occur. Disasters that are followed by displacement have the potential to cause health problems that are actually preceded by problems in other fields/sectors. Constraints faced by the government of the Tebo Regency Government in overcoming the flood disaster in Tebo Regency. Lack of funds. Funds are used in socialization activities carried out by the Government of Tebo Regency, especially BPBD KAbebo District. Because in this socialization activity requires presenters and consumption for guests and the community. But the Tebo Regency Government lacked funds in this matter. Lack of community awareness. The lack of awareness here means that in the socialization activities carried out by the Tebo Regency Government, not many people attend. Though in this socialization do is for their own interests. Not many people realize that this is important.AbstrakArtikel ini bertujuan untuk melihat upaya yang dilakukan oleh stakeholder tertentu dalam menangani bencana banjir. Banjir adalah ancaman musiman yang terjadi apabila meluapnya tubuh air dari saluran yang ada dan menggenangi wilayah sekitarnya. Banjir merupakan ancaman alam yang paling sering terjadi dan banyak merugikan. Sungai-sungai di Indonesia 30 tahun terakhir ini mengalami peningkatan termasuk di daerah Kabupaten Tebo. Penelitian ini menggunakan pendekatan metode deskriptif kualitatif. Lokasi penelitian ini dilakukan di Instansi Badan Penanggulangan Bencana Daerah Kabupaten Tebo. Sosialisasi Pesiapan menghadapi banjir Sosialisasi ini dilakukan untuk masyarakat Pemerintah Kabupaten Tebo supaya lebih tahu bagaimana persiapan mengahadapi banjir di kelurahan tesebut. Supaya disaat bencana banjir datang masyarakat tidak terkejut. Tindakan Pasca Banjir Salah satu dampak bencana terhadap menurunnya kualitas hidup penduduk dapat dilihat dari berbagai permasalahan kesehatan masyarakat yang terjadi. Kendala  yang di hadapi pemerintah Pemerintah Kabupaten Tebo dalam menanggulangi Bencna banjir di Kabupaten Tebo. Kekurangan Dana. Dana digunakan dalam kegiatan sosialisasi yang dilakukan oleh Pemerintah Kabupaten Tebo Khususnya BPBD Kabupaten Tebo. Karena dalam kegiatan sosialisasi ini membutuhkan pemateri dan konsumsi untuk tamu dan masyarakat. Namun pihak Pemerintah Kabupaten Tebo kekurangan dana dalam hal ini. Kurang kesadaran Masyrakat. Kurangnya kesadaran disini maksudnya adalah dalam kegiatan sosialisasi yang dilakukan Pihak Pemerintah Kabupaten Tebo masyarakat tidak banyak yang menghadiri.

The Mw6.3 of 2006 Yogyakarta earthquake and the VEI4 of 2010 Merapi Volcano eruptions at Yogyakarta Special Province (YSP) have shocked the Yogyakarta community. It is necessary, therefore, to identify and to explore the achievements and the lesson learned mainly during the early warning, evacuation, emergency response and disaster recovery phases of the 2010 Merapi eruption. Research on the 2010 Merapi eruption disaster management (DM) focusing on the emergency response and disaster recovery up to 2014 has been done. Results of the investigation showed that in general Disaster Management has been applied appropriately including material qualities and construction quality of earthquake resistant structure. Among the achievements in the DM respectively are the accuracy of monitoring the direction of mountain summit deformation, successfully prediction and evacuation of people before 2010 Merapi eruption, quick resettlement buildings based on the principles of earthquake resistant structure. Meanwhile among the lesson learned to improve the DM respectively are the early warning should be presented as clear as possible, the government should officially be carried out regular “tell story” to community about the development of the disaster threat, building disaster knowledge and awareness to community for reducing the risk should be regularly carried out and the skills of the builders should be well prepared. Implementation of resilience in schools and villages, sister school and village are efforts toward Sustainable Disaster Risk Reduction.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

This article reports on the result of an exploratory qualitative study with in-depth interviews conducted with postgraduate students in Chinese universities. The data were collected from five schools of social work, covering three provincial-level administrative regions of Beijing, Shanghai and Shandong. The principal aim of this article is to understand the development of social work and student perspectives on the government’s role in social work development and the function of social work in China. The study shows that Chinese social work is still developing, and the expansion and function of social work education and practice is mandated by the state. Despite a robust authoritarian hold by the government, the study finds hope among the graduate students about the mission and future of social work in China.
