The Distributional Impact of Efficient Energy Pricing in India

This chapter by Coady and Hanedar revisits the issue of the distributional impact of energy subsidy reform. It adds to the existing literature on a number of fronts. First, based on recent estimates of efficient energy taxes for India in the literature, it calculates the domestic energy price increases required to bring energy prices to levels that reflect the true social cost of energy consumption, including domestic and global environmental damage. It then simulates the impact of these price increases on household real incomes and how this varies across household income groups. Second, it extends the analysis to the efficient pricing of coal, the most polluting of all energy sources. Third, it also identifies key sectors of the economy that are likely to be the most impacted by higher energy prices.

In analyzing the impact of recent energy price increases on agriculture, agricultural economists have suggested the possibility of substitution of labor for farm machinery inputs [3, pp. 881-833] [17, pp. 195-196]. Since large energy input is embodied in farm machinery [14, p. 195], energy-price increases not only raised costs of machinery fuel, but also provided a cost-push effect on other fixed and variable machinery cost components. However, these potential price incentives have not been sufficient to reverse aggregate historical trends towards larger equipment in current machinery purchases [11, 15]. Understanding the nature of recent shifts in optimum machinery size on different farm sizes is important for consideration of future farm size and labor-capital structure of agriculture.

Rising energy prices will alter water allocation and distribution. Water extraction and conveyance will become more costly and demand for hydroelectric power will grow. The higher cost of energy will substantially increase the cost of groundwater, whereas increasing demand for hydroelectric power may reduce the price and increase supply of surface water. High energy prices and geopolitical considerations drive investment in land-and water-intensive biofuel technology, diverting land and water supplies to energy production at the expense of food production. Thus, rising energy prices will alter the allocation of water, increase the price of food and may have negative distributional effects. The impact of rising energy prices and the introduction of biofuels can be partly offset by the development and adoption of new technologies, including biotechnology. The models considered here can be used to determine the effects of rising energy prices on inputs, outputs, allocation decisions and impact on distribution.


Significance The Egyptian authorities increased energy prices and hiked interest rates in an effort to keep the IMF-backed economic reforms on track, but the impact of these measures has been mitigated by increased allocations for food subsidies and social benefits, and by a modest increase in public sector salaries. Impacts Due to the effects of devaluation, the price increases will leave energy subsidy costs to the government largely unchanged. The squeeze on living standards risks provoking popular protests. Organising demonstrations will be difficult under the heavy security regime of President Abdel Fattah el-Sisi.

<p>Purun is a typical plant that grow in peatland area that has important functions for people living in peatland area. The availability of purun is now decreasing due to changes in land management and environmental destruction. Almost all of the plantation commodities in the peatlands area, management of peatlands in the forestry, agriculture, plantation and fisheries sectors apply exploitative and pragmatic methods, while ignoring environmental sustainability. Furthermore, environmental damage also occurs due to disasters such as forest and land fires that often occur in peatland areas in Indonesia. One of the damages happen to peatland area is the damage and scarcity of purun. As users and beneficiaries of purun, women become the affected group that face  the impact of peatland destruction. This paper describes the experiences and efforts of women in peatland areas to restore land and restore the existence of purun in their villages.</p><p> </p>


The demand for energy consumption requires efficient financial development in terms of bank credit. Therefore, this study examines the nexus between Financial Development, Economic Growth, Energy Prices and Energy Consumption in India, utilizing Vector Error Correction Model (VECM) technique to determine the nature of short and long term relationships from 2010 to 2019. The estimation of results indicates that a one percent increase in bank credits to private sector results in 0.10 percent increase in energy consumption and 0.28 percent increase in energy consumption responses to 1 percent increase in economic growth. It is also observed that the impact of energy price proxied by consumer price index is statistically significant with a negative sign indicating the consistency with the theory.

Turkey has realized high growth rates during the period of 2002-2011, except in 2008 and 2009 years. It is thought that the rapidly growing in the country may cause a lot of environmental damage, especially air pollution problems. In other words, the productive sectors have produced two outputs which are economic value added and air pollutants. This study used input output matrixes are to find out the strategically important sectors as it is known key sectors and weak sectors caused the environmental effects in the country. For this purpose, it has been tried to investigate air pollutant quantities which caused by the production process of the sectors in the period of 2002-2011 and performed the input-output tables for Turkey constructed in the World Input Output Database (WIOD) Project. These input-output tables include the emission satellite accounts, which are CO2 emissions and other air pollutants, respectively N2O, CH4, N2O, NOx, SOx, CO, NMVOC and NH3, disaggregated for the 34 sectors. It is expected that the outcomes of the study may contribute to sustainable growth debates and environmental policy implementations in Turkey.

This paper investigates the effects of oil price changes on output and inflation for the case of Turkey using monthly time series data for the period 1990:1–2012:3. Recent studies suggest that oil price changes may have asymmetric effects on the macroeconomic variables. To account for asymmetric effects, we decompose oil price changes into positive and negative parts following Hamilton (1996). Our results show that while oil price increases have clear negative effects on output growth, the impact of oil price decline is insignificant. Similarly, oil price increases have positive and significant effects on inflation. However, oil price declines have not a significant effect on inflation. The Granger causality tests also support these results.

AbstractInforming and engaging citizens to adopt sustainable diets is a key strategy for reducing global environmental impacts of the agricultural and food sectors. In this respect, the first requisite to support citizens and actors of the food sector is to provide them a publicly available, reliable and ready to use synthesis of environmental pressures associated to food commodities. Here we introduce the SU-EATABLE LIFE database, a multilevel database of carbon (CF) and water (WF) footprint values of food commodities, based on a standardized methodology to extract information and assign optimal footprint values and uncertainties to food items, starting from peer-reviewed articles and grey literature. The database and its innovative methodological framework for uncertainty treatment and data quality assurance provides a solid basis for evaluating the impact of dietary shifts on global environmental policies, including climate mitigation through greenhouse gas emission reductions. The database ensures repeatability and further expansion, providing a reliable science-based tool for managers and researcher in the food sector.

Food production is a major contributor to environmental damage. More environmentally sustainable foods could incur higher costs for consumers. In this review, we explore whether consumers are willing to pay (WTP) more for foods with environmental sustainability labels (‘ecolabels’). Six electronic databases were searched for experiments on consumers’ willingness to pay for ecolabelled food. Monetary values were converted to Purchasing Power Parity dollars and adjusted for country-specific inflation. Studies were meta-analysed and effect sizes with confidence intervals were calculated for the whole sample and for pre-specified subgroups defined as meat-dairy, seafood, and fruits-vegetables-nuts. Meta-regressions tested the role of label attributes and demographic characteristics on participants’ WTP. Forty-three discrete choice experiments (DCEs) with 41,777 participants were eligible for inclusion. Thirty-five DCEs (n = 35,725) had usable data for the meta-analysis. Participants were willing to pay a premium of 3.79 PPP$/kg (95%CI 2.7, 4.89, p ≤ 0.001) for ecolabelled foods. WTP was higher for organic labels compared to other labels. Women and people with lower levels of education expressed higher WTP. Ecolabels may increase consumers’ willingness to pay more for environmentally sustainable products and could be part of a strategy to encourage a transition to more sustainable diets.
