Psycho-Aspects and Self-Determination on a Uniform Commonwealth Pedagogical Platform as a Scientific Category of Research Competence

The most important national problem of each country (or a separate ethnos) is the problem of quality management of the people of the country (members of the ethnos). The success of solving this problem is realized through the creation of appropriate training programs that are implemented in the system of education and upbringing of the country. The tasks of vocational education systems include both the professional training of members of society and the enhancement of their culture of life, including spiritual and moral education. For the success of this most important problem of society, it is first and foremost necessary to create a Uniform Commonwealth Pedagogical Platform (UCPP) for creating vocational training programs in conjunction with the tasks of spiritual and moral upbringing.

Введение. Современные вызовы системе среднего профессионального образования связаны, в первую очередь, с созданием безопасной цифровой образовательной среды, с появлением новых форм и технологий обучения, переобучения, повышения квалификации специалистов, в том числе с использованием современных информационных систем, сервисов и баз данных (цифровой платформы). Учитывая вышеизложенное, актуальным и востребованным в современной социокультурной ситуации является создание цифровой платформы в условиях деятельности центра опережающей профессиональной подготовки. Цель – определить роль цифровой платформы в реализации программ опережающей подготовки специалистов. Материал и методы. Методологической основой исследования является идея опережения, получившая развитие и распространение в различных науках, в том числе в отечественной педагогике и психологии. Изучение лучшего мирового опыта международного движения WorldSkills, нормативно-правовых, стратегических документов развития профессионального образования и запросов работодателей способствовало систематизации и обобщению знаний в области цифровизации среднего профессионального образования. Результаты и обсуждение. Выполнение теоретических установок и концептуальных подходов к системе опережающей профессиональной подготовки, в том числе авторских, опыт Сибирского политехнического техникума, реализующего программы подготовки, переподготовки и повышения квалификации не только своих обучающихся, но и выпускников учреждений среднего профессионального образования, незанятого населения, лиц, потерявших работу, в условиях обострения социально-экономической ситуации, являются востребованными, особенно в сфере IT-технологий, связанных с трансформацией экономики и социальной сферы регионов. Представлены подходы коллектива центра опережающей профессиональной подготовки Сибирского политехнического техникума по решению первоочередных задач по моделированию цифровой платформы и использованию конструктора компетенций как необходимого условия, обеспечивающего слушателю индивидуальную образовательную траекторию обучения и дальнейшего профессионального развития. Заключение. Описаны первоначальные результаты работы центра опережающей профессиональной подготовки по созданию цифровой платформы, представляющие практическую значимость для руководителей профессиональных образовательных организаций, заинтересованных в подготовке высококвалифицированных специалистов, востребованных на региональном рынке труда. Introduction. Modern challenges that the system of secondary vocational education faces are associated, first of all, with the creation of a safe digital educational environment. New educational environment includes new forms and technologies of teaching, retraining, advanced training supported by modern information systems, services and databases (digital platforms). Therefore, the creation, operation and maintenance of the digital platform in the condition of the advanced vocational training center is relevant, and crucial in the modern socio-cultural situation. The aim of the work is the determination of the digital platform role in the implementation of program for specialist advanced vocational training. Material and methods. As the methodological basis serves the concept of advancing (keeping ahead), which was developed in various sciences, including Russian pedagogy and psychology and then spread all over the world. The study of the best world experience of the international movement Worldskills and regulatory, strategic documents referred to the development of vocational education, as well as the awareness of the employers’ needs, contributes to systematization and generalization of knowledge in the field of digitalization of secondary vocational education. Results and discussion. The implementation of theoretical objectives and conceptual provisions of the advanced vocational training system, including the authors’ contribution; the experience of the Siberian Polytechnic School reflected in its training, retraining and advanced training programs used for training students, graduates of secondary vocational education institutions, and the unemployed people who lost their jobs due to aggravated socio-economic situation. These are the main drives for designing a new digital platform able to ensure the transformation of the regional economy and social sphere. The article describes the approaches used by the staff of the advanced vocational training center of the Siberian Polytechnic College to solve the priority tasks concerning a digital platform modeling and application of the competence constructor that are employed as a prerequisite for providing the listener with an individual educational trajectory within their training and further professional development. Conclusion. Thus, the article presents the initial outcomes of the performance and activities of the advanced vocational training center aimed at creating a digital platform. The design and development of this platform is considered as practical significance for the heads and top managers of professional educational organizations who are interested in training highly qualified specialists being the most popular on the regional labor market.

Modern Russian society has experienced constant and signifi cant changes in recent years creating the need to reform the system of general and secondary vocational education and highlighting the problem of continuous vocational training. The article substantiates the idea of developing the theoretical and methodological foundations for advanced vocational training. It also shows the importance of this training for ensuring a sustainable innovative social and economic development of Russian regions. The article presents the goals and objectives of the study, describes the mechanisms of their implementation through The Centers for advanced training and the creation of appropriate conditions ensuring the integrity of the educational and production process. It also specifi es the development and testing of multi-level textbooks and teaching materials, the use of innovative technologies and various forms of interaction, including the creation of educational and industrial clusters on the basis of vocational education institutions. The authors of this study employ diff erent approaches and general scientifi c research, empirical, dialectical, experimental and specifi c sociological methods such as conversation, questioning, testing and pedagogical observation.

Nowadays, Russian vocational education is overcoming a stage of profound transformations associated with the post-industrial society's peculiarities, which main characteristics are computerization and digitalization of the economy. Transformations in the digital economy determine new requirements for specialists' training, their competencies, and qualification. The rapid changes in socio-economic conditions cause the need to transform the vocational training system to meet the demands for specialists with competencies that correspond to the current technologies and methods of production. The solution to the relevant problems is facilitated by vocational education's devotion to "anticipation/advance" and "interaction" principles, which are being successfully implemented in the activities of advanced vocational training centers opened in Russia in 2019. The advanced vocational training ensures the development of new and promising professions in great demand by the regional economy. Simultaneously, the interaction principle's implementation allows ensuring interdepartmental coordination when performing the social order for vocational education made by the state, society, and individuals. The article considers forms and features of the interaction between educational organizations and partners, including social partnership, networking cooperation, public and private partnership, educational and technological clusters. The paper presents the Kemerovo region center's performance results for advanced vocational training concerning the creation of a regional network for educational organizations and enterprises involved in the joint development and implementation of advanced vocational training programs intended for specialist training.

Offenders who are convicted of a crime in Australia are encouraged to participate in educational and vocational training programs during their time in prison. However, one of the significant challenges encountered by not only prisoners who enroll in educational and vocational training programs, but also for the staff who teach into these programs, are prisoners who experience learning difficulties. Prison teachers and other staff are ordinarily unaware of which offenders experience such difficulties. Given that unidentified learning difficulties are associated with poor educational, employment and psychological outcomes, it is critical that prisoners who experience specific learning difficulties are identified, and that educational and vocational training programs offered in prisons cater for the diverse learning needs of all prisoners. This review highlights issues with the identification of learning difficulties and proposes methods of supporting prisoners who experience learning difficulties and the people tasked with managing them. Such a review offers an important contribution to the literature on educational and vocational training programs in prisons as well as practical implications for prisoners, teachers and administrators.

The article examines the content of professional adaptation of employees of internal affairs bodies, as well as the reasons that complicate their adaptation. Using a systematic approach to the study of professional activity, a number of features of adaptation of employees at the stage of training in the main vocational training programs are revealed. In particular, it emphasizes the importance of studying the formation of a student's own ideas in the educational organization of the Ministry of Internal Affairs of Russia about the profession of an employee of internal affairs bodies at the early stages of professional development. By them, the article proposes to un-derstand: 1) the very first stage of recruitment (including during the period of the beginning of training in the system of professional training in the main vocational training programs); 2) the process of vocational training (including prior to its completion); 3) completion of vocational training and independent performance of official duties by employees of the internal affairs bodies who have undergone professional training. The article proposes specific ways of creating conditions for professional adaptation of students of vocational training. It is concluded that the study of the indicated issue will strengthen the human resources of the internal affairs bodies, form professionally significant qualities of the employees of the internal affairs bodies, and also increase the efficiency of their activities.

AbstractWhat were the influences on the Inuit of Northern Labrador preceding the creation of the self-governing territory of Nunatsiavut? What are the preterritorial influences of the Inuit on the territory’s five schools? To answer these questions and to share the success of one Indigenous people, the Nunatsiavut Inuit (the Inuit of Northern Labrador, Canada), this paper traces their survival, recovery, and development as they reclaim their right to self-determination (Smith, 1999). As part of this process, the paper reports such influences as: the bicultural and assimilationist forces (Moravian missionaries and the governments of Newfoundland), the rise and successful influence of the Labrador Inuit Association as a precursor to the Nunatsiavut Assembly, and the Inuit influence on schools in the region. This paper concludes with a discussion of the nature of northern isolation as a source of economic and cultural strength, which may have enabled the Nunatsiavut Inuit to resist complete assimilation, a factor in Nunatsiavut Inuit survival and increased potential for successful self-determination.

The study of Russian as well as foreign experience concerning the effective practices for performing learners’ vocational training and self-determination allows the educators to extrapolate the most adequate ideas, principles, technologies, approaches to the development and implementation of career guidance and vocational training programs intended for specialists. The acquired knowledge can be further used for analysis, comprehension and application of the best practices in the system of advanced vocational training. The article considers the features of the dual secondary vocational training system of Germany and focuses on the career guidance experience in schools and colleges in the UK. It also presents approaches that are not widespread and less known in Russia than in other countries to apply them to the dual higher education system. Some elements of effective foreign practices of vocational training, self-determination and career guidance can be used in advanced vocational training centers as well as in institutions involved in general secondary, secondary vocational and additional education.

Abstract The article examines the main approaches to content, forms and methods of training future teachers of vocational education in Europe. It has been found that the structure and content according to national traditions and European standards have led to success of European vocational education. It has been proved that training is practiceoriented, has a solid fundamental basis and is interdisciplinary, effectively contributes to the forming of a professional outlook. We have identified common trends in training teachers of vocational education: flexible training programs based on a broad concept of competence and establishment of closer links between education institutions and research laboratories; greater attention to quality control through a large diversity in the education content; increasing autonomy of education institutions that widens their perspectives, obligatory research and innovation projects within training of future vocational education teachers, diversity of forms and methods of professional training that develops creative innovative thinking, the importance of using ICTs in the training. All these aspects prove innovative nature of European education and great opportunities for training future vocational education teachers′ readiness for creative professional activity.

The article analyzes the regulatory framework for future electricians’ professional training in the repair and maintenance of electrical equipment in vocational education institutions. A typical basic structure for the training of skilled workers has been presented in the article. Subjects that are included in general professional training, professional-theoretical training, professional-practical training are indicated. It has been emphasized that the standard basic structure establishes the total amount of time and its division into sections of working curricula of vocational training in professions for which the state standards of vocational education or standard curricula are not approved. The educational institution on the basis of the Standard basic structure independently determines the forms and methods of training, the term of vocational training, the content and frequency of control overtraining. According to the author, the distribution of general and vocational subjects should be as follows: general education creates a basis for general technical, and that, in turn, for special vocational. Ways to improve the educational process in vocational education institutions have been outlined, taking into account the problem of the relationship between general education and vocational training. It is emphasized that the relationship of general and vocational education ensures the formation of professionally significant qualities of the student's personality, because it contributes to the formation of a positive attitude to work in general, to his profession, which becomes the primary source of creative personality of the future specialist. Youth vocational education belongs to the general sphere of an individual education, having in mind that regular education is not a conclusion but an ongoing process. Knowledge is not limited to or has any limits whatsoever, but simply are one of the conditions to materialize lifelong education. Requirements to approach the European community dictate the need for the Kosovar society in general and its youth in particular must continue their education to meet the challenges and obstacles of life are changing rapidly. The use of new technologies is one of the most dramatic changes in professional education. Along with this new reality that is before us young people must inevitably continue to track participation in vocational education as one of the alternatives for easier access to employment and development their career. Qualified professions and crafts are those jobs or activities that produce products made by individuals or providing specialized technological services. Qualifications for these specialized professions and crafts are obtained through professional education based on concrete programs. To motivate young people to attend a vocational training as a prerequisite to reach easily to the labor market, the Kosovar state needs a reforming flexibility in curriculum reorientation of vocational training. Therefore, result oriented efficient training programs must be catalyst for young Kosovar today in continuing education in professional schools.
