Crowdsourcing can be viewed as a positive catalyst for effective results in many sectors of the economy including business, governance, agriculture, and health to name a few because it provides unlimited opportunities to people to share information among societies around the world. Despite some considerable efforts to adopt this concept in Tanzania, less has been done on its implementation in monitoring and evaluation of projects. This chapter proposes the development of a crowdsourcing platform as an essential step towards combating corruption, misuse, and embezzlement of funds. The developed crowdsourcing platform for monitoring and evaluation provides an up-to-date status of projects based on key indicators set and from such information, any member in particular organization can monitor and evaluate the progress of a given project. Results of this study show that the platform promotes transparency, collaboration, accountability, and has potential to motivate different actors or stakeholders in monitoring projects funded by government and donors.

The article contains a review of underlying concepts and definitions of non-observed economy which are formulated in the international standards on this topic and used by the CIS countries for computation of GDP and other key indicators of the System of National Accounts. The article considers the methods used for measuring non-observed economy and some figures on the share of non-observed economy in GDP of the CIS countries and other selected countries of the world. Perfection of methods of measuring non-observed economy and raising reliability of its estimates requires improvement of general level of work on compilation of national accounts.

Abstract Background The genus Xanthomonas has long been considered to consist predominantly of plant pathogens, but over the last decade there has been an increasing number of reports on non-pathogenic and endophytic members. As Xanthomonas species are prevalent pathogens on a wide variety of important crops around the world, there is a need to distinguish between these plant-associated phenotypes. To date a large number of Xanthomonas genomes have been sequenced, which enables the application of machine learning (ML) approaches on the genome content to predict this phenotype. Until now such approaches to the pathogenomics of Xanthomonas strains have been hampered by the fragmentation of information regarding pathogenicity of individual strains over many studies. Unification of this information into a single resource was therefore considered to be an essential step. Results Mining of 39 papers considering both plant-associated phenotypes, allowed for a phenotypic classification of 578 Xanthomonas strains. For 65 plant-pathogenic and 53 non-pathogenic strains the corresponding genomes were available and de novo annotated for the presence of Pfam protein domains used as features to train and compare three ML classification algorithms; CART, Lasso and Random Forest. Conclusion The literature resource in combination with recursive feature extraction used in the ML classification algorithms provided further insights into the virulence enabling factors, but also highlighted domains linked to traits not present in pathogenic strains.

In the last decade unprecedented technological changes have taken place, resulting in the emergence of a fundamentally new economic model. Based on the widespread spread of smartphones, the world has become more “connected”. The digitalization of demand and supply contributed to the creation of entirely new digital markets managed by platform enterprises based on an open business model, that enabled external consumers and producers to connect and interact with each other. A more interconnected world generates vast amounts of data, allowing platform companies to invest in machine learning and artificial intelligence and ultimately improve their efficiency. Finally, a steady digitalization of business processes, markets and global value chains is observed. In these circumstances, approaches to value addition are fundamentally changing in the context of new dimensions of the digital economy, the analysis of which was the purpose of our study. It has been identified, that in the absence of a standardized international methodology for measuring the digital economy, the latter is so far possible on disparate development-left and national statistics. Initiatives taken at the international level to overcome national differential approaches are still insufficient, as there is a lack of statistics and variables related to digital data. It has been revealed, that the lack of quality statistics on key indicators of the digital economy makes it difficult to assess the value added in the world economy scale and international comparisons. Much of the challenges of measuring value added in the digital economy, as shown in the article, are related to the principle of “scale without mass,” the intangible nature of capital, the intense growth of large-scale cross-border data flows, and the emergence of new sources of value creation.

Latest studies in the field of business macro environment (BME) assessment and forecasting have been undertaken and successfully implemented by the World Bank (2003–2004). Considerable contribution to the field has been made by Nobel Prize winners in Economics F. Kydland and E. Prescott in 2004. Nonetheless, a number of issues concerning BME evaluation and forecasting is still left unstudied. The Article highlights two major issues of BME: the fist part of the paper is focused on assessment of BME and the quality of BME development prognosis made by entrepreneurs. Based on key findings the following second part of the research examines the accuracy (validity) of businessmen prognosis and identifies key indicators businessmen rely on for formulating their future expectations. For that purpose a system of parameters and trends, as well as entrepreneurs’ survey results have been applied. The study concludes by illustrating the effect of inaccurately formulated prognosis and expectation on further development of BME events in conjunction with new assessment and forecasting proposals.

Abstract Background: Trauma is one of the leading causes of mortality across the world. Trauma patients had critical status and need timely, adequate and organized care. The different consequences of trauma care among service centers around the world and even within a country reveal the need for care assessment. This study was designed and executed to collect experts’ opinion on the evaluation of trauma care in Iran. Methods: This qualitative study with conventional content analysis approach, two focus group discussions with 12 participants and 16 face-to-face in-depth interviews were conducted to collect the required data. Participants were selected through purposive sampling method. The experts’ viewpoints were classified in accordance with the main and sub themes. Results: Four basic themes extracted from the interviews and focus group discussion including, trauma care importance (sub-themes: the involved Individuals’ being young and productive and the effectiveness of trauma care); trauma care indicators (sub-themes: pre-hospital indicators, in-hospital indicators and post-hospital indicators); stages of trauma care evaluation (sub-themes: evaluation prerequisites, finalization of indicators prior to evaluation, determining evaluation time scope, determining evaluation dimensions, monitoring and evaluation and use of evaluation results); trauma care promotion (sub-themes: balancing workload in trauma centers, enhancement of information system, considering extra-organizational dimensions in trauma care and empowerment of trauma care providers). Conclusion: Performance evaluation through acceptable indicators is basis of health care improvement. In addition to the evaluation, reforming macro policies, development of infrastructures, enhancement of information system and training care providers should be taken into account too. The information in any real-time application is needed to be digitalized across the world. Since digitalization of data happens, there comes the role of privacy. Blockchain could address the security challenge that happens in the any real sector. There are a few more challenges that prevail in the industry such as integrity in data, traceability of stored records, and interoperability among organizations that share information. This chapter focuses on a systematic and integrated approach to managing cities using multidisciplinary and technology-based approach and drawing on integrated knowledge from different fields. The chapter aims to discuss and analyse issues in an organic and holistic approach. It explores theory and combines praxis, applications, and futuristic conjectures. Emphasis is placed on issues of ethics, human rights, environmental friendliness, sustainability, and compliance with the 17 UN Sustainable Development Goals (SDGs). It also charts the breakthrough in transportation, commerce, medicine, education, the world of work, and contemporary health, with particular emphasis on issues relating to safety, confidentiality, privacy, facial recognition, city policing, crime detection, monitoring and evaluation, forecasting, and future of AI.

Citizens are important stakeholders and play a critical role in advocating and enabling public institutions to become more transparent, accountable, and effective and suggest innovative solutions to complex development challenges. Citizen engagement is at the core of good governance. Mygov.in is a platform to engage citizens and get their input and suggestions for various government policies and plans in India. MyGov platform provides an opportunity to citizens across the world to engage directly with the government departments, policymakers, and implementers. MyGov is planned as the key platform for all citizen engagement needs of the country across various departments and ministries. The presence of such a digital platform in a democratic country reflects willingness on part of the government to share information and make citizens a partner in decision making. This chapter elaborates on the need, discusses the MyGov initiative, compares it to other such initiatives globally and highlights major issues and concerns in the citizen engagement process.

Demands for research to generate impact, along with proliferating institutional regimes for evaluating impact, are a ubiquitous aspect of contemporary scientific practice. Based on participant observation at an agro-environmental research institute in southwest China, this article explores three iterations of a tool for planning and evaluating impactful science called ‘theory of change’ (TOC). Despite their ostensible common grounding in TOC, I show how an impact scientist’s framework, a donor’s monitoring and evaluation regime, and a communication consultant’s branding strategy each suggest very different normative structures for scientific practice. These structures entail: particular horizons towards which scientific research is to be practiced, precise points in time at which the future effects of research are to be anticipated, and specific assumptions about how scientists’ agency should play out across time. Taking the peculiar sensibilities of TOC as a comparative framework, I illuminate IFF scientists’ implicit imaginations of how contemporary science does and should generate effects in the world.
