An Analytical Method to Audit Indian E-Governance System

E-Governance is the process of delivering public services to the citizens through the Information and Communication Technology with reliability, transparency and efficiency, without breaking the concept of cost-effectiveness. E-governance saves money, fuel and time of citizens by avoiding the visits of the government offices and on the other hand it saves money of government which is used for office maintenance. Though the concept of e-Governance was started in eighth decade of the 20th century, it entered the second phase (organized / wireless + satellite) in India with NeGP-1.0 in 2006. This article explores the growth and development of e-Governance in INDIA. The authors also present the analysis of the implemented e-Governance projects based on comparison with other regions of the world. Moreover, this paper also identifies the obstacles that need to be overcome to provide seamless access to the government services to the citizens.

  The e-governance is the concept and structure of the system and the functions and activities of all activities and processes in e-business on the one hand the level of e-government and business on the other.               Because the government sector as a significant proportion of the total economic sectors in most countries of the world, and the fact that dealing with the public sector is not limited to the class and not others, but prevail all citizens and residents, institutions and others, and the fact that this multi-dealing in quality, methods and how it is done and models for different procedures and steps implemented and locations between the corridors of government departments, the concept of e-government came as an ideal way for the government to enable them to take care of the interests of the public from individuals and institutions electronically using cutting-edge technology without the need for the applicant to move between government departments.

With the e-Government concept, government services, which were normally delivered from physical infrastructures of public offices, now move closer to the clients via Information and Communication Technology (ICT). Recent advancement of mobile computing devices has made the idea of omnipresent government highly likely where the government services can be accessed by everyone anytime-anywhere. This chapter begins with the discussion of the current development of e-government followed by the evolution of e-government models. The chapter also addresses how the good governance features have been incorporated as guiding principles in e-governance practices in different societies in recent years. Finally, as its focal interest, the chapter examines and analyzes the issue of building people’s trust through e-governance. Elements of trust are discussed thoroughly, and a trust model for e-governance is put forth and proposed as a guideline to develop a trusted e-governance system.

This paper considers the problem of corruption in Serbia, as a dangerous phenomenon that is usually classified as a victimless crime, although the damage it causes is enormous and its consequences affect an indefinite and large number of victims. Corruption leads to the expansion of economic inequalities, it slows down and hinders economic growth and development, destroys the legitimacy of institutions, endangers the protection of basic human rights and freedoms and undermines the fundamental values on which the society is based. Particular attention is devoted to the issue od political corruption because it is the most dangerous form of corruption and this problem has been marked by the European Commission as the biggest obstacle on the way of our country towards European integrations. It has been pointed out that the most dangerous crimes of corruption are under-detected and rarely prosecuted, which is influenced by the very fact that corruption is an essential link between the world of politics and economics and that the perpetrators of these acts are persons that are holding prominent positions in the government or an exceptional power in society, and on the other hand, the victims of these acts are all citizens of Serbia.

Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. With increasing globalization and the integration of various economies, public finance and fiscal policy have acquired a new dimension in countries around the world, including India. This new era has witnessed a massive proliferation of various information and communication technologies (ICTs) the world over opening novel prospects for information storage, retrieval and analysis. Such novel prospects are not only being used for decision making by private sector industries but also more interest has been demonstrated in investing in technologies for public administration purposes. In the Indian context, the driving force behind an increasing use of ICTs for public administration include such objectives as improving and simplifying governance, instilling transparency and eliminating corruption and bureaucracy. The massive proliferation of ICTs in India has led to a transformation from traditional governance to e-governance. Several planning projects have been launched under the rubric of e-governance and have witnessed novel use of various information technologies, GIS being one of them. This study focuses on the Nirmala Nagara project (NNP), a programme launched by the Government of Karnataka to address issues of urban development using GIS with municipal e-governance being one of its key agendas. This is one of the most ambitious Municipal e-Governance projects in the country encompassing 213 urban local bodies. This article is an initial effort towards a larger project that will focus on the process of GIS spatial knowledge production situated in contemporary India.

This paper highlighted Nepalese statelessness issue from Nationality perspective. Nationality is one of the major human rights concerns of the citizens. In fact, citizenship is one of the major fundamental rights guaranteed by the constitution. According to the universal principle related to the statelessness, no one shall be arbitrarily deprived of his or her nationality. In this connection, on one hand, this paper traced out the international legal obligations created by the conventions to the state parties in which state must bear the responsibility for making national laws to comply with the international instruments. On the other hand, this paper also appraised statelessness related lacunae and shortcomings seen in Municipal laws as well as gender discriminatory laws that has been supporting citizens to become statelessness. By virtue being a one of the modern democratic states in the world, it is the responsibility of the government to protect and promote human rights of the citizens including women and children. Finally, this paper suggests government to take necessary initiation to change and repeal the discriminatory provisions related to citizenship which are seen in the constitution and other statutory laws.

In 1943, with the world still at war, a great discussion on the future of aeronautical education was held by the Royal Aeronautical Society. Not only would the war years, however many were still to come, demand more well-qualified aeronautical engineers, but the longed for peace years, with engineers turning swords into ploughshares, would want more. The discussion was in two parts. One took place on 25 June and the other on 23 July. Many of the leading figures in British aeronautics took part and in the chair on both occasions was Dr Roxbee Cox, a vice-president of the society. The discussion culminated in a resolution based on a proposal by Marcus Langley. That resolution and the discussion which led to it resulted in the recommendation by the Aeronautical Research Committee that a post-graduate college of aeronautical science should be established. This was followed by governmental action. Sir Stafford Cripps, then the minister responsible for aircraft production, set up a committee presided over by Sir Roy Fedden to make specific proposals, and the committee recommended in its 1944 report that such a college should be a new and independent establishment. In 1945 the government created the College of Aeronautics board of governors under the chairmanship of Air Chief Marshal Sir Edgar Ludlow-Hewitt to bring the college into existence and govern it. The first meeting of this board took place on 28 June 1945 and there were present: Sir Edgar Ludlow Hewitt, Dr W. Abbot, Mr Hugh Burroughs, Sir Roy Fedden, Mr J. Ferguson, Sir Harold Hartley, Sir William Hil-dred, Sir Melvill Jones, Dr E.B. Moullin, Mr J.D. North, Sir Frederick Handley Page, Mr E.F. Relf, Dr H. Roxbee Cox, Air Marshal Sir Ralph Sovley, Rear Admiral S.H. Troubridge and Mr W.E.P. Ward. Sir William Stanier, who had been appointed, was not present.

The Wana of Morowali (Indonesia) are nowadays a small endangered community marginalized by the Indonesian government, world religions and the other communities in the area but, according to their own mythology, they are not the periphery of the world, but the real centre of it. Their cosmogonic myth tells how the Wana land (Tana Taa) was the first land placed on the primordial waters and it was full of mythical power, a power that, when the land was spread around the world to create the continents, abandoned the Wana to donate wealth and power to the edge of the world: the West. This myth has a pivotal role in the Wana worldview, their categorization of the world and the power relationships in it. The Wana reverse the traditional relationship between centre and periphery, placing themselves in a powerless centre (the village or the Tana Taa) that gave all its power to a periphery (the jungle or the West) that must be explored to obtain power and knowledge. This relationship not only expresses a clear agency in shaping the relationship of power with forces way stronger than the Wana (Government and world religions) but also creates internal hierarchies based on the access to this knowledge; granted to men and partially precluded to women due to the cultural characterizations of these genders. Indeed, the majority of shamans, called tau walia (human-spirit), are men, and they are the only one that can travel between the human and the spiritual world, obtaining a spiritual and social power. In this article, we will see how Wana categorise the world and use religion, rituality and gender to express their agency to cope with the marginalization by the government, the world religions and the other community in the area.

Corruption is a major problem in the world but more so in Africa. Different efforts have been put in place to curb this social problem but corruption still persists. In Ghana, investigative journalist Anas Aremeyaw Anas has joined the fight against corruption and has made various revelations that have helped the government and the general populace in one way or the other. Anas’ methodology has however attracted various comments from the general public concerning how ethical this approach could be. This article aims at assessing the investigative journalism methodology used by Ghanaian undercover investigative journalist Anas Aremeyaw Anas in the light of the doctrine of free will to determine if this methodology is a breach of free will or not. Analyzing data extracted from articles, books, and others, the paper concludes that the choice of Anas’ victims to involve themselves in corrupt practices is done out of their own free will and hence they are fully responsible for their decisions.
