The Relationship

The relationship between governments and their citizens has changed with the rise of ICTs. Even if these changes can strengthen the active role of society in the control and participation of public administration, there is a risk that this process can increase exclusion especially in developing countries, mainly because a large part of the population does not have access at all times to the facilities and services provided by ICTs. This article describes e-Totem, a software and hardware platform produced to support inclusive e-participation in large cities. It is also described three popular participation initiatives implemented using the platform, from which hundreds of thousands of citizen interactions were obtained from the platform. e-Totem is customized to be inclusive and suitable for use in such a wide variety of scenarios as well as being used by such a significant volume of people.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Researched are systemic aspects of the process of implementing national projects in Russia. Attention is focused on effectiveness of solving key problems of development of the public administration system in the context of the relationship between the state and society under modern conditions. The institution of public control in Russia is characterized through prerequisites of formation, organizational and legal status and main functions. The work defines the place and role of the institution of public opinion in the system of public administration and public control, substantiates its regulatory mechanisms, factors and agents of influence. In the aspect of systemic relationship between public administration and public control, the specificity of implementation of national projects in the transforming Russian society is revealed. A sociological vision of the “reset” of conceptual foundations of interrelationships between the public administration system and the institution of public control both at the stage of “entering” the space of national projects and in the process of their implementation is presented. It has been proved, that at the present stage the main integrating factor is consolidation of society through an updated "state-society contract". The analysis of historical and modern practices of public participation made it possible to draw a conclusion about the increase in the function of “co-management” of public control bodies in the interaction of state and public structures.

The commitment of public employees to organisations is an imperative deliberation that affects the efficiency of public services organisations. The objective of this study is to investigate whether the social responsibility among local public administrators raises organisational commitment. This study subsequently explores the moderating role of citizenship behaviour and social bonding (permanent vs temporary employees) of public employees in the relationship between social responsibility and organisational commitment. In this study, empirical data are collected from local officials working in local public administration services organisations in Pakistan (n = 308). The statistical analysis is used to test the relationship between social responsibility and commitment and the moderating effect of citizenship behaviour and social bonding on social responsibility-organisational commitment relationship.The results show that social responsibility is a determinant to organisational commitment and citizenship behaviour and social bonding moderate the social responsibility-commitment relationship. The effect of social responsibility on organisational commitment is stronger in permanent public administrators having high perspective of organisational citizenship behaviours than in temporary public administrators having low perspective of organisational citizenship behaviours. This study contributes to knowledge of the effect of social responsibility on organisational commitment in local public employees and proves that citizenship behaviour and social bonding affect the social responsibility-commitment relationship in local public administrators.

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

Basing on the results of survey of answers of students from the Europeanhigher education space, there was determined an opinion of respondents as fora place and role of state in provision quality control of educational services ofhigher educational institutes. The features of the relationship between theInstitute of state and the institutes of the University in the context of provisionof higher education quality. Tungku Tigo Sajarangan holds a vital role in the deliberation process of the development in the Minangkabau community, regardless of the lack of synergy. This study aims to analyze and describe the position of this customary institution in the development planning of Bukik Batabuah Nagari in Candung District, Agam Regency, West Sumatra Province. The qualitative methods used in the data collection were semi-structured interview techniques comprising 20 informants, as well as field observations and documentation. Subsequently, the results showed that there was synergy from the perspective of individual and behavioral dimensions. Although this synergy was not observed from the position dimension, especially the Cadiak Pandai element, it can still be overcome by mutual control.  Concerning the dimensions of the relationship with other parties, Tungku Tigo Sajarangan remains active and participates in providing recommendations and opinions. This activity was observed even though no village regulation came from the Bamus Nagari initiative in implementing the village administration. Consequently, it was concluded that Tungku Tigo Sajarangan has played an active role in the planning process for the development of Bukik Batabuah Nagari. Also, the research recommended that the leadership system should act as a civil society to participate consistently and supervise the policies of the Bukik Batabuah Nagari government, with good synergy and coordination between all related elements.

This chapter evaluates several theoretical perspectives to examine the role of the state and its relationship with markets. It divides theories into two groups: macro and micro. The macro theories covered in the chapter include Adam Smith's approach, Keynesian views, the Austrian school of thought, Marxism, pluralist theory, public choice approach, and elite theory. The selected macro theories provide an elaborate perspective on the relationship between markets and the state. In order to have a holistic picture the chapter also discusses several micro theories, which effectively depict the relationship between markets and the state from the budgetary perspective. Incrementalism and punctuated equilibrium are included in the evaluation. The application of theories in relation to specific public policies is provided.

This article analyzes the important role of civil society groups in the enactment of a significant legislation — the Indigenous Peoples’ Rights Act (IPRA) which was passed by the Philippine Congress in 1997. It examines the legislative process, the significant role of non-government organizations (NGOs) and people’s organizations (POs) in the process, the relationship between state and non-state actors, and how this relationship affected the enactment of the law. This paper shows that in spite of the limitations faced by civil society groups, they are able to play a significant role in the making of a significant legislation. The active role of civil society groups specifically in policy formulation, the collaboration between state and civil society actors and the strong support of the administration are three important factors in the making of IPRA.

In recent decades, the role of representative bodies has been transformed in many countries. It was influenced by reforms inspired by the concept of governance, but one of its strands, i.e., participatory governance, which promotes empowering of citizens, strengthening their involvement, and deepening their participation in the decision-making process, has gained significance. This tendency is also visible in Poland, especially in the self-governments of large cities. The aim of the article is to define the roles of representative bodies in the changing governance process and the relationship between the idea of representation and the concept of participatory governance. The article is based on the research carried out in cities with county status located in the Lubelskie Voivodeship. Correspondingly, the research results show that the role of the council in the process of governance is weakening, while the importance of the executive body is increasing. At the same time, participatory governance influenced the creation of new roles that representative bodies currently play.
