As a tool of environmental policy, many countries in a world attach importance to voluntary agreement increasingly. The paper summarized that Voluntary Environment Agreements (VEAs) was put into practice in textile printing and dyeing industry of Jingzhou, put forward a frame of the VEAs and its details which are implemented in the city, investigated and analyzed the concrete measures that were adopted by a part of the textile and dyeing enterprises in performing VEAs, and the preliminary effects in energy-saving and emission-reduction engendered by the measures. The practices indicated that textile and dyeing enterprises adopting VEAs is beneficial to enhance their productivity and management, and to decrease their energy consumption and the amount of sewage. To encourage the enterprises adopting VEAs, the government should support them in relevant policy and financing, solve their capital deficit and the increased cost due to the advanced environment management.

In this paper, we tried to contribute to the previous literature by analyzing the relationship between renewable energy consumption, socio-economic factors and health in the presence of a stringent environmental policy and lobbying power. Using a Panel Vector Auto-Regressive (PVAR) technique, we specifically examine the role of the government effectiveness and the lobbying pressure in moderating the impact of renewable energy consumption on CO2 emissions, economic growth and health factor considering the case of Middle East and North Africa (MENA) Net Oil Importing Countries (NOICs) from 1996 to 2019. Our analysis shows that (i) environmental policy stringency and good governance will induce a rise in the level of renewable energy consumption; (ii) lobbying power and interest groups discourage the renewable energy sector’s development since the add in economic growth of these economies is not oriented towards renewable energy projects; (iii) a rise in renewable energy consumption, perhaps generated by renewable energy policies, should favor the improvement of public health. Finally, the political implications of the findings are summarized and discussed.

As an internal driving force to promote economic growth, residents’ consumption also has an important impact on energy consumption. Based on the difference of consumption structure between urban and rural residents, this paper introduces the income gap variable of urban and rural residents, analyzes the impact of urban and rural residents’ consumption on energy consumption, and provides reference for the implementation of energy conservation and emission reduction policies. On this basis, the author believes that the government should take flexible measures to control energy consumption according to the differences between urban and rural areas, make accurate efforts, and steadily promote the implementation of energy conservation and emission reduction.

 KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The basic Sources of Water pollution causes due to Culmination into lakes, rivers, ponds, seas, oceans etc. Domestic drainage and sanitary waste, Industrial drainage and sewage, Industrial waste from factories, Dumping of domestic garbage, Immersion of Idols made of plaster of Paris, Excess use of Insecticides , pesticides, fungicides, Chemical fertilizers, Soil erosion during heavy rains and floods, Natural disasters, tsunami etc. General pollutants  which are also caused for water pollution  which include Organic, Inorganic, and Biological entities, Insecticides, Pesticides, Disinfectants ,Detergents, Industrial solvents, Acids, Ammonia fertilizers, heavy metals, Harmful bacteria, Virus, Micro –Organisms and worms, Toxic chemicals. Agricultural lands become infertile and thereby production also drops, Spread of epidemic diseases like Cholera, Dysentery, Typhoid, Diarrhea, Hepatitis, Jaundice etc. The  basic responsibility of the Government, NGOs, National Pioneer scientific Research Institutions may conduct  research oriented programs on control of water pollution by create  awareness among the public through mass media and Environmental Education on recycling units,  and  water treatment plants must be established both at domestic levels and Industry levels, Every citizen must feel responsible to control water pollution. There have been many water pollution prevention acts that have been set up by the governments of the world. But these are not enough for permanent water pollution solutions. Each of us needs to take up the responsibility and do something at an everyday at individual level. Otherwise we can’t survive in a society forever in a future.

At present, the issue of carbon emissions from buildings has become a hot topic, and carbon emission reduction is also becoming a political and economic contest for countries. As a result, the government and researchers have gradually begun to attach great importance to the industrialization of low-carbon and energy-saving buildings. The rise of prefabricated buildings has promoted a major transformation of the construction methods in the construction industry, which is conducive to reducing the consumption of resources and energy, and of great significance in promoting the low-carbon emission reduction of industrial buildings. This article mainly studies the calculation model for carbon emissions of the three-stage life cycle of component production, logistics transportation, and on-site installation in the whole construction process of composite beams for prefabricated buildings. The construction of CG-2 composite beams in Fujian province, China, was taken as the example. Based on the life cycle assessment method, carbon emissions from the actual construction process of composite beams were evaluated, and that generated by the composite beam components during the transportation stage by using diesel, gasoline, and electric energy consumption methods were compared in detail. The results show that (1) the carbon emissions generated by composite beams during the production stage were relatively high, accounting for 80.8% of the total carbon emissions, while during the transport stage and installation stage, they only accounted for 7.6% and 11.6%, respectively; and (2) during the transportation stage with three different energy-consuming trucks, the carbon emissions from diesel fuel trucks were higher, reaching 186.05 kg, followed by gasoline trucks, which generated about 115.68 kg; electric trucks produced the lowest, only 12.24 kg.

The impact of environmental regulation has been an important topic. Based on the Chinese Custom Database and China City Statistical Yearbook, this paper investigates the effect of environmental regulation on export values and explores potential mechanisms and heterogeneous effects. Taking advantage of China’s first comprehensive air pollution prevention and control plan, the Air Pollution Control in Key Zones policy, as a quasi-natural experiment, we employ the difference-in-differences method to examine the causal relationship between environmental regulation and exports. We find the statistically significant and negative effect of environmental regulation on exports at the city level. Moreover, we find that the potential mechanism is the change in export values caused by firm entry and exit, especially by exiters, rather than the change in the number of exporting firms in the city caused by firm entry and exit. In addition, we find the heterogeneous effects of environmental regulation based on the differences of environmental policy across cities and the Broad Economic Categories classification.

Since the advent of the second digital revolution, the exponential advancement of technology is shaping a world with new social, economic, political, technological, and legal circumstances. The consequential disruptions force governments and societies to seek ways for their cities to become more humane, ethical, inclusive, intelligent, and sustainable. In recent years, the concept of City-as-a-Platform was coined with the hope of providing an innovative approach for addressing the aforementioned disruptions. Today, this concept is rapidly gaining popularity, as more and more platform thinking applications become available to the city context—so-called platform urbanism. These platforms used for identifying and addressing various urbanization problems with the assistance of open data, participatory innovation opportunity, and collective knowledge. With these developments in mind, this study aims to tackle the question of “How can platform urbanism support local governance efforts in the development of smarter cities?” Through an integrative review of journal articles published during the last decade, the evolution of City-as-a-Platform was analyzed. The findings revealed the prospects and constraints for the realization of transformative and disruptive impacts on the government and society through the platform urbanism, along with disclosing the opportunities and challenges for smarter urban development governance with collective knowledge through platform urbanism.

AbstractWith the developing of Internet of Things (IoT) and mobile edge computing (MEC), more and more sensing devices are widely deployed in the smart city. These sensing devices generate various kinds of tasks, which need to be sent to cloud to process. Usually, the sensing devices do not equip with wireless modules, because it is neither economical nor energy saving. Thus, it is a challenging problem to find a way to offload tasks for sensing devices. However, many vehicles are moving around the city, which can communicate with sensing devices in an effective and low-cost way. In this paper, we propose a computation offloading scheme through mobile vehicles in IoT-edge-cloud network. The sensing devices generate tasks and transmit the tasks to vehicles, then the vehicles decide to compute the tasks in the local vehicle, MEC server or cloud center. The computation offloading decision is made based on the utility function of the energy consumption and transmission delay, and the deep reinforcement learning technique is adopted to make decisions. Our proposed method can make full use of the existing infrastructures to implement the task offloading of sensing devices, the experimental results show that our proposed solution can achieve the maximum reward and decrease delay.

In order to achieve the EU emission reduction goals, it is essential to renovate the building stock, by improving energy efficiency and promoting total decarbonisation. According to the 2018/844/EU Directive, 3% of Public Administration buildings should be renovated every year. So as to identify the measures to be applied in those buildings and obtain the greatest reduction in energy consumption at the lowest cost, the Directive 2010/31/EU proposed a cost-optimisation-based methodology. The implementation of this allowed to carry out studies in detail in actual scenarios for the energy renovation of thermal envelopes of public schools in the city of Valencia. First, primary school buildings were analysed and classified into three representative types. For each type, 21 sets of measures for improving building thermal envelopes were proposed, considering the global cost, in order to learn about the savings obtained, the repayment term for the investment made, the percentage reduction in energy consumption and the level of compliance with regulatory requirements. The result and conclusions will help Public Administration in Valencia to draw up an energy renovation plan for public building schools in the city.
