This paper will describe the Education Policy in Indonesia, explain the meaning of policy, policy function, direction and characteristics of policies implemented in the implementation of regional autonomy. The approach used in this presentation is descriptive in nature with reference to the current law, the writings of education experts and appropriate theories. This presentation is expected to provide a brief overview of Education Policy in Indonesia which can then be used as a basis for more in-depth and comprehensive research. adjustments and changes with developments occurred in the era of society 5.0. Community involvement and increasing the role of schools is a necessity in education management so that the quality of graduates is better. School-Based Management (SBM) is one of the efforts to increase the role of schools and the surrounding community (stakeholders). The implementation of regional autonomy requires changes and adjustments so that the education process is more democratic, pays attention to diversity, regional and student needs and encourages increased community participation.

Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.

The purpose of this research is to describe, analyze aspects related to the method of developing apparatus resources in the KutaiKartanegara Regency Regional Secretariat and apparatus performance. This research uses descriptive research method with a qualitative approach. Data collection techniques using in-depth interviews, documentation, and observation. The results showed that the successful implementation of regional autonomy requires apparatus who have the ability, knowledge, and skills as well as behavioral attitudes. Development of apparatus resources must be done with a mechanism or stages so that the objectives of the apparatus and the organization as a whole can be achieved. Development of personnel resources is an important instrument in improving the performance of the apparatus. Implementation of apparatus resource development in the Regional Secretariat of the Regency of KutaiKartanegara in order to improve the performance of the apparatus using the On the Job method and the Off the Job method. Appraisal performance can be seen from aspects of the quantity of work, quality of work, timeliness and knowledge of work, as well as objectives.

Education is very important for the continuity of the development of a nation, for that we need to find a way for action to be taken right in improving practical education and also academics in the era of blood autonomy and also autonomy in education. For this reason, it is necessary to apply a number of management principles so that education in Indonesia is of higher quality, such as the efficiency of internal and external education, good governance can also affect education in Indonesia. for this reason, it is necessary to apply several approaches so that education runs according to what is expected (1) increasing institutional capacity and all programs in the education sector can be implemented, (2) developing the quality of education through inputs, processes and results based on regional autonomy (3 ) benefits and impacts of basic education on regional autonomyThis article is very useful for readers because here they can observe, practical education and also academics to understand how to find the right solution in developing the quality of education especially in the era of regional autonomy and autonomy of education by applying various implementation of management principles, namely: good governance, internal and external efficiency of education. Ενώ το μεγαλύτερο μέρος της βιβλιογραφίας σχετικά με τον αντίκτυπο του Εξευρωπαϊσμού στα κράτη μέλη έχει επικεντρωθεί στις εθνικές διαφορές, λίγη έρευνα έχει γίνει για την διακύμανση σε υπό-εθνικό επίπεδο. Ωστόσο, η ακαδημαϊκή συζήτηση δείχνει ότι οι περιφερειακές θεσμικές ιδιαιτερότητες, καθώς και η περιφερειακή και τοπική θεσμική ικανότητα για την δημιουργία συνασπισμών, έχουν αναγνωριστεί ως βασικοί παράγοντες στη διαδικασία προσαρμογής στο σύστημα της ευρωπαϊκής πολύ-επίπεδης διακυβέρνησης. Χρησιμοποιώντας τη νέο-θεσμική προσέγγιση ως πλαίσιο, η παρούσα διατριβή υιοθετεί το επιχείρημα ότι η ικανότητα των περιφερειακών κυβερνήσεων να προσαρμοστούν στη διαδικασία του Eξευρωπαϊσμού καθορίζεται από τα προϋπάρχοντα θεσμικά χαρακτηριστικά σε εγχώριο επίπεδο, τα οποία αιτιολογούν σημαντικές διακυμάνσεις όσον αφορά στις περιφερειακές επιδόσεις και στην περιφερειακή θεσμική προσαρμογή γενικά. Η διατριβή υιοθετεί τη θεωρία της Ποιότητας της Κυβέρνησης ως ένα καινοτόμο εννοιολογικό εργαλείο προκειμένου να δώσει έμφαση στους βασικούς εκείνους δείκτες που είναι καθοριστικοί παράγοντες για την προώθηση (ή την αναστολή) των εσωτερικών θεσμικών και πολιτικών αλλαγών. Παρέχοντας μία λεπτομερή ανάλυση των επιδόσεων των πιο ευημερούντων περιφερειών της Ελλάδας και της Πορτογαλίας, (Αττικής και Λισαβόνας) η διατριβή ρίχνει φως σε σημαντικές πτυχές των περιφερειακών θεσμικών δομών που αποτελούν κρίσιμους παράγοντες επιρροής της θεσμικής επίδοσης και προσαρμογής στο περιβάλλον της Ευρωπαϊκής Πολιτικής Συνοχής.

The purpose of this study was to describe the development of investment and employment in South Kalimantan and to analyze the effect of investment and employment in the agricultural sector to GDP in South Kalimantan. This research is a quantitative study by conducting data collection at the Central Bureau of Statistics South Kalimantan Province pertaininglabour and the economy GDP Data and at Bappeda South Kalimantan and BKPMD (Investment Coordinating Board) South Kalimantan related PMA and PMD data investments as well as data from the Investment Credit Bank Indonesia Banjarmasin.The results showed that the province of South Kalimantan economy during the year 2002-2011grow positively. The condition is mainly supported by a number of industries (which are labour intensive) and the number of people working in agriculture, trade, and mining. However, no significant investment to GDP of Agriculture Sector in South Kalimantan was observed. Labour is still positive but not significant effect on GDP of Agriculture Sector. Taken together investment and employment significantly influence GDP of Agriculture Sector in South Kalimantan, though only 61.5% of the dependent variable explained by the independent variable, while the remaining 38.5% was explained by outside the regression model. It was suggested that the governments of South Kalimantan Province should do efforts to improve the quality of the labour force (i.e., by the local government. The role of the investment must also be adapted to the spirit of regional autonomy and should be encouraged to increase investment conducive situation, mapping the potential area and the establishment of integrated services in the unit for easy service creation and investment business license in order to avoid mistakes in investing and avoid systematic risks.

The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of  Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

Abstract. The consequence of the regional autonomy is the responsibility of local government to manage the region according to the principles of good governance. The Inspectorate’s role and functions were expected to create it, through improving the audit quality supported by quality and integrity of Government Internal Auditor (APIP). This study aimed to analyze the influences of competence, work experience, ethic, and audit supervision to the audit quality of Municipality Inspectorates in North Sulawesi Province simultaneously and partially used F-test and t-test with multiple linear analysis method.The population of this study was all of Inspectorate’s APIP of municipalities in North Sulawesi Province, and the sample were Inspectorate’s APIP of 4 municipality consist of Bitung, North Minahasa, Manado, and Talaud Islands as many as 125 respondents of APIP. The data used in this study was primary data collected by questionnaires.The results based on the calculation of the coefficient of determination in this study was 0.701 means the 70.1% audit quality influenced by competence, work experience, ethic, and audit supervision while the remaining 29.9% is influenced by other factors outside the study. After testing the hypothesis concluded that competence, ethic, and audit supervision has positively significant influences on the audit quality. While work experience has none positively significant influence on the audit quality.Keywords : competence, work experience, ethic, audit supervisionAbstrak. Konsekuensi dari otonomi daerah adalah semakin besar tanggungjawab pemerintah daerah dalam mengelola daerahnya yang sesuai dengan prinsip tata kelola pemerintahan daerah yang baik. Peran dan fungsi Inspektorat sangat diharapkan dalam mewujudkannya, melalui meningkatkan kualitas hasil audit yang didukung sumber daya APIP yang berkualitas dan berintegritas. Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi, pengalaman kerja, etika, dan supervisi audit terhadap kualitas hasil audit Inspektorat Kabupaten/Kota di Provinsi Sulawesi Utara secara simultan dan parsial digunakan Uji F dan Uji t dengan metode analisis linier berganda.Populasi pada penelitian ini adalah APIP Inspektorat Kabupaten/Kota di Provinsi Sulawesi Utara, dan yang menjadi sampel dalam penelitian ini adalah 4 Kabupaten/kota yaitu Kota Bitung, Kabupaten Minahasa Utara, Kota Manado, dan Kabupaten Kepulauan Talaud sebanyak 125 orang APIP. Data yang digunakan dalam penelitian ini adalah data primer yang diperoleh dengan menggunakan kuesioner.Hasil penelitian berdasarkan perhitungan koefisien determinasi dalam penelitian ini adalah 0,701 artinya kualitas hasil audit sebesar 70,1% dipengaruhi oleh kompetensi, pengalaman kerja, etika, supervisi audit sedangkan sisanya 29,9 % dipengaruhi oleh faktor lain di luar penelitian ini. Setelah dilakukan pengujian hipotesis disimpulkan bahwa kompetensi, etika dan supervisi audit berpengaruh positif dan signifikan terhadap kualitas hasil audit. Sedangkan pengalaman kerja berpengaruh positif tetapi tidak signifikan terhadap kualitas hasil audit.Kata Kunci : kompetensi, pengalaman kerja, etika, supervisi audit.
