Management of coastal and coastline is very important in Indonesia, an archipelago country with the longest coastline in the world. Moreover, conditions in some coastal areas in Indonesia have decreased the environment quality for example in the Benoa Region of Bali. This paper aims to quantify the influence of government policies and community participation on the quality of the coastal environment in Benoa Badung Bali Region in the perspective of sustainable development. The quantitative method with the questionnaire instrument was carried out in this study. The results showed that the size of the index for government policy in the Benoa Region was 67.45 (sufficient), the community participation index 78.06 (good), the water condition index 72.78 (good) and the land condition index 74.62 (good). Statistical analysis shows that there is a significant relationship between government policy and community participation in the quality of the coastal and coastal environment (r=0,541). Government policies and community participation have  positive effect on the condition of the quality of the coastal and coastal environment. Various community empowerment activities and programs and government policies in the Benoa Region, for example the Yasa Segara Pokmaswas group, the development of conservation tourism in Badung, fisheries business development have fulfilled the principles of sustainable development in terms of economic, social/community participation and the environment.AbtrakPengelolaan pesisir dan pantai sangat penting di Indonesia yang merupakan daerah kepulauan dengan garis pantai terpanjang di dunia. Terlebih kondisi di sebagian pesisir di Indonesia kualitas lingkungannya menurun seperti di Kawasan Benoa Badung Bali. Tulisan ini bertujuan untuk menghitung pengaruh kebijakan pemerintah dan peran serta masyarakat terhadap kualitas lingkungan pesisir di Kawasan Benoa Badung Bali. Metode kuantitatif dengan instrumen kuesioner dilakukan dalam penelitian ini. Hasil penelitian menunjukan bahwa besaran indeks untuk kebijakan pemerintah di Kawasan Benoa adalah 67,45 (cukup), indeks peran serta masyarakat 78,06 (baik), indeks kondisi perairan 72,78 (baik) dan indeks kondisi daratan 74,62 (baik). Analisis statistik menunjukkan bahwa terdapat hubungan yang signifikan antara kebijakan pemerintah dan peran serta masyarakat terhadap kualitas lingkungan pesisir dan pantai (r=0,541). Kebijakan pemerintah dan peran serta masyarakat berpengaruh positif terhadap kondisi kualitas lingkungan pesisir dan pantai. Berbagai kegiatan dan program pemberdayaan masyarakat dan kebijakan pemerintah di Kawasan Benoa misalnya adanya kelompok Pokmaswas Yasa Segara, pengembangan wisata konservasi di Badung, pengembangan usaha perikanan telah memenuhi prinsip-prinsip pembangunan pesisir secara terpadu dan berkelanjutan.

Policy refers to the commitment of people or organization to the laws, regulations, and other green mechanisms concerning environmental issues. Community participation has become important in government, policy makers, and environmentalists over last few decades, and as a result, it is now an established principle as it is widely used not only in academic literature but in policy-making documents, international discussions, as well as in local debates when considering issues dealing with decision-making to achieve sustainable development. Implementation of green policy and community participation programs through representatives—organization, groups of individuals—enhances the benefits of polices and program and adds value to policy as well as making the policy's results and responses more effective and stronger.

Warehouse Receipt System suggest the potential that can be utilized on the implementation of the Warehouse Receipt System primarily in support of the financing, the minimization of price fluctuations, increase farmers’ income, credit mobilization, improvement of product quality and so on. However, implementation of warehouse receipt system in the agricultural sector is still faced a number of obstacles including transaction costs, inconsistencies in the quantity and quality of agricultural products, the lack of support banking institutions, and the still weak farmer institutions. With institutional farmers are not organized properly, the rules of the warehouse receipt system is still seen as too complicated so that the necessary simplification of procedures so that the warehouse receipt system could be used by farmers. In addition, the socialization of the Warehouse Receipt System and conducive government policy support will be an important factor so that the warehouse receipt system can be implemented optimally.

Conditions and government policies thatforce people to limit activities including formal education.In the era of the Covid 19 Pandemic, implementing ororganizing education is something that is difficult to do.The government policy regarding the existence ofrestrictions on activities (social distancing) resulted in afreeze in the activities of the formal education world. Inthis context, the importance of non-formal education isto meet the educational needs of children in thecommunity. The existence of non-formal education willgreatly help the community in terms of limited activitiesin social life. Cempaka Village has non-formal educationactivities which are engaged in the education of readingand writing al-Qur'an starting from Juz Ammah to beingproficient in reading al-Qur'an. This non-formaleducation accepts students from the age of 6 to 17 years.

ABSTRAKLantebung memiliki hutan mangrove seluas 12 Ha dimana secara administratif wilayah ini masuk dalam wilayah Kelurahan Bira Kecamatan Tamalanrea Kota Makassar Propinsi Sulawesi Selatan.  Dengan luasan mangrove yang ada dan berada di kota besar yaitu Kota Makassar tentu saja memberi nilai tersendiri bagi kawasan ini karena mampu menjadi daya tarik bagi pengunjung baik wisatawan lokal maupun internasional, apalagi dengan adanya infrastruktur yang mendukung ekowisata mangrove tersebut menjadikan kawasan ini sebagai alternatif destinasi wisata baru di kota Makassar yang berbasis sumberdaya alam.  Dengan peningkatan jumlah wistawan yang berkunjung setiap hari, tentu saja  membawa dampak antara lain: kegiatan wisatawan yang mengancam konservasi laut, sarana dan prasarana pariwisata yang ada tidak mampu mengakomodasi lonjakan wisatawan yang datang dan sumberdaya manusia yang kurang memadai untuk mengembangkan pariwisata berbasis masyarakat dan berbasis konservasi.   Oleh sebab itu, tujuan umum dari program KKN-PPM ini adalah untuk membantu memberdayakan masyarakat agar mampu mengelola pariwisata pesisir yang berbasis masyarakat dan berbasis konservasi lingkungan. Sedangkan tujuan khusus dari kegiatan ini adalah: 1) Peningkatan kualitas sarana dan prasarana dasar kegiatan pariwisata; 2) Peningkatan kualitas sumberdaya manusia dalam memberikan layanan pariwisata; 3) Peningkatan partisipasi masyarakat dalam menjaga sumberdaya alam pesisir pantai Lantebung.  Adapun target yang telah dicapai pada kegiatan ini adalah: 1) Pengelolaan Lingkungan, Sampah dan Sanitasi; 2). Pengadaan Sarana Air Bersih; 3) Pembuatan Spot Berfoto Pengunjung; 4). Pembuatan paket wisata bagi pengelola; serta 5). Penyuluhan tentang Konservasi dan Ekowisata dan Penanaman Mangrove.  Metode yang digunakan adalah Sosialisasi, Penyuluhan, Pelatihan, Wawancara dengan menggunakan kuesioner untuk Evaluasi.   Dengan pelaksanaan program KKN PPM di Lantebung, maka target luaran yaitu perbaikan sistem lingkungan, Peningkatan pendapatan masyarakat (ekonomi), peningkatan partisipasi masyarakat, publikasi jurnal nasional, artikel di Media Massa cetak lokal, peningkatan keterampilan, keberdayaan masyarakat serta menghasilkan kualitas produk yang meningkat, dan meningkatnya kemampuan manajemen dari masyarakat telah tercapai. ABSTRACTLantebung has a 12 hectare mangrove forest which administratively belongs to the Bira Village, Tamalanrea District, Makassar City, South Sulawesi Province. With the extent of existing mangroves and located in big cities, namely the city of Makassar, of course gives its own value for this area because it can be an attraction for visitors both local and international tourists, especially with the infrastructure that supports the mangrove ecotourism makes this area as an alternative tourist destination new in the city of Makassar based on natural resources. With the increase in the number of tourists visiting every day, of course the impact will include: tourist activities that threaten marine conservation, existing tourism facilities and infrastructure unable to accommodate the surge of tourists who come and inadequate human resources to develop community-based and conservation-based tourism . Therefore, the general objective of the KKN-PPM program is to help empower the community to be able to manage community-based coastal tourism and environment-based conservation. While the specific objectives of this activity are: 1) Improving the quality of basic facilities and infrastructure of tourism activities; 2) Improving the quality of human resources in providing tourism services; 3) Increasing community participation in protecting the natural resources of the Lantebung coast. The targets achieved in this activity are: 1) Environmental, Garbage and Sanitation Management; 2). Provision of Clean Water Facilities; 3) Making Visitor's Photographed Spot; 4). Making tour packages for managers; and 5). Counseling about Conservation and Ecotourism and Mangrove Planting. The method used is Socialization, Counseling, Training, Interview using a questionnaire for evaluation. With the implementation of the KKN PPM program in Lantebung, the output targets are improvement of the environmental system, increasing community income (economy), increasing community participation, publication of national journals, articles in local print mass media, skills enhancement, community empowerment and resulting in increased product quality, and improved management capabilities of the community have been achieved.

The cultivation of strawberry needs of technological innovation to gain competitive advantage strawberry fruit quality and quantity. This is motivated because the decline in the production of strawberries in the area and quality of strawberry fruit is still low. Since 2012 until now, Laboratory of Genetics has identified and developed the character of phenotype and genotype of strawberry plants in Agro Banyuroto, Village Banyuroto Sawangan District of Magelang regency. Character genotypes studied through the identification of ploidy with cytogenetic approach and apply poliploidisasi technology that aims to double the number of sets of chromosomes in order to obtain a plant that has the character of superior phenotype compared with the control. The purpose of this activity was to awaken the capacity of communities that were able to develop and utilize natural resources to meet human needs while maintaining the environmental implementing action plans that lead to sustainable development in a sustainable manner. The method was executed in this activity was the cultivation of strawberries by exploiting natural resources Banyuroto village environment that was using bamboo, strawberry cultivation techniques with vertikultur systems. Moreover, the carrying capacity was also supported by the promotion of village tourism as central region Banyuroto strawberry cultivation of strawberries superior to tourists every week, promotion through Online system (in the network) by utilizing Information Technology and Computing and community empowerment with the diversification of food made from strawberries. The end result of this activity was obtained hallmarks of crops polyploidy were plant growth faster, the ability of the formation of stolons and nursery faster, leaf area and stem diameter was wider, the stem stout and roots were longer, the fruit produced was greater and a sweeter taste with more red fruit color. Innovation strawberry crop is expected to be followed by the cultivation of sustainable optimal as possible so that the results obtained are able to improve the welfare of farmers in Banyuroto strawberries.

National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out

Community participation has become an essential element of government policy around the globe in recent decades. This move towards ‘government through community’ has been presented as an opportunity for citizens to gain power and as a necessary part of the shift from government to governance, enabling states and communities to tackle complex problems in tandem. However, it has also been critiqued as an attempt to shift responsibility from the state onto communities. Using evidence from detailed case studies, this article examines the implementation of Localism in England and Community Empowerment in Scotland. The findings suggest a need for a more nuanced analysis of community participation policy, incorporating risk alongside responsibility and power, as well as considering the agency of communities and the local state. Furthermore, understanding the constraints on community participation is key, particularly in terms of the enveloping impacts of austerity and state retrenchment.

Northeast Asia is one of the most dynamic regions in the global economy in its dynamic change in the economic scape as well as in the challenge of environmental issues. In particular, many countries in Asia have experienced transitional challenges from a quantitative, GDP-oriented economic development toward environmental-friendly, sustainable development. The quality of the life became much more important for government policies, also fueled by the demand from the private sector. Nonetheless, these countries are experiencing much more severe and sarcastic skepticism in response to government policies, resulting in a lack of effective governance. The Sustainable Asia Conference (SAC) has promoted the importance of these challenges for 10 years since its inauguration in 2009. The major consensus on sustainable development reached at the conference may come from innovation in the positive-sum game approach to environmentally friendly development and sustainable governance in order for the initial innovation to be put into effect. Moreover, due to the complicated and complex process of solving environmental challenges, the countries in this region should cooperate with strong partnerships as well as open connectivity. Therefore, all the countries should participate in the project not as helpers, but as partners to create and share value through regional cooperation.

This study offers a conceptual framework reflecting relationships among nature-based antecedents of community participation in an ecotourism destination en route to achieving quality of life of the local community. The study also examines the moderating role of political instability and government policy in ensuring community participation and attaining quality of life, respectivelyData were collected through a structured survey from 449 local community members of Sundarbans, Bangladesh, which were analysed using SmartPLS-based structural equation modeling. Results revealed that community participation depends on natural attraction and motivation of the people to be involved with ecotourism activities. Such participation is found to influence quality of life of the community people. The results show support for significant moderating effects of political instability and government policy on the relationship between (a) ecotourism motivation and community participation and (b) community participation and quality of life, respectively. The findings offer significant theoretical and practical implications.
