The regional labor market reflects the socio-economic development of the region. Its balance is an important component of the region's economic development. The effectiveness of the labor market depends on the income of employees and the stability of the company. The regional labor market shows the main trends in the dynamics of employment in the region, its main structures, labor mobility, and unemployment. In modern conditions, the labor market significantly increases the need for qualified specialists. Labor quality issues remain an unsolved problem not only for many companies, but also for entire regions. The current development of human resources does not correspond to the structural model of regional development of the labor market. This circumstance actualizes the problem of labor market modernization, which requires an analysis of the state of the labor market. The study of the topic on the example of a particular region is due to the need to study the problems of the labor market, taking into account the specific conditions and features of the region's functioning, since without them it is impossible to form an effective policy for regulating the labor market. This article examines the trends in the development of the labor market in the Karaganda region. The analysis showed that a number of negative factors affect the development of the labor market in the region. Positive trends in the labour market development of Karaganda region are revealed, recommendations aimed at preventing negative phenomena in the regional labor market are proposed.

The article examines the main problems of the growth of productive employment at the level of the country and region. In particular, the tendency of regional differences in the structure of employment and the dynamics of wages was revealed. The main factors that prevent young people from taking a position in society adequate to the modern type of economic development are analyzed. In the Republic of Mordovia, data have been investigated that make it possible to judge the low attractiveness of the region's employment for young people, which contributes to the outflow of the most qualified personnel to other regions. Certain recommendations are proposed in the field of increasing employment, including the development of nonstandard forms of employment.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.

Employment impacts, from a proposed solvent-refined coal plant, are examined by use of an adjustment model which departs from the more conventional export-base and input—output approaches. Adjustments in the regional labor-market are outlined through the use of a Markov-chain model of job vacancy transfers. Adjustments, in response to labor-demand shocks generated by the projects, are specified for disequilibrium gaps in the open labor market, with in-migration of workers absorbing job vacancies. Empirical estimates of key parameters are derived from previous studies of impacts in order to make a preliminary simulation of the system. Implications for an area in West Virginia designated as a regional labor-market are discussed.

The article deals with educational and qualificational features and disproportions of the regional labor market. The authors reveal and summarize the features of structural and dynamic characteristics of the labor market in an industrial region (Zaporizhzhya region), and professional and sectoral structure of the employed and unemployed population. The disproportionality between regional distribution of vocational education and demand for skilled labor is considered in the context of the uneven distribution of employees by professions and economic activities, which led to distortions in the quantitative and qualitative structure of the labor market and further aggravated the mismatch between the level of labor's skills and the needs of employers at the regional level. The paper substantiates the conclusion about the autonomy of the trajectories of vocational education development in the region and the labor market of worker professions, which shows up in the excessive qualification of the employed population in the region. Based on the results of analytical calculations, the authors identified and fully characterized the professional "core" of the Zaporizhzhya region, which covers no less than 80% of all employed in the worker professions and identified, in its structure, the most wide spread professions in the region. The comparative characteristic of the professional "core" with the need of employers and their salary offers allowed to identify the bottlenecks of the occupational structure of employment in the region. Since the training of workers in accordance with the policy of decentralization is a prerogative of local authorities, it is at the regional level that workers should be trained to ensure the replenishment of a professional "core". The authors prove that the system of worker training in Zaporizhzhya region is not able to bring the training of skilled workers in line with the needs of the labor market. It is the social dialogue with all stakeholders in the region that acquires particular importance for the modernization of the content of educational policy.

The example of Tashkent region classifies an effective method of effective management of the labor market based on the creation of cluster structures in the mecha market. In modern conditions of transformation of the region’s economy and its digitalization as a result of the development of new technologies, global changes are taking place in the field of employment. The article indicates that the COVID-19 pandemic has been a catalyst for global changes in employment and the use of educational technologies. The problem of training and retraining of personnel looks especially urgent. The purpose of such a process should be to improve the adequacy of the qualities of the labor force to the requirements of the labor market. Educational activity is considered as one of the ways to overcome the problems in the field of employment of the population of the region, statistical data are provided, a variety of forms and methods of teaching that are possible for use in modern conditions are considered. Special attention is paid to the development of the professional potential of regional enterprises in conjunction with the choice of the type of training. The article proves that in modern conditions it is necessary to move from the management of functional subsystems in business to management using a competency-based approach. A detailed analysis of the competence-based paradigm of training in the context of regional needs of the labor market is given.
