The purpose of the article is to consider the organization of the information system of the innovative potential of enterprises. The management of innovative potential of the country is a research, development, and use of the innovative potential of each enterprise, which aims to maximize the synergistic effect of their development, meeting the objectives of the state's innovation policy. In the article, the authors have developed an information system for monitoring the level of innovation potential of the country as a system of parameters of a web service necessary for data processing, implementing the methodology for calculating the main indicators of the level of innovation potential at the macro and micro levels in the online mode. In this paper, the authors give practical recommendations for the functioning of this information system for monitoring innovation potential at the country level. The advantage of the information system is the possibility of using the method developed by the authors of the integrated assessment of the level of innovative potential of the enterprise and updating the data obtained. The mechanism of information support for monitoring the innovative potential of enterprises is formed on the basis of the data of the Passport of Innovative Development. The structure of the Passport and its content are designed to form an information base for monitoring the innovation potential in the strategic planning system of the enterprise.

Важным аспектом в современной политике управления инновационной деятельностью в регионах является система информационного обеспечения и мониторинга исполнения ключевых индикаторов эффективности, характеризующих инновационный потенциал и развитие инновационных процессов в регионах Российской Федерации, на основе которых строятся прогнозные оценки и разрабатываются новые механизмы инновационного развития. Научная статья посвящена анализу инновационного развития на мировом уровне и оценке положения (рейтинговая) России с точки зрения инновационной составляющей. Также представлены результаты рейтинговая эффективности инновационной деятельности в субъектах Российской Федерации и анализ качества инновационных политик регионов, входящих в Приволжский федеральный округ. Автором статьи предложены основные направления и даны рекомендации по повышению инновационного развития на региональном уровне и трансформации системы государственного регулирования инновационной политики в аспекте систематизации ключевых индикаторов эффективности инновационной деятельности и инновационной активности предприятий и компаний регионов и на их основе прогнозирования инновационного развития, а также организации системы мониторинга исполнения инновационной политики в регионах. An important aspect in the modern policy of innovation management in the regions is the system of information support and monitoring of the implementation of key performance indicators characterizing the innovation potential and development of innovation processes in the regions of the Russian Federation, on the basis of which predictive estimates are built and new mechanisms of innovative development are developed. The scientific article is devoted to the analysis of innovative development at the world level and the assessment of the position (rating) of Russia in terms of the innovation component. Also presented are the results of the rating efficiency of innovation in the constituent entities of the Russian Federation and the analysis of the quality of innovation policies of the regions included in the Volga Federal District. The author of the article proposes the main directions and gives recommendations for increasing innovative development at the regional level and transforming the system of state regulation of innovation policy in the aspect of systematizing key indicators of the effectiveness of innovation and innovative activity of enterprises and companies in the regions and, on their basis, predicting innovative development, as well as organizing a monitoring system implementation of innovation policy in the regions.

В данной статье рассматривается проблема планирования проведения консультационных дополнительных занятий со студентами вуза. Основным фактором, определяющим необходимость разработки автоматизированной информационной системы, является отсутствие на рынке программного обеспечения, позволяющего использовать его в качестве решения проблемы. В публикации приведен тщательный и детальный анализ: рассматриваемой проблемы организации занятий существующих автоматизированных систем по составлению расписаний программного обеспечения, необходимого для разработки системы, а также средств обеспечения информационной безопасности. В результате анализа предложена автоматизированная информационная система планирования проведения дополнительных занятий со студентами вуза, которая позволит студенту в электронном режиме произвести запись на консультацию, а также отслеживать динамику изменения в графике учебного процесса, что повысит качество подготовки студентов. This article discusses the problem of planning additional consultative classes with university students. The main factor determining the need to develop an automated information system is the lack of software on the market that allows it to be used as a solution to the problem. The publication provides a thorough and detailed analysis of: the issue of the organization of classes existing automated scheduling systems software necessary for the development of the system, as well as information security tools. As a result of the analysis, an automated information system was proposed for planning additional classes with university students, which will allow the student to electronically record a consultation, as well as track the dynamics of changes in the schedule of the educational process, which will improve the quality of students preparation.

The article is devoted to the topic of Ukraine’s readiness for innovations in industry 4.0. The article also discusses the concept of the 4th industrial revolution. The proposed methodology for assessing readiness for innovations is based on the annual ranking of The Global Innovation Index of Cornell University, the French Business School and Research Institute (INSEAD), the World Intellectual Property Organization (WIPO) and official EU statistics. An analysis was carried out of Ukraine’s readiness for innovation in comparison with EU countries in the area of "The Conditions for Creating Innovative Potential, Level of Innovation Potential, Conditions for Realization of Innovative Potential, Realization of Innovative Potential". A cluster analysis of countries regarding the level of preparedness for innovation based on the indicators was also made. The strengths and weaknesses of Ukraine as an innovative country are highlighted, practical recommendations are also given for improving the level of innovative development in the country.

The concept of innovation potential is one of the key concepts of the categorical apparatus of innovation research and is a key factor of economic growth, but in modern legal and economic literature and current national legislation there is no clear definition of its concept, structure and powers of certain government agencies to ensure its development. The effectiveness of innovation directly depends on a certain innovation potential, which in its structure is a system of interrelated factors and resources that ensure effective innovation. Рассматривается необходимость разработки специализированной геоинформационной системы для отрасли охотничьего хозяйства. Указаны основные принципы проектирования и разработки приложения. Определены необходимые требования к проектируемой ГИС и задачи, которые способна решать система. Проведено описание организационной структуры геоинформационной системы и функции, подлежащие визуализации. Составлено схемотехнические решение и визуализация графического интерфейса взаимодействия пользователя с системой. В соответствии со Стратегией развития охотничьего хозяйства РФ до 2030 года, требуется повышать программно-информационное обеспечение охотпользователей. Обоснованием разработки является отсутствие единой системы сбора, хранения и систематизации данных о состоянии охотхозяйств, численности популяций и проведении необходимых мероприятий. Разработка специальной ГИС способна обеспечить поддержку в системе принятия решений человеком в интересах управления территориями охотхозяйств. Разработка продуманного интерактивного интерфейса позволит вывести ГИС на наиболее качественный уровень взаимодействия. Общеизвестно, что пространственные данные являются основой информационного обеспечения геоинформационных систем, в том числе локальных ГИС. Для непрерывного обновления геоданных требуется своевременная актуализация информации на сервере, в которой данная система развернута. Поэтому в качестве технологической основы выбрано проектирование именно веб-приложения, работающего через предустановленный браузер пользователя. Реализация функций данной ГИС, продуманный человеко-машинный интерфейс, включенный в ее состав, позволит использовать данную систему не только охотпользователям, но и заинтересованным специалистам в смежных отраслях: лесное хозяйство, картография, геоинформатика, зоогегография, охотоведение. Разработанная система может использоваться в учебном процессе при подготовке студентов по различным направлениям в высших образовательных учреждениях. In accordance with the strategy of development of the hunting industry of the Russian Federation until 2030, it is required to increase the software and information support for hunting users. The basis for development is the lack of a unified system of collection, storage and systematization of data on the state of hunting, population and carry out the necessary measures. The development of a special GIS is able to provide support in the system of decision-making by a person in the interests of managing the territories of hunting farms. The development of a thoughtful interactive interface will bring the GIS to the most high-quality level of interaction. It is well known that the spatial data are the basis for information support of geographic information systems, including local GIS. For continuous updates of the geodata requires a timely update information on the server in which the system is deployed. Therefore, as the technological base of the selected design it is the web application running through a preset user's browser. The implementation of the functions of this GIS, intelligent man-machine interface, included in its composition, will allow you to use this system not only hunters, but also to interested professionals in related industries, forestry, cartography, geoinformatics, zoogeography, and hunting. The developed system can be used in educational process for training students in various areas in higher educational institutions.

AbstractMany studies raise doubts about the effectiveness of the institutions, programmes and instruments that shape the Chinese national innovation system. This article scrutinizes central–local interactions in the national Torch Programme that has governed a large group of high-technology zones since 1988. The Torch Programme's procedural practices challenge widely shared assumptions about the dirigiste character of Chinese innovation policy. It combines centralized definition of programme objectives with extensive local implementation experiments. As three case studies demonstrate, bottom-up policy innovations are effectively fed back into national programme adjustments and into horizontal policy diffusion. The array of organizational patterns and promotional instruments that emerges from competitive “experimentation under the shadow of hierarchy” (ESH) goes way beyond what could have been initiated from top down. We hypothesize that the procedural strengths displayed in the Torch Programme may provide better indicators of future innovative potential in China's high-technology zones than retrospective statistical indices and benchmarks that are derived from OECD experience.

In article the structure of innovative capacity of the medical organization is considered, features of the increase in innovative capacity of the medical organizations are revealed, methods and approaches of the increase in innovative potential are systematized. Having studied the existing approaches and methods of assessment and increase in innovative capacity of the medical organizations, the author reveals the most effective ones for practical application and also offers some methodical and practical recommendations for the increase in innovative capacity of the medical organizations. That is pointed out, that in turn the increase in innovative capacity will allow the medical organizations to provide the Municipal Healthcare System as whole with sustainable development.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.
