The problems of adaptation and integration of ethnic migrants into the Russian society become more and more acute, due to the intensification of migration processes in the modern world and the involvement of the Russian Federation in them. Nearly 38 million children participate in the international migration, and many of them meet difficulties with the access to qualitative education, and have to pass through an enduring and tricky way of linguistic, cultural, social and psychological adaptation. The structure of conventional cultural and communicative, natural and geographical contacts, interactions of a child with his family and relatives is destroying, a child is stressed and experiences the crisis of identity, has to rethink and reinvent values and social regulations. The listed problems contribute to the increase of social disadaptation of ethnic migrants’ children; generate the situation of their potential failure in the future. Inside the society, accepting migrants, these problems complicate the structure of interethnic relations and links, and sometimes it becomes a ground for inter-ethnic tension. In the Russian Federation, the problem of adaptation of children from the families of ethnic migrants also becomes quite urgent, especially in the sphere of education. The author of the article has been researching this theme during the latest 20 years, and in 2019–2020 this research is made in the frames of the project “Integration of the children of ethnic migrants’ families via education: the methodical and consultative support of schools and kindergartens in the regions of the Russian Federation”, where 32 educational organizations in ten regions participate. The article illustrates a series of problems connected with the adaptation of migrant children, using the materials of the research made in the Ryazan’ and Kaluga regions. These children are mostly migrants of one-and-a-half or the second generation, and their families came to Russia from Kyrgyzstan, Uzbekistan, Azerbaijan and Tajikistan. Several paragraphs refer to the problems of adaptation to school of the Gypsy children. Basing on the results of the analysis, the author names main restrictions that prevent schools from the organization of intensive work aimed at linguistic, social and cultural adaptation of ethnic migrants’ children. She also defines main problems restraining the integration of the children from ethnic migrants’ families into the Russian educational environment and Russian society.

Due to the intensification of migration processes in the modern world and the Russian Federation’ participation in them the problem of adaptation and integration of ethnic migrants in the Russian society becomes more pressing.Nearly 36 million of school age children grow in the families of international migrants, and this number continues to grow. Education of such children is an important strategic priority and investment into the future of the whole world. In the Russian Federation the problem of the adaptation of children from migrants’ families also becomes more and more relevant, especially in the sphere of education. In order to attract migrant children to Russian historic and cultural heritage, their mastering of rules in Russian society and learning Russian language it is essential to use the resources of educational system. In this article several technologies of linguistic, social and cultural adaptation of migrant families’ children,basing on Russian and foreign experience. The author also analyzes the possibility to use best practices of the foreign countries and Russian regions in this field.

The socially dangerous situation of minors is one of the most acute and at the same time difficult to solve problems of modern society. In different forms, it takes place in almost all countries of the modern world. The Russian Federation is no exception. The significant economic stratification of Russian society, the growing social inequality, the constant increase in the number of citizens living below the poverty line and a number of other equally important factors create conditions for an increase in the number of minors in a socially dangerous situation. The system of prevention of neglect and juvenile delinquency carries out measures for monitoring, accounting, preventive work with the designated social group. The emphasis is on the socio-economic and socio-psychological consequences of the socially dangerous situation of minors. The socio-political aspects of the socially dangerous situation of minors are hardly taken into account. The article is devoted to the study of the socially dangerous situation of minors through the prism of modern challenges to the national security of Russia. The article examines the reasons for the formation of a socially dangerous situation of minors. The possible consequences of a further increase in the number of minors in a socially dangerous situation were identified and described in relation to public and State institutions. The article identifies the challenges to the national security of modern Russia, which may come from the social environment of minors in a socially dangerous situation. New mechanisms of ensuring national security of modern Russia, taking into account the interests of minors in socially dangerous situation, are conceptualized. The empirical base of the article is the data of the system of prevention of neglect and juvenile delinquency (2017-2018), data of indices of social and economic development of the subjects of the Russian Federation (for the same period of time). The methodological basis of the article is the author's approach, which implies a combination of the theoretical foundations of the system of prevention of neglect and juvenile delinquency with the conceptual provisions of the theory of national security.

The problems of interethnic relations in the Russian Federation, causes and possible solutions and preventing conflicts are discussed. It is proved that in the sphere of international relations Russian legislation does not fully take into account the needs of society by strengthening civil unity, by reducing interethnic tensions. The main directions of this problem and possible ways to resolve them are identified; an analysis of the state strategy is carried out. Some recommendations on improvement of migrants and their children´s adaptation period are made. Particular attention is paid to the adaptation and integration of migrants into Russian society, as well as gaps in the labor legislation affecting the use of foreign labor, protection of the rights of foreign workers, responsibilities and obligations for employers.

Introduction. The priority for the development of Russian society is the strengthening of Russian statehood. The strategic purpose defining the policy of successful functioning and development of the state becomes the preservation of the Russian people as a single holistic entity. The main condition for achieving the unification of multi-ethnic and multi-religious Russian society is the formation of Russian identity. At the same time, there is a need to solve the discussion question of the relationship between Russian identity and human identity, including whether Russian identity is nationality or citizenship. The purpose of the article is to examine the structure of public-civic identity as a social setup; In determining and analyzing mechanisms and methods of forming the value basis of Russian identity, its cognitive, emotional and behavioural components in terms of activity and cultural and historical approaches. Materials and Methods. Cultural-historical, activity and humanistic approaches, normative-value concept of social action and theory of social setting were used as theoretical and methodological basis for research of aspects of phomization of spiritual and moral basis of Russian identity. Results. To characterize the identity of citizens of the Russian Federation (Russian citizens), we use the concept of “Russian civil identity”. To characterize Russian nationality (Russians), we use the concept of “Russian civil identity”. This makes it possible to distinguish between “Russian civil identity” and “Russian national identity”. In the English-language version, these concepts are marked the same (Russian identity). Russian civil identity is considered as a social establishment of a citizen of the Russian Federation, the formation of which takes place through the formation of its components: cognitive, emotional and behavioural in social-useful and socio-cultural activities. The mechanism for forming the value basis of Russian identity is the process of interiorization by the person of spiritual and moral values in the course of education and self-education during immersion in social-useful and socio-cultural activities. Personality interiorization of the value basis of Russian identity occurs by transferring cultural code from generation to generation using an information method (cognitive mechanism); Emotional infection and identification with behavioral models of reference groups as a result of participation in socially useful and socio-cultural activities (emotional and behavioural mechanisms). Discussion and Conclusions. In the rapidly changing modern world, the role of public-civil identity as a factor consolidating society and strengthening statehood has increased. Since the State is a social institution created by citizens of the country in a single territory to ensure the State administration of the life of society, it is important to form a State-civil identity as the State is perceived by its citizens. In order to form and strengthen civil identity, the State needs, on the one hand, to create conditions for the population of the country to form a positive image of the State as a collective entity with spiritual and moral values as a priority. On the other hand, to create appropriate conditions for successful interiorization by the person of the value basis of Russian identity. Cognitive, emotional and behavioural self-identification of an individual with norms and values of a certain sociocultural environment, its cultural and spiritual code creates a single line of development of the country and its people.

One of the negative phenomena of the modern world are attempts to falsify history and the results of the Second World War, 1939-1945., is an important component of the ideological confrontation in the information space of neoliberal forces of Russian society with patriotic and non-violent, is a tool for achieving geopolitical goals of a number of states. United States, European Union and Ukraine tend to distort the results of the Second World War to remove the history of the Great Patriotic War, the feat of the Soviet people, who saved the world from fascism, and the Soviet Union (Russian Federation), together with Nazi Germany put in the dock of history, accusing all the troubles of the XX century. At the same time attempts to rehabilitate fascism and substitution postwar realities lead to the destruction of the entire system of contemporary international relations and, as a consequence, to the intensification of the struggle for the redivision of the world, including military measures. China is actively implementing the historiography of the statement that World War II began June 7, 1937 and is linked to an open aggression of Japan against China. Given these circumstances, the Military Doctrine of the Russian Federation noted that the trend of displacement of military dangers and military threats in the information space and the inner sphere of the Russian Federation. The main internal risks attributable activity information impact on the population, especially young citizens of the country, which has the aim of undermining the historical, spiritual and patriotic traditions in the field of defense of the Fatherland.

  The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.

The Constitution, as the main universal and comprehensive legal document, establishes fundamental principles and defines the legal basis for development of public and state life in all politically significant spheres, serves as a guarantor of legitimacy and order, gives a boost to the development of society. The special political and legal nature of the constitution, the issues of its operation and the mechanism of its implementation are of great importance. In accordance to the authors’ approach, the mechanism of implementation of the Constitution of the Russian Federation includes the following components: 1) entry of the constitution into legal force; 2) its functions; 3) constitutional algorithm of unity and differentiation of public authority; 4) forms of implementation; 5) ways of implementation; 6) subjects of implementation; 7) objects of implementation; 8) institutions for modernization; 9) guarantees of implementation. The authors conclude that the modern scientific ideas of a rational mechanism of implementation of the Constitution of the Russian Federation contribute to solving the issues of economic and cultural development of the Russian society, help creating favorable conditions for proper law enforcement, strengthening legitimacy and order.

The Federal Compulsory Medical Insurance Fund created the system of a monitoring of medical aid provided for the oncology patients, which allows realizing control over execution of the treatment guidelines on every stage. Changes been made in the governing documents, aimed at development of patient-specific records of provided medical aid at suspicion on the malignant tumors or in proven case of the malignant tumors. The article presents the data on control and expert activities demonstrating positive results of that work.

In This paper is dedicated to the examination of one of the most relevant and significant problems of Russian society – illegal trafficking of items and materials, carried out using mass media andinformation and telecommunication networks. Top officials of the state raise the issue of the importance of special control in this area by law enforcement agencies. Despite this attention, comprehensive study on the criminal-legal significance of the use of mass media and information and telecommunication networks in illegal trafficking has not been yet undertaken in the frame of criminal law of Russia. The author examines the concept of «illegal traffic», analyses the texts of the articles of the criminal code of the Russian Federation, which explicitly criminalize illicit trafficking. The author makes a conclusion about the reasonableness of making changes to certain articles of the criminal code of the Russian Federation, in regard to the part concerning establishing stricter penalties for committing socially dangerous acts using mass media and information and telecommunication networks.
