The aim or the article is to concretize the concept of "strategic effect" within the framework of the project approach, which can be interpreted as the result of public project management. The research methodology of the public project management in Russian regions is presented on the base of the correlation analysis for the evaluation of the project management strategic effect. Authors believe that it is necessary to add additional components to the methodology for the formation of program budgets: the reflection of project forms of social interaction between the state and civil society. This proposal allows giving a more realistic assessment of the strategic effect of social partnership in negative conditions.

The authors explore the implementation of project management as a result of administrative reforms realization in modern states. This approach is based on the «New Public Management» paradigm. The authors propose an explanatory model of project management in the public sector, presented in the characteristics of providing types of practices (analytical, organizational and management, communication and documentation). The cases of project management in Canada, Great Britain, Norway described in the article led to the conclusion that the successful practices of project approach cause a qualitative transformation of public administration system. The preliminary outcomes of the project management experience in Russian public sector are estimated in the worldwide context. It is proved that human capital becomes the system-forming resource that develops an ecosystem of public management (in spite of its institutional flexibility in modern states and their regions) and provides its efficiency.

The research is based on the methods of analysis and generalization of modern scientific literature on project management methods. The concept of the methodological approach is considered, the main methodological approaches to the state management of regional projects and the features of each of the approaches are investigated. Definitions of methodological approaches to public project management in the region are proposed. The advantages and disadvantages of each approach are identified. Conclusions are drawn: only a set of methodological approaches is able to ensure high-quality and effective implementation of state project activities; the application of the project approach to the management of government bodies and the commercial sector differs significantly.

Project approach in enterprise management is an important aspect in the company s performance which allows maintaining the company's leadership position in its field of activity. In this regard, the corporate project management system is an effective tool for managing the company's activities. The paper presents a possible typology of organizational projects, defines the place of project management in the strategic process of the organization. The classification of projects by main areas of activity is given. The problems of the project management system are considered and measures are developed to eliminate counteractions when implementing a corporate project management system.

Reflection about the role of community engagement and corporate social investment in Brazil, associated with the presence of a large economic enterprise, is the major stimulus of this chapter. It seeks to present how cross-sector governance can contribute to the social development of a city and how this process can be led by a partnership comprising a corporate foundation, government, and civil society. The concept of the public–private social partnership (PPSP) is explored: a strategy for building a series of inter-sectoral alliances aimed at promoting the sustainable development of territories where the company has large-scale enterprises, through joint efforts towards integrated long-term strategic planning, around a common agenda. To this end, the case of Canaã dos Carajás is introduced, a municipality in the State of Pará, in the Amazon region, where large-scale mining investment is being carried out by the mining company Vale SA.

The study of various management concepts at the present stage of economic development contributes to improving the efficiency of activities in various areas through intensive development. As a result, in each economic entity, the issue of applying not only advanced production technologies but also management approaches becomes relevant. At the moment, a significant number of management concepts have been developed and actively used. Still, project management can be considered the universal one, as it helps implement the set goals in conditions of resource constraints. The degree of effectiveness of the project approach to management is largely determined by the ability of an economic entity’s accounting and analytical system to form the necessary information base. Scientific and practical interest is a study aimed at creating elements of the information field for making effective management decisions in the context of the project approach to management, which is the purpose of the work. The result should be considered a set of distinctive features of project management in setting and maintaining management accounting in an economic entity.

In the article, the authors analyzed the literary sources of Russian and foreign authors engaged in research of project management methods in solving problems of ensuring economic security. The aim of the study is to consider the possibility of applying the project approach in managing economic security at the meso-level based on the analysis of scientific publications by Russian and foreign scientists on this topic. Research methods: information search, systematization, logical, system and content analysis. The authors identify 5 approaches to project management while ensuring economic security in modern Russian and foreign scientific research. In conclusion, it is concluded that it is necessary to introduce project risk management at the level of regional administrations with a positive cost-benefit ratio, that is, ensuring an acceptable level of economic security.

A vast array of knowledge has been accumulated on the effect of service quality on customer satisfaction, particularly with a large number of studies over the past few years. However, the effect of service quality on satisfaction of service recipients in Divisional Secretariats in the Public Sector is relatively an unattended area by researchers. Hence, this study was carried out to evaluate the effect of service quality on satisfaction of service recipients of divisional secretariats. This particular organization was selected for the study as it is considered to be the most significant service provider in terms of statutory, social, economic and development in the country. A questionnaire survey and personal interviews were conducted to collect data by using the purposive sampling method. A modified questionnaire was prepared based on SERVQUAL instruments with two additional questions. A sample of 520 service recipients from 13 Divisional Secretariats in Colombo was drawn and it was represented by 40 from each division. Correlation analysis and multiple regression analysis were used to examine the relative impact of the service quality on satisfaction of service recipients. The study revealed that all the service quality attributes positively related to satisfaction of the service recipients. The findings of the study show that satisfaction of service recipients in terms of service quality has not met the expected level, which a divisional secretariat is deemed to provide for.

Purpose Early contractor involvement (ECI) faces many barriers when it is implemented in public procurement, given that it is different from traditional business practices. Primarily, public owners face a major challenge, as they should treat all bidders equally. The purpose of this paper is to explore suitable ECI approaches that public owners could use. Design/methodology/approach In addition to a literature and document study, 14 semi-structured in-depth interviews with key personnel from 11 cases selected from Norwegian public bridge projects were carried out. Findings In all, 23 unique approaches of ECI were identified during this research (16 from literature and 7 new from case projects). The findings provide a new direction to ECI through introducing new approaches of ECI from the case projects. Originality/value This paper for the first time presents several alternatives of ECI approaches for public owners with the intention of illustrating ECI is actually possible in the public project procurement. Furthermore, it presents for the first time success factors of ECI with the intention of increasing the understanding of ECI concept from a public procurement perspective.
