The article is devoted to the still unresearched problem of modern didactic theory (within the framework of professional, military and professional aviation pedagogy) - the system of ensuring the quality of ground training of future tactical aviation pilots in the institution of Higher Military Education (SVVO) of Ukraine. Since the current system of training cadetsmilitary pilots in the Russian military educational institution is essentially a post-Soviet pedagogical relic, which has its roots in the morally outdated Soviet method of flight training, a systematic search for the latest alternative seems relevant and timely. Comprehensive author's research of the last five years on the problem of professional training of future tactical aviation pilots, as well as personal experience and observations of the author, allow us to confidently state that the theory of this problem clearly requires a thorough revision and addition of the pedagogical component. The most significant gap, according to the author, is the lack of a complete modern pedagogical system for ensuring the quality of professional training of future military aviation specialists in terms of ground training. The latter plays no less important role in all training than direct flight training in the sky. At the same time, ignoring the didactic features and propeidic function of ground training in the SVVO often leads to insufficient technical, physical, psychological, and most importantly competent readiness of cadets for flight training. The author has developed his own pedagogical system for ensuring the quality of ground training for future tactical aviation pilots, which is currently being tested experimentally on the basis of the Ivan Kozhedub Kharkiv National Air Force University (Ukraine) and offers a structural and functional model of its implementation. The leader of organization, his competence and the policies he pursues with regard to the management of the organization play an important role in the achievement of the goals of any institution, including educational. The leader has a direct influence on the performance of employees in order to achieve the goals of the organization. In the Ministry of the Interior, however, the officials responsible for achieving the goals of educational institution are appointed in the interest of the service.The aim of the research is to determine the impact of the transfer of officials in the interests of the service on the achievement of educational objectives in the professional training of border guards.The study was conducted in the State Border Guard College using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. As a result of the study the author brought forward conclusions that the biggest threats to the quality of education and to the achievement of the goals of educational institution in the system of the Ministry of the Interior is transfer of  official in the interests of the service ignoring their competence in educational knowledge’s. To avoid threats to the quality of education, proposals were developed.

A lecturer at a university has the obligation to perform tri dharma college. One of the tri dharma is research. Research activities is a very important thing to be managed properly. Good management can improve the quality of the lecturer career that will have an impact on the quality of STMIK STIKOM Indonesia (STIKI) as an educational institution. This research has been through various stages, ranging from business process analysis, design until the implementation of the system. Based on the analysis of business processes in the current system found various problems. The main problem is on the process of research recapitulation. The running of manual system could be caused human error and generated inaccurate information and not real time. The system is designed using a structured design models starting from document flow diagrams, system flow diagrams, data flow diagrams until the entity relationship diagram. The bulit system has ranging features from master data management, management of research proposals until the management of the research report. All of these management processes have been designed to run systematically that could be minimized the error rate due to human error.

The development and implementation of models for determining the quality of professional training of future specialists remain significant problems for pedagogical science and practice. The relevance of the study confirms the fact that the change in requirements for training requires finding new approaches to quality management of the educational process of the university and all-round quality of the study. This raises the question of what performance is characterized by the quality of training, and how they can be measured in the educational process. To effectively solve the problem of quality of educational process management has been developed and multifactor mathematical model of quality tested experimentally. Using this model, it is possible to scientifically determine the parameters that influence the quality as much as possible, rank the parameters by the "strength of their influence" on the quality and predict the dependence of the quality change on the change in its parameters by 1%. Interpretation of parameters has been solved with the help of «Diagnostic Center» author's computing environment, diagnostic tests and the grading scale. The developed mathematical model can be built for any educational institution, for various specialties, the influence of external and internal factors. The accuracy of the model building will be the higher, the greater the statistical data used in the conclusion of multivariate equations. To confirm the effectiveness of our proposed innovative methodology for diagnosing the levels of quality parameters, a pedagogical experiment was conducted. The results obtained in the process of the pedagogical experiment give grounds to assert that the developed methodology for comprehensive quality diagnosis using the author's computer environment “Diagnostic Center” gave a positive result and helped to increase the quality levels of training of future specialists.

Professional development is one of the types of professional training for University teachers to develop their level of theoretical knowledge and competencies, improve practical skills and abilities that increase in accordance with the requirements of state educational standards for the quality of education in higher education institutions. This article attempts to review and analyze the current system of professional development in Russia, various approaches to its organization, technologies and forms. The combination of professional knowledge and information and communication technical skills is extremely important today for the professional and personal development of staff of higher educational institutions and improving the quality of training of students. Despite serious theoretical justification and diverse experience of professional development of teaching staff in universities, the current system, as practice has shown, is far behind the requirements of the time and needs urgent improvement, both in the content of courses of disciplines and in their practical implementation.

The desire of contemporary society to improve the quality of life through the organization of wider access to education for people with disabilities raises several issues concerning the conditions for organizing inclusive education. In the article based on theoretical analysis and practical experience in implementing five-year research and educational project in cooperation with the Moscow City University, the hypothesis is substantiated that using specially developed didactic materials, individual training of applicants according to an adapted curriculum, and adaptive teaching methods, it is possible to ensure successful foreign language training of a foreign language teacher for blind and visually impaired adults enrolled in the inclusive education in an undergraduate program. The purpose of the study is to find the possibilities of teaching a foreign language to totally blind adults studying in an inclusive educational environment of a higher educational institution with the subsequent successful implementation of their professional activities. The scientific novelty of the research is seen in the development and testing of a model of methodically substantiated professionally-focused educational trajectory of foreign language education for totally blind adults studying at the university. Using classical research methods, such as the study of scientific literature and accumulated methodological experience, trial training, observation, and questionnaires, the researchers came to conclusions about the feasibility and productivity of the proposed approach to teaching English to blind students in an inclusive environment, contributing to a more effective professional training of people with disabilities, improving their self-esteem, better adaptation to life, as well as professional and personal advancement of all participants in the educational process.

Conceptual and methodical problem of formation of modern manager professional qualification are considered. Analyzing the course of the process and the final results of the training, it was concluded that the requirements of stakeholders regarding the quality of train-ing are not enforced. The key factors that prevent the implementation of the latest models and approaches expected by the business environment to improve the level and quality of training in the transition of mankind to the sixth technological mode have been identified. Management as a science and management education is aimed at finding improved management models, and increase the adaptive capabilities of the organization, to form a motivational environment. The need to create a national model of training managers, provided the establishment of effective work of the relevant system of internal quality assurance at the level of educational institutions. The basis for such a system should be a number of appropriate procedures that meet European and national quality standards of higher educa-tion, namely: approval, monitoring and periodic review of educational programs, improving the quality of training of higher education, strengthening human resources, development of information and communication technologies management of the educational process, openness and transparency of public information about the activities of the educational institution, the creation of an effective system for combating violations of academic integrity at the university. An analysis of the reasons for the inconsistency of the level of training of young professionals with the requirements of the labor market and the need to introduce learning technologies focused on the deve-lopment of a competency-based approach, which is a way to achieve a new level of education. The expediency of using case methods, active and interactive forms of training, business and role-playing games, computer business simulations, economic games, various types of training for the introduction of modern market phenomena in the educational process is substantiated. It is proposed to introduce regular audit of their efficiency and automated quality management systems of education, to improve methodological, financial and leg-islative support for professional development of professional managers, to reduce the time of their adaptation to work in real conditions.Keywords: direction of training, management, professional skills and competencies, innovative training technologies, managerial personnel market, system of managers professional training. Розглянуто концептуальні і методичні проблеми формування професійної кваліфікації сучасного менеджера. Аналізуючи хід процесу й кінцеві результати підготовки, зроблено висновок, що вимоги стейкхолдерів щодо якості підготовки не виконуються. Визначено ключові чинники, що заважають упровадженню очікуваних бізнес-середовищем новітніх моделей і підходів до підвищення рівня й якості підготовки спеціалістів під час переходу людства до чергового, шостого, технологічного укладу. Управління як наука і менеджмент-освіта, спрямовується на пошук удосконалених моделей управління, на підвищення адаптивних можливостей організації, на формування мотиваційного середовища. Обґрунтовано необхідність створення національної моделі підготовки менеджерів за умови налагодження ефективної роботи відповідної системи внутрішнього забезпечення якості навчання на рівні закладу вищої освіти (ЗВО). Основою створення такої системи повинна стати низка відповідних процедур, які відповідають європейським і національним стандартам якості вищої освіти, а саме: розроблення, впровадження, моніторинг і періодичний перегляд освітніх програм, підвищення якості підготовки здобувачів вищої освіти, посилення кадрового потенціалу, розвиток інфокомунікаційних технологій, що забезпечать ефективність управління освітнім процесом, відкритість та прозорість публічності інформації про діяльність закладу освіти. Зроблено аналізування причин невідповідності рівня підготовки молодих спеціалістів вимогам ринку праці та необхідності впровадження технологій навчання, орієнтованих на розвиток компетентнісного підходу, який є способом досягнення нового рівня якості освіти. Обґрунтовано ефективність використання кейс-методів, активних та інтерактивних форм підготовки, ділових та рольових ігор, комп’ютерних бізнес-симуляцій, економічних ігор, різного виду тренінгів для інтродукції сучасних ринкових явищ у навчальний процес. Запропоновано з метою підвищення наукового та освітнього потенціалу ЗВО впровадити регулярний аудит їх ефективності та автоматизовані системи управління якістю освіти, удосконалювати методичне, фінансове та законодавче забезпечення підвищення кваліфікації фахових менеджерів, скорочення часу їх адаптації до роботи в реальних умовах.Ключові слова: напрям підготовки, менеджмент, професійні вміння та компетенції, інноваційні технології навчання, ринок управлінських кадрів, система професійної підготовки менеджерів.

Abstract.The study of the formation of adaptive competence of future pilots in the training process is relevant given the active integration of Ukrainian aviation into the world community, development of relations and increasing interoperability of Ukrainian military aviation with the NATO Air Forces, in accordance with the Military Doctrine of Ukraine and the Strategic defense bulletin, as well as the urgent need to use the rules of the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA) and the European Aviation Safety Agency (EASA), which cooperate with ICAO, when using the common airspace. Recently, civil and military aviation have been working closely together, and military pilots are increasingly involved in evacuating the population during emergencies abroad, multinational military exercises, etc. Pilots of civil and military aviation of Ukraine should adapt to the requirements of the new environment as soon as possible, and higher education institutions that train pilots should adjust the training process in accordance with the new requirements. The issue of adaptive competence in general and in particular, the adaptive competence of future pilots has not been sufficiently studied yet in the modern scientific literature and therefore needs further consideration. The article aims to define and characterize the basic concepts of formation of adaptive competence of future pilots in the process of their training, which will be followed by scientific substantiation, creation of structural-functional model of formation of adaptive competence of future pilots, and creation and approbation of author's technology at the educational institutions which train pilots.  The article considers and investigates the concepts of adaptation and its types; professional adaptation of the pilot; adaptability; competencies and competency; professional competency of the future pilot, its components and criteria of its formation; concepts and features of adaptive competency of future pilots. It also describes and characterizes the features of the future activities of pilots and certain requirements for the training of pilots in civil and military aviation. Topicality of the Paper is determined by the dynamic and considerable changes that influence the fulfilment of the State Border Guard professional activities which in turn impose additional requirements to the professional training of border guards. The quality of the State Border Guard work reflects in its implemented functions that also results from the proficiency and professionalism of the personnel. The aim of this Paper is to analyse the current system of border guards’ professional training, regulatory aspects as well as gathered statistical data regarding the issues of presented topics. Authors of the Paper bring forward several suggestions that in future could satisfy the central demands in the field of border guards` professional education and could be successfully implemented in the Basic concepts of the State Border Guard`s personnel training.
