Se realiza un análisis descriptivo de la gestión de la comunicación en las organizaciones deportivas náuticas en España desde los parámetros de las teorías estratégicas de la comunicación alineadas en la perspectiva relacional. El objetivo es doble: la realización de dicho análisis descriptivo en estas entidades y proporcionar un modelo de gestión de la comunicación válido para las mismas. Se toma como universo de estudio la totalidad de entidades náuticas deportivas inscritas en la Real Federación Española de Vela. La metodología supone la elaboración de un cuestionario como herramienta para el análisis. Los resultados muestran que no se lleva a cabo una planificación estratégica de la comunicación con respecto a sus públicos, una gestión anclada en modelos bidireccionales y pocos recursos humanos destinados a la planificación y gestión de la comunicación. En definitiva, este tipo de organización deportiva no se ha adaptado a las necesidades actuales. El artículo propone un modelo estratégico de gestión de la comunicación para este tipo de entidades.Abstract. A descriptive analysis of the management of communication in nautical sports organizations in Spain is carried out. This is done using the parameters of the strategic theories of communication aligned with the relational perspective. The objective is twofold: to carry out a descriptive analysis in these organisations, and to provide a valid communication management model for them. The population universe comprised all nautical sports entities registered in the Royal Spanish Sailing Federation. The methodology includes the development of a questionnaire as a tool for the analysis. The results show that there is no strategic planning of communications regarding targets, as well as their management is deeply rooted in bidirectional models. Moreover, few human resources are destined to the planning and management of communication. In conclusion, this type of sports organizations have not adapted to what their needs are nowadays. The article proposes a strategic communication management model for this type of entities.

The management model implemented in September 2014 in the justice department, favours the mobility of bailiffs, highlighting its potential of this factor in the flexible management intended for the entire judicial system. This article performs a brief reflexion about the association between the organizational management and the imperious human resources’ flexibility and mobility, through mobility instruments’ analyzes, of which the bailiffs are bounded, in the justice department. Analysing the legislation that supports the mobility and flexible management of bailiffs inherent to the new management model, we relate the concepts of management and mobility, which are essential for improved performance of the judicial organisation. Resumo O modelo de gestão implementado em Portugal no sector da justiça, em Setembro de 2014, privilegia a mobilidade dos oficiais de justiça, realçando as potencialidades deste factor na gestão flexível que se pretende para todo o sistema judicial. Este artigo efectua uma breve reflexão entre a associação existente entre gestão organizacional e a premente flexibilidade e mobilidade dos recursos humanos, analisando no sector da justiça os instrumentos de mobilidade a que estão sujeitos os oficiais de justiça. Examinando a legislação que suporta a mobilidade dos oficiais de justiça e a gestão flexível destes inerente ao novo modelo de gestão, relacionam-se os conceitos de gestão e mobilidade como essenciais para um melhor desempenho da organização judiciária.

En el presente documento se analizan las características de los entrenamientos de los deportistas de salvamento acuático, tales como los recursos humanos, materiales, condiciones de entrenamiento y control del mismo, así como la práctica de otro tipo de deportes. La muestra del estudio está referida a los deportistas de Salvamento Acuático Deportivo que participaron en el Campeonato Gallego de Aguas Cerradas en el año 2006. Dicha muestra asciende a un total de 73 deportistas, de los cuales el 43,84% (32) son mujeres y el 56,16% (41) son varones. El análisis estadístico de los datos se realizó a través del paquete informático SPSS 12.0 en el entorno Windows XP Profesional, llevándose a cabo un análisis descriptivo de los datos (frecuencias absolutas, medias, porcentajes, desviaciones,…). Entre los resultados más destacados podemos apreciar una formación adecuada de los entrenadores, así como una valoración aceptable en relación a las condiciones de sus entrenamientos (piscina, gimnasio, material específico y pulsímetros). Una mayor presencia de entrenamientos estratégicos y tácticos frente a otro tipo de entrenamientos. Entrenamientos en grupo con una frecuencia de entrenamiento físico casi diaria en sesiones de hora y media. Por otro lado, se encuentra un bajo porcentaje de simultaneidad con otras prácticas deportivas y una menor dedicación a éstas, con respecto al salvamento acuático deportivo.Abstract: TIn the present document are analyzed the characteristics of training of aquatic rescue sportspeople, as human resources, materials, training conditions and its control, as the practice of other kind of sports. The sample of the study is refered to sportspeople of Aquatic Sport Rescue that took part in the Campeonato Gallego de Aguas Cerradas in the year 2006. That sample rise to a total of 73 sportspeople, of which 43.84% (32) are women and 56.16% (41) are men. The statistical analysis of data was carried out through the software package SPSS 12.0 in the Windows XP Professional environment, and a descriptive analysis of data (absolute frequencies, averages, percentages, deviations...) was carried out. Among the most highlighted results can be seen a adequate training, as well as an acceptable assessment according to the conditions of coaching (swimming pool, gymnasium, specific material and pulsometers).

The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.

Una de las formas de agrupación dentro de los centros de altos estudios, para la gestión de los recursos humanos, que posibiliten el trabajo estratégico, sistémico, humano y eficiente lo constituyen las Facultades Universitarias. El análisis incursiona en algunas reflexiones teóricas sobre la gerencia universitaria por facultades en la actualidad, retomando publicaciones especializadas en dirección empresarial y educativa; así como la experiencia de las autoras en este desempeño. Concluye que la dirección universitaria tiene un valor metodológico significativo al establecer que ésta solo tiene sentido si se relaciona íntimamente y responde al objeto de estudio de la pedagogía, es decir al proceso de formación integral de las personas. ABSTRACT University Faculties constitute one of the ways of grouping within higher education centers for the management of human resources to make strategic, systemic, human and efficient work possible. This analysis involves some theoretical thoughts on university management held by faculties, retaking specialized publications in business and educational management, as well as the experience of more than four decades of the author of this paper. The analysis concludes that university direction has a significant methodological value and it establishes that it makes sense if it is closely related to the object if study of pedagogy, that is, to the people´s integral formation process. Brazilian research on the determining factors for the success of programs to teach reading indicates a need to view literature as an aesthetic object that will encourage children to appreciate books. This study proposes investigating teachers' concepts of literature, from the point of view of the children. Chat was used as a data collection mechanism, proposed between two groups of elementary school children and interviews with the teachers. The analysis of the chats followed the methodology of Franco (1997). This study indicates three key areas for winning a reading public: a) qualified human resources, with a clear concept of literature as an aesthetic phenomenon; b) methodological procedures that are coherent with this concept; c) a bibliographical archive that is aligned with this concept. Investigaciones brasileñas acerca de los factores determinantes para el éxito de programas de formación de lectores señalan la necesidad del empleo de la literatura como objeto estético para que el niño se aproxime al libro. Esta investigación se propuso estudiar las concepciones de los profesores acerca de la literatura a partir del punto de vista del lector infantil. Se utilizó el chat como mecanismo de recolección de datos, propuesto entre dos clases de la enseñanza fundamental, y entrevistas con las profesoras regentes. El análisis de los chats siguió la metodología de Franco (1997), evidenciando que los docentes no consideran al libro como un objeto estético que necesita ser disfrutado. Esta investigación señala tres ejes básicos para la conquista de un público lector: a) recursos humanos calificados con claridad acerca de la concepción de literatura como fenómeno estético; b) procedimientos metodológicos coherentes con esa concepción; c) acervo bibliográfico ajustado a esa concepción.

La formación de empleados públicos ha sido objeto de una atención marginal. El objeto de este estudio es analizar hasta qué punto la aprobación del EBEP y los instrumentos de innovación de la gestión de personas allí recogidos suponen realmente un cambio de paradigma en la manera de comprender la formación de empleados públicos. La política de formación de empleados públicos tiene un carácter transversal y tiene, asimismo, una naturaleza instrumental. El presente trabajo desarrolla un análisis integral de la formación en el marco del cambio de paradigma que representa el EBEP en la gestión de recursos humanos, poniendo en valor la importancia que la formación tiene para articular políticas selectivas, la carrera profesional o la evaluación del desempeño en el empleo público. Superar el actual «modelo agotado» de formación exige ver la misma como un deber o responsabilidad del empleado público. Enplegatu publikoen prestakuntza baztertu samar egon da. Lan honek, hain zuzen, aztertzen du noraino aldatuko ote duten paradigma, enplegatu publikoen prestakuntza ulertzeko moduan, Enplegatu Publikoaren Oinarrizko Estatutua onartzeak eta han jasotzen diren pertsonen kudeaketa berritzeko tresnek. Enplegatu publikoak prestatzeko politika zeharkakoa izateaz gain, instrumentala ere bada. Azterlan honetan oso-osoan aztertzen da enplegatu publikoen prestakuntza, aipatu estatutuak baliabideen kudeaketari dagokionez dakarren paradigma-aldaketaren ikuspegitik. The civil servants¿ training has been subject of marginal attention. The aim of this study is to analyzse to what extent the passing of the Basic Statute for the Civil Servants and the instruments of innovation for the personal administration therein do really imply a change in the paradigm of understanding the civil servants¿ training. The policy on the civil servant¿s training has a transversal character and also an instrumental nature. This present work develops an integral study on the training within the framework of the change of paradigm which entails the EBEP for the management of human resources, by enhacing the importance training has in order to articulate selection policies, the professional career or the evalutaion of the performance of the public employment. Overcoming the current «outdated model» of training calls for considering it as a duty or responsibility by the civil servant.

The paper aims to design and apply a Knowledge Management (KM) model within the context of a Higher Education (HE) institution in Mexico. The model is composed of six enablers: leadership, culture, structure, human resources, information technologies and measurement, which facilitate the processes of knowledge creation, storage, transfer and application. A 53-question survey applied to thirty-six (36) people allowed to evaluate the degree of development and implementation of knowledge enablers and processes. Objectivity, reliability and overall model fit were assessed.

Tax is a source of revenue to finance all State expenditures including expenditures for development and expenditure in improving the welfare and quality of Human Resources (HR). The tax contribution in funding State expenditures continues to increase and requires support in the form of raising public awareness to meet its tax obligations. This research was conducted in Manado City, where this study aims to examine the return of overpayment. The research method used is descriptive analysis research. Result of research indicate that KPP Pratama manado give good service for taxpayer individual who apply for restitution of amount of tax debt paid by public also must know that even if money have entered to treasury state if proved there is more pay then State treasury also willing to reverse or compensate for other types of taxes. The refund of the tax payment is a refund of tax overpayment that has been assumed is really a tax that is more paid.Keyword : Refund of overpayments, restitution, and compensation of individual taxpayers
