Corona Virus Disease-19 (COVID-19) in Indonesia has a bad impact on the country's economy, banking, even the survival of the Community / Worker. The purpose of this study is to examine and analyze the legal consequences of employers who terminate the employment of PKWT workers who are affected by COVID-19 and the Bank's policy to set aside credit agreements for debtors affected by the termination of employment. This study uses a normative juridical research method with a statute approach and a case approach. The results show that the government's efforts to maintain public safety and maintain economic stability, in the spread of COVID-19, can affect the performance and capacity of micro, small and medium business debtors, thus potentially disrupting banking performance and financial system stability which can affect economic growth. Therefore, to encourage optimization of the banking intermediation function, maintain financial system stability, and support economic growth, an economic stimulus policy is needed as a counter cylical effect of the spread of COVID-19.

AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Thus, the Perppu which has now become a law is contrary to the Constitution, so it must be canceled or declared invalid. Keywords: constitution; Covid-19; equality before the lawAbstrakTujuan penelitian, yaitu menawarkan kebaruan mengenai konstitualisme dari Peraturan Pemerintah Pengganti Undang-undang mengenai Covid-19 yang sekarang telah menjadi Undang-Undang. Seperti diketahui, Pemerintah mengeluarkan Peraturan Pemerintah Pengganti Undang-Undang Republik Indonesia Nomor 1 Tahun 2020 tentang Kebijakan Keuangan Negara Dan Stabilitas Sistem Keuangan Untuk Penanganan Pandemi Corona Virus Disease 2019 (COVID-19) Dan/Atau Dalam Rangka Menghadapi Ancaman Yang Membahayakan Perekonomian Nasional Dan/Atau Stabilitas Sistem Keuangan, pada tanggal 31 Maret 2020 (sekarang menjadi Undang-Undang Nomor 2 Tahun 2020, pada tanggal 18 Mei 2020).

To overcome the worst economic crisis caused by the Corona Virus Disease - 19 pandemics, the Government issued Perppu No.1 of 2020 which regulates the incorporation of the Financial System Stability Committee (KSSK). Whereas in the Perppu number 1 of 2020, it is stipulated that the KSSK cannot be sued or prosecuted criminally, and the decisions made by the KSSK are also not subject to the State Administrative Court. Which such regulation creates absolute legal immunity for KSSK.

This study will look at the government's policy of handling Covid-19 from a prophetic legal point of view based on three main pillars, namely humanization, liberation and transcendence. In this study, the authors use normative research by using the approach to legislation, the prophetic legal concept approach and the case approach. The results of the study show that the Covid-19 handling policy carried out by the government still contains inaccurate recipient data, the distribution of basic needs assistance is not carried out in stages from the Central Government to the Regional Government but is carried out simultaneously, there is a legal basis that opens space abuse of authority due to legal immunity for officials. Keywords: Policies, handling of covid-19, prophetic lawThe government has issued several legal products such as Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling the Corona Virus Disease 2019 (COVID-19) Pandemic and/ Or in the context of Facing Threats That Endanger the National Economy and/or Financial System Stability and Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions (PSBB) in the Context of Accelerating Handling of Corona Virus Disease 2019 (COVID-19). The government has also implemented PSBB and Physical Distancing policies, but these policies are not effective in breaking the chain of spread of COVID-19, it can be seen that the number of COVID-19 cases in Indonesia on January 28, 2021 has reached 1 million cases, the highest in Southeast Asia.

Abstract This study primarily seeks to evaluate the influence of financial system stability on economic growth in Nigeria from 1986 to 2016. Employing the use of Principal Component Analysis (PCA), this study constructs a Financial System Stability Index (FSSI) as measurement for financial stability. The indicators used in building the index capture three sectors of the Nigerian Financial System (NFS). The three sectors cover the banking sector, the capital market, the external sector and include a fourth component representing financial depth. The resulting index serves as a single qualitative measure for evaluating the level of stability in a nation’s financial system and proves capable of warning of an eminent financial crisis. Employing the use of four macroeconomic indicators, the index is then regressed against the Nigerian economic growth rate with an aim of discovering the short-run and long-run dynamics existing between both variables. The granger causality test, Johansson Co-integration test and Vector Error Correction Model (VECM) are the estimation techniques employed in achieving the objectives of this research. The granger causality test revealed a uni-directional causality between financial stability and economic growth in Nigeria. The Johansson Co-integration test showed that long-run co-integration relationship exists between financial stability and economic growth. Finally, the VECM results find that financial stability displays a negative relationship with economic growth and bears no significant effect on economic growth in Nigeria. The findings disclose that financial stability in Nigeria may be high and has resulted in the underutilization of financial assets thus hampering sustainable economic growth in Nigeria. In conclusion, the outcome of the findings shows that while financial stability may be necessary for initiating economic growth, it is not sufficient for sustaining economic growth in Nigeria. This research work recommends that the FSSI be employed as an additional tool for measuring the condition/state of financial stability in Nigeria and in predicting the onset of a potential financial crisis. The study further recommends that financial authorities must give attention to other aspects of financial development to facilitate sustainable economic growth in Nigeria.

Corruption has become an extraordinary crime, because its existence greatly affects economic growth in Indonesia. There are many factors that influence the criminal acts of corruption to occur; usually because the perpetrator has the authority so it is very easy to carry out the action. There are many ways to carry out this corruption, one of which is by falsifying documents that are used as conditions for conducting debt-receivables agreements. The objects that this research examines are the legal consequences of the accounts payable agreement with the requirements for false documents and the factors of the occurrence of the accounts payable agreement with false document requirements and settlement flow. The method used to examine these two issues is the normative legal research method. Based on the results of data analysis, it was found that: disbursement of funds resulting from falsification of data or documents indicated that the defendant would not be convicted of the forgery article, but was charged with committing a criminal act of corruption because the result of his action was loss of state assets; The main factor affecting the occurrence of a criminal act of corruption is the bad faith of the defendant himself and also from the factor of authority he is being granted, so that he can make use of the opportunity to carry out his actions.

Corona Virus Disease-19 (COVID-19) has a significant impact on all aspects of human life in the world, especially in Indonesia which is very large in area and has a large population (around 267 million people) with different kinds of professions. The purpose of this study is to focus on civil matters, with more emphasis on the problem of agreements that are influenced by Covid-19. The normative legal research method uses a statutory approach, and a conceptual approach to force majeure and describes an analysis (analytical descriptive). The results showed that the agreement in the state of the Covid-19 outbreak greatly influenced the implementation of the agreement set and agreed upon by the parties, because the agreement binds the parties, so the parties are subject to the contents of the agreement.
