Статья посвящена одной из актуальных проблем современного менеджмента – развитию управленческих компетенций в менеджменте. При этом анализировались управленческие компетенции как фактор, обеспечивающий эффективность управленческого персонала. Рассмотрена также модель управленческих компетенций, подробно описаны принципы делегирования полномочий. Разработаны практические предложения и рекомендации по формированию управленческих компетенций у управленческого персонала. Ключевые слова: ресурсы управления, управленческие компетенции, модель компетенций, делегирование компетенций и обязанностей, делегирование полномочий. Annotation. The article is devoted to one of the current problems of modern management – the development of management competencies in management. At the same time, management competencies were analyzed as a factor ensuring the effectiveness of the management staff. The model of management competencies is also considered, the principles of delegation of powers are described in detail. Practical suggestions and recommendations on the formation of management competencies in the management staff were developed. The article reveals the concept “motivation” and its impact on the effective organization’s activity in modern management. It has been established that in recent years a lot of works have been devoted to the analysis of existing systems of staff motivation and measures to improve them have been proposed. However, in the presence of a large number of scientific studies that reveal the problem of staff motivation, little attention has been paid towards the issue of motivational management analysis. The main focus is on the study of the motivational management impact on the effective organization’s operation. Measures to improve the motivation system that will allow organizations to maintain a competitive position in conditions of uncertainty have been proposed. It has been found out that in modern management, staff is one of the most complex types of resources. They require appropriate working conditions, support of continuous development and improvement of their skills and abilities. It has been substantiated that with the help of motivational management it will be possible to ensure honest, high-quality performance of all the duties assigned to the organization’s members. It has been established that motivation is closely related to other functions of production management, such as planning, organization, control. The importance of forming a system of interdependence between the goals of the organization, the goals of structural units and the goals of each individual employee has been proved, as well as a fair relationship between the amount of the organization’s staff remuneration and their effective work has been established. It has been proved that the key to the effective organization’s activity is the realized human potential. It is advisable to develop an effective motivational mechanism for staff management that will meet the market management conditions and thus ensure the successful organisation’s activity and development. It has been established that the effectiveness of resource management is achieved through its rational use, which will ensure the successful activity and development of both the organization and the economy as a whole.

The article describes the peculiarities of implementation of the watershed management of water resources management in Ukraine under the conditions of reforming the state water management system, the sphere of water supply and wastewater. The connection between the implementation of the basin principle of water resources management and the search for an effective model of management of water supply and wastewater enterprises are determined. The article deals with the peculiarities of the existing management of the water supply and wastewater system of the country according to the administrative-territorial principle, presents a map of Ukraine by regional division, shows the population of the regions, the number of water supply and wastewater companies operating in the regions, lists the basic water supply and wastewater enterprises. The hydrographic map of Ukraine is presented, it is stated that the modern administrative- territorial division of the territory of Ukraine does not coincide with the hydrographic boundaries of the basins of water bodies of Ukraine, which also complicates the implementation of integrated management in the water sphere. The author of the article proposes to solve the issues of management and production efficiency of water supply and wastewater enterprises by consolidation of water supply and wastewater companies within river basins, separate territories (or regionalization of water supply and wastewater services) and creation of regional water companies on their basis. The article describes the advantages of consolidation of water supply and wastewater companies and gives examples of such consolidation in Ukraine and the prospects for its further implementation.

This paper discusses the importance of critical success factors (CSFs) for post occupancy evaluation (POE) of hospital building performance. Recent failures of hospital buildings in delivering the expected service have raised the need for POE of their actual performance. However, POE of hospital building performance is a difficult undertaking and requires a vast amount of resources. Management, competencies, culture and awareness have been recognised as the factors that impede the success of POE projects. This demands the identification of the critical success factors (CSFs) that will enable POE projects to be undertaken without the success-impeding factors aforementioned, hence leading to successful POE projects. Despite the numerous studies on POE, the CSFs for POE have not been investigated. This leads to a knowledge gap of what are the actual CSFs that need to be considered in ensuring the success rate of hospital POE projects. By reviewing various related literatures, this paper attempts to generally look at the possibility of conducting a study on CSFs to ensure the success of hospital POE projects. This paper will eventually review the need for CSFs for POE of hospital building performance.

Along with the digital world, business management models adapt to this area and reshape their processes according to this century. This digital shaping no longer appears only in marketing departments but also human resources are at the center of this digitalized world. In this era where human structure and behavioral patterns have changed, that is, people become digital, human resources positioning themselves in this field is now a necessity rather than a difference. In this study, the change experienced in human resources management functions and applications with the effect of technology in time has been mentioned. The types of E-Human Resources Management applications that emerged with the changes in information and communication technologies are explained in terms of their functions in the business and the effects of the transformation of human resources functions on business outputs are examined. The application for the test conducted revealed positive effects in the area. This study aimed to find out the role of e-HRM in Syrian refugee companies which are established in Turkey. In addition, aimed to examine e-HRM process adaptation in refugees companies and how to carry out services for them. This study is designed to improve the general findings and recommendations of the electronic human resources management. Another mail goal is to shed some light on how Syrian refugee companies react to these new components and their improvement. Beside that, this article cannot provide a comprehensive report on the numerous activities in Turkey. The report highlights some management mechanisms in Syrian refugee companies regarding to e-HRM. In this study, qualitative research technique is used. According to the information obtained from open-ended and in-depth interview questions directed to the participants; E-HRM reduces the costs that organizations spend on HR functions. Effective time management and enabling data banking are prominent motivator factors. In addition to these positive outcomes, it plays a role in increasing mutual communication between the employee and the organization. Under the light of this information, HRM once again confirms that it is an important strategic partner in supporting the organization’s strategies through technology investments.

The article presents the scope of issues related to the impact of the VUCA (volatility, uncertainty, complexity, ambiguity) environment on digital competences of management staff in power companies. Each company has to deal with its own individual and personalized VUCA world typical for the power industry. Unfortunately, some organizations are not aware of its existence, and therefore they do not identify the signals coming from the external environment while still working according to the developed patterns. The VUCA approach requires changing the competency model in enterprises and focusing on its strengths. On this basis, the research problem regarding power enterprises was formulated. The problem discussed in the article below concerns the undefined and undefined influence of the VUCA environment on the emerging digital competences of managers. In connection with the identification of the research problem in this area, an attempt was made to define the aim of the study, which is to determine the impact of the connections of the VUCA world with digital competences of managers in the energy sector. To solve the research problem, quantitative research was carried out on a randomly selected sample of managers. It has been shown that leaders are more or less aware of the existence of the VUCA world. As key competences, they mention the ability to develop and adapt digital technologies to the needs of the organization or the ability to flexibly switch thinking between various problems. The novelty of the work is the identification of the connections between the VUCA world and competences and the provision also through the prism of artificial intelligence. The existence of links between the VUCA environment and digital competences was indicated, and the use of VUCA as a determinant of the impact on changing the perception of employees was analyzed.

The study has been conducted to investigate the factors affecting customer satisfaction toward inland waterway transportation service in Bangladesh. The study has revealed that cost and management, staff attitude and behavior, safety and security, comfort and hygiene, availability of service and food & decoration has significant effect on overall satisfaction. Moreover, Time management has no significant effect on customer satisfaction. The result also shows that overall satisfaction has positive relationship with repeat visit intention and positive word to mouth advertisements.

The article analyzes the theoretical concepts of competence, competence management and competency model and their relationship between each other. Article reveals possibilities of using the competency model in the process of human resources management in the civil service. The model of competencies of the civil service of the Republic of Lithuania and the methodology of its application is analyzed. The aim of the article is to study the experience of applying the competency model in the process of human resources management in the civil service in Lithuania. To achieve this, a qualitative social survey was conducted - a semi-structured expert interview. This study aims to review and develop auditor inspectorate competency model in Timor Tengah Utara (TTU) regency to support the implementation of supervisory duties. This study uses a qualitative-descriptive method with data collection techniques through observation and interview. Data analysis method used in this research is literature study. The results of this study found problems related to work discipline and auditor's personal safety. The development of competencies safety awareness requires auditors to be able to identify and improve situations that have an impact on personal safety in each process of carrying out supervision whereas the development of competencies time management requires auditors to be able to plan and regulate the use of time in setting priorities in carrying out supervisory duties with the result that they can be carried out effectively.
