The emergency status caused by Coronavirus Diseases (Covid-19) has prompted the government to implement Social Distancing as a measure to reduce the number of spreads of the Covid-19 virus. Social distance is a person's efforts not to interact at close range or avoid crowds. The community is asked to work at home, study from home and worship at home; even tourist attractions are not allowed to operate, this situation is a challenge for tourism actors. The purpose of this study is to find out how the tourism strategy is during the New Normal period after the COVID-19 pandemic with restrictions on community activities. This study uses a qualitative approach. Data analysis was carried out with qualitative-interpretive. The results of research conducted at the prayer hill religious area show that government policies through the implementation of Government Regulation No. 1 of 2021 concerning Improving Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Corona Virus Disease 2019 have been well implemented in terms of four indicators, namely: communication, resources, disposition and bureaucratic structure.

Indonesia reported the first case of Covid-19 on March 2, 2020. Data as of March 31, 2020 showed that there were 1.528 confirmed cases and 136 deaths. The Covid-19 death rate in Indonesia is 8.9%, the highest in Southeast Asia. After confirming the first case, the Government of Indonesia took various countermeasures to reduce the impact of the Covid-19 pandemic in various sectors. Not only the health sector but also the economic sector has suffered no less serious impacts due to this pandemic. At the family level, the small and middle levels of society become weak and decline, this is due to restrictions on community activities. Due to these conditions, it is necessary to make efforts that we must do to be able to restore the economic condition of the family by utilizing the potential that exists around it. This service was carried out at the Women Farmers Group called ‘Kelompok Wanita Tani (KWT) Maju Bersama’  Pelempat, Meninting Village, West Lombok District, West Nusa Tenggara Province. The method used in this activity is implemented in 4 (four) activity stages, namely 1) Preparation, 2) Socialization, 3) Activity Implementation, and 4) Monitoring and Evaluation. The results of the activity showed that members of  Kelompok Wanita Tani (KWT) Maju Bersama have understood the technique of developing oyster mushroom cultivation and have high motivation to become entrepreneurs through cultivating oyster mushrooms as well as making it to increase people's income in the New Normal Era of the Covid-19 pandemic.

The church is present on earth as an extension of the presence of the kingdom of God among humanity. The church is always present to respond to the conditions and situations of the times in a variety of challenges and temptations. But the church always sided with God's sovereignty and will govern and control everything, including the pandemics experienced by humans on this earth. The Church, currently dealing directly with the Covid-19 pandemic, which has worldwide, and its spread is so massive, and its impact is so wide in various sectors of life. The church was sent to bring the peace of Christ in truth and love. That is why the church responds to the appeal of the Government and health protocols from WHO by carrying out church services at home. Worship at home is not an attempt to establish a house church as a new institution. Worship at home is a form of faith that is responsible for the lives of fellow humans, and at the same time as an expression of love for others. Home worship is a service that is held based on the worship and liturgy of a church institution, where the congregation is part of its members. Principles and mechanisms of worship at home are regulated in such a way that using all available and available digital equipment and technology. The important and most important thing in conducting worship at home is that the congregation continues to truly worship the Triune God, sing praises to God, pray, and the peak and center is to listen to the word of God through preaching live (live streaming) or in recorded form or in printed form.

The government has issued regulations regarding efforts to prevent the spread of the Covid-19 pandemic in Indonesia. One of them is by imposing new normal behaviour or new normal. The education sector is one of the areas affected, including guidance and counseling services. This study aims to determine the effective services in counseling guidance in the new normal period. This research uses the type of library research or library research. The technique for collecting data is through the study of various reference sources related to the article's theme. The study results show that several madrasah counseling guidance services can be applied in the new normal period, including home visit services, direct meeting programs, cyber counseling and counseling cinema.

Peoples needs can not be separated from the need of land . Once the importance of soil functions for society , need to be regulated in order to ensure the mastery and utilization at the same time in order to create legal certainty for the public . The problem that then arises since the start time of independence is disproportionate land ownership . In order to overcome these problems , the government has enacted Law No. 5 of 1960 About the Agrarian and the Reformation has been set TAP MPR No. IX / MPR / 2001 on Agrarian Reform and Natural Resources Management . One important aspect of the law with the enactment of the UUPA is a program of Landreform in Indonesia . Landreform became one of the alternatives for agrarian justice to resolve agrarian disputes and conflicts . one of the land reform program is the prohibition of absentee ownership of agricultural land. The problem that then occurs is the existence of exceptions in absentee land ownership . The problems regarding the permissibility of absentee ownership of agricultural land by the Servants . The exception contained in Article 3 Paragraph (4) of Government Regulation No. 224 of 1961 on the implementation of Land Distribution and Provision of Compensation. Ownership and control of agricultural soils in absentee in Article 10 Paragraph (1) UUPA is basically prohibited, but in Article 3 Paragraph (4) PP No. 224 years 1961, the government granted an exemption absentee ownership of agricultural land to some legal subjects of the Servant , retired civil servants , widows and widows of civil servants retired civil servants.

ABSTRAK Salah satu jenis penyakit baru dan belum pernah terdeteksi maupun terindetifikasi dari manusia, yang kemudian diberikan nama Coronavirus Disease 2019 (COVID19). Prinsip pencegahan dan strategi pengendalian secara umum saat ini masih belum ada vaksin untuk mencegah infeksi covid-19. Cara terbaik untuk mencegah infeksi adalah dengan menghindari terpapar virus penyebab. Tujuan setelah penyuluhan, diharapkan masyarakat dapat mengetahui manfaat dari vaksin dan selalu menerapkan protokol kesehatan dapat mencegah virus covid 19. Adapun kegiatan yang dilakukan berupa penyuluhan kesehatan tentang vaksin dan penerapan protokol kesehatan di era New Normal. Terdapat peningkatan pengetahuan pada masyarakat dalam pencegahan penyakit covid-19 pada masyarakat Dusun Cenrana Desa Carawali. Dengan demikian, pemberian penyuluhan pada masyarakat tentang pencegahan penyakit virus Covid-19 berjalan dengan baik dan mendapatkan respon yang positif dari masyarakat dan pihak pemerintahan. Kata Kunci : Edukasi, Vaksin, Protokol Kesehatan, dan Covid-19  ABSTRACT One of the new types of disease and has never been detected or identified from humans, which was later given the name Coronavirus Disease 2019 (COVID19). There is currently no vaccine to prevent infection with COVID-19. The best way to prevent infection is to avoid being exposed to the virus that causes it. The goal after the counseling is is hoped that the public can know the benefits of vaccines and always apply health protocols to prevent the covid 19 virus. The activities carried out are in the form of health education about vaccines and the application of health protocols in the New Normal era. There is an increase in knowledge in the community in preventing covid-19 disease in the Cenrana Hamlet community, Carawali Village. Thus, the provision of counseling to the public about the prevention of the Covid-19 virus disease went well and received a positive response from the community and the government. Keywords: Education, Vaccines, Health Protocols, and Covid-19

Abstract For a long time in economic theory and practice, regulation is only linked to the need for state intervention in monopolistic markets, by developing uniform, simple regulatory rules to limit and control the monopoly power, the monopoly price, mergers and acquisitions between companies in the same industry and others. In recent years the prevailing opinion that government regulation is particularly necessary in oligopolistic markets where there are several leading, dominant companies that can influence the price, quantity and quality of the product offered. However, this regulatory policy should not apply to common rules and taking into account the specifics of the market/industry, market structure (concentration level) of the various market segments and the relevant economic activity. The aim of the study: 1) Evaluation of the efficiency of the construction market, 2) Demonstrate the need for government intervention, 3) Guidelines for the implementation of the regulatory function of the government.

The implementation of PSBB or Lockdown still pay attention to the effects caused in the community. Making a regulation is not providing solutions but how to implement existing regulations. With the restrictions on community activities which basically will affect the financial factors. The government is not only thinking about how the country's economic problems the presence of the government is able to embrace all aspirations and give priority to the rights of its citizens. This research method uses a normative research approach. The data used are secondary data from Literature, Journals, and Others related to the Topic. Data analysis using qualitative analysis. The results of this study conclude that the implementation of policies illustrates how the existence of regulations clearly established by policy makers (government) that have certain impacts by taking into account the details of the program specifications, namely how and where the institution or organization should run the program, and how the law or program is interpreted . The government must think carefully about how resources are allocated, how budgets can be distributed, and who are the personnel responsible and implementing the program that should be clearly stated in a decision to be made by the government in its policies. If a variety of policies carried out by the government must be adjusted to the provisions of existing legislation so as not to cause the blurring of norms.

This study aimed to find out the planning, challenges, rational vision and mission offers, and the implementation of the 2020 regional election in Tidore during the new normal period. The applied method in this study was descriptive-qualitative using an interactive model approach. The results of this study can be stated with the following conclusions. (1) In the context of planning and preparation for the 2020 regional election in Tidore, it is necessary to pay attention to the successes and possible failures of the 2019 general election by setting a transparent and integrated planning and preparation concept for all parties who will determine the success of this regional election; (2) The general challenge faced by the government and the people of Tidore, especially for the Regional General Election Commission (in Indonesian: Komisi Pemilihan Umum Daerah (KPUD)) in organizing the 2020 regional elections, is how to carry out the regional elections democratically based on the direct, general, free, secret, honest, and fair principles as a process of maturing public political behavior; (3) The special challenge faced by each pair of candidates is to offer a concept of a realistic, actual, accurate, and precise development vision and mission according to the development, needs, potentials, and problems of the people of Tidore.

AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Thus, the Perppu which has now become a law is contrary to the Constitution, so it must be canceled or declared invalid.Keywords: constitution; Covid-19; equality before the lawAbstrakTujuan penelitian, yaitu menawarkan kebaruan mengenai konstitualisme dari Peraturan Pemerintah Pengganti Undang-undang mengenai Covid-19 yang sekarang telah menjadi Undang-Undang. Melalui penelitian ini, peneliti menawarkan bahwa, perppu yang sekarang telah menjadi undang-undang tersebut harus dinyatakan tidak berlaku atau dicabut karena inkonstitusional. Seperti diketahui, Pemerintah mengeluarkan Peraturan Pemerintah Pengganti Undang-Undang Republik Indonesia Nomor 1 Tahun 2020 tentang Kebijakan Keuangan Negara Dan Stabilitas Sistem Keuangan Untuk Penanganan Pandemi Corona Virus Disease 2019 (COVID-19) Dan/Atau Dalam Rangka Menghadapi Ancaman Yang Membahayakan Perekonomian Nasional Dan/Atau Stabilitas Sistem Keuangan, pada tanggal 31 Maret 2020 (sekarang menjadi Undang-Undang Nomor 2 Tahun 2020, pada tanggal 18 Mei 2020). Dalam Pasal 27 ayat (1), ayat (2), dan ayat (3) disebutkan bahwa ada pihak-pihak yang mendapat “keistimewaan”, yaitu mendapat kekebalan hukum dari segala tindakan yang dilakukannya atas dasar pelaksanaan perppu covid tersebut. Tentu itu menjadi masalah, karena sebagai negara hukum, Indonesia harus memberikan keadilan berupa perlakuan yang sama didepan hukum atau equality before the law kepada masyarakat tanpa terkecuali. Hal tesebut tercantum dalam Pasal 27 ayat (1), Pasal 28D ayat (1), dan Pasal 28I ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Sehingga, Perppu yang kini telah menjadi undang-undang tersebut bertentangan dengan Konstitusi, sehingga harus di batalkan atau dinyatakan tidak berlaku.

Today, the social responsibility of a company or better known as CSR has become the subject of discussion among the public and business people. PT. Grab Indonesia, as an Indonesian online transportation application, together with the government, carried out a covid 19 vaccination as an implementation of CSR in the New Normal era of the Covid-19 pandemic in several regions in Indonesia for the elderly and online transportation drivers. This study aims to determine the implementation of Grab Indonesia's "vaccine for the country" Corporate Social Responsibility (CSR) during the new normal period of the covid-19 pandemic. The study uses the CSR concept from John Elkington which reveals the triple bottom line concept, namely profit, people, and planet. This research uses a case study approach. The results showed PT Grab Indonesia in the new normal era carried out CSR by holding a covid-19 vaccination together with the Ministry of Health and the Ministry of Tourism and Creative Economy and several other companies such as Fatigon, Good Doctor, Teh Pucuk as vaccine centers in Bali, Palembang, Banten, West Java and other areas.
