In recent years, there has been an increase in the incidence of ADHD in children and adolescents. Many learning and behavioral problems are associated with this disorder due to difficulties in cognitive and metacognitive functions. Only when individuals improve these functions will they be able to integrate in the social environment. Skills such as self-awareness, self-regulation, and self-control can help children with ADHD develop their emotional intelligence to control their cognitive deficits and adapt to diverse areas. With the rapid development of science, several medical and behavioral methods have been proposed to treat ADHD, which have contributed significantly to the control of symptoms. However, medication is considered as a first-choice treatment to reduce the symptoms. The present study investigates the comorbidity of ADHD with other mental and developmental disorders as also the role and effectiveness of drug intervention in order to improve the quality of life of these children.

Numerous researches carried out during the last decade have contributed to the fact that we have now enough data concerning the profile and treatment of ADHD. Too often, children with ADHD face problems in learning and behavior due to difficulties in cognitive and metacognitive functions. It is not uncommon for them to be marginalized either at school or in the family due to inappropriate handling and interventions. In order to improve the quality of life of these children and their relationships to adults and peers, it is essential to develop their emotional intelligence and skills such as self-awareness, self-regulation, and self-control. The treatment methods for ADHD usually involve behavior modification, pharmacotherapy, or a combination of both. This paper investigates the use of new technologies for the treatment of ADHD, as well as the effectiveness of behavioral interventions.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

AbstractThe article examines the migration infrastructures and pathways through which migrants move into, through and out of irregular status in Japan and the UK and how these infrastructures uniquely shape their migrant experiences of irregularity at key stages of their migration projects.Our analysis brings together two bodies of migration scholarship, namely critical work on the social and legal production of illegality and the impact of legal violence on the lives of immigrants with precarious legal status, and on the role of migration infrastructures in shaping mobility pathways.Drawing upon in-depth qualitative interviews with irregular and precarious migrants in Japan and the UK collected over a ten-year period, this article develops a three-pronged analysis of the infrastructures of irregularity, focusing on infrastructures of entry, settlement and exit, casting a comparative light on the mechanisms that produce precarious and expendable migrant lives in relation to access to labour and labour conditions, access and quality of housing and law enforcement, and how migrants adapt, cope, resist or eventually are overpowered by them.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

The review is devoted to the relationship between executive functions and metacognition in the context of a cultural-historical perspective. On the basis of the research carried out over the past 15 years, the commonality and differences of these constructs are shown. Special attention is paid to the development of executive functions and metacognition, their connection with the academic success of children, the role of the social aspect in their formation. The importance of an adult in the directed formation of metacognition and self-regulation is shown, which confirms the provisions of the cultural-historical theory. Within the framework of the cultural-historical paradigm, several mechanisms for the development of executive functions are considered: imitation based on understanding; sign mediation; as well as communication in a social developmental situation. L.S. Vygotsky noted that higher mental functions arise on the basis of real interactions of people, are interiorized, turning into psychological functions. The review showed that one of the most common models of the structure of executive functions is a model that includes such components as “working memory”, “inhibitory control” and “cognitive flexibility”. Based on the analysis, it is possible to assert the influence of J. Piaget’s concept on the development of executive functions. A certain difficulty is caused by the explanation of emotional regulation in the context of metacognitive problems. At the same time, L.S. Vygotsky spoke about the unity of affect and intellect, which suggests the existence behavioral control and, in particular, of emotional processes at the level of metacognitive processes.

History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

Introduction: The development of toddlers is noteworthy considering the population size is large enough. Early detection is an important development with KPSP carried out in an effort to facilitate early detection of developmental disorders that can be given early intervention and referral early in children, in the end the quality of a child's development may be optimal. Trained cadres have the authority to monitor the development of children with KPSP Method: cross sectional analytic approach. Population health cadres in the district Lembeyan with Random sampling techniques with independent variable knowledge and skills of cadres, the role of cadres in the implementation of early detection of early childhood development using KPSP as the dependent variable. Results: Correlation between knowledge and the role of cadres in the implementation of early detection of toddlers development using KPSP analyzed using Spearman Rank test with the results of 0565, while the role and the skills to 0.485 correlation value. Conclusion: there is a relationship of knowledge to the role of cadres and there is a relationship between skill to the role of cadres in the implementation of early detection of toddler development using KPSP. It is hoped the clinic routinely provide refresher material on monitoring developments and increasing the number of screening kit (infrastructure for monitoring developments).
