The article is devoted to the problems of finding and introducing modern innovative approaches to the activities of local self-government bodies of Ukraine. It has been found that overcoming the problems of old and inefficient models and management methods that do not meet the requirements of modern communities is possible only through the development of high-quality and effective theoretical, methodical, organizational, and legal support for the process of local self-government. The definition of the concept of “local self-government” is summarized, using the regulatory margin and considering this concept in the context of modern realities, which now constantly face this institution of management. The author's interpretation of the category “local self-government” was developed for the needs of solving the problems and problems set out in the article. An organizational and legal mechanism for introducing innovative approaches to the activities of local self-government bodies has been developed as the main element of the definition of the category “local self-government.” Problems related to the effective functioning of institutions for the provision of “electronic” public services have been investigated. Innovative approaches to improving mechanisms for the provision of “electronic” public services by local authorities have been developed and justified. A general methodology for reengineering the administrative and management processes of local self-government bodies in the form of phases and stages of its implementation has been developed. It was concluded that the continuous development of the system of local self-government does not allow the development of sustainable types of innovative approaches to solve problem areas of local self-government “forever,” but requires the constant monitoring of foreign experience of advanced countries and the constant development of new and progressive innovative mechanisms that will continue to introduce decentralization reform and the creation of strong and effective local self-government bodies

Multistakeholder partnerships (MSPs) are formed to tackle knotty societal problems, promote innovation, provide public services, expand governance capabilities, set standards for a field, or resolve conflicts that impede progress on critical issues. Partnerships are viewed as collaboration among four types of stakeholders: businesses, governments, nongovernmental organizations (NGOs), and civic society. The objective of collaboration is to create a richer, more comprehensive appreciation of the iss/problem than any of the partners could construct alone by viewing it from the perspectives of all the stakeholders and designing robust solutions. Such partnerships are necessary because few organizations contain sufficient knowledge and resources to fully analyze issues and take action on them unilaterally. Five essential components of a rigorous definition of collaboration are presented: interdependence among partners, emergence of shared norms, wrestling with differences, respect for different competencies, and assuming joint responsibility for outcomes. Several examples of MSPs are provided.

Recent progress in Cs2HfCl6 (CHC) crystal production achieved within the last five years is presented. Various aspects have been analyzed, including the chemical purity of raw materials, purification methods, optimization of the growth and thermal conditions, crystal characterization, defect structure, and internal radioactive background. Large volume, crack-free, and high quality CHC crystals with an ultimate scintillating performance were produced as a result of such extensive research and development (R & D) program. For example, the CHC crystal sample with dimensions ∅23 × 30 mm3 demonstrates energy resolution of 3.2% FWHM at 662 keV, the relative light output at the level of 30,000 ph/MeV and excellent linearity down to 20 keV. Additionally, this material exhibits excellent pulse shape discrimination ability and low internal background of less than 1 Bq/kg. Furthermore, attempts to produce a high quality CHC crystal resulted in research on this material optimization by constitution of either alkali ions (Cs to Tl), or main element (Hf to Zr), or halogen ions (Cl to Br, I, or their mixture in different ratio), as well as doping with various active ions (Te4+, Ce3+, Eu3+, etc.). This leads to a range of new established scintillating materials, such as Tl2HfCl6, Tl2ZrCl6, Cs2HfCl4Br2, Cs2HfCl3Br3, Cs2ZrCl6, and Cs2HfI6. To exploit the whole potential of these compounds, detailed studies of the material’s fundamental properties, and understanding of the variety of the luminescence mechanisms are required. This will help to understand the origin of the high light yield and possible paths to further extend it. Perspectives of CHC crystals and related materials as detectors for rare nuclear processes are also discussed.

We revisit the notion of climate, along with its historical evolution, tracing the origin of the modern concerns about climate. The notion (and the scientific term) of climate was established during the Greek antiquity in a geographical context and it acquired its statistical content (average weather) in modern times after meteorological measurements had become common. Yet the modern definitions of climate are seriously affected by the wrong perception of the previous two centuries that climate should regularly be constant, unless an external agent acts upon it. Therefore, we attempt to give a more rigorous definition of climate, consistent with the modern body of stochastics. We illustrate the definition by real-world data, which also exemplify the large climatic variability. Given this variability, the term “climate change” turns out to be scientifically unjustified. Specifically, it is a pleonasm as climate, like weather, has been ever-changing. Indeed, a historical investigation reveals that the aim in using that term is not scientific but political. Within the political aims, water issues have been greatly promoted by projecting future catastrophes while reversing true roles and causality directions. For this reason, we provide arguments that water is the main element that drives climate, and not the opposite.

The article is devoted to considering the peculiarities of startup ecosystem formation. Modern theoretical views on the definition of startup ecosystem have been studied. The author’s definition of “startup ecosystem” term has been given. Innovation and entrepreneurial ecosystems aimed at creating innovative products and services by startup companies have been analyzed. The structural elements of startup ecosystem under endogenous and exogenous changes in the business environment have been singled out. The situation of startup development in Ukraine and their further prospects have been analyzed. Emphasis has been placed on the formation of entrepreneurial universities as an important component of the ecosystem. The experience of leading countries in the implementation and formation of startup ecosystem has been studied and adapted.

Continuous development extends the agile approach and focuses on bringing valuable services to users with the aim of achieving a continuous flow of learning and development in short cycles. The objective of this work is to theorize the idea of continuous development in the context of digital infrastructure evolution and explore the organizational interactions underlying continuous development. By drawing on literature on digital infrastructure theory and continuous development as it has emerged as an idea from the DevOps thinking expanded from agile, we outline main characteristics of continuous development and propose a theoretical definition of continuous development in organizational contexts. Then, in answering our research question “which patterns of interactions can be identified in the continuous development of digital infrastructures?”, we conducted a longitudinal case study at a Norwegian grid company and explored how a specific digital infrastructure evolved through continuous development. We identified generic interaction patterns with two cycles of sense-giving and sense-making between organizational actors, enabling the continuous development of the digital infrastructure. Our findings and model of interaction patterns offer a nuanced perspective on both digital infrastructure evolution and established views of sense-making and sense-giving mechanisms, as well as new ways to think about digitalization in incumbent firms.

Purpose The purpose of this paper is to analyse the regulation of the financial crime of Ponzi scheme in Mauritius. Contrary to money laundering which has a legal framework to combat it, for Ponzi scheme, there is no specific legal mechanism to combat this particular financial crime. Therefore, the aim of the paper is to provide for an analysis of Ponzi scheme which includes, inter alia, the definition of a Ponzi scheme, its modus operandi and how it should be tackled. Focus will be placed on devising a specific legal framework for it in Mauritius. Design/methodology/approach The research method used to conduct this research and write this paper is a black letter legal research method. An analysis of several laws and cases is carried out so as to provide for the legal background of the research. Findings The investigation conducted in this paper will lead to the conclusion that Mauritius has to devise a law which will specifically combat Ponzi schemes. This law shall provide for the ways to counter this financial crime as well as the duties of the various financial supervisory bodies. Originality/value The paper provides for an analysis of the operation of Ponzi scheme in the Mauritian context. The paper also examines the existing legal framework that combats this financial crime in Mauritius and highlights its strengths and weaknesses.

In today’s economic realities, achieving the necessary level of financial security of enterprises is a prerequisite for ensuring their sustainable operation and the formation of competitive development parameters in the internal and external market environment. The effectiveness of this process depends on building a high-quality financial architecture as the basic structural element of the company’s financial security system. In this regard, the subject of the study is an analysis of existing theoretical approaches to the definition of financial architecture and its relationship with the financial security of the enterprise. The methodological basis of the research is the scientific development of domestic and foreign scientists, the fundamental theoretical positions of economic science in the field of financial architecture formation, financial risk management, and financial security of the enterprise. The purpose of the article is to study the essence of financial architecture in order to substantiate its determining influence on the financial security of the enterprise and ensure its sustainable functioning in an unstable development of economic processes. The article analyses the theoretical aspects of financial architecture and finds that the interpretation of this economic category is due to the existence of clear causal relationships between its constituent elements and their impact on the financial support. Proceeding from this, the definition of financial architecture is drawn as a set of interconnected structural elements such as capital structure, ownership structure and quality of corporate governance, which accumulate and mobilize financial resources, increase control over the activity of the enterprise, solve conflicts of interest between owners and other stakeholders. It is determined that the choice of principles and methods for constructing financial architecture depends on such financial interests of economic entities as forming a flexible financial potential, optimizing the structure of capital, increasing investment attractiveness, maximizing profits, and increasing the market value of the enterprise. It is proved that the result of building a flexible financial architecture is to provide the appropriate level of financial security of an enterprise by identifying, quantifying, neutralizing, minimizing, and monitoring its financial risks. It is proposed to systematize indicators of financial security level assessment on the most typical of its functional components, among which investment, credit, emission, innovation, and currency can be distinguished. It has been established that ensuring the appropriate level of financial security will contribute to achieving financial sustainability, forming qualitative financial potential, providing competitive advantages, harmonizing interests of economic entities, and creating an effective system of economic security of the enterprise. It is concluded that the construction of high-quality financial architecture is the basis of financial security of an enterprise, the level of which depends on the proper management of financial risks and ensuring an adequate level of safety of all its functional components. As a criterion for the effectiveness of the process of ensuring the financial security of the company, sustainable development of the enterprise was determined in the conditions of an unstable economic environment.

The current study aims to analyze modern problematicity of "mobbing" in Ukrainian society. The concept of "mobbing", the causes of its occurrence, manifestation specifics, distinguishing characteristics, main types and methods of eradicating its negative consequences both at the level of the enterprise management and relatively any individual have been studied. It has highlighted that now in Ukraine every second Ukrainian has been mobbed and, unfortunately, Ukraine has no legislatively fixed definition of the concept of "mobbing" and, accordingly, the mechanisms for regulating this phenomenon. The study states that mobbing is a hostile and unethical communication which is directed in a systematic way by one or a number of persons mainly toward one individual and results in the humiliation, devaluation, discrediting, and degradation; loss of professional reputation; removal of the victim from the organization through termination, extended medical leave, or quitting. It also has been proved that problem of mobbing is not fully understood or studied and to eliminate this destructive phenomenon, it is advisable to use the entire arsenal of management methods, to borrow the best foreign experience, simultaneously using their managerial experience and proceeding from the development specifics of any team.
