In recent years, there has been a lot of discussion about the quality of studies and, in general, about the education quality. As we know, the quality of studies depends not only on level of motivation and cleverness of students, how well developed the infrastructure of institutions is and so on. Probably, even more, the quality of studies depends on scientific pedagogical personnel, the one, which directly determines the preparation of a future student. This article deals with problems related to the scientific production and scientific qualification evaluation. Also the article describes some characteristics of researchers and scientific production in general. Science, in some sense, has strong immunity, but in recent years, it has been rapidly weakened both internally and externally. Of course, we have to believe, that universities will understand that it is firstly on them to save and strengthen both quality of activities and prestige and develop real but not demonstrated science. Europe “has been having a headache” for a long time thinking how to withstand ever - strengthening competition with such regions as North America (especially USA), South-east Asia and so on. In recent years, there has been a lot of discussion about the quality of studies and, in general, about the education quality. This article deals with problems related to the quality of education and studies in higher schools i.e., universities and colleges. As we know, the quality of studies depends not only on level of motivation and cleverness of students, how well developed the infrastructure of institutions is and so on. Probably, even more, the quality of studies depends on scientific pedagogical personnel, the one, which directly determines the prepara-tion of a future student. However, it is impossible to neither increase nor grow up or expand artificially the quali-fication of the personnel. This depends on many things. It seems that those who form Lithuanian education poli-tics have chosen an easier way- have reduced already small qualification requirements. Of course, traditionally essential differences remain here among physical, biomedical, technology and humanitarian and social field scien-tists. For the former it is quite understandable that the results of education have to be announced in the top rated international educational publications. It seems to be general truth. It is natural that so-called minimal requirements for the scientists of these areas are considerably higher comparing to other scientific field representatives. The requirements are especially lessened for those who work in humanitarian and social science fields. International practice is rather varied. The common thing is that it is sought to maintain rather high but flexible requirements. International practice is not monolithic. It is determined by both settled traditions and other factors. However, Lithuania should not follow only formal attitude. For those who seek science career, universal-ly acknowledged standards and criteria have to be applied. Science, in some sense, has strong immunity, but in recent years, it has been rapidly weakened both inter-nally and externally. Of course, we have to believe, that universities will understand that it is firstly on them to save and strengthen both quality of activities and prestige and develop real but not demonstrated science. Europe “has been having a headache” for a long time thinking how to withstand ever - strengthening competition with such regions as North America (especially USA), South-east Asia and so on. Lithuania, artificially augmenting the number of professors, will not make improvements in the science itself. We will look better from the statistic point of view, but it will even more hinder any development of science in the country. This study aims to determine the increase in the quality of spermatozoa and testosterone after giving L-carnitine to white rats (Rattus norvegicus). This study was conducted by giving L-carnitine as a treatment for 42 days in white rats with a dose variation of 100 mg/kg bw, 150 mg/kg bw, and 200 mg/kg bw and user controls as a comparison. The variables observed in this study were the quality of spermatozoa, namely: morphology, motility, viability, membrane integrity, and seeing the levels of the hormone testosterone. The research data were processed using a computer statistical program (SPSS 22.0 for Windows) using the One Way Anova test. The results showed that giving high doses of L-carnitine supplements for a long time could cause decreased spermatozoa quality, namely: morphology, motility, viability, membrane integrity and decreased levels of the hormone testosterone.

The recently discussed issues of education quality are devoted full attention. The systems of quality control are developed, services are certified etc. All EU countries point to education quality as one of the most important political priorities. Despite the fact it is an excellent idea, the questions of how to ensure adequate education and how to achieve equally ranked education certification in all countries of the European Union arise. We can note that different legal and political documents approved by Lithuanian authorities in one way or another emphasize that ensuring quality education is a priority field. What is quality? This question is not so simple. We can agree with general definition that quality generally refers to a certain degree (level) of excellence. It is obvious that there are at least two main perspectives of defining quality, one from the customer of education services and the other one from the producer (education institution). It is obvious, that the quality aspiration is important not only for the companies which produce products or offer service, but also for education institutions of all levels. The central point is the understanding that quality cannot be bought in the market and is not something beyond institution boundaries. Everything will be determined by awareness that quality in a broad sense is conditioned by the quality of management (administration). Only professional management leads to qualified processes (institution work) whereas the latter ensure high-quality service. Another main point is that education and research belongs together. It is as axiomatic truth. Without high-level research a quality management system seems to be a useless thing. As the understanding of quality may vary, a general agreement on the issue discussing quality is very important at least inside the institution. Quality is differently treated by academic staff, teachers, students, employers, social partners of institution, authorities and society in general. Education is a complex system having different levels, sub-systems etc. that closely correlate and determine one another. Finally, we can notice that the best organizations have a systemic and comprehensive focus on quality. Key words: quality of education, managing quality, systemic approach.

The article defines the concept of “electronic service”, analyzes the normative and doctrinal approaches to the understanding of this institute, defines regulatory and legal acts on the regulation of electronic services in Ukraine, analyzes the legislation on the definition of the concept of “electronic service”, the correlation of various definitions of the concept, presented in the legislative acts, examples from foreign law concerning the concept of “electronic service” is given, the foreign experience of innovations is described, and the functioning and functioning of electronic services. The author notes that scientific and technological progress brought in the 21st century a lot of new scientific as well as progressive technical achievements. Today, it’s hard to imagine a life without modern electronic technologies, including the Internet, electronic computers, various gadgets, and so on. For a long time, technology has rooted in our lives, and now it is commonplace in the society to realize business partnerships with the help of information and telecommunication technologies, to provide information interaction between the bodies of public administration (state authorities and local self-government), on the one hand, and also, individuals and legal entities on the other. Civilization has gradually come to the urgent need for the introduction of electronic technologies into the lives of every citizen by providing administrative public services electronically. It has long been clear that both receiving and providing such services are convenient, economically feasible, and appropriate in the current realities. Therefore, the study of the concept of «electronic services», to date, seems to be an actual direction of scientific activity, because the correct understanding of the legal nature, the essence of this concept contributes to ensuring the proper mechanism of information interaction between subjects of power and citizens. An analysis of the Bologna Process documents and the legal framework to ensure academic mobility to academic staff and students in Ukraine shows that understanding of the need for further implementation of the below listed: the European Credit Transfer and Accumulation System (ECTS) has been achieved at the level of European and national higher education systems; national qualifications frameworks to be compatible with the EHEA Qualifications Framework (2005); the transcript of academic record as well as European and national higher education quality assurance systems. Significant achievements now include: expanding the international academic and student community; appearance of new perspectives of human resources development; improving career chances of graduates; adaptation of educational programs that are not offered by national higher education institutions; harmonization of national and international education quality assurance processes; practical success in creating an open, attractive and competitive EHEA. According to the Paris Communiqué (2018), the priorities in 2018-2020 for evaluating the quality of cooperation in the EHEA, in particular for ensuring academic mobility, are to implement: 1) a three-tier system compatible with the EHEA qualifications framework and the first and second ECTS cycles; 2) adherence to the Lisbon Convention on the Recognition of Qualifications; 3) ensuring the quality of education in accordance with the standards and guidelines of the EHEA.

The qualified rate of flux test is decided mainly by the assembly parameters, but for some reasons, the qualified rate especially the one-turn qualified rate had been on a low level for a long time. By applying 6σ methodology, this paper analyzed the influence factors about the flux test and found out the main influence factors firstly; then on base of these analysis results, this paper proposed some improvement measures; finally, this paper validated the effects of these improvement measures by carrying out some tests. The improvement measures proposed in this paper had improved the assembly quality of scavenging pump obviously.

Subject. The obvious turnover and insufficient involvement of staff may turn rather dear for the company, especially when it concerns the promising talent, who were trained thoroughly for a long time. Human Resource Management (HRM) is especially critical for those entities which take care of their competitive advantages driven by innovative employees. That is the reason for new approaches to building and managing the crucial resource of modern corporations – people. Objectives. I examine changes in managers’ routine as new HRM methods are adopted, creating new success drivers and competitiveness of the entity. Methods. The methodological basis comprises proceedings that try to find new methods for entities to raise their competitive advantages by enhancing the quality of HRM. The study employs methods of generalization, comparative analysis, theoretical modeling, decomposition. Results. I provide the rationale for new HRM methods, in addition to the traditional method of competence. The article sorts out changes that were seen in managers’ routine of operational decision-making for strategic staff management. Conclusions. HRM methods are difficult to replicate. So, the development of the HRM approach can become a sustainable driver of the corporate competitiveness. Companies shall invest abundantly in people and business processes, which is, on the one hand, an operational task, and, on the other hand, a vital process implementing the strategy, that shall be necessarily maintained by top managers.

As we know, the quality of studies depends not only on level of motivation and cleverness of students, how well developed the infrastructure of institutions is and so on. Probably, even more, the quality of studies depends on scientific pedagogical personnel, the one, which directly determines the preparation of a future student. This article deals with problems related to the education development in Lithuania and in the countries abroad. It is stated, that there are some burning problems in the education system of Lithuania. A clear trend over the past two decades - in many countries, the transition from elite to mass education is observed. Weakening the quality of education is a concern in many countries worldwide. This problem is associated not only with the decrease in funding, but also with all other demographic and political implications. It is emphasized that education is one of the most important aspects of human development. It is argued that the stability of our society directly depends on the education system stability. It is impossible to have well-educated society without continuous development of education and science. This approach, in particular, requires appropriate political attention. Abstract:This study examines the Spanish research productivity which joins the variables of cognitive impairment and Quality of life; for this reason all the scientific articles and doctoral theses that exist in Spain have been analyzed and have been collected by the Superior Council Scientific Research’s databases (CSIC, TESEO). The Bibliometrics has been the methodology used. Thirty-four scientific articles susceptible of analysis can be found and fifty-eight doctoral Theses that meet the required characteristics. The main results refer to an increase of the Spanish scientific production which follows this line of research, also the University of Granada and the University of Oviedo are strengthening as related institutions and the ‘Revista Española de Geriatría y Gerontología’ is the one that more productivity about these studied subjects collects.Keywords: Cognitive Impairment, Quality of Life, Bibliometrics, Aging.Resumen:Este estudio examina la productividad de la investigación española que aúna las variables Deterioro Cognitivo y Calidad de Vida, para ello se han analizado todos los artículos científicos y las Tesis doctorales que existen en España y que han sido recogidas por las bases de datos del Consejo Superior de Investigaciones Científicas (CSIC) y TESis Españolas Ordenadas (TESEO). La metodología empelada ha sido la Bibliometría. Se encuentran 34 artículos científicos susceptibles de análisis y 58 Tesis doctorales que reúnen las características necesarias. Los principales resultados encontrados hacen referencia a un aumento de la producción científica en España que sigue esta  línea de investigación, asimismo, la Universidad de Granada y la Universidad de Oviedo se están afianzando como instituciones referentes y la ‘Revista Española de Geriatría y Gerontología’ es la publicación que más productividad recoge de los temas estudiados.Palabras clave: Deterioro Cognitivo, Calidad de vida, Bibliometría, Envejecimiento.

The therapeutic strategy for a discharged patient who suffered a miocardial infarction implies a complexity of therapeutic measures and recommendations that guide the mid- and long-time outcome. A main factor of this process is represented by the thrust the patient has in the physician, physician being the person who prescribes and adjusts the treatment, and decides upon the investigations that need to be done. This is a dinamic process, the status of a patient who suffered a miocardial infarction being able to vary at any time during this evolution, especially in associated pathologies. The patient may be evaluated by multiple doctors, the therapeutic strategy being established by a cardiologist, general practitioner, or a team composed of cardiologist and general practitioner. However, the one who knows this best is the patient. This study is exclusively addressed to the patients (structured as a qestionnaire), future discussion being based on their answers. In this context, following the guideline recommandations concerning monitorization, recovery and the quality of life of the patient suffering from miocardial infarction, best result are obtained when the therapeutic strategy is established by a team formed from cardiologist and general practitioner.
