Issues of support and development of entrepreneurship as an integral part of the country's economic policy are considered in all development strategies of the republic and state programs. This article discusses important areas and issues of support and development of entrepreneurship. Each region of Kazakhstan adheres to a set of measures for the development of mass entrepreneurship, including family business. In this regard, the Damu Entrepreneurship Development Fund promotes the quality development of small and medium-sized businesses. The process of forming key tasks in the development of small business is the support of the Atameken National Chamber of Entrepreneurs. The authors analyzed the main directions of support of small business in Kazakhstan from the state, showing the activities of such companies as the Damu Fund and the Atameken Chamber of Entrepreneurs.

In order to develop an organizational and economic mechanism for the development of small businesses in the context of the coronavirus pandemic and the digitalization of the economy, an analysis of the problems of the development of small businesses in Russia was carried out on the basis of a study by the NAFI 2020 Analytical Center. Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.

Child laborer tend to have high hazards and risks especially when they grind and glue a sole to the upper part of the shoe. Shoemaking remains to be a hazardous work for children and adults as long as chemical-based solvents are used. To overcome these problems, the government of the Republic of Indonesia launched a program by giving some aids to the parents of the child laborer to run their small business so that their children can stop working at the shoemaking industry. This research aims at analyzing the economic empowerment of parents who employed their children in the online business industry at Cibaduyut footwear industry and use a qualitative approach with a triangulation of data collected. The research informants were the child laborer, parents who employed their children, footwear craftsmen, and the Head of Industry and Trade Agency. The results of this research showed that economic empowerment in child laborer’s parents was still in low level and they could not market their shoes properly as a product of their small business. In this context, they need both training and workshop in social entrepreneurship and online business method in order to promote their product.

The purpose of the article is to analyze the application of mechanisms for the development of entrepreneurship in the production sector of the regions of Kazakhstan and develop proposals for its improvement. The research uses General scientific research methods such as observation, description, analysis and synthesis, as well as comparative, formal-logical and other methods of cognition. Statistical data and data on projects of Damu entrepreneurship Development Fund JSC, which provides assistance in the creation and development of small and medium-sized business projects in Kazakhstan, were used as a research information base. This article demonstrates and analyzes current quantitative information on the number of enterprises in the field of small and medium-sized businesses in the regional and industry context. In order to lay the foundations for more inclusive, rational and sustainable growth, Kazakhstan needs to diversify its production and export structure, as well as reduce its dependence on extractive industries by switching to new high-productivity industries. In particular, Kazakhstan should continue reforms aimed at improving the business climate and laying the foundations for the development of entrepreneurship in the production sector, which is connected not so much with natural resources as with innovation and human capital. Every year in the country there is a positive dynamic of growth in the number of enterprises in the field of small and medium-sized businesses. The study also reviewed reviews of the international company OECD (Organization for economic cooperation and development (OECD). OECD, eng. Organization for Economic Co-operation and Development (OECD) – international economic organization of developed countries that recognize the principles of representative democracy and free market economy.) for 2016-2019. The forms and sources of financing are investigated, and the features of the development of small and medium-sized enterprises in the Republic of Kazakhstan in the production sector aimed at stimulating and supporting entrepreneurship and SME activities, including related areas of research and innovation are determined. Measures are proposed to minimize regulatory requirements and improve mechanisms for supporting and protecting domestic producers working in the conditions of Kazakhstan's entry into the Eurasian economic space.

The presented article explores aspects of the development of social entrepreneurship within the border areas of Russia and Finland. The aim of the study is to assess the opportunities for the development of social entrepreneurship. The object of the research is the consumers of the service sector in Russia and Finland. The research method is a questionnaire survey, as a result of which the formed questions provide information about the development of the entrepreneurial sector. The study analyzes the needs and opportunities for the development of social entrepreneurship in the border areas. The assessment of the development of the sphere of social entrepreneurship uses the method of focus groups, which allows getting the analysis of the situation from the experts from Karelia and Finland. As a result of the research the differences in separate directions of development of the entrepreneurial sector in the Republic of Karelia and Finland have been revealed. The differences in the expectations of young people of the countries under consideration and the fears of Russian and Finnish respondents were determined. The obtained results allow us to determine the differences in social and economic policy of the states

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.

Abstract. Objective. Identification, assessment and solution of the main problems of livestock processing enterprises in the Republic of Kazakhstan. Methods. In the course of the study, analytical and economic-statistical methods, general scientific methods of systemic, comparative and structural-logical analysis were applied. Results. The article presents the results of the assessment of the current situation processing of livestock products in the Republic of Kazakhstan, the dynamics of dairy production for 2015–2019, which have a significant effect on the production direction of the industry, the regional location of the dairy enterprises, security at the expense of domestic production, exports and imports of milk and dairy products. The main problems of the milk processing industry are identified. Measures of state support for the processing of agricultural products are disclosed in order to ensure maximum utilization of processing enterprises, increase the share of processing of agricultural raw materials and increase the competitiveness of domestic products in the domestic and foreign markets. The current situation of meat processing enterprises in terms of their number and workload in the context of regions and in the republic as a whole is studied. The article presents the dynamics of the production of sausage products, canned meat and meat-growing products, security due to domestic production, as well as the export and import of meat products. The main problems and a number of measures of state support for the meat industry implemented by the state are indicated. Trends in the development of agricultural processing enterprises within the framework of the main state programs for the development of the meat industry of the Republic of Kazakhstan are presented. The scientific novelty lies in the study of the problems of processing livestock products in the Republic of Kazakhstan and the definition of the main directions of state support for processing enterprises in the livestock industry.
