Traffic microsimulation has been used for the analysis of road safety. In particular, some studies have confirmed that the reproduction by simulation of user behaviour under different traffic flows and geometry conditions can identify near crashes events that are a good base to estimate real crash risk. According to recent researches it appears that microsimulation tools can evaluate road safety performance and allow engineers to take appropriate countermeasures at specific points of the road network. The results of these approaches have been promising, though, all ongoing research has overlooked one important issue in the estimation of traffic safety levels: single vehicle crashes. According to statistics, collisions with fixed objects result in above 40% of all vehicle fatal crashes. Common used safety indicators are limited in their application since, in fact, they are based on conflicts techniques that do not consider roadside obstacles and barriers. The objective of this paper is to present a specific application of microsimulation software which is able to consider also potential conflicts with roadside objects. A specific microsimulation model add-on has been developed for the estimation of new road safety indicators that considers also potential crashes with roadside objects. First results are very promising and the developed software was applied on Tritone microsimulation package and can be used as an add-on also for other common used microsimulation packages such as Vissim and Aimsun.

The European Directive on the Road Infrastructure Safety Improvement (2008/96/EC) has established the implementation of appropriate procedures as the basic tools for improving the road infrastructure on the trans-European road network. The Law on Roads (2018) prescribes the implementation of the following procedures: Road safety impact assessment; Road safety audit; Road safety inspection; Risk mapping; Black spot identification; and In depth road accident studies. The Law on Roads also prescribes that the Minister will prescribe the manner of implementation and the contents of the Evaluation, Audit and Independent Assessment reports, as well as the manner of determining the major risk portions and the identification and ranking of hazardous sites (black spots). Since the method of implementation and the content of the report are not yet prescribed, the authors contributed in this paper to defining the manner of implementation and content of the traffic safety report on the example of the section of the highway, as the highest category of state road. In the framework of the training of auditors and auditors, among others, a pilot project was carried out for the safety of traffic on the part of the E-75 (A1) highway, about 2,7 km ahead of the Mali Požarevac loop, including the loop. The verified part of the highway also includes a ramp with a toll ramp, service facility, overpass, bridge, etc., so the selected checked part is representative for defining a recommendation for the mode of implementation and the model for the preparation of the report.

Average speed enforcement systems have been used on the roads of foreign countries for many years already, and give a positive effect on reducing accident number. The article presents good practices in the use of average speed enforcement systems in various countries and their impact on improving traffic safety. The article analyses the experience of system installation on the roads of Lithuania and the first results. The article also proposes methodologies for the selection of road sections to be enforced, the equipment used, and distribution of road sections in the road network of Lithuania. A detail analysis is given of the effect of average speed enforcement systems after their installation in three different periods on 25 road sections. The analysed data is differentiated between main and national roads. Conclusions and recommendations are given at the end of the paper for a future development of average speed enforcement systems.

The key role in the implementation of the state transport strategy is played by the development of transport infrastructure, the most important component of which is the road network. The compliance of highways with the requirements of modern traffic flows determines not only the efficiency of industry and agriculture, but also ensuring the proper standard of living of people and the state defense capability. Problems of efficient functioning of public roads, urban roads and streets of Ukraine are outlined. The main provisions for the road safety audit are outlined. Road safety audits are proven to be one of the most effective engineering tools that affect road safety. The main benefit of road safety audit is the detailed assessment of the road safety design solutions at all stages of design. The purpose of a road safety audit is to answer the following questions: - what road elements could pose a threat to road users: to what extent, to what road users and under what circumstances; - what opportunities exist to eliminate or reduce the impact of identified threats on traffic safety. The earlier an audit is carried out in the design and construction processes, the better and more useful the results are. Carrying out an audit in the early stages can help eliminate problems early and, as a consequence, minimize the time and cost of redesigning in the subsequent stages. In addition, it should be noted that conducting an audit leads to intensive negotiations between the auditors, the customer and the designer. Such negotiations are useful for raising awareness of all stakeholders, as well as for improving day-to-day work, design procedures and will be useful for updating building standards or norms. The questions of improvement of methods of calculation of safe speed of movement, development of algorithms of multivariate analysis of conditions of movement, identification of potentially dangerous sites and identification of causes of danger are considered. A mechanism is provided that can significantly accelerate such an audit, effectively utilize human, time and financial resources. Road safety management begins with a detailed analysis of accidents, which is reflected in Article 24 of the Law of Ukraine “On Road Traffic” which states that when performing repairs and maintenance of roads, streets and railway crossings road maintenance organizations in the first place should take measures for road safety on the basis of accounting and analysis of road accidents, results of inspections and surveys of roads, streets and railway crossings, and especially in emergency and dangerous areas and in places of concentration of road accidents. The problem of reducing the accident rate and reducing the number of victims of road accidents during the maintenance of roads has so far been solved mainly by identifying areas (places) of concentration of accidents with the development of measures to improve road conditions and improve the organization of traffic on them and conducting annual commission spring and autumn inspections of the road network by representatives of road organizations and the police. However, the areas of concentration of road accidents were not fully covered on the road network of local significance due to the lack of accurate reference of the places of accident in the accident registration cards, as well as they were not identified on the streets and roads of cities and other settlements due to the absence of any criteria for their identification and therefore the maximum efficiency from introduction of management of sites (places) of concentration of road accident isn’t reached. The article analyzes the criteria for determining the areas of concentration of accidents on public roads in different periods, examines the dynamics of the number of areas of concentration of accidents and considers other modern opportunities for effective traffic safety management, in particular, inspection (inspection) of existing roads.

The analysis of national data on the number of deaths showed that in Poland from 2010 to 2016 it was possible to reduce the number of fatalities by about 22%. The tendency of changes in the number of fatalities, however, is not homogeneous. When data of individual voivodships is analyzed, the situation is different. The largest reduction in fatalities in the analyzed period of time concerned voivodship Świętokrzyskie, where there was more than 45% drop in the number of fatalities. The following voivodships: Łódzkie, Lubelskie and Podkarpackie recorded a decrease in over 30% of fatalities. Unfortunately, at the end of the classification there were four voivodships with a fall below 8%, and what is disturbing voivodship Lubuskie recorded a nearly 5% increase in the number of fatalities. The current traffic safety management at the level of voivodships is often the implementation of central recommendations, which, as results from the analysis of statistical data, are not equally effective in every province. Therefore, models for forecasting changes in road safety are required. Taking into account local characteristics and implemented actions can be used to manage security more effectively at the regional level. This paper presents examples of the use of mathematical models to predict the number of fatalities in individual voivodships depending on the adopted action scenarios. Regression models were developed, taking into account demographic, infrastructural, economic and automotive factors. It turned out that in individual voivodships, various factors affect the level of road safety on roads differently. Therefore, an individual approach to each voivodship is important in order to reliably forecast the level of security.

The measurements and analysis of traffic intensity were performed in the capital city – Vilnius, the largest urban area in Lithuania. Vilnius is a centre of business, industry and tourism, and therefore traffic intensity remains the highest in this part of the country. The intensity of vehicle traffic is not only generally calculated but also simultaneously classified which means is divided predefining vehicles into beforehand established categories. Data on traffic flows are used in a road maintenance program for calculating and assessing air pollution, ensuring traffic safety, regulating traffic flows etc. The article presents the methods for measuring traffic intensity which are and were used for calculating traffic intensity not only in the streets of Vilnius but also across Lithuania. Data on vehicle intensity and classification are collected either using technologies (loop and tube detectors, counters and video detectors) or expressing them visually. The article presents the dynamics of changes in the traffic volume on the roads of Lithuania for the period 2000–2009. Also, this article examines traffic intensity of all transport means, including trucks in the permanent traffic volume measuring stations that were installed near the roads in Vilnius zone (data on traffic for the period 2005–2009) and the streets of Vilnius city (data on traffic for the period 2007–2009). Data on traffic intensity were obtained by the Road Research Laboratory of the Road Department of Vilnius Gediminas Technical University in cooperation with the State Enterprise Transport and Road Research Institute (TRRI).

The article presents issues related to improving safety and efficiency of operation of mobile machines in the constantly changing, winter temperature and traffic conditions. The authors develop a conceptual model of winter all-weather tires able to adapt to various road conditions such as when the road is covered with a layer of ice or compacted snow, or when the road is free from snow and ice. The use of such winter all weather tires will improve the road safety by contributing to increasing the life of tires and preserving the road network. The proposed model has no foreign analogues and is protected by a patent of the Russian Federation.

The purpose of this study  is to know the Road Safety Partnership Action Program Police Goes To School at SMAN 6 and SMK Pembangunan in Bogor City.The theory used in this research is by using policy evaluation from William N. Dunn which stating that to measure the success of an evaluation of the program can be measured through six variables: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The method used is descriptive analysis using quantitative approach. Data analysis technique used is by using the calculation of Weight Mean Score (WMS). Data collection techniques used are literature studies and field studies. The study population are 1,857 students from two schools. While the sampling technique used is proportionate stratified random sampling (stratified proportional). The samples using Yamane formula thus obtained sample are 180 respondents.The results of Program Evaluation Research Road Safety Partnership Action Police Goes To School in SMA 6 and SMK Pembangunan Bogor City obtained a score of 3.64 (in scale of 5) which, according to the interpretation of the criteria that are in “good” categories, although it is still the number of violations that occurred among students. This happens due to the lack of awareness of students in traffic, do not care about the safety and ignore the socialization conducted by the police about the ethics of a good drive to support traffic safety and reduce the number of traffic violations or accidents. Increase of the road safety is the main goal in the sphere of transport management. Authors state that the decision-making process should be based on the analysis of statistical data on the violations, traffic reasons of accidents and problem areas. Official statistics of the State Traffic Safety Inspectorate is used as an initial information. As a method to determine factors influencing the traffic safety, the so-called Haddon matrix was used. Efficiency of the proposed recommendations is analyzed from the viewpoint of their role in the process of ensuring safety and sustainability of the city transport system.

Due to a lack of reliable data collection systems, traffic fatalities and injuries are often under-reported in developing countries. Recent developments in surrogate road safety methods and video analytics tools offer an alternative approach that can be both lower cost and more time efficient when crash data is incomplete or missing. However, very few studies investigating pedestrian road safety in developing countries using these approaches exist. This research uses an automated video analytics tool to develop and analyze surrogate traffic safety measures and to evaluate the effectiveness of temporary low-cost countermeasures at selected pedestrian crossings at risky intersections in the city of Cochabamba, Bolivia. Specialized computer vision software is used to process hundreds of hours of video data and generate data on road users’ speed and trajectories. We find that motorcycles, turning movements, and roundabouts, are among the key factors related to pedestrian crash risk, and that the implemented treatments were effective at four-legged intersections but not at traditional-design roundabouts. This study demonstrates the applicability of the surrogate methodology based on automated video analytics in the Latin American context, where traditional methods are challenging to implement. The methodology could serve as a tool to rapidly evaluate temporary treatments before they are permanently implemented and replicated.
