Abstract: In Libya, there are a various barrier to developing e-commerce, and the COVID-19 pandemic has emphasised the importance of overcoming these hurdles in the shortest possible timeframe. This paper stems from a review of the studies which have focussed on the obstacles which preclude Libya reaping the benefits of e-commerce, at a time when many businesses are moving online, as a result of the lockdown introduced in response to COVID-19. This study has discussed and inspected the problems facing Libyan e-commerce. As a result of these problems, e-commerce has not taken hold in Libya or brought the country its considerable economic advantages. This paper suggests a range of recommendations which will contribute to adopt e-commerce in Libya and advance its popularity, among individuals, organisations and the government institutions, so that Libyan society can begin, and continue, to benefit from e-commerce.

There are several International Olympiads for secondary school students (for example, mathematics, physics, chemistry, biology and informatics). These Olympiads are not just a science competition, but a means to care for talent in the particular science. The goal of this paper is to identify the necessary topics important for good results at these international contests, and to compare the contest systems for the countries in South Eastern Europe, in the field of Informatics (Computer Science), as a region that is one of the prominent world regions in the context of high results in the international competitions. Here, we provide comparison through detailed analysis of several countries, and further we present a new approach that may be used to compare the achievements of the countries based on the results that students achieved at these competitions. Finally, we present an application of this approach on the results of some of the discussed countries compared to Macedonia. We strongly believe that the paper will provide a valuable content and approach for the entities involved in the organization of the contests, to measure their results compared to other countries, to use the information for improvement, and to use their achievements to raise awareness among the government institutions and companies in order to get support from them.

Introduction. Topical issues regarding the implementation of personnel policy in the government institutions of the Lugansk People’s Republic are presented and explored in the article. The analysis of the features of the personnel policy implementation at the present stage of development of social relations provides a basis for using relevant motivational measures to improve the effectiveness of personnel work.Materials and methods. In the research process, a complex of philosophical, general scientific and special methods and techniques was used, namely: critical and axiomatic method, method of analysis and synthesis, structural and functional method, abstraction; deduction and induction, statistical and econometric methods; general logical methods and techniques for forming scientific conclusions and research results.Results of the study. The analysis of the personnel policy implementation in public institutions in the Lugansk People’s Republic found that its coordination is carried out within the framework of the current legislation in order to improve the situation in the demographic, employment and labor market, education and science, health, culture and moral upbringing fields. However, in the process of implementing the main directions of the personnel policy, the features of the economic and political situation in the country at the present stage were not fully taken into account. Thus, in order to improve personnel work in the republic a list of systematic measures to increase motivation among public servants was proposed for use, taking into account existing realities.Discussion and conclusions. The study showed that in order to successfully carry out personnel work in the government of the republic, it is extremely important to justify the introduction of a system of non-material motivation for existing employees and the changes corresponding to modern realities in the process of selecting personnel as components of the implementation of personnel policies in government institutions of the Lugansk People’s Republic.

The capital city is characterized as a multifunctional city that has diplomatic missions, government institutions and economic centers that are so developed that often the capital is chosen as a city of urbanization by the Government. In Indonesia, floods often hit Jakarta and paralyze economic and governmental activities. To overcome the various problems of the capital, one solution that can be considered by a country is to move its capital. In Indonesia, the discourse to move the capital has a long history. This discourse arose against the background of various complex Jakarta problems. Indonesia needs to consider these three factors in the analysis to move its capital, not only the analysis in the country, but also the analysis of the experiences of other countries in the world that have moved its capital. The experience of various countries that have moved their capital cities will provide input and considerations, which could be used as a more appropriate analytical method to examine problems in Indonesia.

Poverty reduction has been declared as the most important millennium development goal not only by the world level organizations and institutions, but also by the government of Pakistan. Micro-credit is considered as a prime tool to fight back poverty. After the success of Grameen Bank of Bangladesh multiple other banks and micro finance institutions (MFI’s) like Banko Soladerio of Latin America, Indonesia’s BRI-UD, BAAC in Thailand, BRAC in Bangladesh and VBSP in Vietnam have been working on almost the similar pattern. In Pakistan different NGOs like AKRSP, Orangi pilot project, Kashf foundation and others have started working for the past few years basically to eradicate poverty and for women empowerment. The government institutions are also seriously making an effort to eradicate poverty through micro financing schemes. Government of Pakistan has selected the RSP (rural support program) model for micro-financing. The success of both government institutions and NGOs is not very outstanding to meet the basic objective of poverty eradication. The aim of this paper is to see the possibility of collaboration between the NGOs and the government to achieve the desired common goal. It is hypothesized that if government and NGOs work together and collaborate each other, the effectiveness of micro financing schemes could be strengthened.

(The Accesibility Problem for People with Disabilities in Palembang, South Sumatera) - The essential problem discussed in this paper is accesesibility of infras tructures and equipments for the disable in public area such as in buildings, streets, parks, cemeteries, public transportations. This accessibility is provided for the disabled people to have their activities in public area easrly. These efforts are based on the law Number 4, year 1997 concerning the welfare of People with Disabilities. It is necessary for the government and communities to provide the medium accessibility of infrastructures and equipments amenity for disabled. The objective of the research is identifiying medium accessibility infrastructures in building and its surrounding to make the d isabled do their activities easily. Since the application of this law in the reality the providing of that accessibility is still minimum and have not yet get properly standarized according to min istrial decree of public work number 468/KPTS/1998 about technical conditions of accessibilities in public buildings and its environment. The application of minis trial decree of public work, on the provision of accessibility have not been arranged in the provincial regulation, so the social iza tion of that accessibility provision for the disables is less effective. It is because of limiting power between the governments in the provincies, regencies, etc. as well as the often rotation of selfs for them in government institutions resulted the lack of experience.

This paper presents the results of a referendum-style contingent valuation survey conducted in one of the richest milking states of India. 200 households were surveyed to study the farmer’s preferences and choices for the health, breeding and insurance services. The objective of the survey was to assess the preference structure and the willingness of poor farmers to pay for veterinary health and insurance services. It is a comparative study between the existing situation and improved situation, that how the willingness to pay (WTP) will change if the quality of the health, breeding and insurance services will improve. The results show that farmers are willing to pay for assured access to veterinary services. Majority of the households value these services tremendously and are not looking for subsidies provided by the government institutions. It was noticed that farmer’s willingness to pay was much higher than the amount government institutions were presently charging for improved livestock support services, e.g. health and AI services. Though the coverage of Livestock insurance was low but it was found that farmers were ready to pay high amount of premium charges if the insurance services are easily available to the farmer’s door step with very less paper work and other formalities. Combining the findings of this survey with other closely related studies and the changing structure the input and output markets for livestock sector, the paper suggests specific policy measures to more effectively meet the expanding livestock services needs of poor livestock farmers.


“Be the change you want to see in the world.” The petrifying and severe impact of COVID-19 has shaken the world to its core. Later, most of the Governments around the world have temporarily closed educational institutions in an attempt to stop the spread of the COVID-19 pandemic. In India, 320 million students have been affected by COVID-19 school closures, and though the government quickly recommended shifting to “online teaching.” Many of the government institutions are lacking of facilities to conduct online classes. Many teachers are to be updating them to challenge this situation otherwise leads to job threat. This paper with an objective to study out whether the faculties are ready to face challenges due to online teaching and to identify who among male and female are feeling more threat for their jobs due to online teaching.

Background: The government’s inability to ensure that both the local and the national markets adequately accommodate smallholder producers is inhibiting the sector’s ability to grow and expand.Aim: This article explored the influence of the governmental administrative processes on agro-smallholders’ ability to access municipal markets.Setting: The study is based in KwaZulu-Natal (KZN), specifically in the eThekwini Municipality. The target population is agricultural (agro-) smallholder producers who are located within the traditional leadership and government officials (KZN Department of Agriculture and Rural Development and eThekwini Municipality).Methods: A qualitative exploratory research methodology using semi-structured interviews was adopted for this study.Results: The results showed that the government structures and municipal markets do not provide substantial support to agro-smallholder producers who are seeking access to markets. The results further showed that there is no integration or relationship between the government institutions on the issues related to the promotion and development of agro-smallholder producers.Conclusion: Through the application of administrative theory, the article posited the recommendations that the government institutions should incorporate stakeholders’ insights, lay a policy foundation for a whole-of-government approach to planning and set the direction for agro-smallholder’s planned future. It is also recommended that the government departments create a single planning and coordination structure or forum that will be beneficial to the smallholder sub-sector and avoid duplication and resource wastage directed to this sub-sector.

<p><em>The effectiveness of integration in water resources management in spatial planning can be achieved if there is a harmonious coordination between central government and local government. This research is aimed to analyze the role and the coordination pattern of inter-sectoral institutions relate to water resource planning and management in RTRW. This research is using quantitative approach. The analysis is conducted to analysis the role and the coordination in inter-sectoral institutional and to analysis the effectiveness of the successful integration of water resources management in spatial planning. The analysis result shows that there the government institutions integrated with the water resources management in spatial planning is still ineffective because there are the differences of substance regulation between water resources management and spatial planning. So, the recommendation is to make a coordination forum to accommodate the interests of water resources and spatial planning so there is an agreement in the water resources management in the spatial planning regulation.</em></p>
