In this article, the authors tried to consider and structure the stages of development and creation of the “Yermak”, the world's first Arctic icebreaker, and analyzed the stages of preparation and the results of its first expeditions to explore the Arctic. Systematic analysis of historical sources and biographical material allowed to separate and comprehensively consider the conditions and prehistory for the development and creation of “Yermak” icebreaker. Also, the authors gave an assessment to the role of Vice Admiral Stepan Osypovych Makarov in those events, and analyzed the role of Sergei Yulyevich Witte, Dmitri Ivanovich Mendeleev and Pyotr Petrovich Semenov-Tian-Shansky in the preparation and implementation of the first Arctic expeditions of the “Yermak”icebreaker. In addition, the authors considered and analyzed the assessment of Vice Admiral Stepan Osypovych Makarov and his personal contribution to the results of the first Arctic expeditions of the “Yermak”icebreaker made by Baron Ferdinand von Wrangel. The first polar expeditions showed that the idea of Vice Admiral Stepan Osypovych Makarov about the icebreaker fleet was viable and required further development. It is shown that the results of the first Arctic expeditions made by “Yermak” allowed to significantly develop knowledge in various scientific fields of Arctic and Earth research, namely, topography, astronomy, meteorology, hydrology, geology, magnetism, zoology, and botany. The use of these methods and approaches to scientific research allowed to retrace the way of life and professional activity of Vice Admiral Stepan Osypovych Makarov’s systematically and critically evaluate the sources used, highlight the main points in the current state of studying the subject and the results of predecessors, specify the most promising directions of research, give a description of the previous works on this issue and clearly distinguish issues that have not yet been resolved.

Despite the best efforts of programmers to create high-quality software, some errors inevitably escape even the most rigorous testing process and are first encountered by end users of the software. When this happens, developers need to quickly understand the reasons for the errors that occurred and eliminate them. Back in 1951, at the dawn of modern computing, Stanley Gill wrote that special attention should be paid to those errors that occur after the program is started, and lead to its termination. Gill is considered the founder of the so-called postmortem debugging, when a program or system is modified to record its state at the time of failure, so that the programmer can later understand what happened and why such a situation occurred. Since then, postmortem debugging technology has been used in many different systems, including all major general-purpose operating systems (OS), as well as specialized OS such as embedded systems and real-time systems. To ensure the high level of reliability expected from such critical systems, it is necessary, on the one hand, to implement the possibility of rapid recovery of the system or its part after a failure. On the other hand, it is necessary to provide a mechanism for storing as much information as possible after each failure, so that the cause of its occurrence can be determined later. To understand the real potential of postmortem debugging tools, we will first consider the current state of debugging methods and the role of postmortem analysis tools, as well as the requirements for postmortem debugging tools for critical systems. Next, we will describe the mechanism of postmortem debugging implemented by the authors in the RTOS Baget and formulate tasks for further development.

The hypothesis of the study. Continuous monitoring of the current state of machine building in Ukraine and implementation of the results of its practical analysis will improve the investment attractiveness of the industry.  Presentation of the main material. In this scientific article the role of mechanical Engineering as the leading industry of economy of Ukraine is investigated.  Based on statistical data, the dynamics of the main indicators of development of the machine-building industry of Ukraine for 2010-2018 was analyzed. Significant problems of the studied area are Identified, priorities for further development are determined.  The originality and practical significance of this study is to investigate deeply the main problems of investment attractiveness of the engineering industry.  also this study’s main provisions can serve as a scientific basis for the development of machine-building enterprises, in the context of the study of the problems of increasing the investment attractiveness of the industry.  Conclusions of the study. Since Mechanical Engineering is one of the leading industries, it is an indicator of the technical level of the country.  Lack of financial resources at the enterprises through problems such as low speed potential restoration of production in industry were solved. This leaded to braking of the General development of mechanical engineering of Ukraine.  In challenging situations of financial and economic activity, the enterprises of the machine-building industry need support from the State, in particular that needs a part of tax incentives for large-scale projects to modernize production facilities and Provide domestic producers with state orders.  According to the results of the conducted research it can be argued that the main stimulus for the realization of the industry’s potential is the lack of material resources.  Therefore, the solution for problems of increasing the investment attractiveness of industry will insure the further development of machine-building complex of Ukraine.
