The concrete form is reflected in the points of the articles of the 1945 Constitution. The paper focuses on the relationships that have developed over the past 30 years of the post-secularity period between the state and Islamic structures and communities using the example of the Republic of Tatarstan as a region with a significant Muslim population. Based on the data of 14 in-depth interviews with the experts, imams and residents of Tatarstan, it is shown that the secular power controls the Islamic community and the Spiritual Administration of Muslims and plays a dominant role in the interaction between the state and Islamic organizations. The modern processes of re-Islamization are associated with the risks caused by Islamic globalization which may lead to the loss of regional Islamic tradition and threaten the stability of the Republic. The state has strengthened control over the religious sphere in this context and has charged the Spiritual Administration of Muslims of the Republic of Tatarstan with an important task of neutralizing and preventing extremism. The main ways to overcome radicalization of believers are educational activities with special attention paid to young people and work for training Muslim clergy. The paper also analyzes whether it is possible to observe the principle of secularism. Special attention is paid to the description of the two main parts that make up the Muslim Ummah of Tatarstan, their different attitudes to the issue of the state intervention in the affairs of Islam and the reaction that they received from the state and official Islamic organizations. The Spiritual Administration of Muslims of Tatarstan is forced to respond to the demands of not only the state, but also ordinary Muslims. However, it can hardly cope with the request to be a buffer between the secular authorities and the Islamic community.

Introduction. The relevance of the work is due to the demand for Soviet experience in implementing large-scale state projects, in particular in the field of housing construction, at the present stage of Russian modernization. Methods. The factual material available in the work is drawn from the funds of the Central State Archive of the Republic of Mordovia, as well as from published sources. During the research, the following methods were used: comparative-historical, problem-chronological, historical-cultural, historical reconstruction. Results. The dynamics of all types of housing construction in the republic during the study period received the maximum turnover. Discussion. One of the reasons for significant success in the field of housing construction in the republic was the reform of the country’s economic system. Sovnarkhoz turned out to be more flexible and adapted to the conditions of planned administering as management structures, which in particular manifested itself in the field of housing construction. Other reasons for success were a kind of “revolution” in the development of housing construction methods, when, along with the state, the “people’s construction” and the cooperative method began to be widely used, as well as the industrial basis of construction, albeit not always consistently implemented. At the same time, the speed of construction generated a lot of problems in hastily constructed standard small cars, which became the reverse side of Khrushchev’s housing policy. Conclusion. The housing policy pursued by the Khrushchev leadership was one of the indisputable social conquests of the time under study, when a significant part of people from barracks and communal apartments moved to separate apartments intended for settlement by one family. However, when solving this most important problem, the authorities placed special emphasis not so much on the development of new construction technologies, as on managerial reorganization, leading ultimately to a simple increase in the workforce and organizations involved in the construction of residential facilities.

The aim of the study is to study theoretical and methodological approaches to the influence of the state program of housing construction on determining the affordability of housing for the population. Construction objects, as well as housing construction objects, lose their profitability and are not sold after delivery. The resulting decline in demand further aggravates the situation. The study analyzes the provision of housing in the Republic of Kazakhstan, and also makes calculations to determine the affordability of housing in the country. The article discusses the main indicators of the development of the housing construction industry: domestic production and consumption and market size in the Republic of Kazakhstan. The contribution to the development of the housing construction industry comes mainly from investments in the construction industry. The State Program also provides for the construction of rental housing, in accordance with standard projects for the construction of 5 and 9-storey large-panel frame houses using industrial housing technology. One of the most acute social problems in the Republic of Kazakhstan is the availability and provision of housing. This indicator depends on such factors as: the high income stratification of the population, the rate of construction of housing in the country at the regional level. The issues of housing provision in the regions of Kazakhstan were addressed through the implementation of the Regional Development Program 2020 and the state program of infrastructural development “Nurly zher”.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.
