This paper aims to look at the existence of the Medina Charter in terms of history, content and authenticity and how it is spiritual in the 1945 Constitution. This study takes the form of literature with a content analysis approach. Data collection techniques in this study are carried out by collecting magazines, journals and books and utilizing internet to collect data related to research. This study concludes that the Charter of Medina contains the Islamic Shari'a as a law, is democratic in nature. If observed carefully, it will be seen the spirit of the Medina Constitution in the 1945 Constitution as the basis of the State of Indonesia. The concrete form is reflected in the points of the articles of the 1945 Constitution. This proves that even though the Republic of Indonesia is not an Islamic state, it does not mean that this country ignores Islamic shari'a.

Waqf is a practice that is encouraged in Islam. In Malaysia, wakaf is under the jurisdiction of the state. This makes the wakaf management and administrative background of each state quite unique. Johor is one of the states that achieved the best achievement in waqf. This article discusses the background of wakaf practices implemented in the state of Johor, including the historical, legal, and management perspectives. Also discussed about the achievement of wakaf in the state of Johor and the forms of potential wakaf to be developed in the future. This study is qualitative. Data collection using library methods and data was analyzed based on 'content analysis' approach. It is found that the achievement of wakaf in Johor is very good especially in terms of the increase in value of waqf assets. Similarly, the Wakaf Shares and Waqf Shares that’s have currently implemented are very potential to be developed and ensure the sustainability of wakaf institutions.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

The tolerant spirit of Islam has inspired Ottoman rulers to adopt policies relating to non-Muslim citizens. The leadership crisis in the Ottoman Empire and the Western interests through capitulation have changed judicial system in the empire, including the system for non-Muslims that allows them to conduct their own judiciary and provide absolute freedom of religious matters. Tanzimāt, which is expected to bring improvements to the legislation system in Ottoman Empire, has marginalized Islamic law which is only enforced in aḥwāl al-shakhṣiyyah. Sultan Abdul Hamid II tried to maintain Islamic law by codifying Western European style. Some legal codifications contain qawāid fiqhiyyah (principles of Islamic law) which are sourced from the books of the Hanafi School of jurisprudence, and some others adopt Western laws by taking a few opinions of Islamic jurisprudence. This study analyzed various literatures related to policies towards non-Muslim citizens in the Ottoman era. The study uses descriptive and qualitative methods with a content analysis approach. Broadly speaking, this study found that the Ottoman Empire had given good treatment to non-Muslim citizens. The non-Muslim citizens get various facilities from the State, including the establishment of special institutions that handle their own affairs, although at the same time they have been used by Western countries to support their interests in Ottoman Empire.

Diversity is an important facet of public administration, thus it is important to take stock and examine how the discipline has evolved in response to questions of representative democracy, social equity, and diversity. This article assesses the state-of-the-field by addressing the following question: How has research on diversity in the field of public administration progressed over time? Specifically, we seek to examine how the focus of diversity has transformed over time and the way the field has responded to half a century of legislation and policies aimed at both promoting equality and embracing difference. We utilize a conceptual content analysis approach to examine articles published on diversity in seven key public administration journals since 1940. The implications of this study are of great importance given that diversity in the workplace is a central issue for modern public management.

Ketika Cinta Bertasbih’s novel that’s wrote by Habiburrahman El-Shirazy is a leading Islamic pop novel in Indonesia and also received very encouraging enthusiasts in Malaysia. This is caused by the morality practice and responsibility values those applied by author when it produces the novel by focusing on the utilization of the Qur'an and Hadith as an important principle to the formation of Islamic tasawur. Indeed, this paper aims to study and analyze the utilization of the Qur'an and Hadith conducted by the author of the novel Ketika Cinta Bertasbih. This study used their forms by applying content analysis approach and used analysis of documents as data collection and textual analysis as analyzing textual method. The results of this study have shown Habiburrahman as the author of this novel has been utilizing the highest sources of Islam ie the Qur'an and Hadith through the utilization of fiction and maintain the sanctity of the nature both of the highest sources.Keywords: Islamic literature, Ketika Cinta Bertasbih, expansion, Habiburrahman El-Shirazy Abstrak: Novel Ketika Cinta Bertasbih karya Habiburrahman El-Shirazy merupakan novel pop Islami yang terkemuka di Indonesia dan juga mendapat sambutan yang amat menggalakkan daripada peminat-peminat di Malaysia. Justeru, makalah ini bertujuan untuk merungkai dan menganalisis pemanfaatan Al-Qur’an dan Hadith yang dilakukan oleh pengarang dalam novel Ketika Cinta Bertasbih. Kajian ini menggunakan reka bentuk analisis kandungan dengan mengaplikasikan pendekatan analisis dokumen sebagai kaedah pengumpulan data dan analisis tekstual sebagai kaedah penganalisisan data. Hasil kajian ini telah memperlihatkan Habiburrahman selaku pengarang novel ini telah memanfaatkan sumber tertinggi Islam iaitu Al-Qur’an dan Hadith melalui pemanfaatan rangka fiksyen yang berhemah dan menjaga hakikat kesucian kedua-dua sumber tertinggi tersebut.Kata Kunci: sastera Islam, Ketika Cinta Bertasbih, pemanfaatan, Habiburrahman El-Shirazy

ABSTRACT Objective: To verify the use of procedures record tools as data source for monitoring and assessment of Psychosocial Care Centers (CAPS- Centros de Atenção Psicossocial). Method: A descriptive, exploratory qualitative study was carried out in seven CAPS in the state of Goiás. A total of 58 professionals participated, and the data collection was from April to May 2016 through focus groups. The data were submitted to the thematic analysis of content with the aid of the ATLAS.ti 6.2 software. Results: Three thematic categories emerged from the content analysis: Understanding about the record of Psychosocial Care Centers procedures; Management of the record tools of Psychosocial Care Centers procedures; and Intervening factors for recording Psychosocial Care Centers procedures. Final considerations: Investment in the Permanent Education of professionals will be necessary; focusing on the management of the records resulted from the actions developed in the CAPS to qualify the information and the work process of the professionals.

This article seeks to reveal Kiai Muchith Muzadi’s thought on the Islamic nationalism in Indonesia. It deals with a number of issues such as state form, the meaning of politics within nation-state life, and the relation of Islam and Pancasila. The article also attempts to answer problematic discourse on contemporary Islam which, within recent decades, (re)rises the principles of nationalism into public discussion. Muchith argues that Negara Kesatuan Republik Indonesia (NKRI/The Unitary State of the Republic of Indonesia) has been an ultimate state form for the Indonesian people. Therefore, this is a duty for the Indonesian Muslims, as Indonesia’s majority inhabitant, to actively take a role and involve themselves in guarding Indonesia and its unity. Muchith also sees no relevant necessary to replace the state form with other systems such as khilāfah and Islamic state. To him, politics is a mere means to fight for interests carried out with Islamic principles coupled with nationalism values in order to establish national integration and achieve the shared ideals. Muchith maintains that Pancasila along with its values is compatible with Islam and this is why the Indonesian Muslims should accept it as the state ideology.

The Unitary State of the Republic of Indonesia as a state Island biggest in the world which run the government republic presidential have amount The State Civil Apparatus is very large and greatly determines the performance of the government. Seen from report the results of the evaluation of the performance of the State Civil Apparatus, are considered unsatisfactory. This study is intended to examine the factors that affect the performance of State Civil Apparatus employees. A total of 40 echelon III officials became respondents in this study based on the data staffing and BPS data obtained through Slovin calculations from a total population of 54 people state civil apparatus, way right district government, Lampung province with the level of echelon III. This study uses a quantitative and correlational approach to determine the effect of compensation variables. Leadership, supervision, on performance mediated by the adversity quotient. The data collection method used in this study is a survey method by distributing purposive questionnaires. The data obtained from the questionnaires were collected and then processed and analysed using smart PLS software.

The Republic of Kazakhstan pays great attention to the provision of housing for its citizens. At the same time, the housing issue remains acute in the republic. The purpose of this article is to evaluate government measures to expand access to housing for the population. Based on the content analysis of state housing programs in Kazakhstan, the experience of developing the country's housing policy is systematized. The functionality of the institutions involved in the implementation of the state housing policy has been identified and described. Using the housing program for youth as an example, it is proved that the income level of the population is a deterrent to the success of these measures.

Abstrak: Hukum Islam di Negara Pancasila. Menurut al-Mâwardî dan Ibn Taymiyyah, konsep asal penerapan hukum Islam terletak pada kemestian adanya negara Islam. Tetapi, kenyataannya konsep negara Islam itu sendiri bervariasi dari waktu ke waktu. Maka, konsep yang final dan nyata tidaklah jelas wujudnya. Dengan kata lain, dapat dikatakan bahwa dalam praktiknya hukum Islam dapat diterapkan di manapun selaras dengan konteks sosio-kultural serta perkembangan dan kemajuan. Republik Indonesia adalah contoh yang baik bagaimana hukum Islam dapat diterapkan. Meski negara secara esensial tetap dalam kondisi sekuler, ide tentang penerapan syariah tidaklah secara ekstrem dilarang. Yang perlu dicatat adalah ide tersebut haruslah diperdebatkan dalam ranah publik, sehingga secara alamiah diketahui bahwa negara Pancasila memiliki batasnya sendiri untuk dapat mengakomodasi syariah di satu pihak, dan di pihak lain syariah sendiri merasakan keperluan adanya batasan tersebut dengan memperhatikan konteks Indonesia.Kata Kunci: Pancasila, khilâfah, sekuler, perdebatanAbstract: Islamic Law in the Pancasila State. According to al-Mâwardî and Ibn Taymiyyah the original concept of applying Islamic law lies on the existence of Islamic state. But, the concept of the Islamic state varies from time to time. Thus, the final and real concept always remains unclear. It can be said that in practical sense, Islamic law can be implemented anywhere in accordance with the socio-cultural context and its progress and development. The Republic of Indonesia is a good example of how shariah can be applied. Despite the State remaining relatively secular, in essence, the idea of the application of shariah is not strictly excluded. Nevertheless, these concepts should be debated in public until it is widely known that the Pancasila state is limited in accommodating shariah on the one hand and how shariah can be practised freely by the Indonesian Islamic society on the other.Keywords: Pancasila, khilâfah, secular, debateDOI: 10.15408/ajis.v12i1.976
