Abstract: This study aims to determine the effect of implementation of human resources policies and the competence of the effectiveness of waste management in Depok. The dependent variable in this study is the effectiveness of waste management, while the independent variable in this study is the implementation of human resources policies and competence. The approach used is quantitative analysis, using primary data obtained from questionnaires. Kuisiner distributed to 60 respondents, who are civil servants (PNS) from Depok City Sanitation Department. The results were obtained by partial calculation that the implementation of human resources policies and the competence of positive and significant impact on the effectiveness of waste management. Besides, the implementation of human resources policies and the competence of the results of calculations simultaneously positive and significant impact on the effectiveness of waste management in Depok. Keywords: Policy Implementation, HR Competence, and Management Effectiveness Abstrak: Penelitian ini bertujuan untuk mengetahui pengaruh implementasi kebijakan dan kompetensi  SDM  terhadap efektivitas pengelolaan sampah di Kota Depok. Variabel dependen dalam penelitian ini adalah Efektivitas Pengelolaan Sampah, sedangkan untuk variabel independen  dalam penelitian ini adalah  Implementasi Kebijakan dan  Kompetensi SDM. Pendekatan yang dipergunakan adalah analisis Kuantitatif, dengan menggunakan data primer yang diperoleh dari penyebaran kuisioner. Kuisiner yang disebarkan kepada 60 orang responden, yang merupakan pegawai Negeri Sipil (PNS) dari  Dinas Kebersihan Kota Depok. Hasil  penelitian diperoleh perhitungan secara parsial bahwa  Implementasi Kebijakan dan Kompetensi SDM berpengaruh positif dan signifikan terhadap  Efektivitas Pengelolaan Sampah. Disamping itu  Implementasi Kebijakan dan Kompetensi SDM dari hasil perhitungan secara simultan berpengaruh positif dan signifikan terhadap Efektivitas Pengelolaan Sampah di Kota Depok. This study discusses the government’s accountability performance. This study tried to obtain the evidence on the effect of SPIP (internal control system) Implementation on the SAKIP (accountability performance) implementation and APIP (internal auditor) Capability can strengthen the relationship between SPIP Implementation and SAKIP Implementation. This study helps to improve comprehension of the importance of the implementation of SPIP and the implementation of SAKIP to improve accountability performance as government and the importance of APIP capability can affect the relationship between the implementation of SPIP and SAKIP. It used the sampe consisting of 322 civil servants of Salatiga City Government. The variables used in this study include the dependent variable-SAKIP Implementation, the independent variable-SPIP Implementation, and the moderating variable-APIP Capability. This study uses primary data obtained from civil servants of Salatiga City Government. This data is a cross-section in the form of questionnaires using Moderated Regression Analysis with SPSS. The results show that SPIP Implementation affects SAKIP Implementation and APIP Capability strengthen the relationship between SPIP Implementation and SAKIP Implementation.

This research aims to test the influence of human resources Capacity, utilization of information technology as well as internal control against the timeliness of financial reporting village. The population in this research is the entire village in Aceh Selatan Regency. Sampling techniques in the study is simple random sampling. The research of using primary data obtained through the filling of the questionnaire. The data collected as many as 73 a detailed questionnaire from the 260 villages that existed in South Aceh Regency. Data processing using SPSS tool Version 22. Statistical analysis is used in logistic regression is. The results showed that collectively the variable capacity of human resources, utilization of information technology as well as internal control against the timeliness of financial reporting village. Each partially independent variable affect the timeliness of financial reporting Village.

The focus of this research is the influence of leadership models and work motivation on the performance of civil servants in the state. This research was conducted at the Sukomanunggal office, Surabaya, East Java. The research was conducted from May to July 2019. The type of research was primary data using a questionnaire. The population in this study includes 30 civil servants of the Sukomanunggal sub-district, Surabaya, who are also the sample in this study. The result shows that partially the leadership model variable and the work motivation variable have a significant effect on employee performance, and simultaneously the independent variable also has a significant effect on the dependent variable with a sig of 0,000. With multiple linear regression analysis Y = 0,531 + 0,375X1 + 0,454X2 + 2. As well as the coefficient of determination of 55,7%, while the remaining 44,3% is influenced by other factors outside the X variable used.  Keywords: Leadership Model, Work motivation, Employee Performance

The research examines the influence of The Use of Information Technology (PT), Human Resources Competence (SDM) and Organizational Commitment (KO) on the Quality of the financial statements (KLK). The population in this study is SKPA of Aceh Province. The sampling technique used is simple random sampling. This study uses primary data which obtained through the questionnaire results. The data were colleccted 63 questionnaires from 35 SKPA. Data were processed using SPSS version 22 and analyzed using multiple linear regression, F-Test, and t-test. The results show that  simultaneously, The Use of Information Technology (PT), Human Resources Competence (SDM) and Organizational Commitment (KO) affect  the  Quality  of  the  financial  statements (KLK). Partially, each independent variable affect Quality of the financial statements.

The performance of civil servants in the taxation sector will determine the success of state tax revenue. The purpose of this study was to determine and analyze the performance optimization of the KP2KP employees. Qualitative research with an explanatory research approach. Primary data sources were carried out through in-depth interviews with informants from the KP2KP, field observations and collection of written documentation. After analyzing the data, the researcher found that the optimization of the performance of civil servants with limited human resources can be realized through empowerment, development, competency improvement, employee motivation through adequate compensation and leadership effectiveness in KP2KP. Research results are very important for policy makers in perfecting their policies. Optimizing the performance of civil servants through empowerment, development, increasing competence, providing employee motivation through adequate compensation and leadership effectiveness in KP2KP. This study presents different points of view on the topic of civil servant performance. Increasing the performance optimization of civil servants with limited human resources is a new thing and according to the author's knowledge, the results of this study are the first to explain the increase in the performance optimization of KP2KP employees in Ogan Ilir Regency.   Abstrak Kinerja PNS di bidang perpajakan sangat menentukan keberhasilan penerimaan pajak negara. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis optimalisasi kinerja pegawai KP2KP. Penelitian kualitatif dengan pendekatan penelitian eksplanatori. Sumber data primer dilakukan melalui wawancara mendalam dengan informan dari KP2KP, observasi lapangan dan pengumpulan dokumentasi tertulis. Setelah menganalisis data, peneliti menemukan bahwa optimalisasi kinerja PNS dengan sumber daya manusia yang terbatas dapat diwujudkan melalui pemberdayaan, pengembangan, peningkatan kompetensi, motivasi pegawai melalui kompensasi yang memadai dan efektivitas kepemimpinan di KP2KP. Hasil penelitian sangat penting bagi pengambil kebijakan dalam menyempurnakan kebijakannya. Mengoptimalkan kinerja PNS melalui pemberdayaan, pengembangan, peningkatan kompetensi, pemberian motivasi pegawai melalui kompensasi yang memadai dan efektivitas kepemimpinan di KP2KP. Studi ini menyajikan sudut pandang yang berbeda tentang topik kinerja pegawai negeri. Peningkatan optimalisasi kinerja PNS dengan sumber daya manusia yang terbatas merupakan hal baru dan menurut pengetahuan penulis, hasil penelitian ini merupakan yang pertama menjelaskan peningkatan optimalisasi kinerja pegawai KP2KP di Kabupaten Ogan Ilir. The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

Research conducted to obtain empirical evidence how the influence of independent variables of intellectual intelligence to accounting with moderating variables of emotional and spiritual intelligence. The research method used is descriptive quantitative with explanatory descriptive or explanatory research. This method is an explanatory research that proves the existence of causal relationship of independent variable (independent variable) that is intellectual intelligence; moderating variable (emotional and spiritual intelligence); and dependent variable (accounted dependent variable). Research begins by conducting library search, followed by primary data collection conducted by using questionnaires and secondary data through data analysis. And for the use of data analysis consists of descriptive analysis, classical assumption test and verification analysis with the method of Moderated Regression Analysis (MRA). This study is a census study with homogeneous and limited population of 92 students, all students of Accounting Graduate Program at UNSOED. Conclusion of research result that is: (1) Intellectual intelligence have influence either positively or signifikan to accountancy. Thus intellectual intelligence can lead students to more easily understand accounting, (2) Intellectual intelligence can be strengthened by emotional intelligence on accounting both positively and significantly. (3) Spiritual intelligence can strengthen the influence of intellectual intelligence on accounting both positively and significantly.

This study aims to identify and analyze opportunities, challenges, constraints and efforts of vocational high school or Sekolah Menengah Kejuruan (SMK) to create graduates especially accounting programs that are able to manage village funds. The object of the study are accounting program students of SMK PGRI 2 Cibinong. Data used in this study are primary data and secondary data. Data is collected using interviews, observation, and documentation. Data analysis methods use data reduction, data display and conclusion drawing/verification. The results of this study show that the SMK PGRI 2 Cibinong Bogor aware of the opportunities for SMK graduates of the accounting program to fill the scarcity of skilled human resources to manage village funds. But teachers have less experience in the practice of village fund accounting so that they do not have confidence in  teaching. Other constraints are less discussion of government accounting in the accounting syllabus and the absence of a standard handbook/module for teachers to teach accounting subjects.

This study aims to use information technology, uncertainty or moderation duties and interactions between task uncertainty with the use of information technology to end user computing satisfaction. In this study used 70 respondents who actively use computers and working with several companies banking on the city of Padang. The data used are the primary data obtained through questionnaires. The study used three types of variables, the first is the independent variable, namely the utilization of information technology, both moderating variables, namely the uncertainty of the task, the third is the dependent variable is satisfaction of end user computing. The stages of hypothesis testing is done by using a regression model of moderating and statistical t-test. Based on the results of testing the first hypothesis (HI) was found to significantly influence the utilization of information technology to the satisfaction of end user computing. The second hypothesis (H2) testing results found that task uncertainty did not significantly influence the end user computing satisfaction. The third hypothesis (H3) testing found that the interaction or moderation between the use of technology with task uncertainty no significant effect on end user computing satisfaction.
