The article is devoted to the role of executive bodies as subjects of the economic security system of Ukraine. Attention is drawn to the importance of effective administrative activity as one of the basic preconditions for the proper functioning of various branches of the economic sector. It is noted that such activity is of great strategic importance in the issues of ensuring the stability of the national economy and facilitating the necessary development of the latter. An attempt is made to prove that an important role, given their goals, objectives, functions and constitutionally established appointments, is assigned to the executive authorities to facilitate the proper functioning of the national economic system. It has been noted that, among all other bodies of State power, entities have undoubtedly played a significant role in this process and have a special place in the existing State machinery. Attention is drawn to the issues of the concept, as well as to the definition of the structure of the administrative and legal status of the subjects in question. The purpose, tasks and functions of executive bodies as subjects of the system of economic security of Ukraine are defined and characterized. Competence of the said structures in this direction of scientific research is determined, key powers of executive authorities as subjects of the national system of economic security are singled out. It is noted that great importance is given to development of general and coordinated activity of executive authorities, taking into account complexity and multifaceted nature of national economy. It has been noted and an attempt has been made to prove that strengthening external and internal cooperation is a weighty prerequisite for the effective protection of the economic component. It is pointed out that this is especially important in the context of active globalization processes, including those related to the economic sphere. It is noted that such practice also takes place in most EU countries and shows positive statistics from this activity.

The article is devoted to the study of the development of national legislation on ensuring the functioning of the economic security system of Ukraine in the period of independence. Attention is drawn to the necessity and expediency of acquaintance and analysis of key normative legal acts of different legal force, which are directly or indirectly related to the economic component of national security. It emphasizes the need to identify the major historical events that have served as a prerequisite for building a national economic security system and those that, at appropriate times, have influenced its improvement. Political and economic factors have been determined, which made it expedient to adopt (approve) the basic acts for ensuring the state’s economic security system. The role of the Constitution of Ukraine is defined as the fundamental document that laid the legal basis for the development of the state’s economic security system. In the context of scientific research, particular attention is paid to the laws of Ukraine “On the basics of national security” and “On national security of Ukraine”, as the basic normative legal acts to ensure the system of economic security of the state at different times. Key backgrounds for each of them have been identified and their role in building and improving Ukraine’s economic security system has been improved. A number of acts, which were of significant importance for the development and systematic improvement of Ukraine’s national economic security system in the conditions of independence providing protection of the domestic economy and promoting its necessary development. The topic of company security is central to the work of the security service. This article describes the factors that pose a threat to the security of a modern organization. The author discloses possible directions of risks caused by the actions of the organization's personnel that create personnel threats. The article determines the role of personnel security and elimination of personnel threats in the organization's security system. The article reveals the concept of competitive (business) intelligence, identifies the functions of this service. The concept of industrial espionage is disclosed. In operational practice, it turns out that a large number of personnel threats are represented by a wide variety. At the same time, in order to neutralize personnel threats, the powers and competence of the organization's security personnel are clearly not enough. In this regard, within the framework of this study, a set of measures that make up an integral security system is considered. The central place in the study is devoted to the issue of eliminating personnel threats. Since personnel threats are created by the organization's own personnel, the necessity of interaction of all personnel services within the framework of a single system for ensuring personnel safety and security of the organization as a whole is substantiated. The powers of each of the participants in this process in their relationship and interaction are delimited. The author defined measures to counter personnel threats and neutralize the negative consequences of unauthorized actions in the organization.

Abstract. Introduction. The article examines the place of personnel security as a component of the system of economic security at enterprises. The main approaches to the formation of the personnel security system of the enterprise are considered. The role of personnel security in the strategic and operational management of the enterprise is clarified. The algorithm of creation of the personnel security system of the enterprise is outlined. The relationship between personnel security tasks and threats has been established. The main aspects of the personnel security system are identified and their impact on the economic security of the enterprise is analyzed. The scheme of interaction of personnel security of the subject of economic activity with external and internal environment is offered. The main directions of ensuring the personnel security of the enterprise are systematized, namely in the process of selection of candidates for positions, work with the labor collective. The measures that need to be taken to organize this security, taking into account the risks and threats associated with staff, their intellectual potential and employment. Purpose. The purpose of this article is to establish the place of personnel security in the system of economic security to reduce the level and number of threats that weaken the degree of security of the enterprise by staff. Results. We believe that the most difficult part of the security system of enterprises is the person, and it is the human factor that can have a critical impact on the success of the business and the very existence of the business object. Personnel security occupies a leading place in the structure of economic security. It can be defined as the process of preventing potential and real risks associated with personnel, as a set of actions and relationships of personnel, in which the effective economic functioning of the enterprise, its ability to withstand internal and external influences and threats associated with personnel. Conclusions. The category of “personnel security” of the enterprise, its components and areas of support are currently a very complex and insufficiently studied industry. The proposed classification categories do not claim to be complete. In particular, it is necessary to determine the weight of each such component for the economic security of the enterprise. No less interesting is the study of the relationship between the components of personnel security, between personnel and other types of economic security. Given the significant (and possibly decisive) impact of personnel security on the economic functioning of enterprises, it is advisable to continue research in this direction. The scientific problem of economics “Managing the quality of human life” is formulated on the basis of artificial intelligence, algebra of logic and logical-probabilistic calculus. Managing the quality of human life is represented by managing the processes of his treatment, training and decision making. Events in these processes and the corresponding logical variables relate to the behavior of a person, other persons and infrastructure. The processes of the quality of human life are modeled, analyzed and managed with the participation of the person himself. Scenarios and structural, logical and probabilistic models of managing the quality of human life are given. Special software for quality management is described. The relationship of human quality of life and the digital economy is examined. We consider the role of public opinion in the management of the “bottom” based on the synthesis of many studies on the management of the economics and the state. The bottom management is also feedback from the top management.

This article examines the execution of a security interest in Islamic banking in the Islamic economic disputes in  the  Purbalingga  Religious  Court. The case of non-performing loans in the world of Islamic banking is often the case, this was due to the debtor defaults. Mortgages used as collateral can be executed based on the decision of the Religious Court. The method used in this research is a kind of field research with the approach of Socio Legal Research, including in the realm of non-doctrinal study. The results show the execution of a security interest in dispute sharia economy in Purbalingga Religious Court has been run in accordance with the mandate of the Act: On the substance of the Implementation of the decision of execution is the end of a case that is the result of what is required by the plaintiff are determined in a court of Religion with using the guidelines do not separate from the disciplinary proceedings contained in HIR or Rbg. On the  Structure  of  Purbalingga Religious Court  carry out executions by institutions that are available from the start to the filing of the petition to the Chairman of the Religious Courts, judges who will examine the final verdict, Executor who will call and will execute and when the auction Clerk role of the mentor  State Property Office and Auction (KPKNL). Culturally law. Purbalingga Religious Court  carry out the execution-based approaches to religion and culture. This approach proved to facilitate execution. Obstacles that faced in general, form, creditors often receive a guaranteed land and buildings where the land certificate is no longer appropriate to the actual situation, the Debtor is not willing to leave the place right dependents, barriers to the sale of objects auction execution which does not go unsold objects auction / auction. Constraints that normally occurs in the execution of this economic security rights dispute, can be resolved by various reinforcement structures / institutions and culture through the law chosen by the Purbalingga Religious Courts.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.
