The purpose of this study is an action to study and analyze the problems of waste management in residential areas and residential waste management and community-based waste management. In this study, we use a study based on literature study which is a legal norm, where the secondary materials obtained through library research are only library materials and legal secondary materials. The essence of this discussion is the implementation of integrated waste management in Manado City based on the provisions regarding waste. It is clearly stated that waste management is not only the responsibility of the government. As a waste producer, the community has to maintain cleanliness and environmental health. In this case, an administrative disposition must be applied to continue any problems found. As mentioned in this field, compliance is low and can provide a deterrent effect for those who are not aware of the importance of waste management.

Abstract This study aims to design a community education model in waste management in the city of Padang. This type of research is qualitative research using data collection techniques, namely literature study, observation and interviews. The results showed that the paradigm of housewives regarding waste management that relies on downstream must be replaced with a new paradigm, namely waste management from upstream to downstream which covers the entire waste cycle. The obstacle in waste management is the perception of the community that waste management is the responsibility of the local government, not the responsibility of each individual. Furthermore, the sanctions given to dumping garbage in any place have not provided a deterrent effect. Therefore, based on the results of the field and literature studies carried out, obtained a community education model design based on the recycle waste management model by synergizing the government, community and company / private sector and emphasizing adult education. That is, the design of the resulting model encourages people's knowledge and self-confidence, so that it can also encourage positive change, both physically and mentally in a real, comprehensive, and sustainable manner.

Generally, activities conducted by people generate waste. The waste which increasingly rises causing a big problem. Therefore, the role of community in waste management will strongly support the process of solving the waste problem in the community. The purpose of this study was to determine the relationship of engagement and active participation of citizens, as reflected in the attitude of citizens in the activities related to the response to the waste problem in the community. A descriptive method was used in this study to describe the involvement and participation in the prevention of waste. The result showed that the paradigm of PSBM (community-based waste management) appeared sporadically and has not yet received the maximum support from regional governments. A paradigm which is “people pay, the government manages“, has grown within the community for years. It would hardly change people’s behaviour patterns in solving the waste problem in the community since changing the city into a city that is clean, comfortable and healthy involved many parties, including the community.

The issue of solid waste is increasingly urgent to be handled by the Gresik district government. Population growth and socio-economic activities in this area have a positive correlation with the increase in the amount and type of waste. This condition will certainly threaten the regional ecosystem, so collaboration between the government, the community and the private sector is needed in integrated waste management. The research objectives are to identify the existing condition of integrated waste management in Gresik Regency, to map the driving and inhibiting factors in integrated waste management and to formulate a model format for an integrated waste management paradigm change. The research method uses a qualitative descriptive approach to obtain a complete description of the collaboration model in integrated waste management. Sources of data obtained from secondary data, literature studies, interviews and observations. Informants consist of the Head of the Department of Cleanliness and the Environment and his staff, the public and the private sector. Methods of data collection is done by using interviews, focused group and discussion. Data analysis was carried out using qualitative analysis from Miles and Huberman consisting of four components, namely: data collection (data collection), data condensation (data condensation), data presentation (data display) and conclusion drawing or verification (conclusion and verifying drawing). The results of the study indicate that waste management in Gresik Regency which is carried out in an integrated manner with the collaborative involvement of stakeholders has not been able to be carried out optimally and completely until it reaches the Final Disposal Site. The potential of resources owned by the Gresik Regency Government structurally has not been able to optimally solve problems in waste management. There are encouraging and inhibiting factors originating from the systemic conditions of the Gresik Regency Government which do not run proportionally in overcoming the problem of waste management. The existence of an alternative model of changing the paradigm of integrated waste management is possible to overcome the problems of waste management in Gresik Regency.

Interview was conducted to collect information from the head of environmental sanitation unit in each of the five local government areas of Ibadan municipality. Findings The most widely used medium of storing solid waste was the polythene bag, which accounted for 22.8 percent of all the storage receptacles and was employed by 50.4 percent of the residents. Similarly, residents employed a combination of waste disposal methods which included burning, and dumping in the drains, river banks and on vacant plots. Methods of solid waste storage and disposal varied across the different residential areas of Ibadan municipality.
