This study discusses the intervention of government policy through the policy of biofuels (BBN) based on cassava in rural areas. The government program intended to build an independent village by introducing renewable energy with a bioethanol energy program in the village by bring new knowledge and perspective to the local community about renewable energy issues. The struggle against the meaning and practice of alternative energy continues to roll in line with the various interests that color at the local level. This research was conducted using qualitative method with explorative descriptive format and conducted to reach description of adaptation to the implementation of alternative energy program in rural area. This research through data collected with interviews and document analysis. The research findings the government driven bioethanol programs are the sectoral ministry of ESDM, without involving other related institutions. Cassava-based alternative energy has not been able to encourage the progress of the village, due to the unchanged behavior of the community on cassava, land issues for cassava, technological constraints, and socio-economic conditions of bioethanol that are not formed. This results that program does not sustainable in the future .Keywords: bioethanol, adaptation and strategy, sustainability

This article is an analysis of the powerless stigma of people with disabilities that still occurs in social life. The study was conducted to find out the process and method specifically carried out by the village government of Panggungharjo in initiating the presence of an environment that is inclusive of persons with disabilities. The study was conducted qualitatively through in-depth interview techniques, observation, and secondary data collection.  As a result of the research shows that the village government of Panggungharjo can be changing the stigma of discrimination for people with disabilities more meaningful in their life. This acts as an empowerment strategy that can people with disabilities not only an object but also a subject of development programs. The people with disabilities were given the role of advancing village in the concern of artistic and cultural programs. The role creates people with disabilities to able independently in social life and accepted by village people. Therefore, the debate continues with the viewpoint of society that is the persons with disabilities identically stigma on an inability to work. This condition brings to the trouble of reaching their economic independence. Moreover, for the local community in rural areas, persons with disabilities are still often regarded as cursed creatures or carriers of disasters in the family which causes them to experience psychological disorders and difficulties in socializing. Hence, a draw of discrimination fend stigma it's needs of the strategy steps by the government village on sustainability.Artikel ini menganalisis stigma ketidakberdayaan penyandang disabilitas yang masih terjadi dalam kehidupan bermasyarakat. Penelitian ini juga dilakukan untuk mengetahui proses serta cara yang secara spesifik dilakukan pemerintah Desa Panggungharjo dalam menginisiasi hadirnya lingkungan yang inklusif bagi difabel. Penelitian dilakukan secara kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa pemerintah Desa Panggungharjo mampu mengubah stigma diskriminatif bagi penyandang disabilitas kepada tindakan yang lebih bermakna. Tindakan ini sebagai strategi pemberdayaan untuk menjadikan penyandang disabilitas tak lagi sebagai obyek melainkan subyek pembangunan. Masyarakat penyandang disabilitas diberikan peran dalam memajukan desa dengan terlibat dalam program budaya dan kesenian. Peran ini menciptakan masyarakat penyandang disabilitas mampu mandiri untuk mencukupi kebutuhan hidup dan diterima oleh masyarakat desa. Namun perdebatan masih berlanjut tatkala cara pandang masyarakat yang kerap mengindentikkan penyandang disabilitas dengan ketidakmampuan untuk bekerja. Kondisi ini menyebabkan mereka sulit mencapai kemandirian secara ekonomi. Terlebih, untuk lingkungan masyarakat pedesaan, penyandang disabilitas masih sering dianggap sebagai kutukan dan aib keluarga. Hal ini menyebabkan mereka mengalami gangguan secara psikologis dan kesulitan untuk bersosialisasi. Untuk itu, tawaran menarik untuk menepis stigma diskriminatif tersebut membutuhkan langkah strategis pemerintah desa secara berkelanjutan.

Tourism has begun to develop in the village of Tablanusu. The community as a major component in tourism development plays an important role to develop the local potentialities of nature and culture. The purpose of this study is to identify the forms of community participation in tourism development in Tablanusu village. This study uses descriptive qualitative method, the technique of collecting data through observations, interviews and documents study. This study was conducted at the Tablanusu village. Informants in this study were 17 people selected by purposive sampling. This research uses the theory of participation. The results of the study reveal the form of participation in planning, implementation, and monitoring. The research results suggest the government to support the community to improve the quality of human resources, building infrastructures which are still lacking, and make good cooperation between tourism stakeholders including the local community in Tablanusu village.

The Role of Agusen Tourism Objects in Increasing Community Income (Study in Agusen Village, Blangkejeren District, Gayo Lues Regency). Tourism is an activity that directly touches and engages the community, thus bringing various impacts on the local community. As for the problems in this paper are (1) How the role of the agusen tourist attraction in increasing the income of the people who are in the Agusen Village, Blangkejeren District, Gayo Lues Regency. (2) What factors support and hinder Agusen tourism objects in increasing the people's income in Agusen Village, Blangkejeren District, Gayo Lues Regency. This study aims to determine the role of Agusen attractions in increasing community income in the Agusen Village, Blangkejeren Subdistrict, Gayo lues Regency, and also to find out the supporting factors and inhibiting the role of attractions in increasing the income of Agusen Gampong Subdistricts, Blangkejeren District, Gayo Lues Regency. To obtain the data the author uses a qualitative method, with a descriptive analysis approach, while the data collection techniques used are observation, interviews and documentation. From the results of the study it can be that: the existence of attractions in increasing community income is a shared responsibility. The existence of attractions can be said to be quite successful in increasing the income of the community in the Agusen Village, Blangkejeren District, Gayo Lues Regency. The supporting factors for Agusen attractions are the good cooperation between the community, the government and the village apparatus. As for the inhibiting factor is due to the absence of specific regulations either from the village or the government so that there are still irregularities in carrying out the task of adding to the community's income in the Agusen Village, Blangkejeren District, Gayo Lues Regency.Keywords: Role, Tourism Objects, Community Income.

The existence of adat institutions is recognized in the government system of the Unitary Republic of Indonesia. This includes traditional institutions that exist at the village level. In the regulation of the Minister of Home Affairs No. 18 of 2018 concerning Village Social Institutions and Village Adat Institutions, it is stated that the village customary institution or other designation is an institution that carries out the customs function and forms part of the original arrangement of the village that grows and develops on the initiative of the village community. Singingi River Basin Formerly a kingdom called the Singingi kingdom which has a complete structure down to the country or village under its shelter. An interesting phenomenon is that the king in the Singingi River Basin is held by two people who have the title Datuk Khalifah. This study aims to explain history so that the emergence of two kings in the Singingi sect and describe the structure of traditional institutions in the country under its aegis. The theory used is the Geneological-Territorial customary law community alliance theory. The study used a qualitative method with the documentation method and was strengthened by conducting interviews with 8 informants and then analyzed through data triangulation. The research findings show that the Singingi river basin was formed based on geneological and territorial ties. The structure of adat institutions in each country modeled on the structure of adat institutions at the center of the kingdom, although there were variations in the application in each country.

The article explores concerning evaluation program that the government has implemented in people's villages. This study conducted a reformulation policy to increase better family resilience in the rural areas. The study uses a qualitative method and collecting data with interviews, documentation, and observation. The research finds that community development in the village showed a new social sustainability pattern with three main goals: structure, culture, and process. It is a new program considering establishing a reformulation of social policy as an objective program that promotes sustainable development. While the program's implementation faced an obstacle driven by the local elite, it gained collaborative action with the regency government. Thus, the village development's family resilience failed not to internalize to deeply life confidence, but they do not feel they have awareness. Also, they still consider that family resilience is not a part of community development program, so it is not implemented very well. In summary, the planning village development has been the case to the local elite who are still focal figures to be “a small kingship” in the village.

The Indonesian government is currently carrying out overall development both in terms of infrastructure and economically for every corner of the region such as in rural areas. This is evidenced by the assistance in the form of village funds which are given annually by the government. Another proof of rural development is the four development programs launched by the Ministry of Village, Development of Disadvantaged Areas and Transmigration, one of them is the development of Village Enterprises (BUMDes). BUMDes are expected to be the main economic foundation for rural areas so that BUMDes can be a source of income for rural development. This study aims to provide information about the role of BUMDes in managing village funds to improve the prosperity of the Banyuanyar Village community, Ampel District, Boyolali Regency. This study uses a qualitative method by collecting data using analytical triangulation techniques. The results of the study show that BUMDes have performed their roles quite well in the welfare of society. The constraints of BUMDes in Banyuanyar Village refer more to the lack of human resources that can process the village's potential and are still skeptical of the village community about BUMDes itself.

This research explains the mysticism of mappadendang tradition in Allamungeng Patue Village, Bone Regency, which is believed by the local community as a form of shielding from danger and can resist reinforcemen such as Covid-19 outbreak. This research is a descriptive study using qualitative method and an ethnographic approach. This research was carried out with the aim of identifying the mystical space in mappadendang tradition which was held in Allamungeng Patue Village. After conducting the tracing process, the researcher found that mappadendang tradition which was held in Allamungeng Patue Village, Bone Regency in July 2020 was not a tradition of harvest celebration as generally in several villages in Bone Regency, especially Bugis tribe, but mappadendang was held as a form of shielding from all distress including Covid-19 outbreak. This trust was obtained after one of the immigrants who now resides in the village dreamed of meeting an invisible figure (tau panrita) who ordered a party to be held that would bring all the village people because remembering that in the village during Covid-19 happened to almost all the existing areas in Indonesia, the people of Allamungeng Patue Village were spared from the outbreak. Spontaneously, the people of Allamungeng Patue Village worked together to immediately carry out the mappadendang tradition as a form of interpretation of the message carried by the figure.

This research paper is the part of Research Project entitled “Impact of Elected Women Representatives in the Life and Livelihood of the Women in Rural Areas: With Special Reference to Tiruvannamalai District, Tamil Nadu” funded by University of Madras under UGC-UPE Scheme.The 73rd and 74th amendments of the Constitution of India were made by the government to strengthen the position of women and to create a local-level legal foundation for direct democracy for women in both rural and urban areas. The representation for women in local bodies through reservation policies amendment in Constitution of India has stimulated the political participation of women in rural areas. However, when it’s comes to the argument of whether the women reservation in Panchayati Raj helps or benefits to the life and livelihood development of women as a group? The answer is hypothetical because the studies related to the impact of women representatives of Panchayati Raj in the life and livelihood development of women was very less. Therefore, to fill the gap in existing literature, the present study was conducted among the rural women of Tiruvannamalai district to assess the impact of elected women representatives in the physical and financial and business development of the women in rural areas. The findings revealed that during the last five years because of the women representation in their village Panjayati Raj, the Physical Asset of the rural women were increased or developed moderately (55.8%) and Highly (23.4%) and the Financial and Business Asset of the rural women were increased or developed moderately (60.4%) and Highly (18.7%).

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

How is the tourists perception of the Barong Performance as a tourist attraction?. (3) What is the contribution of Barong Dance Perfomance as a tourist attraction for the local community in the Kedewatan Village?.</em><em></em></p><p><em>This research</em><em> used a qualitative method. Qualitative analysis is used to describe the form of the Barong Dance Perfomance, the perception of tourists, the contribution of the Barong Dance Perfomance. Data analysis is using Comodification Theory. Data collection is obtained through observation, interview, literature study, and document study. The research findings are presented and elaboreted descriptively to obtain overall conclucions.</em><em></em></p><p><em>These results indicate</em><em>s</em><em> that the Barong Dance performances as a tourist attraction is </em><em>designed in the form of a performance </em><em>package</em><em> including stage of the show, the ritual, the percussion, and the story of Barong Dance. The perception of the tourists are generally good. The Barong performance as a tourist attraction  has conr</em><em>t</em><em>ibuted to the welfare of society in economic and sociallife of the local culture of the Kedewatan Vil</em><em>l</em><em>age.</em></p>
