В статье изложены результаты исследования факторов, влияющих на эффектив-ность государственного управления комплексным развитием сельских территорий. Де-лается вывод о целесообразности внедрения в практику государственного управления социально-экономическим развитием методологии и инструментов народно-хо-зяйственного планирования. The article outlines the results of a study of factors that affect the effectiveness of public administration in integrated rural development. It is concluded that it is appropriate to introduce in the practice of public administration socio-economic development methodology and tools of national economic planning.

Topicality. The processes of the reforming and transforming of the state administration system in the country, which have been going on for more than a quarter of a century and do not lead to a significant increase in the level of well-being and do not allow to achieve even the values of indicators of socio-economic development of the 1991th year’s level, determine the relevance of the development of conceptual and scientific- methodological approaches to the organization of management system and public administration in the national economy. The main conceptual idea is to determine the direction of further socio-economic development of society and to regulate the transformation of the national economy management system on the basis of the prevalence of the actual significance and effectiveness of the system of state administration over the fact of its functioning for the sake of its own existence.Aim and tasks. The purpose of the article is to determine the conceptual framework for the regulation of transformation processes in the system of public administration and management in order to effectively influence the changes in national economic system and facilitate its restructuring from the raw material type to the economic system oriented on creation of the maximum possible value added.Research results. The interrelation and interdependency of the power and the system of public administration are analysed. It is defined the character and degree of influence of civil society on political and socio-economical processes which take place in the state. The essence of problems of real democratization processes in society reducing and the emphasis on arising threats that are caused by alignment of the reform processes and the failure of the tasks fulfill for the transformation of the economic system are analyzed and solved.The threat of curtailment of the processes of democratization and attainment of objects of radical socio-economical reforms going on in the country are emphasized. The specific measures on forming of civil society as an active state governor and on creation of effective system of public administration and regulation are justified and proposed. The appropriateness and validity of the proposed regulatory measures has been proved.Conclusions. It is established that one of the necessary and priority tasks is to maintain and create conditions for the rise of civil society sprouts in our country and for developed civil society establishment, which will become the basis and the key to successful implementation of the public administration reform, and will facilitate the efficiency of state power, will increase the welfare of the population. It is also necessary to support political will and aspirations of political elites to build an effective national economic system.

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. Problem setting. On the way to the realization of Ukraine’s European integration aspirations, there are many unresolved problems related to the improper implementation of reforms that slow down the processes of economic development and social security of the population. Ukraine needs proper governmental guidelines, capable of promoting proper socio-economic development of society with the help of methods adopted in the civilized world.Recent research and publications analysis. Features of public administration in the field of socio-economic development are the subject of research by many scholars. In particular, it is necessary to mention such scientists as A. Antonenko, D. Babych, V. Bazylevych, V. Besedin, N. Voronina, V. Geiets, Z. Gerasymchuk, B. Danylyshyn, V. Kutsenko, I. Mikhasyuk, V. Myagkyi, Y. Pakhomov, O. Panukhnyk, V. Savchenko, M. Sokolov and others. These researchers study issues related to public administration and the formation of effective public policy in the field of socio-economic development, focus on the need to implement government functions with maximum effect.Highlighting previously unsettled parts of the general problem. Despite the large number of publications on the peculiarities of economic and social development of the state and public administration of these processes, there is still a need for in-depth scientific research related to the implementation of European integration aspirations of the Ukrainian state. Ukraine’s intention to be a full member of the European Union requires radical transformational changes in the field of socio-economic development and increasing the efficiency of the state’s implementation of its management functions.Paper main body. The fundamental legal framework of Ukraine provides grounds for talking about the close relationship and harmonious combination of social and economic development and determines the overall strategic course of public policy as a whole. Based on this, it is safe to say that the outcome of the functioning of economic entities in the economy of Ukraine directly depends on what are the management actions of public authorities authorized to regulate, coordinate, evaluate and control the actions of these entities and affect the welfare of life population as a whole. Thus, the state performs its functions in all spheres of socio-economic life of the country.Effective economic policy of the state directly affects the social development and well-being of citizens. Increasing the level of welfare, social protection, ensuring equal rights and opportunities for all citizens, the right to property, work and earnings, decent social security, education, health care, etc. are the result of effective management of economic processes in the country. Accordingly, it makes it possible to implement such basic tasks of social policy as improving the quality of life of the population; increasing its employment; providing an opportunity for every citizen to realize his potential to meet his needs for the development of his personality; improving the remuneration of employees in all areas; ensuring the availability of a sufficient number of social infrastructure facilities in the state.Standards of socio-economic development in Ukraine differ from their counterparts in developed European countries. Given the European integration aspirations of the Ukrainian state, it is necessary to ensure continuous and effective transformational transformations that affect this area, and to improve the institutional support of this process, which would correspond to the basic principles, standards and norms of the European Union.At present, it is difficult to talk about the adequacy of public administration actions in the field of socio-economic development of the Ukrainian state, which would meet European standards. Evidence of this is the inefficiency of public finance management, incomplete decentralization transformations, imperfection of regulatory and legal support of processes in the economic and social spheres. Conclusions of the research and prospects for further studies. Socio-economic development of the Ukrainian state has sufficient legal support, but to implement the European integration vector of Ukraine it is necessary to provide a number of tasks: to develop an effective mechanism on the basis of which will systematically and purposefully implement the strategy of socio-economic development; to unify institutional support in the field of development and implementation of strategic plans in the field of socio-economic development; to form new and improve existing approaches to the development of strategic plans for the short, medium and long term at the national and regional levels; to provide a system of monitoring and control over the implementation of those tasks that are set in the implementation of the strategy of socio-economic development; to determine the criteria for analyzing the effectiveness of the implemented measures within the strategy of socio-economic development, which will allow to assess the degree of achievement of the strategic goal. An integrated approach to the implementation of these tasks will allow to take the socio-economic development of Ukraine to a qualitatively new level and to increase the welfare of the population as a whole.

Conocer el grado de influencia que ejerce las prácticas de gestión empresarial sobre el rendimiento financiero de las microempresas emprendedoras para el desarrollo socio económico regional. Metodología: El diseño metodológico empleado fue cuantitativo, explicativo, observacional y transversal. Se analizaron 127 jóvenes emprendedores del estado de Guanajuato, México. Se desarrolló un modelo SEM cuyos índices de bondad y ajuste (X2=172.386 gl= 101; CFI = 0.942 y TLI=0.932; RMSEA= .07) son ser aceptables Resultados: Se encontró una relación positiva y significativa entre las prácticas de gestión empresarial y el rendimiento financiero de las microempresas emprendedoras. Asimismo, las prácticas de gestión empresarial influyen positiva y significativamente sobre el rendimiento financiero de las microempresas emprendedoras en el estado de Guanajuato, México.ABSTRACTPurpose. To know the degree of influence exercised by business management practices on the financial performance of entrepreneurial microenterprises for regional socio-economic development. Methodology: The methodological design used was quantitative, explanatory, observational and transversal. 127 young entrepreneurs from the state of Guanajuato, Mexico were analyzed. An SEM model was developed whose goodness and fit indices (X2 = 172.386 df = 101; CFI = 0.942 and TLI = 0.932; RMSEA = .07) are acceptable. Results: A positive and significant relationship was found between the business management practices and the financial performance of entrepreneurial microenterprises. Likewise, business management practices have a positive and significant influence on the financial performance of entrepreneurial microenterprises in the state of Guanajuato, Mexico.

The article is devoted to the life and work of the legendary personality Nikolai Konstantinovich Baibakov. Nikolai Konstantinovich went through a long career from an oil engineer to Deputy Chairman of the government of the USSR. The figure of Nikolai Konstantinovich Baibakov is unique. He became a member of the government under Stalin, and retired under Gorbachev. At the same time, for 22 years he headed the headquarters for the management of the Soviet economy – the state planning Committee of the USSR, where he proved himself as an outstanding economist. His name is associated with major national economic achievements in the development of the country’s fuel and energy complex, industry, and agriculture. For almost a quarter of a century, he defined the strategy and guidelines for the socio-economic development of the USSR.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.
