One of the main factors for supporting development in the agricultural sector is the irrigation infrastructure management. Infrastructure is essential because it is a basic prerequisite for development and growth and requires very large costs. Therefore, the infrastructure must be managed properly according to Asset Management principles. This study aims to implement asset management in the management of Irrigation Area in the Salaman Technical Implementation Unit (UPT). The irrigation assets in question are the physical infrastructure of irrigation networks. This study requires an inventory of data on irrigation network which is used as input in analyzing the performance appraisal of irrigation assets. The assessment of the Irrigation Area Performance index is carried out through the weighting of each component according to the technical instructions set by the government. While the evaluation is carried out by determining priorities and types of handling irrigation areas through ranking and classification of aset condition index value. The evaluation show that 3 (three) Irrigation Areas get a condition index value of ≤ 60 (poor). The three irrigation areas are MA Depok, DI Pakem I, and MA Mudal. MA Depok is an irrigation area that is the first priority for treatment in the form of rehabilitation.

Sei Siulak Deras Irrigation Area is one of the Irrigation Areas located in Kerinci Regency based on the decision of Dinas Pekerjaan Umum dan Perumahan Rakyat (PUPR) regulations No.12/PRT/M/2015 concerning criteria and estabishment of Irrigation Area status with an area of 5,801 Ha. The authority for operational and maintenance implementation is handled by the Dinas PUPR of Jambi Province ( RTRW of Jambi Province, 2013). The performance of the Sei Siulak Deras irrigation network infrastructure is inseparable from the available maintenance budget, for this reason, it is necessary to conduct a study that analyzes the relationship between routine maintenance costs for the performance of irrigation network infrastructure in the Sei Siulak Deras irrrigation area of Kerinci District, Jambi Province.  In this study an examination of the existing conditions of irrigation networks involving 1 observer and 6 irrigation workers, the irrigation network inspection using the standards issued by the Operation and Maintenance Agency of the Dinas PUPR of Jambi Province. From the results of the correlation analysis the cost of routine maintenance on the performance of irrigation network infrastructure is 0.9, this indicates a strong relationship between the two variables. While the maintenance budget allocated by the government to the maintenance of irrigation network infrastructure is very lacking, amounting to IDR 806,081,000 from the budget for the maintenance of irrigation network infrastructure of IDR 3,580,984,372.57.

The Pandrah Irrigation Area is a technical irrigation network whose water source comes from the Krueng Pandrah river. Pandrah Weir was built in 1987 located in Samagadeng Village, Pandrah District, Bireuen Regency. It has an area of 1,203 hectares of irrigated rice fields. In its development, the damage that occurs in the Pandrah irrigation area also cannot be ignored. It is necessary to review it by assessing the performance of the irrigation system. The purpose of this study was to determine the performance index of the Pandrah irrigation system using the MASSCOTE (Mapping System and Service for Canal Operation Technique) method approach. The assessment of the performance index of the Pandrah irrigation system using the MASSCOTE method approach is carried out by evaluating the Rapid Appraisal Procedure (RAP) on four main indicators, namely service indicators, indicators for Farmers Using Water (P3A), indicators for the operator's Human Resources (HR). In the evaluation of the RAP, it is the value of observations of the respondents of OP officers and P3A farmers who are presented in a questionnaire to cross-assess each respondent in irrigation management. The results of the research on the performance appraisal of the Pandrah irrigation system based on the MASSCOTE method with RAP evaluation showed that the performance index of the absolute value (Level of Service) was 3.05. Hence, the performance index of the Pandrah irrigation system in the existing conditions was in the Good classification. This index and classification value shows the value of irrigation operations in fulfilling services from irrigation management carried out by operators / OP officers and felt by irrigation service beneficiaries, namely P3A farmers.

Irrigation water shortages have the potential to limit agricultural development otherwise arable land. To resolve such irrigation water shortages, accurate evaluations focusing on the assessment of the irrigation system’s physical condition, the functionality of the infrastructure components, and the irrigation efficiency are all needed. The assessments of physical condition and functionality are metrics used to establish the performance index value of the irrigation system. The performance index value can be used to identify sections that need maintenance and to define the level of damage that has impacted the irrigation network infrastructure. The irrigation network’s overall performance is analyzed based on the weight of each criterion as defined in the Minister of Public Works Regulation No.32 Year 2007. This research location is Tlatak Irrigation Area, in the District of Parang, Magetan Regency. The results of the analysis showed that the efficiency of irrigation was 74.24%, and the irrigation system performance was only 61.11%. These numbers indicate that the Tlatak irrigation network is categorized as ‘Requiring Attention.' Efforts should be made to resolve the irrigation issues by conducting periodic maintenance, constructing one or more deep wells, and enhancing the role of the Water User Farmers’ Association.

Water and water resources must be maintained by their functions and benefits to meet the needs of all sectors and future generations. One important part of sustainable water resource management that is of considerable interest to the government is irrigation which aims to achieve food security. Food security in Indonesia Development in the field of food security and poverty alleviation in rural areas is one of the leading sectors in the nine national development priority agendas contained in “Nawa Cita”. The development of food security in Indonesia faces many complex problems, such as irrigation infrastructures maintenance, regulations, land use change, population, policy implementation, coordination among stakeholders and also budget issues. The method in this study is a qualitative method through the literature review related to the management of water resources for food security in Indonesia. This paper seeks to evaluate the development irrigation policies as part of sustainable water management that supports food security in Indonesia. Literature sources are 5 main regulations, 5 papers and some government reports. To support increased food security, the direction of the Indonesian Government's policy in strengthening food security from the irrigated agricultural sector is realized through a strategy to increase production capacity and improve irrigation network services. The problem of the availability of irrigation water must be addressed quickly by upstream conservation, maximizing capacity through normalization of existing reservoirs, and continuing to build dams to have water storage containers that can accommodate planting season throughout planting. Air dan sumber daya air harus dijaga fungsi dan manfaatnya untuk memenuhi kebutuhan semua sektor dan generasi mendatang. Salah satu bagian penting dari pengelolaan sumber daya air berkelanjutan yang cukup menarik perhatian pemerintah adalah irigasi yang bertujuan untuk mencapai ketahanan pangan. Di Indonesia, pembangunan di bidang ketahanan pangan dan pengentasan kemiskinan di pedesaan merupakan salah satu sektor unggulan dalam sembilan agenda prioritas pembangunan nasional yang tertuang dalam “Nawa Cita”. Pembangunan ketahanan pangan di Indonesia menghadapi banyak masalah yang kompleks, seperti pemeliharaan infrastruktur irigasi, regulasi, perubahan penggunaan lahan, kependudukan, implementasi kebijakan, koordinasi antar pemangku kepentingan dan juga masalah anggaran. Metode dalam penelitian ini adalah metode kualitatif melalui studi pustaka terkait pengelolaan sumber daya air untuk ketahanan pangan di Indonesia. Tulisan ini berupaya mengevaluasi kebijakan pembangunan irigasi sebagai bagian dari pengelolaan air berkelanjutan yang mendukung ketahanan pangan di Indonesia. Sumber literatur adalah lima peraturan utama, lima makalah dan beberapa laporan pemerintah. Untuk mendukung peningkatan ketahanan pangan, arah kebijakan Pemerintah Indonesia dalam memperkuat ketahanan pangan dari sektor pertanian beririgasi diwujudkan melalui strategi peningkatan kapasitas produksi dan peningkatan pelayanan jaringan irigasi. Masalah ketersediaan air irigasi harus segera diatasi dengan konservasi di wilayah hulu, memaksimalkan kapasitas melalui normalisasi waduk yang ada, dan terus membangun bendungan untuk memiliki wadah penampung air yang dapat mencukupi kebutuhan pasokan sepanjang musim tanam.

Although it has a large amount water resources but the agricultural land of Unda Irrigation Area still has water crisis. Many potential water of  Unda river waste into the sea that indicate the management of irrigation network is still less. The lack participation of stakeholders from the government and the public in this case Irrigation Area of Unda river seen from the number of the irrigation channels damage and existing buildings. The approach used in this research is explorative and descriptive approach. The collecting Data obtained by questionnaires and in-depth interviews with stakeholders were selected using purposive sampling method. Data were analyzed with descriptive qualitative Likert scale used to measure attitudes, opinions and perceptions of stakeholders in the securement and maintenance. The test results show the value of the adjusted R Square is 0.747. This mean that stakeholders have 74.7% effects, while 25.3% is influenced by other factors. Which is government contributes most, followed by Subak / P3A. It caused by the influence of the test simultaneously or partial value of Fcount > Ftable, so it can be concluded participation of stakeholders have a significant influence on this operation and maintenance of irrigation system in Unda Irrigation area in Klungkung district either simultaneously or partially. This means increased participation of stakeholders simultaneously and partially will improve the operation and maintenance of irrigation networks. From this research can be given some suggestions. In order for the participation of stakeholders can be improved, the other stakeholders instead of government sector and Subak / P3A which is not included in the study need to observe. To increase the participation of Subak / P3A in the operation and maintenance of irrigation networks needs to be disseminated about the importance of stakeholder participation by the government so that the participation of Subak / P3A can be maximized.

Baro KananIrrigation Area is one of the irrigation areaswich is focused on increasing the productivity food crop in Pidie District. The irrigation area whose construction was completed in this 1997 serves to irrigate of agricultural land of 8,920 ha with the Krueng Baro river water source. At the last few years the Baro KananIrrigation Area experience limitations in the availability of water. The current problems on the Baro Kanan Irrigation Area is the reduced irrigation water discharge get to agricultural land. Performance evaluation of irrigation network is intended to get an overview the current conditions.The purpose of the study: 1) Knowing the discharge of water availability and the discharge of water requirements each month in reviewed of the factor K (water balance); 2) Knowing the condition of the irrigation network on the BaroKananirrigation systems; 3) Assessment irrigation network performance based on the Regulation of the Minister of Public Works and Public Housing Numbers 12/PRT/M/2015. The research method in the form of a survey and documentation for the assessment of irrigation systemincludes physical infrastructure, croping productivity, OP supporting facilities, OP implementing personnel organizations, documentation,and institutional condition P3A. From the results of the study obtained the level of water adequacy (factor K) on the Baro Kanan irrigation network of 67%, the condition of the physical infrastructure of 73,7%, croping productivity of 69,8%, OP supporting facilities of 88,4%, OP implementing personnel organizations 79,7%, documentation 62,8%, and institutional conditions P3A 12%. Based on the performance assessment referring to the Minister of Public Works and Public Housing Regulation Number 12/PRT/M/2015 concerning Exploitation and Maintenance of Irrigation Networks, obtained the performance of the Baro Kanan irrigation network in the catagory performance of less and need attention with a performance percentage of 67,62%.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

In the Summer 1973 issue of the Pakistan Development Review, Mr. Mohammad Ghaffar Chaudhry [1] has dealt with two very important issues relating to the intersectoral tax equity and the intrasectoral tax equity within the agricultural sector in Pakistan. Using a simple criterion for vertical tax equity that implies that the tax rate rises with per capita income such that the ratio of revenue to income rises at the same percentage rate as per capita income, Mr. Chaudhry found that the agricultural sector is overtaxed in Pakistan. Mr. Chaudhry further found that the land tax is a regressive levy with respect to the farm size. Both findings, if valid, have important policy implications. In this note we argue that the validity of the findings on intersectoral tax equity depends on the treatment of water rate as tax rather than the price of a service provided by the Government and on the shifting assumptions regard¬ing the indirect taxes on imports and domestic production levied by the Central Government. The relevance of the findings on the intrasectoral tax burden would have been more obvious if the tax liability was related to income from land per capita.

Intersectoral terms of trade play a cruc1al role in determining the sectoral distribution of income and resource allocation in the developing countries. The significance of intra-sectoral terms of trade for the allocation of resources within the agricultural sector is also widely accepted by research scholars and policy-makers. In the context of planned development, the government specifies production targets for the agricultural sector and for different crops. The intervention of government in the field of price determination has important implications for the achievement of planned targets. In Pakistan, there is a feeling among many groups including farmers and politicians with a rural background that prices of agricultural crops have not kept their parities intact over time and that prices generally do not cover the costs of production. The feeling that production incentives for agriculture have been eroded is especially strong for the period since the early 1970s. It is argued that strong inflationary pressures supported by a policy of withdrawal of government subsidies on agricultural inputs have resulted in rapid increases in the prices paid by agriculturists and that increases in the prices received by farmers were not enough to compensate them for the rising prices of agricultural inputs and consumption goods.
