Discussing about traditional communication, it is commonly connected to the tradition concept, which contains a meaning that the concept is a kind of the past finding, but it is commonly reputed as a normative thing by each part of the society. Based on the explanation, it can be concluded that the definition of traditional communication is commonly connected to the folk art performance as a traditional media that is owned by a certain society, as the result it can be identified and understood that a folk art performance is owned by that society and exist as a local wisdom for the society.Therefore, it can be cleared that discussing about traditional communication is cannot be separated with the traditional folk art performance as a media, a kind of art that is based on the folk story by using media that appears and develops in a certain society. The effort of source finding of this folk story is not only purposed to be performed in the form of art performance, but also it is further expected to carry out messages from the story. Therefore, in the review of traditional communication it is emphasized to the way of carrying the messages that are contained in an art performance as a media. Therefore, this review is not discussed about the art performance furtherly. It means that the performance can use a great and luxurious background, but also can be in a simple form.South Sulawesi as a former government of the Indonesian Archipelago (the government of Gowa-Tallo and other governments that had been exist in Indonesia) has various kinds of art performance of the traditional media which are still heired for generations, where the function of traditional media is not only as an entertaining public show, but also may be a guidance because of the role of art performance which is full of messages and senses.Therefore, people who will have an art performance are commonly have to prepare their physic, mental, and psychology, moreover in fact that they will face most of audiences and have an all night (Note 2) performance. So that, in the South Sulawasi, may be in other places, before playing the role as a persistent player in an art performance, the players are commonly practice hard their skill and ability. This ability is usually completed by a mysthical thinking through the magic words or Parimbolo (Bugis’ language). In order to learn the magic words, the players commonly meet the elders, but the magic words are not directly given, but rather have to pass some rituals within certain rules such as white cloth, a cock, or by preparing black sticky rice and black cock (Ajeip Padindang in Monoharto, 2003: ix-x).

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The chapter commences with the change in the perspective and approach relating to children from welfare to rights approach. It then deals with the legal definition of child in India under various laws. It gives a brief overview of the present legal framework in India. It states briefly the various policies and plans, and programmes of the Government of India related to children. International law on the rights of the child is enumerated and a summary of the important judgments by Indian courts are also included. The chapter ends with pointing out the role of civil society organizations in dealing with the rights of the child and a mention of challenges ahead.

AbstractPolitical scientists and economists have long been interested in the role of special interests in the policymaking process. In the past few years, a series of important new books have argued forcefully that the lobbying activities of economic actors have an important influence on the prospects for war and peace. All of these analyses claim that whether economic actors enhance or decrease the likelihood of conflict ultimately depends on the domestic political balance between economic actors who have a strong vested interest in pushing for peace versus those that do not. I advance two contrary arguments. At least among the advanced states, I posit there are no longer any economic actors who will be favorable toward war and who will lobby the government with this preference. All of the identified mechanisms that previously contributed to such lobbying in these states have been swept away with the end of colonialism and the rise of economic globalization. In particular, I show that the current structure of the global economy now makes it feasible for foreign direct investment to serve as an effective substitute for conquest in a way that was not possible in previous eras. My second argument concerns those economic actors in advanced states with a preference for peace. I posit that it has become unnecessary for them to directly lobby the government to avoid war on economic grounds because economic globalization—the accumulation of decisions by economic actors throughout the globe—now has sufficiently clear economic incentives for leaders.

In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?

The mid-1990s through the first decade of the new millennium marked an increase in publications pertaining to war and violence in the ancient past. This review considers how scholars of the past decade have responded to that work. The emerging consensus is that war and violence were endemic to all societies studied by archaeologists, and yet the frequency, intensity, causes, and consequences of violence were highly variable for reasons that defy simplistic explanation. The general trend has been toward archaeologies of war and violence that focus on understanding the nuances of particular places and historical moments. Nevertheless, archaeologists continue to grapple with grand narratives of war, such as the proposition that violence has decreased from ancient to modern times and the role of war and violence in state formation and collapse. This paper argues that the future direction for the development of Korean industrial relations will evolve through direct interaction between employers and trade unions (either conflictual or cooperative). The government is likely to play a less interventionist role in industrial relations, compared with the past, and to adopt the role of mediator between unions and employers. Characteristics of Korean industrial relations during the pre- 1987 period is firstly examined; four major factors are used to explain the industrial relations practice during this time. Changes after 1987 are also considered. Special consideration is given to interaction between the environment and the three major industrial relations participants, and the interactions between them. Both macro and micro aspects of industrial relations are examined. The special Presidential Address (26/04/1996), known as New Conception of Industrial Relations, is also analysed in terms of its implications for future industrial relations issues in Korea.

The Russian Federation is in the process of making major structural changes to its railway and electricity sectors. Both sectors will be at least partly vertically disintegrated, with the aim of creating competition in the “upstream” sector while maintaining state ownership and control of the monopoly “grid”. This paper examines the details of reform and restructuring in the context of the international experience with reform and restructuring in these two sectors, and considers the role of the Ministry for Antimonopoly Policy in reform, both in the past as an “advocate for competition” within the government, and in the future as the guarantor of non-discriminatory access to the grids by non-integrated upstream producers.

The Communist Party of Yugoslavia’s (CPY) rise to power in 1945 was followed by a period of fundamental socio-political changes that encompassed all aspects of life. In order to establish a complete political and ideological authority, the government attempted to suppress all elements which, in their view, were not aligned with the doctrine of the Communist Party. As a result, everything that was perceived as remnants of the old socio-political order was marginalised, such as religion, tradition and customs. Moreover, reinterpretation of the past also took place, as well as creation of new rituals and Tito’s cult of personality. Accordingly, a completely new calendar of official, state holidays was established, deprived of any national or religious tradition. One of those holidays was May Day, which was celebrated for two days and whose purpose, like most other holidays of that period, was to create uniqueness of feelings and actions in society, focusing on the working class, socialism, CPY, Yugoslavia and Josip Broz Tito. Besides, celebrations of major anniversaries and holidays, including May Day, presented an opportunity for transmission of ideological and political messages, most often articulated through numerous slogans which clearly defined the direction in which the society should move. The media played a key role in this process. Therefore, the central part of the paper consists of the analysis of newspaper articles from Glas Slavonije in order to understand its role in the implementation of those new political rituals and social values.

Bone Regency as part of South Sulawesi is a very interesting area to discuss. This area is not only part of the history of South Sulawesi, but also a historical flow of South Sulawesi. the existence of nobles who are so attached to the joints of the lives of the people of Bone is still interesting to be examined to this day. Based on this, the article aims to reveal the role of Bone nobility in the swapraja government system to the regency (1950 - 1960). The political development of the government during this period was seen as sufficiently influencing the political dynamics of the government in Bone Regency which continued even today. The method used is the method of historical research with four stages, namely, heuristics, criticism (history), interpretation, and presentation (historiography). The results of the study show that after the transition from swapraja to regency, the role of nobility is still very calculated. But it is no longer like in the period before the transition, where the government was ruled by the king / aristocracy. At this time the level of intelligence is also taken into account. Apart from the fact that the structure of the government is indeed different because the process of appointing head of government is also different. But in general the role of nobility after the transition was not much different, where there were still many nobles holding power. ABSTRAK Kabupaten Bone sebagai bahagian dari Sulawesi Selatan merupakan suatu daerah yang sangat menarik untuk dibicarakan. Daerah ini bukan saja merupakan bagian dari sejarah Sulawesi Selatan, tetapi juga merupakan arus sejarah Sulawesi Selatan. keberadaan bangsawan yang begitu melekat di dalam sendi kehidupan masyarakat Bone masih menarik untuk ditelisik sampai hari ini. Berdasarkan hal tersebut, maka artikel ini bertujuan untuk mengungkapkan tentang peranan bangsawan Bone dalam sistem pemerintahan swapraja ke kabupaten (1950 – 1960). Perkembangan politik dari pemerintahan selama periode ini dipandang cukup mempengaruhi dinamika politik dari pemerintahan di Kabupaten Bone yang berlangsung bahkan sampai sekarang. Metode yang digunakan adalah adalah metode penelitian sejarah dengan empat tahapan yaitu, heuristik, kritik (sejarah), intrepretasi, dan penyajian (historiografi). Hasil penelitian menunjukkan bahwa setelah peralihan dari swapraja ke kabupaten, peranan bangsawan masih sangat diperhitungkan. Namun tidak lagi seperti pada masa sebelum peralihan, di mana pemerintahan dikuasai oleh raja/aristokrasi. Pada masa ini tingkat kecerdasan juga diperhitungkan. Selain karena struktur pemerintahannya memang berbeda juga karena proses pengangkatan kepala pemerintahan juga berbeda. Namun secara umum peran bangsawan setelah masa peralihan tidak jauh berbeda, di mana masih banyak bangsawan yang memegang kekuasaan.

Objective: A pilot study was conducted to determine the currentscope of practice of South African physiotherapists working in intensive care units in the government and the private sectors. These findings were compared to the findings from a European survey with regard to the role of the physiotherapist in European intensive care units.Methodology: Ninety questionnaires were distributed nationwide to secondary and tertiary government hospitals as well as to private practitioners involved in cardiopulmonary physiotherapy. The private practitioners included in this survey were listed in the Private Practitioners Association Official Members Directory. Junior and senior physiotherapists working in the intensive care units of their respective hospitals participated in completing the questionnaire. Comparisons between government and private sector data and between the South African survey and the European survey were carried out using the 2test for non-parametric data. A p-value of less than 0.05 was considered to be statistically significant.Results: Fifty-four questionnaires were analyzed and represented 60% of questionnaires sent out. Respondents to the South African survey reported 28% percent of all ICUs had between 9 - 12 beds; 83% physiotherapists indicated the availability of an on-call service during the night and 96% physiotherapists had a weekend physiotherapy service. Ninety-two percent of physiotherapists working in the government sector supervised students compared to 44% of physiotherapists in the private sector. Between 9% and 27% of physiotherapists in government and private hospitalsactively participated in research in ICU. There were no statistically significant differences in the use of respiratory physiotherapy, mobilization and positioning between respondents to the European survey and those of the South African survey respectively.Conclusion: The response rate to this questionnaire was good. It was evident from this pilot survey that the scope of practice of physiotherapy in ICU didn’t differ significantly between the government and private sector in South Africa. The role of the intensive care physiotherapist in South Africa was similar to that of the European physiotherapist  working in ICU.
