The paper studies potentiality in innovation and knowledge state with regions of Ukraine that contributes to their knowledge development and formation of economics of knowledge on regional and national level. It determines the list of indices allowing the status assessment in innovation activity among economic players in a region, and that of research and scientific-technical works. Regions of Ukraine are grouped in accordance with the development level state in science and innovation activity. The article generalizes the potentiality assessment for the knowledge development of regions of Ukraine on the ground of the criteria of power of educational field, distribution of information and communication services and potential in the sphere of science and innovations.

The publication presents the concept and content of the draft law of the Altai Territory, prepared by the team of authors – the draft law of the Altai Territory “On Science, Scientific-Technical Activity and Innovation Activity in the Altai Territory”. The paper notes the urgent need to update the legislation of the Altai Territory on science and innovations as a pillar for technological development and the growth of well-being of residents of the Altai Territory. The structure of the draft law includes general provisions, powers of state authorities of the Altai Territory in the field of science and innovations, measures to support scientific and innovative activities, the status of a scientist and the legal regime of innovation territories. Particular attention in the bill is given to a system of measures to support scientists and especially young scientists to retain talent in the Altai Territory.

No official data exist on the status of musculoskeletal (MSK) radiology in Europe. The Committee for National Societies conducted an international survey to understand the status of training, subspecialization, and local practice among the European Society of Musculoskeletal Radiology (ESSR) partner societies. This article reports the results of that survey. An online questionnaire was distributed to all 26 European national associations that act as official partner societies of the ESSR. The 24 questions were subdivided into six sections: society structure, relationship with the national radiological society, subspecialization, present radiology practice, MSK interventional procedures, and MSK ultrasound. The findings of our study show a lack of standardized training and/or accreditation methods in the field of MSK radiology at a national level. The European diploma in musculoskeletal radiology is directed to partly overcome this problem; however, this certification is still underrecognized. Using certification methods, a more homogeneous European landscape could be created in the future with a view to subspecialist training. MSK ultrasound and MSK interventional procedures should be performed by a health professional with a solid knowledge of the relevant imaging modalities and sufficient training in MSK radiology. Recognition of MSK radiology as an official subspecialty would make the field more attractive for younger colleagues as well as attracting the brightest and best, an important key to further development of both clinical and academic radiology. The impact and benefit that information and communication technologies (ICT) have in the educational field require new teaching skills. This fact has been increased by the recent crisis caused by COVID-19. This study tries to investigate the level of digital teaching competence (DTC) of Higher Education teachers of Health Sciences, and its relationship with several variables. For this, it has the participation of 300 teachers from the 9 universities of Andalusia (Spain). The research is structured through a descriptive (RQ1) and inferential (RQ2) design. The answers given to the DigCompEdu Check-In questionnaire adapted to the Spanish context are analyzed. The results, which show high levels of reliability of the questionnaire (Cronbach and McDonald) and validity (CFA), indicate that the level of competence is basic-intermediate. In addition, the area in which teachers excel is digital resources. For this reason, it is proposed to structure personalized training plans and continue expanding the characteristics of this study at an international level.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

Among more dramatic effects, the COVID-19 scenario also raised the need for new online information and communication services, promoting the spread of software solutions whose usefulness will last well beyond the pandemic situation. Particularly in the cultural heritage domain, it has been unveiled the relevance of new AI-based approaches, able to dynamically aggregate information and making them available for a customized fruition aimed to the individual cultural growth. Here, we integrate machine learning techniques for the automatic generation of contents for an intelligent tutoring system grounded on automated planning techniques. We present a solution for semantic, intelligent creation of personalized cultural contents, born as a lesson-making assistant, but developed as to become a multi-function “cultural crossover”, useful in the frame of a wide range of planning, dissemination, and managing activities for cultural heritage contents.

Background: The multi-dimensional perspectives of evidence based public health strategic approaches necessitates use of efficient analytical tools towards decision making for project and programmatic interventions on a larger framework of policy, behavior and resource utilization.Methods: Respondent driven sampling (RDS) was obtained through discussion, interview and participation in the status assessment questionnaire devised for the study.Results: Lack of new initiatives supported by non-dissemination of findings of research (75%), difficult logistics management (67.39%), unaddressed training needs (46.67%), lessons learnt remaining untransformed into actionable inputs (82.60%) and less emphasis on monitoring cum evaluation (44.56%) is observed respectively while assessing quality adherence, program design, vision statement and choices of public health approaches.Conclusions: ‘Comprehensive Management and Monitoring Approach’ is found to be the best public health approach for project design, formulation, plan extension, implementation, monitoring, evaluation and revision thereby necessitating targeted interventions through well managed technical cum financial inputs.

Relevance. The article is based on the report of the author at the specialized session “Intellectual Property and competitiveness of enterprises in attracting investment and production diversification: key performance indicators (industry and corporate level)” within the framework of the XII International Forum “Innovative Development through the Intellectual Property Market”, which was held in Moscow on 30.10.2020. Despite approved strategy documents in place for development of Russian aviation industry and governmental programs being implemented, the Russian intellectual property market formation has not been considered among top tier priorities. Methodology: the study analyzes the global aviation industry trends and the outcomes of governmental programs on development of Russian aviation industry. Results. Based on the analysis of the global trends in innovation activity of aerospace industry leaders and the status of development initiatives in the Russian aviation industry and specifically the United Aircraft Corporation, conclusions are made with regard to the quality of institutional environment for support of innovations, with a rationale for facilitation of efforts by industry enterprises in their identifying, protecting and commercializing the intellectual property. Discussion. The study addresses a major issue of how, in the situation of a dominant share of public investments in the aviation industry, to facilitate and promote a proper level of activity in commercialization of intellectual property results by state-owned/sponsored enterprises, and ensure a sustainable level of support for private sector enterprises in the creation of advanced technology products.

An environmental database has been created, recording water bodies at a national level and assembling relevant data collected by various public services and institutions in charge of water resources management and research in Greece. Data consists of physico-chemical parameters, geomorphological descriptions, inventories of fauna and flora species, environmental pressures, vulnerability evaluation and other information useful for the assessment of current and future ecological status. Data gathering has proven to be a challenging task, due to the large number and the generally small size of the surface freshwater bodies as well as the numerous competent services and institutions and the multiple and sometimes conflicting responsibilities that therefore result. The latter is also partly the cause of lack of continuity of data, gaps or sometimes questionable reliability. Performing a global data overview, we note that (a) ecological status can be characterized as good for the majority of the sites, especially for small mountain streams, and (b) the general trend in most cases is degradation of current conditions, related either to anthropogenic pressures or to human activity combined with natural factors. This database, in a more completed and enriched form, could assist in the implementation of 2000/60/EC Directive in Greece and the establishment of reference conditions of surface freshwater systems.

With its advantages of low cost and high efficiency, e-commerce is not only favored by ordinary consumers, but also effectively promotes SMEs to find business opportunities and win the market. This article starts with the development scale of China’s e-commerce industry and the status quo of export trade, and measures the overall index of China’s e-commerce industry development level from 2008 to 2018 through empirical methods to analyze its impact on China’s export trade. The results show that the development level of the e-commerce industry has a significant positive impact on China’s export trade. Finally, it analyzes the existing problems in the development of China’s e-commerce industry.
